The call to announce the death to the bank should be the same call that wakes up the transformational leadership and those who are trusted with responsibilities to manage state assets better than their own and not bow to political blackmail. The SME saga resembles sophistication only demonstrated by organised crime that is usually more resilient and competent than the officials and regulators who were supposed to prevent the callous theft where the rich rob the poor to pay the privileged. It should be a stain on the consciousness of every Namibian citizen, authority and institution. The most troublesome revelation is that officials were ruled by their irrational fear of political power and perceived influence to the point where political fear might even overrule national interest, conscience and duty. It should be disturbing to most Namibians that the Bank of Namibia wants to create the impression that -- like a romantic hero -- it arrived on the scene just in time to save Namibia from losing more money. Namibians have to fear the political pressure that allowed for a banking licence to be issued without a share certificate, because it makes the role of any regulator redundant. A lack of political courage is costing the nation dearly. The SME management flouted immigration laws by allowing under- qualified people and sophisticated crooks to manage the bank for their own pockets and compounded the problem to make it difficult to recruit more capable and qualified staff to be sourced from elsewhere, because from its inception the Zimbabwean partners wanted it to be a Zimbabwean project. The evidence of pharmacies and medical centres that were funded by the SME bank countrywide and that eventually raided the state medical scheme, PSEMAS, could not be a coincidence either, but rather a conspiracy. Questions still remain why the regulator did not raise the alarm when N$200 million was shifted to South Africa in a time when the nation needed its resources to head off difficult economic times and got warnings of money flowing out of Namibia. The alarm was only raised when, due to the economic crunch, NamWater asked for their investment to be released when thousands of cattle died of thirst and people had to wait for water to be transported to them. The timing of the management and board replacement must surely also be questioned as a matter of public record when a meeting took place with the Governor of the Bank of Namibia, the minister of Finance and the President in which Ipumbu Shiimi was requested for an extension of a week for the Namibian government to get in contact with their Zimbabwean and South African counterparts in order to rescue the bank. However, the next morning the Bank of Namibia informed the board and management via SMS that they are replaced by the Bank of Namibia. That was the end of any rescue operation, and when the push from the Bank of Namibia to have government bail out the SME bank failed, all hope disappeared to ever recover the lost millions. It soured relationships, created mistrust and threatens the banking reputation of Namibia. There must be consequences for those involved whether from Namibia, Zimbabwe or Timbuktu. Failure to do so will render government a toothless political machine caring for those in power who are careless with the interests of those without power. Transformation towards good administration will be determined by the government proving that it understands the needs of its people and taking a betrayal of trust seriously. The lost SME, Avid, GIPF, and Kora millions, to mention a few, are monuments of failure of systems, incompetence and abuse of imaginary political influence that make Namibia a target for plundering. Namibia does not need more greed. The nation is in dire need of brave hearts and strong souls to maintain our free nation. A nation that is being kept hostage by the dishonest is unfortunately neither free nor independent.
