Constitution and By-Laws THE CONSTITUTION AND BY-LAWS OF LIPA CITY COLLEGES PSYCHOLOGY SOCIETY PREAMBLE We, the students of Bachelor of Arts in Psychology, imploring the aid of Almighty God, in order to have a duly organized student body that shall represent our ideals and aspirations, promote our common interests, uphold our rights, develop positive relationships with the school community, demonstrate active and responsible leadership, and express sincere love to our school and country, do hereby ordain and promulgate this Constitution and By-Laws. Section 1 Article I Section 2 General Provisions Section 1 The Constitution and By-Laws shall be known as the Constitution and Section 2 By-Laws of Lipa City Colleges Psychology Society which shall hereinafter be referred to as LCCPS. Principles Section 1 For the purpose of the Constitution and By-Laws, the following word shall be used and have the meaning as ascribed to it in this section. 2.1. “LCCPS” refers to the Lipa City Colleges Psychology Society. Article II Name and Domicile The name of the organization shall be Lipa City Colleges Psychology Society which shall hereinafter be referred to as LCCPS. The seat of the LCCPS shall be located inside the premises of Lipa City Colleges, thus, within the circulations of the College of Liberal Arts office and facilities. Article III Declaration of Principles, Objectives, and Policies The LCCPS shall have the power which emanates from the student body. It shall be autonomous, unified, and a democratic representative of the Bachelor of Arts in Psychology students to the Central Student Lipa City Colleges | College of Liberal Arts
Section 2 Lipa City Colleges Psychology Society Section 3 Government and Office of Culture, Sports, Student Activities, and Section 4 Involvement of the Lipa City Colleges. Objectives Section 5 The LCCPS shall uphold and adhere to the Vision and Mission Section 6 Statements of the College of Liberal Arts which, “envisions competent professionals who are dedicated to a selfless endeavor for God and community” and “develops morally upright, compassionate, and competent individuals capable of lifelong innovations and self- development in response to a dynamic society.” Furthermore, LCCPS also upholds the Core Values employed by the college and institution, which are Leadership, Competence, and Commitment. 2.1. The Vision and Mission Statements of the College of Liberal Arts shall serve as the guide of the organization through working in the service of the student organization’s best interests. 2.2. The Core Values of the College of Liberal Arts and Lipa City Colleges shall serve as the foundation of the ideals and movements of the organization through working hand in hand with the students, other student organizations, and institutional offices and departments in providing quality student services, activities, and programs for the greater interest of the student community. The LCCPS is founded on the principles of participatory democracy, responsible servant-leadership, competence, collaboration, accountability, unity, and efficiency in serving the student body. The LCCPS shall be committed and competent in putting these principles and ideals into immersive action through academic, socio- civic, participatory, and leadership programs and activities for the benefit of the students, the college, and the institution. The LCCPS shall be the highest student organization of the Bachelor of Arts in Psychology program under the College of Liberal Arts, thereby filling the roles and duties of the organization as a model of the student’s excellence, grounded on good character, and deep sense of moral values. The Lipa City Colleges Psychology Society shall have the following objectives: Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Policies 6.1. To uphold the philosophy of the school and protect the Section 7 dignity and honor of the same; Section 8 6.2. To promote the welfare and interest of the students as well as Section 9 enhance their cultural, social, physical, mental, and moral development to the end, that the students will be outstanding Section 10 citizens of the country; Section 11 6.3. To promote a good and harmonious student-faculty- administration relationship; 6.4. To serve as an active forum for students’ ideas and sentiments; 6.5. To develop social awareness and responsibilities geared towards the development of a nationalistic spirit; 6.6. To participate in students’ activities that shall promote camaraderie among the members and improve their relationships with other sectors of society; 6.7. To promote and define the academic rights and interests of the students in this institution; and 6.8. To seek and create educational reforms along nationalistic, humanistic, and scientific methods for the full development of human potential, respond to social realities, and promote academic freedom. The LCCPS shall be the highest governing student body of the students enrolled in the Bachelor of Arts in Psychology program. The LCCPS shall always pursue the values of integrity and commitment in service, renouncing all forms of corruption and acts which are contrary to the rules and regulations of the department and of the institution. The LCCPS shall encourage open and participatory communication and dialogue with other institutional student organizations, movements, and other sectors of the community not inconsistent with its principles and objectives. The LCCPS shall always remain accountable and transparent with all of its transactions involving the highest interests of its constituents whom they must serve with the utmost responsibility, integrity, and professionalism. The LCCPS shall strive to pursue an independent organization, not dictated by any other sector, other than the students, as long as these Lipa City Colleges | College of Liberal Arts
Section 1 Lipa City Colleges Psychology Society Section 1 are not contrary to the Mission-Vision Statement and Core Values of Section 2 the College of Liberal Arts and Lipa City Colleges. Section 3 Section 4 Article IV Membership Section 5 Section 6 All bona fide students of the Bachelor of Arts in Psychology program Section 7 of the College of Liberal Arts in Lipa City Colleges are members of the Section 8 student body to whom the LCCPS shall be committed to serve and to be always accountable. Article V Bill of Rights Every student has the right to learn in an inclusive, gender-sensitive, safe, and motivating learning environment. Every student has the right to exercise their responsible freedom of speech and expression. Every student has the right to exercise their responsible freedom of religious worship, spiritual practices, gender expression, and other orientations. Every student has the right to make full benefit of all the services provided by LCCPS, including but not limited to organizing, engaging actively in, and joining clubs, groups, and other affiliations for purposes not contrary to existing policies and rules. Every student has the right to conduct and to conduct and to actively participate in all school activities and programs. Every student has the right to information regarding the programs, rules, policies, regulations, and other matters concerning them. Every student has the right to suffrage, apply for a position, nominate, be elected to student government, and exercise other electoral practices. Every student has the right to responsible and independent operation of the student elections and student publications. Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Section 9 Every student has the right to proper representation and involvement Section 10 in various meetings and assemblies of the school on matters affecting Section 11 the welfare of the student body. Section 12 Section 13 Every student has the right to recall their LCCPS representatives. Section 14 Section 15 Every student has the right to due process from any disciplinary action, Section 16 exploitation, involuntary servitude, and/or unjust punishment. Section 17 Section 18 Every student has the right to professional competence from the faculty and school administration. Section 1 Every student has the right to be academically evaluated based on Section 2 equal and objective criteria. Section 3 Every student has the right to an open and regular student-teacher and student-school administration dialogue. Every student has the right to express their individual or collective grievances, concerns, views, and complaints freely and responsibly. Every student has the right to present their views to appropriate bodies, any policy or decision affecting their rights, interests, and welfare. Every student has the right to the equal, legitimate, and responsible use of adequate, safe, clean, and efficient school facilities. All other rights as specified in The Constitution and By-Laws of Lipa City Colleges Psychology Society but are not specified herein are included rights of the students of Bachelor of Arts in Psychology. Article VI Duties and Responsibilities of Members Every member of the LCCPS has the responsibility to observe, uphold, and abide by the laws of the Republic of the Philippines, the reasonable and promulgated rules of conduct, and the regulations of the institution, department, and its community. Every member has the responsibility to elect the officers of the LCCPS. Every member shall exercise their rights responsibly in a willful manner and in good faith. Section 4 Lipa City Colleges Psychology Society Section 5 Section 6 Every member is entitled to express their views through duly elected Section 7 representatives and through other legitimate means. Section 8 Section 9 Every member shall support and promote the principles, ideals, and Section 10 objectives of the LCCPS, the College of Education and Liberal Arts, and Lipa City Colleges. Section 11 Every member shall uphold the values of honesty, integrity, and Section 1 commitment. Section 2 Every member shall endeavor to achieve academic excellence and shall abide by the rules and regulations governing their academic responsibilities. Every member shall pursue to nurture an inclusive, service-oriented, gender-sensitive, environment-conscious, and mental health-friendly school community. Every member shall abide by the LCCPS Constitution and By-Laws. Every member shall support the activities, programs, projects, engagements, and community involvement of the LCCPS and Eunoia as approved by the Dean of the College of Education and Liberal Arts, Office of the Culture, Sports, Student Activities and Involvement, office of the Vice President for Academic Affairs, and other appropriate issuances of Lipa City Colleges. Every member shall strive to become a proactive member of the organization, department, and institution, and to contribute much to their extent in the development of the school and community. Article VII Declaration of Powers, Duties, and Responsibilities The LCCPS shall be the highest student organization of the Bachelor of Arts in Psychology program. The LCCPS shall have the following functions and responsibilities: 2.1. To uphold and enforce the provisions of the Lipa City Colleges Psychology Society By-Laws and Constitution; Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws 2.2. To support and to promote the ideals, principles, thrusts, and objectives of the LCCPS, the School, and the Department of 2.3. College of Education and Liberal Arts; 2.4. Assist the Central Student Government on student matters, 2.5. affairs, and activities; 2.6. To formulate and to recommend programs that will address 2.7. relevant issues and concerns of the students. To plan, to implement, and to enforce policies designed to 2.8. protect and promote the students’ rights and welfare; To serve as a representative of the students in voicing their 2.9. opinions, suggestions, and complaints; 2.10. To have such additional powers and duties as officers may from time to time be granted or delegated to them, consistent with its stated powers, responsibilities, and objectives; To assist the school authorities in disseminating information among the students and instructing them on the rules and regulations on students’ conduct and discipline; To monitor and evaluate the students’ activities in the school and in the community; and To turn over financial and accomplishment reports to the school authorities on a monthly basis. Section 3 The LCCPS officers shall have the following powers and duties: 3.1. Adopt its own internal rules of government; 3.2. Organize, coordinate, and direct students’ activities designed to improve their general welfare as well as to prepare them for constructive citizenship; 3.3. Assist the Central Student Government on student matters, affairs, and activities; 3.4. Represent the school in external student activities and community involvement; 3.5. Have such additional powers and duties as officers may from time to time be granted or delegated to them, consistent with its stated powers, responsibilities, and objectives; and, 3.6. Assist the school authorities in disseminating information among the students and instructing them on the rules and regulations on students’ conduct and discipline. Section 1 Lipa City Colleges Psychology Society Section 2 Section 1 Article VIII Officers The LCCPS shall have the following officers: a. President b. Vice President for Internal Affairs c. Vice President for External Affairs d. Secretary e. Deputy Secretary f. Finance Manager g. Deputy Finance Manager h. Auditor i. Project Managers j. Public Information Officer for Internal Affairs k. Public Information Officer for External Affairs l. Year Level Representatives The Eunoia, the official student publication of the College of Liberal Arts shall have the following staff members and committee: a. Editor-in-Chief b. Associate Editor c. Managing Editor d. Communications Committee e. Visual Committee f. Logistics Committee Article IX Duties and Responsibilities of the Officers The President shall be the chief executive officer of the LCCPS. He/She shall have the following duties: 1.1 Preside over all meetings and/or may designate another officer to preside for specific meeting; 1.2. Enforce this Constitution, By-Laws, and other regulations that may be promulgated; 1.3. Sign all the official minutes, project proposals, resolutions, correspondences, and other official papers of LCCPS; 1.4. Submit to the Dean of College of Education and Liberal Arts and to the office of Culture, Sports, Students Activities and Involvement (CSSAI) all reports of activities and achievements of LCCPS; 1.5. Approve all disbursements duly signed and authenticated by the Auditor; Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Section 2 1.6. Implement LCCPS programs and projects; Section 3 1.7. Terminate from office the officers who do not perform their Section 4 duties and obligations; and Section 5 1.8. In case of vacancy in any elective position, appoint someone to fill the position and the appointed officer may exercise the power of the vacated position. The Vice-President for Internal and External Affairs shall have the following duties: 2.1. Assist the President in the performance of his/her duties in carrying out plans, activities, and affairs to the organization and in the absence, illness or resignation of the President, he/she shall have the power to discharge the duties of the President 2.2. Supervise members in planning and arranging meetings, or programs of activities; and 2.3. Perform other duties assigned by the President. The Secretary and Deputy Secretary shall have the following duties: 3.1. Take custody of all records of the organizations; 3.2. Keep accurate records of the minutes and document proceedings in every meeting of the organization; 3.3. Receive and file all papers of the organizations; 3.4. Clarify all facts and information pertinent to the organizations; 3.5. Assist the President in the submission of the documents for signing and approval to the Dean of the College of Education and Liberal Arts; 3.6. Transfer all records to his/her successor at the end of his/her term; and 3.7. Perform duties duly assigned by the President. The Finance Manager and Deputy Finance Manager shall have the following duties: 4.1. Keep all the financial records of the organizations; 4.2. Collect all fees as assigned by the President; 4.3. Prepare, present, and keep reports of financial conditions of the organization; 4.4. Issue official records to the President in any disbursement; and 4.5. Perform duties duly assigned by the President. The Auditor shall have the following duties: 5.1. Assist the Finance Manager in making financial records; 5.2. Certify the legitimacy and correctness of the disbursement of funds; Lipa City Colleges | College of Liberal Arts
Section 6 Lipa City Colleges Psychology Society Section 7 5.3. Assess and verify the veracity of the financial reports; and Section 8 5.4. Perform duties duly assigned by the President. Section 9 Section 9.1 The Project Managers shall have the following duties: 6.1. Conceptualize projects and/or opportunities for the organization’s benefit; 6.2. Manage any business transactions made by the organization; 6.3. Take charge of the promotion of LCCPS projects and activities; and 6.4. Perform duties duly assigned by the President. The Public Information Officers for Internal and External Affairs shall have the following duties: 7.1. Inform the members of the organization regarding its activities; 7.2. Send/deliver communication letters to the addressed person/s; and 7.3. Perform duties duly assigned by the President. The Year Level Representative shall have the following duties: 8.1. Represent his/her year level in all of the meetings of the LCCPS; 8.2. Serve as the grievance desk for their respective year level; 8.3. Assist in the effective implementation of the LCCPS’ programs and projects; and 8.4. Perform other duties assigned by the President. The Eunoia, the official student publication of the College of Liberal Arts are designated into different roles in which they have to perform the following duties: The Editor-in-Chief shall have the following duties: 9.1.1. Manage and preside as the officers-in-charge of the student publication; 9.1.2 Supervise operations, budget activities, quality assurance, and policies of the media team; 9.1.3 Evaluate publication team materials and ensure that the content and publications to be published in print or online are credible, authoritative, and definitive in accordance with its and the institution’s objectives; 9.1.4 Spearhead daily, weekly, monthly, or annual organizational publication reports; 9.1.5 Communicate with content writers and editors and make final editing and resolutions through and by the consultation of the adviser and/or moderator; Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws 9.1.6 Monitor the publication and delegate tasks to each staff 9.1.7 member; 9.1.8 Review publishing materials before submitting them to the adviser; and Coordinate with the publication team members and ensure that deadlines are accomplished. Section 9.2 The Associate Editor shall have the following duties: Section 9.3 9.2.1 Assist other editors with tasks related to the publication; Section 9.4 9.2.2. Check the content, spelling, style, and grammar of submitted Section 9.5 work; 9.2.3. Provide guidance to other staff members on writing conventions and style; 9.2.4. Assist with page layouts and publication design tasks; and 9.2.5 Perform editing and proofing on submitted articles. The Managing Editor shall have the following duties: 9.3.1 Plan and manage all daily, weekly, or monthly operations; 9.3.2 Manage a content team that includes writers and graphic artists; 9.3.3 Collaborate with Editor-in-Chief to determine issues’ content and topics; 9.3.4 Plan and approve the submitted work of the writers and editors; and 9.3.5 Oversee proofreading procedures and edit copy when necessary. The Communications Committee shall have the following duties: 9.4.1 Write organizational reports and documents, such as documentation reports, narrative reports, and testimonials in a particular departmental/organizational and/or institutional activity and event; 9.4.2 Proofread, edit, and revise contributed reports and documents, such as documentation reports, narrative reports, and testimonials of a departmental/organizational and/or institutional activity and events; 9.4.3 Organize information sheets, documents, and other institutional and/or departmental files; and 9.4.4 Perform duties assigned by the Editor-in-Chief. The Visual Committee shall have the following duties: Lipa City Colleges | College of Liberal Arts

Photographers 9.5.1 Capture photos about the events, activities, and community 9.5.2 engagements of the LCCPS and the College of Liberal Arts within and outside the institutional premise; Write captions on their captured photographs; 9.5.3 Edit their photographs, particularly blurring photos of sensitive topics, such as children and persons with mental health problems, among others; 9.5.4. Coordinate with the layout artist and writers in using the captured photos in publishing content; and 9.5.5 Perform duties assigned by the Editor-in-Chief. B. Videographers 9.5.6 Shoot videos about the events, activities, and community engagements of the LCCPS and the College of Liberal Arts within and outside the institutional premise; 9.5.7 Write captions on their captured videos; 9.5.8 Edit their videos, particularly blurring sensitive topics, such as children and persons with mental health problems, among others; 9.5.9 Coordinate with the layout artists and writers in using the shooted videos in publishing contents; and 9.5.10 Perform duties assigned by the Editor-in-Chief. C. Layout Artists 9.5.11 Design the layouts of print and online media materials; 9.5.12 Design the layout frame of the publication announcements, updates, posts, reminders, and advisories of the organization; 9.5.13 Coordinate with the Content Writers, Photographers, and Videographers in making the storyboard of the layout, materials, and other publication media contents; and 9.5.14 Perform duties assigned by the Editor-in-Chief. Section 9.6 The Logistics Committee shall have the following duties: 9.6.1 Manage the organization’s supplies and materials; 9.6.2 Coordinate with the staffers and LCCPS officers regarding the equipment and supplies needed for an event, activity, or convention; and, 9.6.3. Perform duties assigned by the Editor-in-Chief. Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Section 1 Article X Composition, Election, Qualifications, and Term of Office Section 2 Section 3 The officers of the LCCPS are the duly elected President, Vice-President Section 4 for Internal and External Affairs, Secretary and Deputy Secretary, Section 5 Finance Manager and Deputy Finance Manager, Auditor, Project Managers, Public Information Officer for Internal and External Affairs, Section 6 and Year Level Representatives. Section 7 Section 8 The staff members of the Eunoia are the duly elected Editor-in-Chief, Section 9 Associate Editor, Managing Editor, Communications Committee, Visual Committee, and Logistics Committee. The President of the class in their respective year level shall serve as the Year Level representative. The LCCPS elections shall be conducted under the College of Liberal Arts taking up a Bachelor of Arts degree in Psychology annually. Candidates for all the LCCPS elective positions shall: 5.1. Be bona fide students of the Bachelor of Arts in Psychology program of the College of Liberal Arts in Lipa City Colleges; 5.2. Be of good moral character; 5.3. Have not been subjected to any disciplinary sanction; and 5.4. Have submitted a Certificate of Candidacy. No residency shall be required of the candidates for all the LCCPS elective positions. LCCPS officers shall stay for one (1) full academic year in their respective position. Re-election is allowed for minor positions among incoming Second and Third-Year level students. LCCPS officers to be elected from the First-Year level are limited to Year Level representatives. Application for Eunoia, on the other hand, is open to all year-level students of the program. Incoming Fourth-Year level students are not allowed to submit a certificate of candidacy to run for major positions, hence, only applicable for year-level representative and Eunoia staffer positions and committee members. Lipa City Colleges Psychology Society Section 1 Article XI Section 2 Homeroom Class Organizations Section 3 Section 4 There shall be a homeroom class organization in every section composed of officers parallel to the organizational structure of the Section 1 LCCPS. Section 2 The homeroom class organization shall be responsible for implementing programs and projects of each class. Section 1 Section 2 The homeroom class organization shall assist the LCCPS in Section 3 implementing its programs and projects. The homeroom class organization shall be guided by the designated year-level adviser who must be part of the teaching staff of the college department and of the institution. Article XII Adviser The LCCPS Adviser shall have the following qualifications: 1.1. Have experience in organizational management; 1.2. With good character and reputation in the school and community; and 1.3. Competent, able, and willing to work with the student leaders from planning for implementation of projects, programs, and activities. The LCCPS Adviser shall monitor all programs, projects, activities, and meetings of the organization at all times. Article XIII Commission on Elections The Commission on Elections, herein referred to as the LCCPS COMELEC shall be established within fourteen (14) days before the day of the election. The LCCPS COMELEC shall be the only agency that will manage the electoral process, including the campaign period and premises during the entire duration of elections. The LCCPS COMELEC members shall have the following qualifications: Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Section 4 3.1. Must be non-partisan; Section 5 3.2. Do not have a vested interest nor obligation in any party or Section 6 candidate in the election; and Section 1 3.3. Not in any way related to any of the candidates. Section 2 Section 3 The composition of the members of the LCCPS COMELEC shall be three (3) from each year level, except Fourth Year Level. The members of the LCCPS COMELEC spearheaded by the LCCPS Adviser shall select a Chairperson among its members. The LCCPS COMELEC shall have the following duties and responsibilities: 6.1. Conduct fair, honest, and systematic elections; 6.2. Adhere to the Standard LCCPS Election Code; 6.3. Validate the electoral proceedings and results; 6.4. Accept or revoke candidacy; 6.5. Proclaim the new set of officers; 6.6. Keep all pertinent election documents; 6.7. Decide on protests, if any, relative to the conduct and results of elections; 6.8. Prepare and distribute necessary election paraphernalia, certificate of candidacy (COC) forms, and other election-related materials before, during, and after the election; and, 6.9. Disqualify candidates who have violated any of the guidelines, which have been promulgated and constituted in the election code. Article IV The General Assembly The General Assembly of LCCPS shall be composed of all elected Homeroom Class Organization officers of the Bachelor of Arts in Psychology program, including the LCCPS officers, and Eunoia staffers. The General Assembly shall be a forum or convention for information and consultations, from which decisions shall be significantly considered. The General Assembly shall be convened by the LCCPS President once every two (2) months and as the need arises. Lipa City Colleges | College of Liberal Arts
Section 1 Lipa City Colleges Psychology Society Section 2 Section 3 Article V Section 4 Meeting and Quorum Section 5 Section 6 The organization shall hold regular and special meetings. Section 7 Regular meetings shall be held at a determined schedule once or twice Section 1 a month. Section 2 Special meetings shall be called by the President or the adviser, if Section 3 necessary. Meeting cannot preside unless a quorum of the membership is present. Majority of the officers of the organization shall constitute the quorum. Meetings of the organization shall be open to all, provided that non- officers cannot participate in the deliberation. Meetings of the organization shall be parallel to the academic calendar and schedule of classes of the officers and involved parties. Article XVI Impeachment, Resignation, and Vacancies The officers of the LCCPS may be impeached on the following grounds: 1.1. Culpable and willful violations of the Constitution and By- Laws; 1.2. Grave offense, gross misconduct, violation of person in authority, laxity, and disloyalty to the cause of the LCCPS and the school; 1.3. Non-attendance in both regular and special meetings three (3) times without valid cause; 1.4. Negligence of duties; and 1.5. Abuse or misuse of power and authority. The affirmative vote of at least two-thirds (⅔) of all the officers of the organization shall be necessary to decide after hearing a case of impeachment. The decision of all the officers of the organization shall be final. However, the officer charged shall be informed twenty (20) days prior to his/her impeachment case proceedings, of the charge/charges Lipa City Colleges | College of Liberal Arts
Constitution and By-Laws Section 4 against him/her, to afford him/her the opportunity to be heard with or Section 5 without a counsel in his/her defense. Section 6 Resignation of an elected officer shall be in writing and shall take effect immediately after the approval of the appointing authority. Any vacancy in the LCCPS, except the position of the President, shall be filled, within ten (10) school days from the day the position is rendered or considered vacant, by appointment of the President from among the qualified members of the LCCPS.
