It was designed and built as a carriageway to divert heavy traffic from passing through the Windhoek Central Business District (CBD), but even that purpose is not served any more as there is very little left of the initial idea of free flow of traffic from the north to the south. By far the most populous area of Windhoek is the suburb west of the Western Bypass and not many could have imagined a few years ago that houses will creep up to the fence of the Daan Viljoen Game Reserve. Businesses developed and grew in Prosperita Park and the Northern Industrial Area saw an explosion of all kinds of industries with thousands of workers, learners or job seekers having to cross the road at the most convenient, but not necessarily the safest places. Housing developments stretch halfway to Okahandja and Rehoboth, and thousands of commuters from the two towns are travelling on this stretch of the road more than once daily. A few years ago, very few people had to brave the road daily from Okahandja or Rehoboth and workers from Rehoboth, Groot-Aub and Okahandja came to Windhoek for the week and returned to their homes on weekends. Society changed too much to ignore the need for the approach on this stretch of the highway to remain unchanged. The reality is that the people of the Western Suburbs are the ones that must cross the bypass to earn a living or to at least look for work on the other side, and there are times during the day and at night when this stretch carries more people than cars. People cross this road at all hours and the reason is simple: when the bypass was first built, there was no such a thing as 24-hour shops and all-night entertainment at either side of the great divide that Namibians refer to as the Western Bypass. Life has changed and therefore solutions must change lest it again just becomes crisis management. A tyranny of bureaucracy should not put too many stumbling blocks in the way of making one of the most dangerous stretches of roads in Namibia as safe as possible. Of course, the Western Bypass should become the responsibility of the City of Windhoek and not only the law enforcement, because the highway runs through and not past the city. What the Western Bypass needs is a redesign that forces cars to stop at crossings and slow down and have infrastructure where pedestrians, hundreds of them, can cross the road safely on their way home or on their way to work. It is no coincidence that school children and students are more at risk as passengers of taxis, because they have no other way of transport from and to their far-flung residences. The most compelling argument for law enforcement, the city management and the various ministries involved, is the challenge to set aside jurisdiction issues in establishing a motorway that is compliant with the traffic and is as safe as possible. The Western Bypass might just be the street that starts erasing the artificial border it became between communities and slowly but surely become the thin piece of glue that is binding communities that are otherwise living across the wide divide. It should be as simple as handing over authority and responsibility from the Ministry of Transport to the City of Windhoek.
