PARIVARTHANAM - 2020 INTRODUCTION This document is prepared to share the concept and the project tilted ‘Parivarthanam’, which is the Malayalam word for change. A progressive change for the subaltern people of the coastal regions engaged with fishing and similar activities as livelihoods. The social backwardness of the aforementioned people is because of their economic instability. They are hardworking and talented but subjected to exploitation. So this project aims to help them come out of that vicious cycle with proper management and training. Moreover, all the measures proposed in this project are in line with sustainable development. The benefits of the project are not just restricted to the community but all of humanity in the long run. This project model can be adopted for other scenarios where for the people, the productivity is inversely proportional to the profit margin. PARIVARTHANAM - 2020 THE CONCEPT The community, consisting of traditional fishermen, fish farmers and others directly connected to the fisheries industry continue to be a marginalised section of our society. The youth from these communities - college dropouts or those who fail to graduate from their professional colleges due to various reasons and the Keralite migrant work-force currently forced to return home due to Covid-19 pandemic - are the direct beneficiaries of this project. It is estimated that around 80% of the students enrolled in engineering and similar professional colleges do not complete their course on time due to multiple backlog papers, and end up with a dead-end career. Such students, especially from the economically backward families of the focus group, suddenly find themselves in an extremely difficult dual task where they are expected to repay their education loan as well as support their families. In turn, they are forced to take up menial / manual labour for survival and in the process never accomplish their professional dream or passion. There is a dire need to create a sustainable source of income for this group of youth, sufficient enough to support their families and help them continue their studies until graduation. This ‘need’ demands a business model through which sustainable jobs are to be created and the ‘aspiring and fresh youth' skilled appropriately to take up such created jobs. The model also needs qualified team leaders who apart from leading the 7
PARIVARTHANAM - 2020 business, shall guide, motivate and mentor the team members until they complete their graduation and exit the business model. This will be the biggest achievement of the project. Vision The vision of ‘Parivarthanam’ is the upliftment of society, with the resources available within society itself: Managing existing practices of the society, improving the quality of human resources, and by introducing the necessary technology required for reform. 8
PARIVARTHANAM - 2020 For instance, intelligent management of the price system of fish, can achieve two benefits, one is economic another is environmental.A fixed price system in the marine sector will help traditional fishermen reduce fuel consumption, as they no longer need to hurry to the auction hall. The maintenance cost for the outboard engine will also go down and those using two engines can spare one. As they use ice fish at the fishingspot, the shelf life also improves, rendering fish no longer a highly perishable commodity. This may help the traditional fishingsector to save around 20 Crore litres of Kerosene every year, reducing the pollution in the atmosphere and sea, which is equivalent to around 5.108 Tonsof CO2 (Carbon Credit Units). In short, the project intends to create a platform for the integral development and empowerment of the community in question. Implementation This will be a PPP (Private Public Partnership) model, with the Government of Kerala through KSCADC as one party, the Government of India through CIFT as the second party and Roy V Nagendra, CEO, SatM as the third or Private Party: The objective of KSCADC is to develop this model for the benefit of fishermen, the fish-eating community of Kerala and the youth of Kerala affected by unemployment. The objective of CIFT is to ensure the best quality fish to the customers. 9
PARIVARTHANAM - 2020 The third-party / Operator will develop the entire system for this project with the above two parties. Financial assistance for the first six months from the first party is required to kick off this project. The total operation will be designed, manned and managed by the third party. KSCADC will monitor the project with statutory government norms and CIFT will ensure the quality of procurement, processing and products. CIFT will assist in the project in the initial stages as a social responsibility to the nation. After six months, this project will become financially self-supported and become an autonomous entity. Objectives The key objectives of the project are: 1. Ensure the fishermen get fairly compensated, a fixed price per day, encourage eco-friendly fishing methods, quality fish handling methods and promotean overall improvement in their quality of life. 2. The highest quality fish and fish products to the customers at an affordable price throughout the year. 3. Generate additional employment for the educated youth, preferably in the fishing community. 4. Creating opportunities for the migrant work-force in Kerala forced to come back home due to the Covid- 19 pandemic 5. Train the workforce in additional skills and make 10
PARIVARTHANAM - 2020 them more employable. 6. To establish this as a model project for the entire nation and this consortium as a central agency to assist them. 7. To Promote green energy through the installation of domestic solar plants and switching from fuel vehicles to electric. Scope The project beneficiaries and associates, as well as the activities proposed under the project are part of a large list. The scope of beneficiaries of the project include individuals with different work roles and responsibilities related to project establishment and units. They may work part-time or full time, but are from the target community. The consumers served with quality and healthy food also come under beneficiaries. People who want to start their own business independently or as a group can also find space in the project; under support from which they can establish outlets, farming, solar panel installation units and electric vehicle conversion units. Project associates are the governmental and non- governmental agencies or institutions. They may take part in the project as trainers, supervisors and facilitators. Institutionssuch as theCentral Institute of Fisheries Technology (CIFT), Central Institute of Brackish WaterAquaculture(CIBA) and the National SkillDevelopment Corporation (NSDC) provide training and technological support. The Traditional Fishermen 11
PARIVARTHANAM - 2020 Societies (TFS) and Aqua Farms (AF) will act as suppliers of the project. The activities that come under the scope of this project include fishing, fish farming, fish process, making fish products, sale of fish and fish products. Beyond this, the project includes promoting green energy initiatives such as domestic solar power plant installations and switching to electric vehicles. The project also includes aqua tourism and wellness. The various training programmes for skill development and professional upliftment also come under this project. Project Establishments The objectives of the project are carried out through the establishments: Entrepreneur Units: These are the regional wise establishments of the project. The project proposes to establish Entrepreneur units of educated and trained individuals across Kerala to create model industries that will lead to job opportunities with regular and adequate income for the beneficiaries. These can be established individually or by a group of people. Training Division: The training division under the project is meant to give 12
PARIVARTHANAM - 2020 training to the Team leaders and other beneficiaries. The motives include levelling the skill gap and the bridge to industrial demand, as well as team bonding for the project. The training and certificate will be provided with the association of the governmental and non- governmental recognised agencies. Placement Cell: The project also envisages a placement cell to co- ordinate with various sectors across the country to employ the trained youth on the basis of merit and capability. Processing and Production Unit: The industrial units are needed to establish the high standard processing of fish and making of value added fish products. Marketing Outlets: For the Sales of fresh fish and fish products, outlets must be set up in specific regions with geographical boundaries. The entrepreneur is encouraged to select as many Engineering dropouts as they can in their team. For the 80% Engineering students who didn’t graduate recently, online tuition will be given, free of cost, for their respective engineering subjects.These outlets are given to the educated youth, preferably from the target community and expatriates. This will be in our branding and design theme. 13

Customer Care: A Customer Care hotline, active 24x7, will be set up to provide information about the project and for any assistance. Workshops: To convert fuel vehicles to the electric vehicles. Wellness Centres: Resort type wellness centres will be built. 14

Creating opportunities for the Keralite work-force currently being repatriated from other states and outside India due to the Covid-19 pandemic. Helping professional stream drop-outs and students with backlogs through motivation and expert coaching until they complete their backlogs, graduate and qualify to get employed. Professional students can opt to add skill training in their chosen professional field as per NSDC programs. Skill training and employment generation in the food processing sector. 15
PARIVARTHANAM - 2020 Economic Economic status is the key factor in the development and betterment of a society and an individual; through the economic freedom, freedom from the exploitation of labour and resource of the community as well as effective use of the resources. The steps proposed in the project include: Ensuring a secured, fixed price for the fishermen's catch, irrespective of the time of the day they return. Fishing activity will be stress-free and more relaxed, as their price is secured. This will improve the wellbeing of the fishermen. Approximate 30% of profit (reserve fund) will be given back to the fishermen and farmers during their lean season. Will reduce motor power requirement and thereby reduce the cost and maintenance of power motors (prevention of power escalation). Job opportunities at outlets and Value added production units Job opportunities with project tasks such as installation of domestic solar power plants and electric vehicle conversion. Environmental Environmental conservation is one of the major global issue of our time.The objectives of the project includemeasures to tackle carbon emission and 16

The steps regarding environmental conservation include: By Ensuring a secured price for the fishermen's catch, irrespective of the time of the day they return. This will eliminate unnecessary rushing for their return and in turn prevent wastage of 20 crore litres of fuel every year, corresponding to a saving of around 5.108 Tons of CO2 (Carbon Credit Units). Training Programs There have three Phases for the skill development programmes Skill Training and Certification Successful Completion of Education Career Advancement Skill Training and Certification Skill Training: Skill development enables the people to work for the project in various capacities,intending at the same time to eliminate the skill gap and provide a certificate with global acceptance from the National Skill Development Authority. The skills training required for this project are: Training to train the team members Training to handle fish as per the highest quality standards. Training to install domestic Solar plants Training for electric vehicle conversion Certificationfor the Skill Training The Project involves skill training and employment generation for the ‘aspiring and fresh youth'in food processing and other similar sectors that offer potential. These youthswill be trained in their respective areas as per industry norms and NSDC (National Skill Development Corporation) guidelines where applicable, which can lead to GOI certified Diplomas and Certificates enabling them to take up employment across the country and overseas. The skill training courses offered by NSDC can be selected based on the aptitude and basic qualification of the youth and this in turn will motivate them to branch out into various sectors that will improve their lives and secure their future. The training provided to these youths will mould them into confident and motivated entrepreneurs who can venture out into a field suitable to their aptitude. Once they complete the skill training, these youngsters can: • Get appropriate jobs in their respective profession. • Start a network of Seafood kitchens (CIFT certified) • Market processed and semi-processed agricultural and aquatic products. 20
PARIVARTHANAM - 2020 • Process aquatic products adhering to international standards and norms. • Create and market ready-to-eat branded products. • Solar electricity projects • Modern Aquaculture projects • Electric Vehicle projects • Tourism and hospitality projects • Beauty and Wellness projects • Build sustainable online platforms to extend the customer base, market spread and revenue for all the traded products. The project also envisages a placement cell to co- ordinate with various sectors across the country to employ the trained youth according to their merit and capability. Successful Completion of Education This phase is intended to help the dropouts of various institutions, particularly engineering students with backlog papers. The following steps might be helpful for those people: An initiative with Kerala Technical University to support those Engineering studentswho are participating with the Project to clear their backlogs. Online tuition support for the B. Tech subjects. Properly communicate exam schedule and exam registration. Counselling and preparation for examinations. 21
PARIVARTHANAM - 2020 Promotion of Green Energy Fossil fuels are one of the main causes of the global warming.Reduction of carbon emission helps to counter it. The switch to renewable energy sources is important in the current scenario. This project means to promote it in two forms Installation of the Domestic Solar Plants Conversion of fuel vehicles to electric Career Advancement This phase is aimed to provide necessary support to the people who strive for better career options such asappearing for public service examinations or even top industry jobs. This includes: Understanding the areas for improvement. External NSDC Skill training and support for those who qualify B. Tech course. Finish school / guidance to get an appropriate engineering job as per their qualifications and interests. Installation of the Domestic Solar Plants The talented and trained team members of Parivarthanam are also responsible for finding the right people to install the Domestic Solar Energy Plants. The 22
PARIVARTHANAM - 2020 project will provide the necessary support to install the plant and to link the energy to the KSEB grid if required. Conversion of Fuel Vehicles to Electric The Parivarthanamteam should include engineers knowledgeable about the necessary technology to convert fuel vehicles to electric vehicles by changing the engine and other necessary parts of the vehicle in a cost effective and efficient manner. PARIVARTHANAM - 2020 Aquaculture Aqua-Culture practices proposed in this project are of two forms: Aquafarming Nowadays, the demand for fish has increased in our daily lives,because it is a source for protein, calcium etc. A majority of the fish available in our marketare commonly farmed through fish farming. To make more and better fish, to meet both profit and demand, Aquafarming is done in artificial ponds, tanks and also in fishcages. Aquafarming intends to bridge the increasing gap between supply and demand. The farms are supported by the project with the necessary technology, training and market support. Association with existing farms and supporting the initiative to establish new farms are planned in this project. It will help the existing farms and create new opportunities. Kerala has good scope for fish farming thanks to abundant Brackish and fresh water resources; it is also quite profitable. Aquaponics Aquaponics refers to any system that combines conventional aquaculture with hydroponics (cultivating plants in water) in a symbiotic environment. 24
PARIVARTHANAM - 2020 In normal aquaculture, excretions from the animals being raised can accumulate in the water, increasing toxicity. In an aquaponic system, water from an aquaculture system is fed to a hydroponic system where the by-products are broken down by nitrifying bacteria initially into nitrites and subsequently into nitrates that are utilized by the plants as nutrients. Then, the water is recirculated back to the aquaculture system. This project will extend training and help to maintain existing units as well as establish new units by those who are interested in doing so. The project will organize training programs, awareness programs and workshops. 25
PARIVARTHANAM - 2020 Aquatourism In association with aquafarming we can promote tourism, as a version of farm tourism. In aqua tourism, people can visit aquafarms and engage in different activities like fishing, cooking the farm fresh fish and other water related activities depending on the facilities of the farm, like swimming, boating etc. This would help the farms make additional revenue and provide tourists with unique experience as opposed to the usual sightseeing. Wellness \"A state of complete physical, mental, and social well- being, and not merely the absence of disease or infirmity.\" - World Health Organization The term wellness has been applied in many ways. It is much more than just physical health, exercise, and nutrition. Wellness is multidimensional: Spiritual, Physical, Emotional, Career, Intellectual, Environ- mental, Social. Wellness is a full integration and the pursuit of continued growth and balance in these seven dimensions of wellness. Each dimension contributes to our own sense of wellness or quality of life, and each affects and overlaps 26
PARIVARTHANAM - 2020 the others. At times, one may be more prominent than others, but neglect of any one dimension for any length of time has adverse effects on overall health. Wellness Centres: Parivarthanam proposes to establish wellness centres both independently and in association with Aqua farms. This would provide job opportunities for those who want to join or associate with the project. 27
PARIVARTHANAM - 2020 FISH AND FISH PRODUCS This task involves providing quality fish and fish products to the consumers.The steps are: Procurement Processing Storage Sales-Marketing Network Procurement From Marine Catching From Aquafarms From Marine Catching This method involves Marine catching from selected fishing boats of traditional fishermen societies, who practice eco-friendly fishing methods and accept our quality management policy. They are trained and equipped to handle fish as per the highest quality standards. Central Institute of Fisheries Technologies (CIFT) provides the training. The fish are kept in insulated boxes with ice and will only be opened at a pre-approved receiving and weighing hall, which will be away from the harbour. The price of the fish is fixed beforehand. The Fishermen society's representative will be at the weighing centre to ensure the quality and quantity of the catch of every boat. The arrangements are made and followed from Thiruvananthapuram to Alappuzha. The above protocol, which is developed by 28
PARIVARTHANAM - 2020 CIFT for fresh fish export to EU nations, is used here to ensure the same quality fish for our domestic customers to save them from the adulterated fish trade. From Aqua-farms Arrangements will also be made with the aqua-farms in and around Kollam to procure farm fishes on a long- term basis and to procure high-quality frozen fish, when the supply of the above two are in short. Processing Phase 1 - Ready to Cook Fish Phase 2 - Value Added Products Phase 3 - Live Fish Sale Phase 1 – Ready to Cook Fish Cleaned, ready to cook fish will be the first product for the introduction. The fish are processed and packed at a state-of-the-art processing centre designed by CIFT. The personnel for processing will be trained by CIFT in batches. This training will align with the NSDC (National Skill Development Corporation) food processing syllabus and can be certified with NSDC also. This certification will be made mandatory in the food processing industry soon. 29
PARIVARTHANAM - 2020 It will be ensured that the ice used in the entire process will be edible. Traceability will be integrated into the system to help in quality management. A very innovative quality management system developed by CIFT will be introduced in our fresh fish packet. This is an automatically colour changing strip, which will be slightly yellowish when fresh and reach red when spoiled. Phase 2 – Value Added Products Value-added fish products will be introduced in this network as Phase 2. Dry fish, Pickles, Marinated Fish and Cutlets are some of them. Fish Curry, packed in a retort pouch which can be stored for up to two years in room temperature is relatively new to our market. Phase 3 – Live Fish Sale The sale of live fish is not a familiar concept in Kerala, but in the third phase of the project will supply live fish at our outlets. This will enable consumers to select the fish they want with the farm freshness. Storage Portable fresh fish storages • Used marine 40 ft high cube reefer containers can store around 30 MT fresh fish • This will cost only around 5 lakhs per unit 30
PARIVARTHANAM - 2020 • These are movable and can moved to other places, if / when needed can Keep Fish up to 7 Days Without Much Quality Loss • Protocols for cleaning, icing and storing of fish in portable ice boxes and fish holds in hygienic condition can be initiated. • Fishes stored in this way will be safe and fresh. Fisherman can effectively store the fish in best quality for up to 7-8 days, which will help them fetch premium price. • The caught fish will be free from histamine toxicity. • Effective utilization of by-catch can be made • Approximately a 40% reduction in waste generation can be achieved • The quality of the fish can be certified and rated. Fish will No more be a Perishable Commodity • There will not be any panic-sale situation if we can store the fish for longer periods • The pricing mechanism will become stable in a month or two Sales-Marketing Network The modes preferred for sales and marketing are: Outlets Online Platforms Innovative Market Practices 31
PARIVARTHANAM - 2020 Outlets Sales are organised through outlets set up in specific regions with geographical boundaries. Panchayat – 1-2 Numbers Municipality – 2-5 Numbers Corporation – 5-15 Numbers Based on the population (household) density. These outlets are given to the educated youth, preferably from the target community and expatriates. This will be in our branding and design theme. The selection of the team of an outlet will be the responsibility of the entrepreneur. They will be advised to choose educated youth from their area for this operation. As part of our social responsibility, we shall provide NSDC training to the team in Sales and Customer Care with a focus on online sales. This will equip the youth with an additional skill that will help them find better jobs in the future. Innovative Market Practices Consumer End Quality Test: A very innovative quality management system developed by CIFT will be introduced in our fresh fish 32
PARIVARTHANAM - 2020 packet. This is an automatically changing colour strip, which will be slightly yellowish when fresh and reach red when spoiled. Product Traceability: End to End Product Information, the product supplied through Parivarthanam will provide all information of the product from is origin to processing and packing to selling. This will indicate the quality of the product to the consumer. Impact Study An impact study of the project is also needed to access the change made by this project in the following areas: Marine fishing sector Pollution level in Marine waters due to OBMs Atmosphere pollution in that area Kerosene consumption in traditional fishing sector Engine power usage Improvement in fish handling and quality of fish Quality of life of fisher folk Inland fish farming Local fish trade Employment generation through this project Impact in the ‘aspiring and fresh youth' This impact study can be done by CIFT. 33
PARIVARTHANAM - 2020 PROJECT TEAM Team Leaders Team Members Team Leaders Team leaders are the educated people specially trained by Parivarthanam for the various operational needs of the project and to lead the groups working under the project. A Team leader, in order to be a role model for the ‘aspiring and fresh youth', shall be professionally qualified with sufficient exposure to the best practices followed in the world market place, with a proven ability to command respect, assume the role of a mentor in order to lead, guide and nurture the team of youth assigned to them. Moreover, team leaders also will help team members complete their education by counselling them and helping them prepare for examinations. Team Members The team members are meant to work at the execution 34
PARIVARTHANAM - 2020 level of the project. They can be associated with the project either full time or part time. They may be youngsters who couldn't complete their professional courses on time, or other jobseekers of the target community. The necessary training for the team members will be provided in various levels. At first level, is the training to work for the project. The second level is to help the dropouts complete their education. And in the final level, is the training for those who want to advance their career according to the passions. The entrepreneur is encouraged to select as many Engineering dropouts as they can in their team. For the 80% Engineering students who didn’t graduate recently, online tuition will be given, free of cost, for their respective engineering subjects. 35
PARIVARTHANAM - 2020 PROJECT MANAGEMENT Advertisement and Promotion IT Division Personnel Finance Advertisement and Promotion A team of professionals will lead the advertisement and promotional activities. The public relations team will work closely with our marketing team, providing effective support. Social media will also be utilised efficiently. IT Division The total operation is planned through an ERP software for the most efficient and transparent operation. A majority of the product sales is also online,through a mobile application. An in-house software development team also will work hand-in-hand with the external development team. Personnel All employees/staff in this project will NOT be salaried. They will be paid via commission/piece rate/daily wages. The project will be manned by the operator 36
PARIVARTHANAM - 2020 except for the monitoring personnel, which will befrom KSCADC and the quality management team,from CIFT. Finance This will be a self-sustainable model. The initial funding required to kick off this project will be given by KSCADC as an assistance. All the major capital investment required will be provided by KSCADC, from its un-utilised or less utilised investments to fulfil the objectives (better price for the fish producers, additional employment generation and high-quality fish/food products to our customers). The rest will be arranged for rent or lease initially and will be added on later from the Operator's account. We will arrange a bank loan for the entrepreneurs, if required. The working capital account of the project and the entrepreneurs will be in the same bank. This is to make the financial transactions more transparent and for ease of operations. The total operation will have a separate bank account and will function independently under the supervision of KSCADC until it becomesa financially self-supported and autonomous entity. Bank Banking support for the operation and loan facility for the entrepreneurs will be provided. Exclusive service support will also be required initially. 37
PARIVARTHANAM - 2020 ASSOCIATES OF THE PROJECT The agencies and institutions from both public and private sectors are expected to be partners of and contributors to the project, including local self- government. Central Institute of Brackish Water Aquaculture CIBA serves as the nodal agency for the development of brackish water aquaculture in the country. Mandate of CIBA Basic and strategic research for sustainable brackish water culture systems. Species and systems diversification in brackish water aquaculture Act as repository of information on brackish water fishery resources with a systematic database Human resource development, capacity building and skill development through training, education and extension Local Self Government The government will be one party of the project, so the cooperation aid of the machineries of the local self- government is very necessary to perform various tasks of the project in a smooth and proficient manner. For instance, in finding beneficiaries, facilitating spaces and the necessary licenses for the operations of the various units of the project. 40
PARIVARTHANAM - 2020 Traditional Fishermen Societies For procurement of marine catch from selected fishing boats of traditional fishermen societies, who practice eco-friendly fishing methods and accept our quality management policy. They are trained and equipped to handle fish as per the highest quality standards. Aqua Farms Arrangements will also be made with the aqua-farms in and around Kollam to procure farm fishes on a long- term basis and to procure high-quality frozen fish, to meet the demand level. 41
PARIVARTHANAM - 2020 FUTURE OF THE PROJECT Parivarthanam proposes a system to properly utilizethe resources of a region in a cost effective, eco- friendlymanner, with the policy of sustainable development for the betterment of society. The identity of a society always depends on trade. The first phase of the project sees the system customized for the community engaged in fishing and similar activities in Kerala.This system however, is applicable universally. This project, system or model is applicable to any society engaged in the production of perishable - agricultural products and constantly subjected to loss and exploitation. This project is multi-faceted:on one hand, it distributes the product as it is (with quality and proper price) and on the other hand is the production of value added products from the perishable commodity. Moreover, the project also works towards providing adequate technical and management support to the community in their trade. So this project is adoptable and acceptable for the agriculture sector almost anywhere. This project is intended to ensure quality, consistency in price, and connectivity. 42

PARIVARTHANAM - 2020 CONCLUSION This project intends to help around 5000 young aspirants, belonging to the marginalised section of the society, who either dropped out/ failed to complete their professional education, earn their dream degree, and follow a master plan that would lift them, among the majority of the one lakh plus traditional fishermen out of their life of near-poverty. In addition, it also strives to help our state save around 20 Crore Litres of Kerosene every year, reduce marine and air pollution, create equal opportunity for women to become entrepreneurs in fish and related trade, creating a platform for the aqua- farmers to sell their produce, create a reliable source for fresh and healthy raw and processed food products for the mass consumers of Kerala. The social relevance of the project perfectly aligns its objectives with the declared manifesto of the socialist Government and therefore supporting such a project to it successful completion will definitely earn another feather in the state’s cap, and take the state one step closer to the perfect 'Global Destination' for Wellness and Goodness. 44
