2 Kuantan Port Authority 2016 Annual Report Latar Belakang KUANTAN PORT AUTHORITY is a federal statutory body established on 1 September 1974 under the Port Background Authorities Act, 1963 and placed under the purview of the Ministry of Transport.LEMBAGA PELABUHAN KUANTAN telahditubuhkan pada 1 September 1974 di bawah The construction of Kuantan Port started in 1975 andAkta Lembaga-Lembaga Pelabuhan, 1963 dan was completed by end 1979. Partial operations beganmerupakan sebuah Badan Berkanun Persekutuan in 1980 while full operations started in 1984.yang bertanggungjawab kepada KementerianPengangkutan. The operations of Kuantan Port was privatised to Kuantan Port Consortium Sdn Bhd (KPC) on 1 JanuaryPembinaan Pelabuhan Kuantan telah dimulakan 1998. Subsequent to this, Kuantan Port Authority actspada tahun 1975 dan siap keseluruhannya pada as a regulator and facilitator.akhir 1979. Operasi pelabuhan telah bermulasecara sebahagian pada tahun 1980 dan operasisepenuhnya pada tahun 1984.Operasi Pelabuhan Kuantan telah diswastakankepada Kuantan Port Consortium Sdn Bhd (KPC)mulai 1 Januari 1998. Selaras dengan penswastaanini, Lembaga Pelabuhan Kuantan bertindak sebagaibadan kawalselia dan fasilitator.

14 Kuantan Port Authority 2016 Annual ReportPerutusan PengerusiChairman’s Foreword Dengan Nama Allah yang Maha Pemurah Lagi Maha Penyayang. Assalamualaikum warahmatullahi wabarakatuh. Bersyukur ke hadrat Allah s.w.t kerana dengan keizinan-Nya, Laporan Tahunan Lembaga Pelabuhan Kuantan (LPKtn) bagi tahun 2016 telah dapat diterbitkan mengikut jadual. 2016 adalah tahun yang mencabar untuk semua warga Pelabuhan Kuantan. Selepas pencapaian cemerlang pada tahun 2015, prestasi pengendalian kargo di Pelabuhan Kuantan telah terjejas dengan teruk pada tahun 2016. Prestasi pengendalian kargo di Pelabuhan Kuantan pada tahun 2016 telah menurun kepada 16.341 juta tan berbanding sebanyak 40.030 juta tan pada tahun 2015 iaitu penurunan sebanyak (59.18%). Pengendalian kontena pula hanya meningkat sedikit iaitu sebanyak 0.48% kepada 141,639 TEUs pada tahun 2016 berbanding 140,959 TEUs pada tahun 2015. Bilangan kapal yang dikendalikan pula adalah sebanyak 1,820 buah, penurunan sebanyak (22.45%) berbanding 2,347 buah kapal pada tahun 2015. In the Name of Allah The Most Gracious The Most Merciful. Praise to Allah with His Permission, Kuantan Port Authority (KPA) annual report for year 2016 was published according to schedule. 2016 was a challenging year for all Kuantan Port residents. After an outstanding performance in year 2015, the performance of cargo handling performance at Kuantan Port was severely affected in year 2016. Cargo handling performance at Kuantan Port in year 2016 has dropped to 16.341 million tonnes from 40.030 million tonnes in 2015, a decrease of 59.18%. Container handling was only slightly higher at 0.48% to 141,639 TEUs in 2016 compared to 140,959 TEUs in 2015. The number of vessels calls was 1,820 vessels, a decrease of 22.45% compared to 2,347 vessels in 2015.(Y.M. TAN SRI TENGKU AZLAN Pembesaran dan kemajuan di Pelabuhan Kuantan serta projek- projek lain yang berada dalam perancangan dan pelaksanaan IBNI SULTAN ABU BAKAR) ini akan dapat memberi manfaat ekonomi yang besar kepada masyarakat di Negeri Pahang dan negeri-negeri Pantai Timur P.S.M., S.S.A.P., S.P.T.J., D.S.A.P., S.I.M.P. yang lain. Ia akan mewujudkan lebih banyak peluang perniagaan dan pekerjaan kepada masyarakat sekaligus membantu menjana Pengerusi • Chairman ekonomi yang lebih baik di daerah Kuantan dan seterusnya menyumbang kepada perkembangan ekonomi di Negeri Pahang dan wilayah sekitarnya. The expansion and development of Kuantan Port as well as other projects that are in the planning and implementation will be able to bring great economic benefits to the Pahang community and other East Coast states. It will create more business and employment opportunities for the community as well as support to generate better economics in Kuantan district and will contribute to economic development in the Pahang State and it’s surrounding areas.

Perintah moratorium has commenced from January 2016 and ismoratorium ini telah bermula daripada Januari 2016 dan still in effect at the end of 2016.masih lagi berkuatkuasa menjelang akhir tahun 2016. As a result of the decline in cargo handling at KuantanAkibat penurunan dalam pengendalian kargo di Port, the financial performance of KPA in 2016 alsoPelabuhan Kuantan, prestasi kewangan LPKtn pada declined as compared to the financial performance oftahun 2016 juga turut menurun berbanding pencapaian year 2015. KPA’s revenue was only RM18.344 millionkewangan tahun 2015. Pendapatan LPKtn hanya compared to RM35.503 million in 2015, a decrease ofmencapai RM18.344 juta berbanding RM35.503 juta pada (48.33%).tahun 2015, iaitu penurunan sebanyak (48.33%). However, as the result of prudent spending managementBagaimanapun, hasil pengurusan perbelanjaan practiced by KPA’s management, total expenditure wasberhemah yang diamalkan oleh pengurusan LPKtn, reduced by 7.34% from RM16.623 million in 2015 tojumlah perbelanjaan dapat dikurangkan sebanyak 7.34% RM15.403. The risk of not detecting a obvious misrepresentation resulting from fraud is higher than error because fraud may involve collusion, forgery, intentional omission, misrepresentation, or override internal controls. b. Understand relevant internal controls to formulate appropriate audit procedures but not to express opinions on the effectiveness of internal control of the Kuantan Port Authority. c. Evaluate the appropriateness of applicable accounting policies and the reasonableness of accounting estimates and related disclosures by the Board Members. d. To draw conclusions on the suitability of the use of accounting principles for continued efforts by the Board members, and based on audit evidence obtained, whether there is significant uncertainty relating to events or circumstances that may cause significant doubt over the capabilities of the Kuantan Port Authority as a continuous effort. If I make a conclusion that significant uncertainty exists, I have to report in the Auditors’ Report to the relevant disclosures in Kuantan Port Authority’s financial statements or, if such disclosure is insufficient, my opinion will be changed.
