However, peace sounds hollow when there is little security. The problem with the high walls and sophisticated systems that people are forced to live behind for their own protection, is that they exclude them from the plight and the problems of the country. Namibians are robbed and harassed in the shadows of State House where thieves hide and police and security are reluctant to chase after, because it is maybe too much effort. The very skills that made hardworking people from all levels of society successful to afford every protection, from insurance to personal protection and, in addition the constitutional protection they and their property are entitled too, is the very skill needed to form a successful fortress of common decency against crime. Something must be terribly wrong when those who fight crime in various ways cannot make progress against robbery, assault and common theft. The real possibility must now be considered that the Namibian political peace and stability in comparison to the violence and civil wars elsewhere in the world adds to a false sense of security and makes crime more tolerable, because of the perception that it is better than war. Criminal gangs are seemingly more determined and unified than the rest of the law-abiding nation and this provides perfect cover for impunity. When Namibians must set their time to make sure that darkness does not provide additional cover, the fight against crime becomes desperate. Crimes that are committed in the less fortunate communities must be a source of national shame, because the victims are almost always the vulnerable who alerted gangsters by the sound of the few coins in their pockets or by a cell phone that rang unexpectedly. Nobody can claim that Namibia is making any progress on any level if on another side there is regression. For any step forward there are two steps backward. The real possibility must now be considered that there are those involved in security that benefit from crime by turning a blind eye or by not being police or security enough. The only real solution now is for a nation who claims reconciliation to unite against the criminal element which through connections and friends has the inside lane and prey on the unsuspected good-natured who open a window to dish out a favour just to get robbed, hijacked or assaulted. There is no difference between petty criminals and career criminals. They hunt in packs and prey on the good-heartedness of others. In a country where people share a loaf of bread and where not even the most poor send away a fellow Namibian who is hungry and thirsty, nobody can claim to steal because they are hungry. They are criminals, because for them crime pays, but the law-abiding majority must surely be proof that crime does not pay. Unity against crime will reward national unity where not only peace and stability, but safety is the international standard and the envy of the world. Progress consists of the whole of the excellence of government, not only some parts of the administration.
