No More Lease!Selling the Lands Outright! GO No: 48 which gave powers to APIIC to sell lands to the companies on outright basis. Now APIIC can sell land to companies and government will have no say on the future use of the land With the objective to enable all his cronies to lay their hands on valuablegovernment lands in the state, the Chandrababu government had enhancedthe maximum lease period from present 33 years to 99 years. Not satisfiedwith this, with a malafide intention to give away lands to his cronies withabsolute freehold rights, he has brought the concept of 'outright' sale in tothe scene. In this guise of industrial promotion, Chandrababu government is forciblytaking away the lands of the poor farmers and selling them off to businesscorporates for kickbacks. By using the Andhra Pradesh IndustrialInfrastructure Corporation (APIIC), the government is gifting the lands atdead cheap prices. Chandrababu has issued a GO, which enabled the APIIC tosell off the lands to companies on an outright basis, instead of giving them onthe lease. This was how the government shifted its stands. First, the stategovernment has accepted to lease lands for 99 years for the tourism projects.This was notified through the new industrial policy of the state. Then thegovernment announced on April 29, 2015, that the meeting of the StateInvestment Promotion Board, which was presided over by the Chief Minister,could deliberate the idea of selling off the lands to the companies on anoutright basis. In the meeting, some the industrialists complained the CM Emperor of Corruption 53

that it was difficult to start projects in the state unless the land was sold on anoutright basis. After listening to their complaint, Chandrababu wasted no time. He tooka decision to sell the lands to companies on outright basis instead of leasingthem. This decision was approved by the state cabinet on April 2, 2016. Asseveral senior bureaucrats including Chief Secretary opposed this proposal,the CM amended the Industrial Policy itself. The meeting of EmpoweredCommittee of the Secretaries, which was chaired by the Chief Secretary, alsoopposed this decision. However, Chandrababu government proceeded onthis decision by issuing GO No. 48. Industrialists Queue Up for Lands The APIIC has gone berserk once the government has issued the GO No.48, which has enabled the corporation to sell the lands to companies on anoutright basis. In Kakinada, it sold off the 1,563 acres of land, which has earlierallocated to a company, to the same company. Now, the company wants no-tabs-attached registration for the land. The APIIC also sold 69.56 acres of land to four cell phone companies at therate of Rs. 20 lakh per acre. It sold 19.28 acres to a cell phone company, 15acres to another company, another 15 acres to another company and another19.28 acres of to another industrial group. In Gudivalli village of Anantapurdistrict, APIIC sold 25 acres of land at Rs. 10 lakh rate on an outright basis. In Kurnool district, the government earlier allocated 623 acres of land to acompany for the purpose of establishment food processing park. Now, thatcompany is also demanding for outright sale. A high official confirmed thatthe government is going to sell the land to the company. According to theofficials, now several companies are making a beeline for the lands in AndhraPradesh. Farmers Lands for Sale! A higher official expressed concern about the way the state governmentis selling off the farmers' land. Even according to SEZ Act, the lands shall beleased to business houses, but, now Chandrababu government is selling thelands that are acquired from the farmers at cheaper prices. This could turninto a huge problem in years to come as the government won't have anycontrol over the future use of the land and the companies can very muchconvert the land into real estate or any other purpose. Generally, companies can have the absolute right over the land only whenthey buy in the open market. However, the Chandrababu government madetheir life easy by acquiring the lands at cheaper prices from farmers misusingAPIIC and selling them off. This is a design of Chandrababu's government togive away as many valuable lands in the state as possible to his cronies so thatthey can make huge money, for eventual kickbacks.54 Emperor of Corruption

Babu’s Extravagance Costs the State Rs. 807 Crore Chandrababu Naidu is a byword for extravagance. He started spendingthe tax payer's money from the day one of his coming into power. He startedit by using charter planes for his oath-taking ceremony and since then henever stopped his mindless spending spree. Chandrababu always express concern about the financial hardships thatthe new state is facing, however, on the other hand, he spends money likewater. He has been spending crores of rupees on renovating the temporaryCM offices in Hyderabad, Vijayawada and residential buildings in both thecities. He has a luxury bus and a convoy of brand new cars, which even thecountry's Prime Minister doesn't have. It seems Chandrababu thinks unmindful spending of government moneyis his birthright and his extravagance knows no limit. Irrespective of the need,he has been appointing consultants for various tasks and paying them heftilywhile this seems to be the easiest way to share the kickbacks. He also spenthundreds of crores on event managements and multiple groundbreakingceremonies. The GO that allocated the Rs. 10.20 crore for renovation of the CM’s Camp Office in Vijayawada Chandrababu Naidu has spent a total of Rs. 44.76 crore onthe refurbishing of CM offices in three places in Hyderabadsecretariat and another Rs. 42 crore on similar facilities inIrrigation Guest House and CM Camp Office in Vijayawada. Thestate officials are at a loss why the government had to spendsuch whopping amounts on repairs while new buildings couldbe built with that money. ❖ Ever since Chandrababu Naidu became the Chief Minister, he spent Rs. 736 crore on various expenses. He has created a record sorts in travelling on special charter planes. Probably, there is no other Chief Minister in the country who had made such a through use of charter planes. Whether the destination is Delhi, Hyderabad or a district headquarter, Chandrababu travels only in special planes! Until February 2016, the Finance Department paid Rs. 15 crore for plane charge dues and another Rs. 15 crore paid later. The GO that allocated the Rs. 10 crore for upgradation of 7th and 8th Floors of L-Block in AP Secretariat in Hyderabad❖ The Chief Minster spent Rs. 10 crore on Lake View Guest House, Rs.5.87 crore on Madinaaguda Farmhouse and rented houses in Jubilee Hills.❖ In another record of sorts, Chandrababu conducted the groundbreaking ceremony of Amaravati city thrice. For the temporary arrangements of these festivities, he spent another Rs. 100 crore!❖ So far Andhra Pradesh government has paid Rs. 120 crore as travel allowance and dearness allowance to the officials who have been commuting between Hyderabad and Vijayawada.❖ The government spent Rs. 150 crore only on preparing documents for the new capital. It paid another Rs. 15 crore to Singapore based consultant for preparing the Master Plan of the city.❖ A lavish bus with a price tag of Rs. 5.50 crore was purchased for the tours of CM in the state, which is in addition to the charter planes.❖ For the preparation of Vision 2029 document, the state government Emperor of Corruption 57

has entered into an agreement with Ernest and Young at a cost of Rs.12.62 crore. Strangely, the government has paid mobilization advance of Rs. 1.12 crore to the consultancy. The mobilization advance is generally paid in civil contracts.What if there was no Extravagance? The answer is simple. Andhra Pradesh could have got a permanentSecretariat with that money. The new state so far has no permanentbuilding for its Secretariat. Chandrababu Naidu has recently startedconstructing a temporary secretariat building and he is spending Rs. 300crore on it. If he could control his unnecessary spending, he could havebuilt a permanent, world-class secretariat building. 58 Emperor of Corruption

From 2 Acres to Super Riches! This is How Chandrababu Made his Fortunes Chandrababu Naidu was born in a lower-middle-class family andinherited only 2 acres of land. He was in politics right from his universitydays and got elected as an MLA in 1978. His political career continuedever since. As a result, for a continuous period from 1978 until today, hehad no source of income other than his political career and meagreincome from his land holding. Despite such modest beginning of only 2 acres of land and no gainfuloccupation, Chandrababu achieved an astonishing financial success andtoday he owns a company worth thousands of crores of rupees! However,the way he made this fortune is a great mystery. A close examination ofhis possible income sources gives us a glimpse into his riches. Emperor of Corruption 59

Positions and Sources of Income Since 1978, Chandrababu held the following positions.➤ In 1978, he was elected as an MLA from Chandragiri constituency on behalf of Congress party. During this time, his monthly salary was Rs. 350.➤ Between December 1980 and February 1981, he served as Animal Husbandry Minister.➤ Between February 1981 and February 1982, he served as Cinematography Minister.➤ Between February 1982 and January 1983, he held three portfolios including Ground Water, Minor Irrigation and Technical Education.➤ During his tenure as a minister, he earned a monthly salary of Rs. 2500. Foods in 1992.Today, Heritage is worth a fewthousand crores and present inentire South India, in Tamil Nadu,Karnataka, Kerala and AndhraPradesh. The company alsoextended its operations toMaharashtra and Delhi. Thesurprising aspect is that HeritageFoods profits gallop whenChandrababu Naidu is in powerand not so when he is not inpower. Finally, the company fortunes have revived in 2013. Thiswas allegedly because of the peace Chandrababu purchased with thenAP Chief Minister N. Kiran Kumar by extending his political support to thelatter's weak government. In fact during the \"No Confidence\" motionpassed then, Chandrababu, even though being the main oppositionparty, supported Kiran Kumar's government by issuing a whip. In a 294-seat AP Assembly, the halfway mark was 148 but Kiran's governmentsurvived the \"No Confidence\" motion even though it secured only 146seats, two short of the majority. Thanks to Babu's whip, 15 MLAs weredisqualified; 9 from Congress and 6 from TDP, who voted against theirparties in favour of no confidence. With this it is evident that the profits of Heritage are always linked toBabu's political fortunes. This should speak about the way Chandrababumade the political power as the major source of his revenue.Leader ofDisproportionateAssetsDespite the limited sources ofincome, not getting any propertyfrom his father-in-law N. T. RamaRao and continuous losses forHeritage Foods company, thefortunes of Chandrababu havegrown continuously anddisproportionately. Following aresome of the assets acquired byChandrababu Naidu at differentpoints of his political career. Scams Between 1995-2004 Chandrababu Previous Regime Chandrababu in1978 had only 2 acres ofland and now hasthousands of crores (ofrupees) in 'Heritage'spread across sevenstates. Whenever Babuis in power, Heritageprofits shoot up whileall other dairies mightbe running in losses.An examination ofHeritage profits has astory to tell! In 2004-05,the year Babu losthis power, Heritage earned the net profit of Rs. 17 crore. From this yearonwards, Heritage also lost power. It announced Rs. 10 crore net profits in2005-06. The nine-year rule of Chandrababu Naidubetween 1995 and 2004 is an embodiment of corruption. He gifted awaylands and contracts to his confidants, benamis and party men despitewidespread criticism. then killed them. The assets of these units were sold to his stooges atcheaper prices. He converted watershed and work guarantee schemes asthe major sources of income of his party cadre. During his tenure as an adhoc Chief Minister before the 2004 Assembly elections, he allocated 800acres of land of the University of Hyderabad to a company called IMGBharat. This allocation was later cancelled by Dr. Y. S. Rajasekhara Reddy’sgovernment. After Chandrababu decided to build the Hitec City at Madhapur, hetipped off Murali Mohan, now TDP MP from Rajahamundry, about itslocation. Murali Mohan bought all the lands he could around that areaand developed several real estate ventures. Chandrababu using same themodus operandi in the case of Amaravati and making several times moremoney. In liquor purchases too, he bent rules to benefit three companies.According to a report of Vigilance Department, the state lost Rs. 600 crorebetween 1995 and 2004 because of the policies of Chandrababu Naidu.There was not even a single project that was awarded without acceptingcommissions during his first spell. From the day one, Chandrababu has been gifting away the lands to hisfriends, confidants, party men, benamis and stooges. Despite the resistancefrom opposition parties, he allocated golf course land in Manikonda and 534acres land to EMR Properties. Though there was no need, he gave away17,434 acres of land to industrialists during his tenure and its value is aboutRs. 1.60 lakh crore. Public Sector Ruined If you want to kill a dog, first brand it a mad one and then kill it.Chandrababu applied this formula and killed several public sectorenterprises in the state successfully. He first made them sick and then soldthem away at throwaway prices. While the value of lands of HyderabadAllwyn was Rs. 150 crore, Chandrababu sold it away for just Rs. 3 crore. Healso ripped off Nizam Sugars, which offered a supporting system to thefarmers of Nizamabad district since Nizam’s times. In all, he sold the publicsector units worth of Rs. 636 crore for Rs. 203 crore. According to someofficials who worked in government, he pocketed a good amount of themoney from these transactions. Democracy in Danger! After acquiring the ill-gotten money, Chandrababu Naidu has brazenly started luring the MLAs from YSRCP. If they join TDP, they are paid a minimum of Rs. 20 to Rs. 30 crore, the lure of ministerial berths to MLAs, who got elected on YSRCP B Form and symbol. Chandrababu government has so far poached 17 out 67 YSRCP MLAs. Such blatant display of ill-gotten money is not being questioned while the \"Anti Defection Law\" which is part of our Constitution is being mocked at in broad daylight and yet our democracy remains silent. The TDP is conveying a direct message to the opposition MLAs- 'If you are with us, there is heaven or else you are in hell'. So far, as many as 17 MLAs and one MLC have openly defected to TDP lured by money and power and what is worse is that the Chief Minister and his colleagues in cabinet are giving statements that they would welcome all the YSRCP MLAs Bhooma Nagi Reddy, Bhooma Akhila Priya, Jaleel Khan, Adinarayana Reddy and MLC Narayana Reddy being inducted into TDP by Chandrababu Naidu at CM Camp Office in Vijayawada on February 22, 201672 Emperor of Corruption

MLAs of the YSRCP with open arms while assuring them thatthey would not be disqualified.To intimidate the opposition MLAs, making a mockery ofdemocracy once again as it was never done in the past, theyare being deprived of the constituency development funds.The Chief Minister has suspended the ConstituencyDevelopment Fund and releasing funds for the officialworks in Assembly Constituencies from the SpecialDevelopment Fund. These funds are also being grantedeither to TDP MLAs or TDP constituency in-charges in theconstituencies where the TDP candidates were defeated in the previous election. In a similar fashion, the CM also benefitted the ruling party MLA Kommalapati Sridhar by exempting his 43-acre real estate venture from land pooling for the reasons best known to him.❖ Chandrababu always brags that his 'land pooling' scheme is a completely voluntary process. He has decided to pool a total of 53,743.49 acres for the construction of the Capital city on the 29 villages located in Thullur, Tadepalle and Mangalagiri mandals. Out of this, 15,010.03 acres are assigned and government lands and remaining 38,737.46 acres of land was to be collected from the farmers. To this effect, the AP government issued a GO on January 1, 2015.❖ The cronies of Chandrababu have propagated that the government would take the assigned and lanka (riverbed) lands from the present owners without paying any compensation. These lands were allocated, long back, to the people belonging to SC, ST and BC communities. The government officials informed the public that the government could 'take back' the lands without any compensation as they were once given at free of cost. Scared by the propaganda, the owners of 1,843 acres of assigned land and 1,514 acres of lanka (riverbed) land sold their lands to TDP leaders at cheaper rates. The Devil in Detail Amaravati- the new Capital city of Andhra Pradesh state - issupposed to be a global city of 21st century. However, today it has become a synonym to a scandal of global standardsthanks to the Chief Minister of the state N. Chandrababu Naidu. The multilayered scam began as heads of the government began to ’leak’ false information to media about the prospective location of the new Capital. This misinformation campaign was aimed at misguiding the people. The scandal was hatched and incubated by the Chief MinisterChandrababu Naidu, his son Nara Lokesh and a central minister whois very close to them. Several state ministers and MLAs of the rulingparty, aided by their benamis, ably assisted them to execute thepublic scam. By making full use of their public offices, the fraudstershave snatched away about 25,000 acres of land from the gulliblefarmers. The first thing these scamsters did was to trash the report ofSivaramakrishnan Committee, which has toured the state extensivelyand took several factors into consideration before finalising thelocation of the state Capital. The TDP government and leaders have executed their landgrabbing in the following five phases - Phase - I AP Chief Minister and his cabinet have already made up theirmind to establish the Capital in Thullur area, which is located inbetween Guntur and Vijayawada. On the other hand, the farmers of Amaravati area alsoincurred losses as they had to part with their lands for much cheaperprices. Chandrababu and his men, who were privy to this information,made at least a lakh crore rupees through the real estatetransactions. Isn't this \"Insider Trading\" and breach of \"Oath ofSecrecy\"? Phase - II After making high decibel propaganda about the about-to-come-up world-class Capital city Amaravati, the state government hasbrought forth a scandalous concept called 'Land Pooling'. Thegovernment has decided to pool 38,737 acres of fertile, multi-cropland from the farmers of 29 villages of the Capital city region. Whenthe farmers protested the land pooling, the government took the helpof its 'friendly' media outlets to dilute public dissent. These mediaoutlets, which have an extensive reach in AP, created an apocalypticatmosphere in the state by propagating that the farmers those whorefuse to give up their lands would be the ultimate losers and ensuredthat the farmers would give in. Thus, the gullible farmers were coerced into the land pooling.Though the name 'land pooling' suggests that the entire exercise isvoluntary, the actual process was anything but voluntary. While thegovernment openly used force to collect the lands from severalunwilling farmers, on the other hand, the lands of the CM and hisstooges were fully protected and exempted from land pooling. Forinstance, the capital region border stopped exactly 10 meters awayfrom the Lingamaneni Estates, which belongs to LingamaneniRamesh, a close aid of Chandrababu Naidu. The Chief Minister iscurrently residing in the guest house of the Lingamaneni Group. Chandrababu Naidu not only gave full protection to the lands ofhis cronies but also made sure that all development projects wouldcome up near their lands. farmers who refused to surrender their land were constantlyharassed by the government. In some instances, the standing crop ofresisting farmers was burnt down during the midnights by some'unknown miscreants'. The police, in these cases, instead ofsearching for culprits, slapped false cases against the very farmerswhose crops were destroyed and further terrorised them. In someplaces, the crops and plantations of farmers were flattened bybulldozers without any prior information to them. Later thegovernment had apologized for these violent acts since it is in theknowledge of everyone as to who were behind these incidents. The government refused to permit agricultural activities in the 29villages. It actively discouraged agriculture in the Capital regionvillages. When the villagers went to High Court and got the reprieveto cultivate their lands, the government ensured that the farmerscould not access power, water for irrigation and also agriculturalloans. Through these measures, it effectively sabotaged the courtorder. Phase - III After the 'land pooling', Chandrababu announced a compensationpackage for the farmers in lieu of their lands. He has announcedunspecified cash compensation and residential and commercial plotsfor the farmers. These plots were supposed to be given in thefarmers' own villages. However, eventually, this package has turnedout to be a total farce. Now, the Chief Minister says that the farmers would be given anannual amount of Rs. 30,000 or Rs. 50,000 for a period of 10 years,based on their land type. This is a paltry amount when compared tothe land value that they are losing. He is now telling the farmers thatthey should not expect the residential plots in their native villages. In effect, the farmers are being asked to relocate on the terms ofgovernment.The government now also blames the farmers for their'greedy expectations'! It is learnt that the plots that are going to beallocated to farmers are located in low-lying areas, which have thelowest commercial value. Phase - IV While the government was busy in pooling the land, the rulingparty vultures targeted the Assigned and Lanka (riverbed) lands,which are mostly owned by Dalits and BCs. To aid its stooges, thegovernment created a wave of propaganda threatening that theselands would be taken back by the government without paying anycompensation to the owners. When the confused farmers soughtclarity from the TDP leaders and revenue officials, whom they lookedup to at that critical juncture, they further terrified the farmers bytelling them that the government had every right to take back thelands since it was the original owner of the lands. The government also used several tactics to fuel the fears of themarginalised farmers. For instance, the government refused to issuethe compensation cheques to the tenant farmers of assigned andlanka lands and cited the various pending litigations as the cause ofthe delay. Thanks to the tactics and propaganda of the government, severalfarmers panicked and sold away their lands to TDP leaders, whohave been brainwashing them to give up their lands for some time.The benamis of ruling party leaders have bought these lands at a rateas low as Rs. 5 lakh per acre. Chandrababu and his stooges havepocketed away 1,848 acres of assigned and lanka lands in thisfashion. Once all the assigned and lanka lands were secured by the CMcronies, a compensation package was announced for these lands aswell. The package now benefits a lot of TDP leaders, who havebagged these lands. Those who bought an acre of land at Rs. 5 lakhrate are now going to get Rs. 1.90 crore for the same parcel of land.This announcement of the compensation package came on February17, 2016, 14 months after the 1st announcement of compensationpackage given to other lands.86 Emperor of Corruption

Phase - V The zone classification of the Capital region is another scam ofglobal class. The TDP government has classified the lands of capitalcity region into commercial and agricultural zones and restricted theland use of the latter only to agriculture. Because of this classification, theland prices have tanked overnight in many areas. The plot of landwhich was once valued at Rs. 4 crore is not being bought for evenRs. 40 lakh. Even the plots of land that are located next to oneanother also have strikingly different rates based on the zones thatthey have fallen into. The zone classification was done with his cronies in mind. Theclassification information, which was supposed to be confidential,was given as a privilege to a few. As a result, the land prices in Amaravati area plummeted.● When realtors were busy buying plots in Nuzvid area, Babu and his company purchased huge tracts of land at throwaway prices.● Once the true location of the capital city announced, the gullible realtors who bought the land around Nuzvid area incurred heavy losses. The farmers who sold their lands in Amaravati area realised that they were trapped.● By then, Chandrababu, his stooges and their benamis made a killing and earned above Rs. 1 lakh crore.Babu Promises, then Fails● To entrap the farmers of Capital region, Chandrababu made several false promises.● He boasted that he was going to build a world-class capital city.● He promised to waive off the farm loans up to Rs. 15 lakh for the farmers of the capital city region. But, later, he backtracked from his promise and even commented that, \"Farmers cannot get this greedy. When did I tell them that I would waive off all the farm loans? I did it whatever I was supposed to do.\"● He promised a monthly pension of Rs. 2,500 to tenant farmers and farm labourers of the capital region, but nobody has got the pension so far.● Chandrababu promised skill training and jobs to the unemployed youth of the capital region. He got them trained by a nameless company and finally told them that there were no jobs.● Many a time, he said that not even a single village would be removed; now three villages are going to be wiped out.● He promised fee reimbursement to all the students, but not even a single student received the reimbursement so far.Land Pooling is a Scandal of Global Scale● Chandrababu has implemented a major scandal called 'Land Pooling' for the capital city.● He decided to collect 38,737 acres fertile, multi- crop land from 29 villages.94 Emperor of Corruption

● Initially, many farmers refused to part ways with the land, their sole source of livelihood.● To trick the reluctant farmers, Chandrababu used several tactics. He made benamis of his party leaders voluntarily offer their 5000 acres of land. He then used his media friends to create propaganda that the farmers who refuse to surrender their lands would be the ultimate losers. This did the trick. The government and its media could make the farmers cede their lands.● He also used the caste card to 'pool' the land. He divided the resisting farmers on the caste lines by sending the ministers from the respective castes to counsel the farmers and finally they were made to give away their lands.● Though the government said the land pooling was a voluntary process, it was anything but voluntary. While the government openly used force to collect the lands from reluctant farmers, the lands of Babu and his cronies were fully protected from the pooling. For instance, the capital region limit stopped exactly 10 meters away from the Lingamaneni Estates, which belongs to Lingamaneni Ramesh, a close aid of Chandrababu Naidu. As a return gift, the Chief Minister got a palace-like guest house and shares in Lingamaneni Estates.● Babu not only ensured full protection of the lands of his cronies and their benamis but also ensured that the development projects are established near their lands.Compensation - an Open Fraud● Chandrababu announced the cash compensation and two plots of land (one residential and one commercial), for each acre of land given by the farmers. Now, there is no clarity as to the location of the plots or the time frame within which the allocation will be completed.● Chandrababu kept on changing the compensation package and finally said he would give an annual amount of Rs. 50,000 or Rs. 30,000 for 10 years period based on the type. Taking advantage of the supposed ambiguity on the differences between dry lands and 'jareebu' (wet) lands that have an assured source of irrigation, the government is creating further entanglements in deciding the status of the lands to delay the payment of compensation. ● He initially promised to give residential and commercial plots to the farmers in their own villages. After completion of the land pooling, Chandrababu is asking how the farmers can expect to be rehabilitated in the same village.● He also promised to provide housing to each houseless family in the Capital city region. However, he hasn't provided alternative housing even to those who lost their houses during the inauguration of the Capital city, let alone the giving homes to homeless.● Chandrababu told the farmers that the residential and commercial plots that they were going to own would make them millionaires overnight. However, now, farmers are being allocated plots in lowland areas, which have a very little commercial value.● Chandrababu once promised to give first preference to the residential and commercial buildings of farmers. However, the government is now imposing several restrictions on the construction of buildings in commercial and residential plots that are going to be allocated to the farmers.Cases, Threats and Harassment● Chandrababu- who initially told that entire land pooling was a voluntary process - showed his true colours eventually.● The farmers who refused to surrender their lands were constantly harassed by the government. In some cases, the standing crop of farmers unwilling to surrender their lands was set afire. The police, in these cases, instead of identifying and arresting the culprits slapped false cases against the farmers and silenced.● In some places, the crops and plantations of farmers were flattened by bulldozers without any prior notice. Many farmers were unable to identify their land plots after the flattening and could only weep at their plight.● The government also refused to give permission for the farmers to practice agriculture in the 29 villages in the Capital region. This was done to discourage the culture of agriculture in the region. When the villagers approached the High Court and were96 Emperor of Corruption

granted the permission, the state government denied them accessing irrigation facilities and agricultural loans. The government did not permit soil fertility tests as well.Dalits Assigned Lands Taken Away● The lands of Dalits were robbed off systematically by the ruling party leaders.● First, the government created a propaganda that the government was going to take away lands assigned to Dalits without paying them any compensation.● Dalit farmers who were worried about such possibility were further pressurized by the TDP leaders and were finally made to yield their lands at a rate starting from Rs. 5 lakh per acre. Chandrababu and his cronies pocketed about 1,848 acres of assigned and lanka lands in this fashion.● Once all the assigned and lanka lands were secured by the CM and his party men, a generous compensation package was announced for surrendering those lands. The package benefitted a lot of TDP leaders who have bagged these lands. Those who bought an acre of land at Rs. 5 lakh is now going to get Rs. 1.90 crore for the same! At the end… In the name of building a world-class Capital city, Chandrababu and his cronies have made about Rs. 1 lakh crore. The state government has organized three inaugural ceremonies for the Capital city. The state government's lackluster efforts have not found much favour with the central government. Prime Minister Modi attended the commencement ceremony and he was expected to announce a package for the new Capital. This means the Central Minister who was privy to the insiderinformation has defrauded the farmers of Gudimetla village to thetune of Rs. 56.89 crore. Besides this land, Sujana Chowdary hastargeted another 130 acres of forest land, which is adjacent to hisland plots. Now, he is practically encroaching upon that land. TheGudimetla villagers are complaining that the men appointed bySujana Chowdary are restricting their movement into the forest lands,which is a clear indication of encroachment efforts.Unstoppable Exploitation Sujana Chowdary's exploitation has spread to Veerullapadu andKanchikacherla mandals; of the same district. He 'adopted'Ponnavaramm village of Veerullapadu mandal and bought 5.39 acresland (Survey No: 38-1) in the name of his father Y.
