They should know better.SPECIAL UNTIL 30.11.2018 Contempt for agreements breeds contempt for citizens. In a Southern African Region that resembles a battlefield for political survival and regime change by all other means except the Namibian way, the land conference of national dia- logue will provide the light, because Namibians care. The leadership and nation, like so many times during the past 28 years, Namibians will again emerge as the voice of reason. But, for this, Namibia needs its Namibians. Unfortunately for the untested self-appointed leaders of factions, national reconciliation cannot free small factions in various communities from their self-inflicted colonialisation of the mind. It takes less than average creativity to realise that there always will be those who cannot resist the temptation to abuse the political, financial and social storms in South Africa and earlier, Zimbabwe, to hide their own lack of effort and commitment to contribute to sustain- able national solutions by always denying they are part of the problem through the import- ing of others’ failures. The facts are less complicated and less of a conspiracy than those who want all others to believe that their personal failures are a consequence of failed government. Reality is much simpler. Land issues are politically risky and emotive and therefore only strong government and con- fident leaders that have all the reason to trust their citizens can call for a national conference on land in Namibia with its bloody, but chequered history with communities scattered over the vast territory. The most significant outcome of the 2nd Land Conference should be the reminder that there is still much to do in creating human dignity, fairness and justice for all members of the Namibian society. Only political freedom can create the conditions for a massive national effort and drive towards empowerment and the uplifting of the living standards of all. Since citizens earned their influence through participation and respect for democratic agreements and instruments, it did not come on a silver platter and is also not the silver bullet for all the challenges. Political scores cannot be settled by erecting or breaking down fences. Justice can only be achieved by every small step in a relentless journey towards securing human dignity. It does not need the gift of prophecy to know that the real land conference will happen after the five days of deliberation, proposals, objections and presentations by various stakeholders. However, it is already clear that not every single interest group and individual will have an opportunity to make speeches and presentations during or at the five-day conference, because it will be practically impossible. Just as impossible as that every Namibian can get a piece of land of their choice in the area of their choice. What is not impossible, is for every Namibian to make a contribution to the land question, because it remains a constitutional right of every citizen to influence the composition of government and policy. The preparations already prove that Namibia has a national identity and is not the image staring from other countries into their mirror. Much has changed in Namibia since the last land conference 27 years ago, but the borders of the country, as well as available urban, commercial and communal farmland stayed the same. Until very recently, there were no Kavango-West or a Nkurenkuru town, there was no Bukalo, and Eenhana was a military post that bloomed into a model town. Ondangwa and Oshakati from Omuthiya is a continuous road of business and movement and not the deserted off-the-road tracks roamed by cattle, goats and donkeys. It has people and they have expectations. The Neckartal Dam will give birth to a new way of life to new communities in the barren sheep-grazing south, and farmers will not herd their goats but bend their backs to harvest their labour to feed a nation. Oranjemund is not longer a restricted diamond town, but open, and it will change the char- acter of a community that evolved over a hundred years. Most important is that Namibians engage and stand in solidarity and not run and hide in the trenches of self-interest and personal political survival, because the greatest gift of Namibian freedom and the sacrifices of our ancestors was the mutual trust and tolerance that keeps the nation on course and their legacy alive. The sun always shines brighter if the shadows of self-doubt and suspicion drift away. Namibians must always remain the hope for the millions in the region and parts of the world where bombing runs are higher that the rainfall. That is the destiny of a hard-won freedom and a Namibian contribution towards a better humanity.
