The platform aspires to train the students of today, to be the leaders of tomorrow. The conference provides an opportunity to enhance and hone the skills of the art of Diplomacy, Negotiation, Compromise, Acceptance, Collaboration and Cooperative resolution of conflicts. A broadening world view that manifests a profound grasp of contemporary world issues and envisions the creation of an egalitarian, non-partisan and viable progress for all is an avowed aspiration and goal of MUN. The prowess in research, speaking, writing, debating, critical thinking and teamwork is strengthened and leadership blossoms. The concept has become the keystone in the architecture of our students’ thought process. It has developed from an idea to an experience that is worthy enough to be treasured and learn from. It is a forum where students unwrap the layers of the false dichotomies to look at the real problems of the world. Their research not only increases their knowledge but also leads them to understand what they can do in order to counter them successfully. We are looking forward to see our delegates discussing global security, global commerce and conflict resolution for a peaceful world. We welcome the future leaders to expand their horizons beyond the so called impossible to discover the world of infinite possibilities and solutions. Embrace this challenge and turn it into an opportunity to build the tomorrow that you want! Greetings Delegates ! It is my privilege to announce that MODERN VIDYA NIKETAN, SECTOR - 17 is returning with its ‘glorious’ third edition of INNERVE MODEL UNITED NATIONS 2021. The past two editions were great successes because of our collective efforts. Since its inception, INNERVE MUN has strived to provide a realistic, engaging, and exciting simulation of the United Nations and its associated agencies for passionate youth who are interested in global issues. Being first of its kind in INNERVE legacy, this year’s conference would be online. It is our priority to ensure that the conference is organized to the highest standards in order to pursue our goals. As a school, MVN has maintained the legacy of establishing something new with every edition of INNERVE. After hosting two successful editions, we assure you that everyone will receive the opportunity to delve into their interest at a deeper level. AGENDA – WEAPONS OF MASS DESTRUCTION The Disarmament and International Security Committee was established in 1993. It is the First and one of the main committees of the General Assembly. The role of DISEC is outlined in Chapter IV, Article 11 of the United Nations Charter which states, “The General Assembly may consider the general principles of co- operation in the maintenance of international peace and security, including the principles governing disarmament and the regulation of armaments and may make recommendations with regard to such principles to the Members or to the Security Council or to both”. As per this article, the mandate of DISEC is highlighted as, “to promote the establishment and maintenance of international peace and security with the least diversion for armaments of the world's human and economic resources”. AGENDA – ELIMINATING DISCRIMINATION AGAINST CHILDREN AND PARENTS BASED ON SEXUAL ORIENTATION AND/OR GENDER IDENTITY The Human Rights Council is an inter-governmental body within the United Nations system responsible for strengthening the promotion and protection of human rights around the globe and for addressing situations of human rights violations and make recommendations on them. It discusses all thematic human rights issues and situations that require its attention throughout the year. The Council is made up of 47 United Nations Member States which are elected by the UN General Assembly. The Human Rights Council replaced the former United Nations Commission on Human Rights. AGENDA – 7 YEARS OF NATIONAL DEMOCRATIC ALLIANCE (NDA) AIPPM or the All India Political Parties Meet is a non-technical but powerful committee. It is a meeting amongst all the political parties of the nation. Typically called before the session of the parliament or before the introduction of an important bill, this committee aims to arrive at a consensus before the sessions begin. It is a supplementary body to the parliamentEXwECiUthTIoVuE tBOaAnRyD legislative provisions. The purpose of such meetings was initially to be a forum for unbounded political debate which may not be allowed in parliament due to time constraints but these bodies now aid in providing a better insight into national issues. AGENDA – POST COVID ECONOMIC CONDITIONS The Economic and Social Council (ECOSOC) is one of the 6 principal organs of the United Nations System established by the UN Charter in 1945. ECOSOC coordinates economic, social, and related work of the fourteen United Nations specialized agencies, functional commissions and five regional commissions. Harry Potter is a series of seven fantasy novels written by British author J.K. Rowling . The novels chronicle the lives of a young wizard, Harry Potter, and his friends Hermione Granger and Ron Weasley, all of Witchcraft and Wizardry. The main story arc concerns Harry’s struggle against Lord Voldemort , a dark wizard who intends to become immortal, overthrow the wizard governing body known as the ministry of Magic and subjugate all wizards and Muggles. This committee is purely a hypothetical Joint Crisis Committee in which the delegates would deliberate about the possible conjectural or speculative adventures of the series by assuming portfolios of their characters. The Moderator and the Deputy Moderators would present crisis to the committee about which the delegates must deliberate and arrive at possible conjectures. “The International Press wishes to change the outlook while delivering.” The International Press consists of a body of news agencies, broadcasters, and the like, who have the liberty and the mandate of informing, and deliberating about events occurring in the United Nations. The International Press endeavours in promoting awareness and to wake up the conscious of the human mind to the reality and authenticity about the events occurring in the world. It works tirelessly and with diligence in providing the truth, disclosing and elucidating on the debate among the delegates of the notable committee. The most important function is that it acts as watchdog, and keeps the decision makers in line, and holds them answerable and responsible for any kind of actions taken. Thus the International Press, with the collaboration of reporters, and photographers follows an unconventional approach of presenting information and sharing knowledge, with realism and humane approach. Through the support of various modes of communication, co-operation, and elucidation, the delegates of INTERNATIONAL PRESS act in a liberated and unconventional way with authorization to cover up all attributes and features of the MUN conference. As Model U.N. conferences have lengthy agendas and many students are interested in speaking, it is essential that order is maintained by deciding who speaks, on what, and when. Therefore, rules of procedure are formalized by most Model U.N. conferences. Conference procedures are divided into two types of discussions: formal and informal debate Formal Debate: During formal debate, the staff maintains a speakers list and delegates speak in the order they are listed. At this time, delegates have an opportunity to share their views with the entire committee. Delegates make speeches, answer questions, and introduce and debate resolutions and amendments. Formal debate is important to the committee’s work. Not knowing the rules of procedure may slow down the debate and hold back their committee’s progress. Moderated Caucus: During a caucus, which is a temporary recess, the rules of procedure are suspended. To go to a moderated caucus, a delegate makes a motion to suspend debate and the committee votes. Caucusing helps to facilitate discussion, especially when there is a long speakers list. It is a mixture of both formal and informal debate. Anyone may speak if they raise their placard and are called on by the Chair. Unmoderated Caucus: In an unmoderated caucus, delegates meet informally with one another in the committee to discuss and negotiate draft resolutions, amendments and other issues.

MOTION DESCRIPTION TO PASS, the vote required Motion to set This is a motion to set or change the speaker’s time. It is a procedural Simple Majority speakers time motion, which requires two (2) delegates speaking for the amount of time motioned for, and two (2) delegates speaking against. At some Model U.N. conferences, once the speakers list is closed it is Simple Majority closed, for the remainder of the session or topic. However, at most Motion to open and Model U.N. conferences the speakers list can be opened and closed close the speakers multiple times. Once the speakers list is exhausted, it means no one else wishes to speak, debate is over, and the committee then moves into voting procedure. This motion requires an immediate vote. This motion is made to suspend the meeting for the purpose of a regular caucus or a moderated caucus, but its use also depends upon Motion to suspend the conference you are attending. When moving to suspend the Simple Majority meeting meeting, the delegate should specify a certain amount of time and the purpose. This motion requires an immediate vote. Motion to adjourn This motion is made to end the committee session until the next Simple Majority meeting session, which at times is until next year. This motion is most commonly made to end committee session for the purpose of lunch or dinner. This motion requires an immediate vote. Motion to adjourn This motion must not be confused with the motion to adjourn the 2/3 Majority debate meeting. Motion to adjourn debates a tactic to put all of the work that the committee has completed on the topic in which they are discussing on hold and to table it. At most Model U.N. conferences, once you adjourn debate on a topic, the topic is Considered tabled and cannot be discussed anymore. This motion requires 2 delegates and 2 delegates speaking against the adjournment of debate. Motion to close This motion is made in order for the committee to move into voting Simple Majority debate procedure. Once a delegate feels as if they have made their country’s position clear, there are enough draft resolutions on the floor, and everyone is ready, a delegate makes a motion to move into voting procedure by moving for the closure of debate. This motion requires only two (2) delegates speaking against the closure of debate. Point of order During the discussion of any matter, A representative may rise a point of order, and the chairperson in accordance with the rules of procedure shall immediately decide the point of order. A delegate may appeal against the ruling of the chairperson (noted below). The appeal shall be put to a vote, and the chairperson's ruling shall stand unless overruled by a two-thirds majority of the members present and voting. A delegate rising to a point of order may not speak on the substance of the matter under discussion. Point of inquiry When the floor is open, a delegate may move for a point of inquiry, in order to ask the chairperson questions regarding the rules of procedure. Point of personal A delegate may raise a point of personal privilege in order to inform privilege the chairperson of a physical discomfort s/he is experiencing, such as inability to hear another delegates speech. If a delegate has a question to put to another delegate, the delegate Point of information should present it by raising a placard and saying that he has a point of information. Delegate, if feels that the decision made by the chairperson is incorrect/inappropriate, he/she may challenge the decision by Appeal to the Chair’s formally raising the Motion to appeal against the chairperson's decision decision. This motion may be made verbally or in writing. The 2/3 Majority opposing delegate speaks and the chairperson defends him or herself before the vote.

JUDGEMENT CRITERIA Delegates would be judged on the following basis :-  In-depth knowledge and thorough understanding of country’s policy.  Exhibition of excellent diplomatic and negotiating skills.  Willingness to work for the benefit of the committee.  Appropriate use of the rules of procedure.  Genuine and authentic presentation of facts and information.
