MINUTES OF THE ANNUAL GENERAL MEETING HELD ON 29TH JULY 2022 OPENING ADDRESS BY THE HON. SECRETARY OF THE NEW CLUB - MR. K. SUBRAMANIAM The Hon. Secretary, Mr. K. Subramaniam, in welcoming the members, called the meeting to order and then invited Mr. President to make his address. AGENDA 1 - PRESIDENT’S ADDRESS – MR. TANG YUET MUN Thank you, Mr. K Subramaniam, our shoot from the hip no nonsense head down sleeves up Honorary Secretary, our Mr. Dependable. Thank you for a job well done in organising this AGM. I take it that we have a quorum and only qualified members and/or employees of the Club are at this AGM. Please join me in a minute of silence as a mark of respect to the late Messrs Ng Cheong Seng, T Thomas, Ooi Teow Keat, Ow Yong Chong Kheng, Tee Sew Kee, Wong Ah Woh, Tan Kok Hoe and Dr. Raja Ram who passed on since the previous AGM. May they rest in peace. Thank you. Good evening, and welcome to the 128th Annual General Meeting of our Club. Just when we thought we are out of the woods, free from face masks and concerns of the virus, Omicron turns up to remind us Mother Nature is in charge. We are pleased that all facilities are fully operational and have been for months. The Club is a hive of activities. The Tai Chi swords are swaying in harmony, the line dancers are kicking up a storm, the squash balls are again bouncing off the walls, the gymnasium users work out a sweat, the sauna sweat drip onto the floor boards, tennis section lead the charge with inter Club exchanges, swimmers are again splashing in the pool, the Karaoke room is back to capacity and darters are back on board. This is Clubbing back to normal. It is timely to remind members to use the facilities as intended and not abuse it. The Club is where it is due to the actions of our predecessors who laid the foundations for us just as we lay the building blocks for those who come after us. The General Committee represent you and are the stewards of what we care about as a Club. From the established traditions and customs, we move and blend with the times and innovate, adapt on the foundations of good husbandry, friendship, fellowship and goodwill. As a member of this Club and wider community, none of us operate in a vacuum or live in segregation of our community. Without our community we are nothing. The community is the embodiment of us as a people, as a Nation. We have shared values and must protect our values and not allow the hypocrites and zealots shake the bottle of harmony to confuse us and create fissures in the fabric of our community because of their greed and avarice. We must have the courage to speak up. Courage gives hope. On the tax matter with the LHDN covering the years of assessment 2005 to 2010, we have retained the same lawyer Mr. Saravana Kumar to appear for our appeal at the Court of Appeal. A date has not been set by the Court of Appeal. For the years of assessment 2011 to 2018, where the LHDN has also raised additional taxes on donations received from Corporate Members and proceeds from the slot machine room. We have retained the same lawyer for this matter. I would like to thank the members of the general committee for a job well done. Dr. Michael Wong, Vice President for his invaluable advice, Mr. Ramakrishnan, our Treasurer for keeping us in the straight and narrow, Mr. K. Mohan our Golf Captain for the pearls of wisdom forged in Corporate furnaces, Mr. Lim Sweet Chin for his never say die attitude, Mr. Chia Bun Weng, for keeping the tennis and Karaoke sections in good stead, Dato Balraaj for keeping the squash section intact during the difficult times, Mr. Low Fatt Lam in holding the Slot Machine room in good stead and placating the Tai Chi swordsmen, Mr. Goh Chee Aik for ensuring that there is food on the table as the Chairman of the F&B section and Mr. Jerry Tan for his enquiring 3
mind at meetings as the check and balance guy. On behalf of the General Committee, I would like to thank the respective Chairmen and members of subcommittees for their contribution and dedication. You are the spokes on the wheel that keeps the Club turning and moving. I also thank our Club Adviser, Dato’ Paduka Kamarulbahrain bin Zainuddin, honorary legal advisers, Messrs Manjit Subra Associates, Mr. T Selvadoray, Medical Adviser Dr Quah Ban Hoe, Club Manager Mr. Barry Teoh and his team and members for your support, encouragement and constructive feedback. Thank you. Dato’ Dr. V. Jeganathan (J23), asked Mr. President what was the total fees involved in payment to our lawyers to represent us in this court case with LHDN. Mr. President replied that our lawyer firm is Messrs Rosli Dahlan Saravana Partnership (RDS), a highly experienced and notable law firm on tax disputes, representing us for both High Court and Court of Appeal cases. They have offered their services at a very low rate of only RM40,000.00 for this case, in that one of the partner in the law firm was the son of a former Club member. He has fond memories of the Club and recommended for minimal charges only. Dato’ Dr. V. Jeganathan (J23), acknowledged the reply and agreed that we have obtained a very good rate from this established law firm. He then requested that if the General Committee could provide a report on the total numbers of members we have today, newly joined members, resigned or had transferred their membership every year. He also questioned if those that had resigned, have settled their outstanding account before accepting it. Mr. President replied that under our Club’s policy, any new person who wishes to purchase a used membership would need to transfer their funds to the office first. The Club would hold on to the funds until the new member has been elected by the General Committee. Only after the new member has been elected, we will then transfer the balance fund to the seller after deducting whatever dues with the Club. With regards to Club membership status, he invited Dato’ Dr. Jeganathan to read our Annual Report on page 10, where the report states clearly the breakdown of our members. Dato’ Dr. V. Jeganathan (J23), thanked the President for his reply and suggested that if we can add the number of transfers being transacted for the year. AGENDA 2 - To approve and confirm the minutes of the 127th Annual General Meeting held on 17th December 2021. Agenda 2 was confirmed passed as there was no objection from the floor. Proposer: Mr. Raymond Chan Chee Keong (C28) Seconder: Mr. Michael Thomas (M9) AGENDA 4 - To receive the audited financial statements for year ended 31st March 2022. Dato’ Dr. V. Jeganathan (J23), questioned the Hon. Treasurer as to why our expenses on staff wages is lower compared to the previous year. With the Government’s instruction to practice minimum wages law, our expenses in this area should be higher. He questioned if our office is following the Labour Law on minimum wages and was informed that our staff were made to work an additional hour each day without any sort of compensation. Under the law, an employee can only work for eight (8) hours per day for six (6) days in a week or nine (9) hours per day for five (5) days in a week. 4
Mr. President replied that obviously the Management had done some savings as reflected in the report. According to our Hon. Treasurer, the administration had reduced the number of staff compared with previous year therefore the expenses had reduced. However, we have always complied with the Government’s Labour Law, including the minimum wages. As for staff working hours, he believed that we are also following the Labour Law and will rectify if there was any infringement. He went ahead to thanked Dato’ Dr. Jeganathan for bringing up the matter but wants to assure the members that this management has no intention to go against any law as it does not benefit any person who is holding a post in this General Committee. The Hon. Secretary, Mr. K. Subramaniam said that no questions were received from members on the financial statements during the last seven days prior to the meeting, he asked for a proposer to pass the audited financial statements. Proposer: Mr. Lian Kim Wah (L177) Seconder: Mr. S. Sivanathan (S190) It was so passed with no objection from the floor. AGENDA 5 - To appoint auditors for the Club for the year 2022/2023. The present auditors, Chi-LLTC Chartered Accountants, have offered themselves for re-appointment. The General Committee recommended they be retained at a fee to be agreed between the General Committee and the auditors. As there was no objection, Chi-LLTC was re-elected as auditors for the following year. AGENDA 6 - To transact to any other business which due notice in accordance with rule 7.3(a) is given as follows; The Hon. Secretary, Mr. K. Subramaniam announced that there was no motion received and therefore no business to discuss. AGENDA 7 - GENERAL MATTERS. Mr. Ng Teng Hin (N100), mentioned that we are prepared to pay the additional assessment by LHDN, but unfortunately he could not see anywhere in the accounts that we need to pay the concerned sum. The accounts will be misleading to our members who still think that we have so much money in our acounts. The management or auditors should be prudent in ensuring a provision is made for this payment in terms not to mislead our members. Mr. President explained that the first additional tax assessment were from 2006 to 2010, mainly on the monthly collections, which we have already paid and the case is still in the Court of Appeal. The second tax assessment were from 2011 to 2018, where it involves the the RM3 million donation, RM20,000.00 yearly sponsorship and monthly collections. We are sorting out the payment through monthly instalments. While the latest tax assessments were from 2019 to 2020, we are currently negotiating with LHDN. Thus, this General Committee is working hard to look after your interest of the Club. Mr. Ng Teng Hin (N100), added that he has no objection on the need to pay the additional tax assessment but as an experienced auditor, they should be prudent to make a provision for these future payments otherwise members would think we still have so much funds to spend. The auditors must understand that it is under the Malaysian Companies Act to allow such provision in the accounts. Mr. President thanked Mr. Ng Teng Hin for highlighting the matter but reminded that this is a recreation club and not a corporate company, so the Malaysian Companies Act does not apply and there is a tax provision in the balance sheet. 5
The Hon. Secretary, Mr. K. Subramaniam mentioned that he was more than happy to announce that the management would like to appreciate our Bar Captain, Mr. M. Muniandy, aka Andy, for being the longest serving employee in this Club for 51 years. He then called upon Mr. President to say a few words and present the prizes that we have prepared for him. Mr. President mentioned that Mr. Andy has been like a father or grandfather figure to many Club members here today so much so that his service in the Club may be longer than any furniture we have in the Bar. A multi-lingual person who gets along well with all members and guests of the Club. He has looked after us and has put his heart and soul into this Club. We can only appreciate your years of hard work with us by providing him this certificate, a special teak wood turned ‘trophy’, where the wood material was salvaged from our last Club renovation and some cash as a token of our appreciation. We are so lucky to have him with us until today to celebrate this auspicious occasion with us. The Hon. Secretary, Mr. K. Subramaniam, invited all members present to give a standing ovation to Mr. Andy to signify our appreciation for 51 years of service to the Club. Mr. M. Muniandy thanked the General Committee members, past and present, all members and subordinates for their appreciation to acknowledge his achievement. There being no further comments or questions from the floor, the Hon. Secretary, Mr. K. Subramaniam called the President to give the adjournment speech. AGENDA 8 - Adjournment Speech. Despite being been deprived of golfing locally with the untimely closure of the Bukit Jana Golf & Country Club, it did not dampen the golfing spirit of the golfers who continued to support the activities of the Golf Section. Though they had to resort to becoming members of neighbouring golf clubs like the RPGC Ipoh, Mountain View and others, the spirit of golfing still burns in them. With the strong support of the members, we were able to carry out all our golfing activities successfully. We held our regular monthly medal games in different venues around the Northern region. Our golfing year 2022/2023 took off on April 2022 at Harvard Golf and Country Club. We held our Deepavali cum Christmas golf game in November 2022 which was followed by a lunch post game. Prizes were given away, sponsored by the Indian golfers. This was followed by the Captains Cup and then the Chinese New year game on 8/1/2023. A sumptuous dinner, sponsored by the Chinese golfers was held at the Flemington Hotel on 14/1/2023, which was well attended. We also held the Annual Dato’ Lee Aik Kheow Challenge Trophy which was in our calendar. Thanks to all the sponsors. The highlight of our golfing activity was the Golfers Nite 2022 which was held on 11/3/23 at the New Club Taiping. It was a successful occasion and well attended by all golfers. The Golfer of The Year was Mr. Woo Kee Hon who obtained 610 points. The last golfing game for the golfing calendar year was held on 5/3/2023 at the Permaipura Golf & Country Club. The winner of the A medal was Mr. Lim Sweet Chin and the winner of the B medal was Mr. Lim Jun Guan. We also decided to award a wooden spoonist for the monthly medal so as to motivate the golfers to perform better. It is noted that the golf membership is decreasing due to the aging members. The drawback being that Taiping does not have a golf course to attract more new members. However, we will endeavour to encourage more young players to become Section members. Towards that we propose to set up a golf simulator and we are in the process of gathering the information to present to the General Committee. We wish to thank the General Committee (GC) for supporting our activities and hope that they will continue to support the Golf Section in the coming future. We also record our appreciation and thanks to the Golf Section committee members and all golfing members for their unrelenting support and cooperation. We propose to organise an overseas golfing trip sometime during 2023. Finally we look forward to the continued participation by section members in all our 2023/2024 golfing activities. After close to three years of total shutdown on any social and entertainment activities, we finally were able to come out with a BANG and successfully close 2022 in a wonderful and happy way. The first of activities after the long pandemic was the New Year’s Eve Dinner and Dance on the 31st December 2022. I would like to apologise to members for taking so long to get the ball rolling again but we have certainly got it rolling without a stop now. Next up was the Chinese New Year Dinner which was held on the 3rd of February 2023. The event was extra special and it was graced by our DYTM Raja Muda Perak, Raja Jaafar ibni Almarhum Raja Muda Musa, D.K., D.K.A., S.P.C.M., J.S.M. His Royal Highness certainly awed our young presenters and the school children of SJK (C) Aulong who duly entertained everyone on that night with many songs, dances and a superb Lion Dance followed by a 24 drum performance. We had a great night during the Vaisaki Dinner and in keeping with tradition and culture, it was mesmerising to see the colours and dance the night away to the beat of the drums and the lively band. Next up was the Hari Raya CSR project where we invited the less privileged children in our district of LMS though the assistance of our Jabatan Pendidikan Daerah LMS. For the rest of 2023, we shall have a number of events lined up to once again bring the beat and life to the Club. Keep an eye out for the upcoming Merdeka Dinner and Dance, the Deepavali Dinner, our long awaited Children’s Christmas Party and our year end New Year Eve’s Dinner and Dance. We thank you for your patience over the pandemic and we hope to have your support for the coming events in 2023. Azman Ahmad In view of the pandemic scare, the Swimming Sub-Committee did not organise or participate in any swimming competition since the start of the pandemic until late 2022. This was done for the safety of our members. 9
On 4th December 2022, we managed to organise a group of swimmers to participate in a swimming gala hosted by CRC Taiping. It was our first competition after the pandemic period. Our team faired pretty well even though the swimmers did not get enough time to train for this meet. Nevertheless, members are slowly adapting to their normal life again and we really hope to see more members returning to the pool again. KARAOKE SECTION - Chairman - Deejay Subcommittee Members 2022/2023 Mr Chia Bun Weng Mr. Cheong Swee Cheong Year 2022 was a little quiet compared to previous years. The fear of infection from enclosed air-conditioned area along with unexpected crowd still preservered in people’s mind. We did not receive any invitation to participate in any competitions from other Clubs too. Let’s hope this Section would regain its former glory again in the coming financial year as we are expected to fill in some new faces in our Sub-Committee line-up and bring back the camaraderie and fun filled fellowship we used to have. We also have plans to bring back the In-House competition, TKO Karaoke Competition with CRC Taiping and hopefully, re-instating the Five Inter-Clubs Competition as well. As always, we welcome all members to join our weekly Karaoke sessions from Thursday – Saturday (8:30pm – 1:00am). DISCIPLINARY & MEMBERSHIP Mr. K. Jayaseelan Mr. Sunny Chee Leong San The Darts Section had organized, hosted and participated in several activities, home and away. The following are Darts activities that we have participated and organized : 1. 2022 Darts Yearly Championship Game The above competition was held on 8th January 2023 with following winners ; Champion - Mr. B. Pubalechandran Runner-Up - Mr. Jayaseelan 3rd Placing - Mr. Albert @ Suppiah 2. Section Annual Dinner for 2022 / 2023 This event was held on 14th January 2023 at The New Club Restaurant where all section members got to mingle and have a good time over a pleasant meal and some drinks. They got to share their ideas and experience in participating at invitational competitions hosted by other Clubs. 3. Friendly and Fellowship Games: - 3.1 Friendly Game with Chinese Recreation Club on 30th January 2022 3.2 Friendly Game with PDRM Perak on 29th January 2023 3.3 Friendly Game with Royal Ipoh Club on 11th March 2023 4. Inter Club Invitation: - 4.1 The Royal Port Dickson Yacht Club 19th Inter-Club Invitation from 16th to 18th December 2022. Our team only managed to qualifiy for the wining pool. 12
4.2 The Royal Kedah Inter-Club Match was held from 17th to 19th February 2023. Our team won 3rd Placing with the prize money of RM500.00. The darters representing us were Mr. Balasubramaniam (Captain), Mr. N. Moganarajan, Mr. Lawrence, Mr. Gunasegaran and Mr. Mohd Daniel. Overall, it was a good year for the Club darters. They have gained some good exposure from these tournaments and hope to achieve better success in the following year. We take this opportunity to thank the General Committee for their understanding and support towards the Darts Section. AMUSEMENT MACHINES - Chairman - Coordinator Sub-Committee Members 2022/2023 Mr. Low Fatt Lam Mr. Barry Teoh Things are moving positively after the pandemic period. So far, we managed to obtain the approval to install 3 new games from our current machines to help meet the demand since early 2022. Year 2023 is expected to be more challenging for our operator as we have decided to relocate our Annexe Club, since there was a change in ownership of the current building. The timing has never been better for us to accommodate another five (5) new additional slot machines, which were recently approved by the Ministry of Finance. The new outlet is located off the busy Jalan Gopeng, just behind McDonald and Starbucks outlets. It is a two floor commercial building, has over 30,000sq ft area and is currently under renovation. The address of the new location is 53&53A, Lebuh Indah Rokam, Kampung Gunung Rapat, 31350, Ipoh, Perak DR. We are expected to move to this new location by Mid-April 2023, hence, we look forward to the ‘Opening’ event which will be announced soon. Stay tuned! Moganarajan Mr. Eddie Siew Chee Seng Now that the pandemic is a fairly distant memory we are all eager to move on and enjoy life for a while. Our bar and restaurant have returned to become welcoming fixtures. We are pleased to share with our fellow members the result of their warm enthusiasm and enjoyment as follows. For financial year ended 31/03/3023, our bar achieved sales of RM625,115 which is a significant increase of 29% from RM483,510 of the previous financial year. Meanwhile, our restaurant achieved sales of RM559,698 which is an increase of 55% over the previous year’s sale of RM360,577. Surely, these are achievements to assuage our thirsts and whet our appetites and please do not let your patronage stop here. After all, these are your own bar and restaurant and only through your support are we able to maintain our level of services and ambience. Our Gratitude goes out to all our supportive Members and a big Thank You to all our Staff for making all these achievements possible. Sumithra Amalourde - Website & Library Administrator Mr. Arvind Raj With the MCO a fairly distant memory, life has returned to normal. Our focus has been to improve on our library to enhance members’ convenience and enjoyment. In this respect, we had taken the following actions : 1. We had cleaned our collection of books and magazines including the shelves. 2. We had restored loose pages and spines. 3. We have reorganised our books and magazines into: a. Fiction and Non-Fiction b. Different genres eg. Scandinavian authors and Asian authors 4. We have procured additional books, new and pre-loved. 5. We have introduced regular book reviews. As usual, we are open to members’ suggestions and comments to help us improve further. We continue the practice of releasing fresh books on a regular basis which are updated on our Facebook page and the Club’s notice boards. Moganarajan - Committee Member Mr. Patrick Morton Mr. Robin Lim Chin Lake Mr. Chong Jia Jien During this period of time, our gym has seen an increase in activity and number of gym users, especially in the ladies fitness classes conducted every Tuesday and Friday mornings. In our fervent endeavor to improve the exercise environment for gym users, we have acquired a few minor exercise equipment this year. Keep fit and stay healthy everyone! TOMBOLA - Chairman - Treasurer Sub-Committee Members 2022/2023 - Committee Member Mr. Goh Chee Aik - Book Keeping/Checker Ms. Ong Paik Yoong Ms. Choy Yen Yi Mr. Arvind Raj To date, there are fifty four (54) members registered in the Tombola Section. The monthly Tombola session was disrupted for the fiscal years 2020/2021 and 2021/2022 by the Movement Control Order (MCO) due to the Covid19 pandemic. After the MCO ended in late 2021, the first Tombola session resumed only in June 2022. 14
In view of the inactivity of the Tombola Section during the past two (2) fiscal years, the annual fees for fiscal year 2022/2023 was waived for those members who had paid up their dues in April 2020. We take pride that lady luck smiled on two (2) ladies who struck big prizes in this fiscal year. They are none other than Mdm. Goh Kim Leng and Ms. Ng Kim Tee who struck the mini- snowball in November 2022 and jackpot in March 2023 respectively. Ang Yan Tin - Committee Member Mdm. Eswary Gunaseelan Mr. Khoo Teow Hua Datin Jennifer Ong The post Covid year 2022/2023 has been eventful for the Taichi Section. We welcomed nine (9) new Taichi members. Two (2) members left due to personal reasons. Extra practice sessions were arranged for these new members to learn Taichi skills. Our Sifu joined the sessions in January 2022 when the strict SOP rules were lifted. It was a deep blow to the section when our dear Sifu passed away on 25th November 2022. The extra training sessions for members continues after our Sifu’s passing, with the help of the senior Taichi members. The allocation for Taichi Section has been made full use of, for the following Taichi activities. These activities are organised to strengthen fellowship among members, add fun to our Taichi lessons and to encourage our members to improve on the related skills. Taichi Section activities 2022/2023 ; 1. Dumpling Festival Celebrations on 2nd June 2022 2. Outing at Taman Botani on 4th October 2022 3. Deepavali Celebrations on 22nd October 2022 4. Year-end Get-together & Group Performance on 12th December 2022 5. Chinese New Year Dinner on 17th January 2023 6. Taichi Members Interaction Day on 16th February 2023 7. Members Fellowship Meet-Up on 9th March 2023 We currently have forty six (46) members in our Taichi Section. BILLIARDS - Chairman - Captain Sub-Committee Members 2022/2023 - Secretary Dr. Michael H. K. Wong, PMP, AMP, PJM - Committee Member Mr. H’ng Gek Yeow - Committee Member Mr. Ong Hong Hooi - Committee Member Mr. Leong Swee Cheat Mr. Leong Swee Han Mr. Wong Yew Keong Year 2022 for the Billiard Section was more of ‘soft & easy’ progression where members began to adapt to group activities with health safety checks in crowded and enclosed spaces. Given time, we hope to organise more activities for the coming year. 15
The Sub-Committee has also decided to revise our Section bye-laws following some issues that have taken place in our Billiard facility. Currently, only principal members are allowed to sign-in for the facility. No children (above the age of 16) are allowed to use the facility without the presence of the principal member. Children below the age of 16 will not be allowed to play unless they obtained permission in writing from the Sub-Committee. The General Committee has also decided not to provide cues for the facility. Those who wish to play must bring their own cue. To revive the Section activities, the Sub-Committee has proposed some budget to engage ourselves in a few fellowship games with affiliated Clubs. We hope this would gain more interest in our members to join the Section.
