MINUTES OF THE 127TH ANNUAL GENERAL MEETING HELD ON 17TH DECEMBER 2021 OPENING ADDRESS BY THE HON. SECRETARY OF THE NEW CLUB - MR. K. SUBRAMANIAM The Hon. Secretary, Mr. K. Subramaniam, in welcoming the members, called the meeting to order and then invited Mr. President to make his address. AGENDA 1 - PRESIDENT’S ADDRESS – MR. TANG YUET MUN Thank you, Mr. K. Subramaniam, the engine room of the General Committee, the work horse of my team and Chairman of the Rules Revision Committee. I take it that we have a quorum and only qualified members and/or employees of the Club are in this Annual General Meeting. Please join me in a minute of silence as a mark of respect to the late Messrs Ong Kah Huat PMP, Teoh Peng Seng, Karam Singh, Karunakaran, Cheah Yal Beng, Shalender Dev Singh, Dr. Justin Saw, Dr. Pritam Singh and Dato’ Mohd. Darus who passed away since the last AGM. May they rest in peace. Good evening, and welcome to the 127th Annual General Meeting of the Club. This AGM see the continuation of the various SOPs put in place to help us live with the Covid19 pandemic. It is the new normal with physical distancing and wearing of mask to protect both self and others and reminding us that we propose Nature disposes and when a man passes on he is but a tiny speck of sand joining the desert without a splash. This year we elect a general committee to serve the 2021-2023 term. At close of nomination, the incumbents holding post of President, Vice President, Hon. Secretary, Hon Treasurer and Golf Captain returned unopposed. On behalf of these five members of the general committee, I thank members for their trust and belief, giving us another term to serve the Club. Moving on, this evening we need to elect six (6) Committee Members from eight candidates. The General Committee made a bye-law that each ballot submitted must mark not more or less than six (6) candidates. Members must mark exactly six (6) candidates or risk the ballot ruled void. Whilst each of us would have preferences, we wish good luck to all candidates. We curtailed or shutdown facilities from time to time at the Club in accordance with SOPs issued by the authorities during the Movement Control Order period. The slot machine rooms in our Annex at Ipoh closed accordingly and reopened upon the green light given by the authorities. This resulted in reduced takings from slot machine room as reflected in the financial statements. On the tax matter with LHDN covering the assessment years 2006 to 2010, we have retained the same lawyer Mr. Saravana Kumar to appear for our appeal at the Court of Appeal when the High Court ruled in favour of the LHDN. For the years of assessment 2011 to 2018, the LHDN has also raised additional taxes on donations from Corporate Members and proceeds from the slot machine room. We have retained the same lawyer for this matter. Of late, the zealots are at it again spinning unmitigated disasters behaving like a flock of chickens who have seen an eagle, picking bones out of eggs, a grain of confusion in a dusty world seeking to tell others what and how they should name a world class product from Timah to Niama, that skull caps are their exclusive domain. They throw a thousand treads of worry to weave their own sorrows causing mental defilement. It gives truism to the maxim that after food and sex, the next thing is to tell the other man what to do. When seen as fishing lines and exposed, they expect us to feel like fish that had been dry for a long time who suddenly arrive in vast waters to swim to our hearts content with a feeling of sublimity and refinement when they should not have threatened our rights in the first place. Castigate, prevaricate and placate. Coming back to local issues, I would like to thank the general committee members of the previous term for a job well done and on behalf of the General Committee, I would like to thank the respective Chairmen and members of subcommittees for their contributions and dedication. 4

Dr S. Gunaseelan, our long suffering and evergreen Chairman of the Swimming, Gymnasium and Sauna Sections did not seek re-election. I want to especially thank Dr Gunaseelan for serving the Club with great distinction over the years. Last but not least I thank Club Advisor, Dato’ Kamarulbahrain bin Zainuddin, honorary legal advisers, Messrs Manjit Subra Associates, Mr. T. Selvadoray, Medical Adviser Dr Quah Ban Hoe, Club Manager Barry Teoh and his team and members for your support, encouragement and constructive feedback. CITATION AWARD The President then proceeded to honour the following candidates in appreciation of their outstanding dedication and contribution towards the development of The New Club Taiping. The General Committee of the Club would like to express its sincere appreciation to these recipients. The Club recognizes their unwavering commitment, never-ending perseverance, integrity and amiable personality to the growth of this historic club; NAME : DR. S. GUNASEELAN, AMP M’SHIP No : G57 DATE JOINED : 26TH SEPTEMBER 1991 No. of YEARS : 30 years Dr. Gunaseelan joined the Club when he was a District Dental Officer in Parit Buntar before retiring as Timbalan Pengarah Kesihatan Negeri Trengganu (Pergigian) in 2005. He helmed the Swimming Section as Chairman for the past 10 years. His invaluable contributions, spanning approximately two decades of wonderful work to the Club, specifically to the Swimming Sub-Committee is highly appreciated. His ‘can-do’ attitude has made a positive difference to the swimming arena. He has made swimming a competitive sport at Club and inter-Club level and at the same time introduced lifesaving activities. His unfaltering energy and determination has steered the swimming sub- committee and other sections of the Club to greater heights and achievements. NAME : MR. BRIAN FREDERICK MORRISON M’SHIP No : M177 DATE JOINED : 15TH FEBRUARY 2001 No. of YEARS : 20 years Mr. Morrison who hails from Wallsend, UK, became a Club member in the year 2001, after completing his contract in a Power Station in Saudi Arabia. He was a former Marine Engineer and spent 25 years at sea. He had since retired and resides in Taiping with his wife Nyana. Mr. Morrison spent a lot of time involving himself in our Club’s swimming activities and held the position of Vice Chairman in the Section’s Sub-Committee for almost 20years. His contributions and advice in setting up a Jacuzzi facility at the pool area, installation of starting blocks for our young swimmers to improve their starting skills when competing at higher levels and making priorities that the Club continue to organize our Swimming Gala each year. Other than being active in swimming activities, Mr. Morrison was also a regular face attending and supporting almost all Club functions and events held over the years. He was the most sought after ‘Mr. Santa Claus’ by the children each year during the Christmas Children parties for the past 10 years. NAME : DR. MICHAEL WONG HEAN KWAI, PMP, AMP, PJM M’SHIP No : W1 DATE JOINED : 19th January 1979 No. of YEARS : 42 years 5

Doctor Michael Wong has been a practising doctor starting his service in the Armed Forces of Malaysia and retired with the rank of Captain. During his time as a member of the Club, Doctor Michael Wong also served as a President of The New Club for the years of 1984 and 1985 holding the tenure for 2 years and returning again as President from 1989 till 1991. Doctor Michael returned as the Vice President of The New Club in 2009 and since then has held various chairmanships in Sub-Committees of Indoor Games, Line Dance and Darts. He also was instrumental in starting the Billiards and Snooker Sections for the benefit of our members. Doctor Michael has been returned unopposed as Vice President again for the new tenure of 2021 - 2023. NAME : MR. K. RAMA KRISHNAN, AMP M’SHIP No : R50 DATE JOINED : 18TH MARCH 1980 No. of YEARS : 41 years Mr. K. Rama Krishnan, has been a member of the Club since 1980 and is one of the most senior member of the Club being a member for 41 years. Despite his age and at a time when he should be spending time with his Grandkids, he had chosen to come in as the Treasurer of our Club. During this time as Treasurer, he has made sure the Committee Members use your money wisely and prudently and have always had the finances of the Club in good order as well as being managed correctly. Mr. Rama Krishnan has been returned unopposed as Treasurer again for the new tenure of 2021 - 2023. Mr. K. Subramaniam then thanked the President for presenting the Citation Awards and congratulated all recipients for their hard work and contributions towards the improvement of the Club. He then announced that the voting process would start in a short while and asked the floor to nominate two (2) scrutineers and to inspect the ballot box. Mr. Moganarajan a/l S.Nachiappan (M12) nominated Tn. Hj. Mohaideen Ishack (M145), who Tn. Hj. Mohaideen accepted. Mr. President nominated Mr. Lee Chan Meng (L7), who then accepted the appointment. (The empty ballot box was then held high to show proof before being locked for casting of votes). Members were advised to carry out their voting during the progress of this AGM and have until 9:30pm to cast their votes. Mr. Ambrose Gregory (A152), then requested the President to explain why the Management had recently imposed a new Bye-Law to force members to vote at least six (6) Committee Members on the ballot paper, otherwise it will be treated as spoilt vote if found to have less or more than six votes. Some members may not want to cast their votes on certain candidate/s because they do not recognise or know them. It is unfair to force the members to vote someone into the Management Committee whom they are not familiar with. We have practiced the former voting regulations for over hundred years and we did not face any problems. So why the need to change the procedures. He had consulted some friends in the legal fraternity and they too were of the idea that no one should be forced to vote for a candidate they are unfamiliar with. 6

Mr. Ambrose added that the Management was unfair to implement the new Bye-Laws without giving a chance for the members to review and acknowledge it, since the proposal was only done a week ago before this AGM. Under normal conditions, the Management will give at least fourteen (14) days period when submitting any resolution. What was the reason to implement this Bye-Law with immediate effect. Mr. President replied by asking members to refer to Club Rules under Clause 8.8; “The General Committee shall have the power to make, alter, add or repeal Bye-Laws regulating the affairs of the Club or any matters not provided for in these rules. Such Bye-Laws so made, added to, altered or repealed shall come into operation at such time as is fixed by the General Committee. The General Committee shall further have power to decide all questions arising out of or not covered by any rule or bye-laws and such decision shall be final unless and until altered or reversed by a General Meeting of the Club.” Mr. President then requested Mr. Ambrose Gregory to refer to above Club Rules that allow the General Committee to alter or add Bye-Laws deem fit in regulating the affairs of the Club. Mr. Ambrose Gregory admitted that he had knowledge of the Club Rules under Clause 8.8 and does not dispute that the General Committee had every right to change or add any Bye- Laws. What he does not agree was that members were not given a fair opportunity to review and comment on the changes of Bye-Laws before being implemented. It is only right for the General Committee to propose these Bye-Laws and at any given time, allow the members to review whether it is appropriate or not, otherwise the General Committee can run the Club just by setting up their own Bye-Laws and forced the members to follow. Mr. President replied since he has also agreed that the General Committee has exercised correctly on the Bye-Laws in accordance to the Club Rules, he would like to leave it as that. If any member who is not agreeable to such Bye-Laws, there is opportunity to bring forward a motion in the next AGM to repeal the clause in our Bye-Laws. He then announced that members can now proceed to vote and reminded that they would need to mark at least six (6) votes in their ballot paper to ensure its validity. AGENDA 2 - To approve and confirm the minutes of the 126th Annual General Meeting held on 28th August 2020. Agenda 2 was confirmed passed as there was no objection from the floor. Proposer : Mr. Moganarajan a/l S.Nachiappan (M12) Seconder : Mr. P. Jayarajan (J48) AGENDA 3 - To receive the report of General Committee for the preceding year on the affairs of the Club. Agenda 3 was confirmed passed as there was no objection from the floor. Proposer : Tn. Hj. Mohaideen Ishack (M145) Seconder : Mr. Lee Chan Meng (L7) AGENDA 4 - To receive the audited financial statements for year ended 31st March 2021. The Hon. Secretary, Mr. K. Subramaniam said that no questions were received from members on the financial statements during the last seven days prior to the meeting, he asked for a proposer to pass the financial statements. Proposer: Mr. Moganarajan a/l S.Nachiappan (M12) Seconder: Mr. Michael Thomas (M9) It was so passed with no objection from the floor. 7

AGENDA 5 - To appoint auditors for the Club for the year 2021/2022. The present auditors, Chi-LLTC Chartered Accountants, have offered themselves for re-appointment. The General Committee recommended they be retained at a fee to be agreed between the General Committee and the auditors. As there was no objection, Chi-LLTC was re-elected as auditors for the following year. AGENDA 6 - To transact to any other business which due notice in accordance with rule 7.3(a) is given as follows; The Hon. Secretary, Mr. K. Subramaniam announced that there was no motion received and therefore no business to discuss. AGENDA 7 - General matters. Mr. President mentioned that the General Committee received a letter from Mr. Ng Teng Hin (N100) on 3rd December 2021 stating that he would like the Management to address some matters pertaining to the upgrading of our Club. Since this letter does not read like a motion or even being initialed by a proposer and seconder, the General Committee had decided to move his request under General matters agenda instead. He then invited Mr. Ng Teng Hin to raise his concerns for members to discuss. Mr. Ng Teng Hin (N100) thanked the President for allowing him to speak and bring up the subjects for members to discuss. He mentioned that since we have some funds in our savings, he wondered if we have plans to build a multi-storey building, purchase of land for future developments and to push for the development of Golf Driving Range as proposed many years ago. Tn, Hj, Mohaideen Ishack (M145) elaborated that during his time when he was the Hon. Secretary of the Club, the General Committee then had spend some funds to build a temporary driving range beside the 9th Ranger Armoury store. It was proposed that they would be hitting towards the fairway, adjacent to the prison wall until the Municipal decided to dig a huge hole in the middle of the fairway and planted some trees to block the activity. It was a sad thing to do as the Club had already started to invest in driving range balls and even got the Sultan then to do a ground breaking ceremony. He still felt that it is the most ideal place to build the driving range and it will be good if this Management can continue to work the project on the same location. Mr. K. Mohanachandran (M155), the Golf Captain replied that the Club has already been in discussion with relevant parties. The latest information that we gathered from Pejabat Tanah was that the entire Lake Garden, including the specified previous driving range area mentioned, had been gazetted by the State Government. During our first meeting with the District Officer, he will try to help us by pulling out a certain area from being ‘gazetted’ in hope we can work out a plan to build the driving range. Let’s not forget that we also have to deal with ‘security’ issues since we are in the neighbourhood of an armoury storage and prison. All discussions were put on hold due to pandemic restrictions but nevertheless, we will continue to pursue the matter with the authorities in the near future. Mr. President added that after discussing with the District Officer, we found out that it was pretty difficult for the State Government to consider the area beside the prison due to security reasons. Subramaniam - Treasurer Mr. Low Fatt Lam - Food & Beverage Dr. Gurbachan Singh, KMN, BSK, AMP - Committee Member Mr. Laurence David, AMP Mr. Lim Sweet Chin Mr. Lip Kwai Yin The year 2021/2022 has indeed been a fruitful year inspite of the closure of the Bukit Jana Golf and Country Club, Kamunting in 2020.Nevertheless the Golf section has been proactive and we have been holding our regular monthly medal games outstation at various venues and it is encouraging that these tournaments were well patronized by the Golf Section members. We will continue with our golfing activities inspite of the constrains. Due to the closure of the Bukit Jana Golf and Country Club,Bukit Jana, many members continue their golfing activities at adjacent golf courses, such as RPGC Ipoh and ,G&CC Mountain View and also others. During the 2021 General Committee elections, Mr. Mohanachandran was elected as the Golf Captain and Mr. Lim Sweet Chin and Mr. Low Fatt Lam were elected to the General Committee. We congratulate them. Though the Covid pandemic is still around, the Golf Section was able to organize regular monthly medal games in various venues. Besides that we also organized the Presidents Cup, the Dato Lee Aik Kheow Trophy and the Captains Cup. We also organized the Chinese New Year tournament as well as the Deepavali games, all of which were well patronized. After a lapse of two years we held our Golfers Nite on 19/3/22 at The New Club Taiping which was followed by a dinner. It was a low key event due to the Covid pandemic. Mr. Woo Kwee Hon emerged as the Golfer of The Year and many other golfers were awarded prizes. We also recognized and honoured Mr. Ong Hong Kong, our long time Vice Captain of the Golf Section, for his contribution to the Golf Section. We are optimistic that once the Covid pandemic subsides, we will be able to organize golf tournaments inter state and inter districts. We also have plans for overseas golfing trip in 2022 or 2023 with the support of all the golf section members. We will endeavour to increase the membership by recruiting more golfers and attract more youngsters as well as lady golfers. However, we are aware that it will be an uphill task as Taiping does not have a golf course now. We want to put on record our appreciation and gratitude to the General Committee for always being very supportive and we hope they will continue to do so in the coming years. We wish to express our appreciation to the Golf Sub Committee for keeping alive the golf activities and their contribution and dedication to the Golf section. 11

Leela Devi With the strict SOPs in place, our Swimming Section did not organise any event throughout the year. However, members can still use the facility but with limited numbers in the pool at any one time. We are glad the authorities are slowly loosening up on the SOPs and hope that our Swimming facility will become as active like before. Most of our scheduled itineraries were cancelled due to SOP compliance. Our Section members did get to play the daily games towards the second half of the year. We did manage to hold sponsored tournaments in the latter part of 2021 and early 2022 as stated below; 1. Cheong Sports Tournament held from 23rd to 25th November 2021. 2. Chinese Recreation Club (CRC) vs The New Club (TNC) Friendly Match held on 5th December 2021. 3. Chuan Sin Tournament held from 2nd to 4th March 2022. 4. BWC Tournament held from 4th to 8th April 2022. Once again the Section would like to thank the sponsors for their continuous support and wonderful prizes prepared for the players in the tournaments. We would also like to thank the General Committee for allocating some funds to replace the stand roofing and windbreakers for the Tennis courts. Ng Phaik Po, Mdm. Vivian Lee and Mdm. Moleh Wong. If there is a necessity to practise for special events, additional classes are held on Saturday from 8.30 am to 10.00 am Due to the Covid-19 SOPs, no external events were carried out nor were there any festive gatherings. However, the Line Dance Section held the annual dinner with 30 members in attendance. But we hoped the recent Government announcement of transition to endemic, it would help provide confidence to our members to return to some semblance of normalcy. Our Karaoke sessions had since started operations in September 2021 but the patronisation were pretty low. We hoped things would improve for the better in year 2022. 13

Thanks to the General Committee, we have purchased a new Karaoke system in December 2021. This new android system has bigger storage thus affording more flexibility and choices. Let’s hope more members would start to return and allow us to revive those fun singing competitions we used to enjoy. DISCIPLINARY & MEMBERSHIP Mr. K. However, things started to improve late last year and members gradually returned to the court. As early as February 2022, we hosted a friendly game with Sri York Squash team from Penang. It was great fellowship since we haven’t had a chance to do any friendlies for the past two years. On 21st to 23rd February 2022, the Section had their first festive In-House event in conjunction with Chinese New Year celebrations. It was a good opportunity for members to participate in a competition again. In early March 5th, we welcomed friends from Penang Swimming Club. Their Club President was also present to join the friendly matches. After the game, we hosted a dinner reception at our Club restaurant together with exchanging of plaques to commemorate the event. The second festive event was held from 25th to 26th April 2022, in conjunction with Vaisakhi celebrations. Thanks to our junior coaches Mr. R. Subramaniam and Mr. Kong Kai Yuen, for reviving the coaching clinics again. Hopefully this would help to encourage more juniors to enjoy the game and participate in state level competitions. Jayaseelan - Committee Member Mr. Sunny Chee Leong San - Committee Member During the Covid-19 pandemic period, the Section did not organize any event, however in November 2021, we managed to organize Darts Monthly tournament, followed by one important Club Annual Championship for the Section members. It was held on 12th December 2021 with more than 20 members participating in the event. Our old timer En. Mohamed Daniel emerged as champion at the tournament, followed by Mr. Pubalachandran and Mr. Suppiah (Albert) as 1st and 2nd Runner-Up respectively. We also participated in the Royal Ipoh Club, 125th Years Commemoration Sports Carnival on 11th – 13th March 2022. We managed to go through to the Winners Pool and further accolades. AMUSEMENT MACHINES – Chairman – Coordinator Sub-Committee Members 2021/2022 Mr. Low Fatt Lam Mr. Barry Teoh Knowing the SOP in place for the previous year, the performance from our slot machines will certainly be affected as well. Nevertheless, since late last year, members had started to return and slowly accommodate to the new environment. Since August 2021, our operator had replaced 4 new machines and plan to revive the ‘Theme Nite’ events soon in hopes they will help boost the interest and patronization of members. With that in place, we look forward for more fun activities in year 2022. FOOD & BEVERAGE Sub-Committee Members 2021/2022 Mr. Goh Chee Aik - Chairman Mr. Teh Beng Soon - Secretary Mr. N. Moganarajan - Committee Member A huge welcome back to all members and guests to The New Club, Taiping. Thank goodness the Movement Control Orders are now behind us and our Restaurant and Bar are back in action. Of course, we had continued to operate on a take away basis for some time pending the restoration of dining in but it was never the same as ABC, that is, ambience, banter and camaraderie. Bar sales inched up from RM452,595 for financial year ended March 2021 to RM483,510 for year ended March 2022. Sales have gone up but hardly enough to get you comfortably and confidently inebriated considering our bar sales had reached RM616,597 for year ended 2020 before the pandemic. Now that the MCO has been lifted, there is no reason to shy away from the bar and the restaurant. Our restaurant sales achieved a solid increase from RM269,002 for year ended march 2021 to RM360,577 for year ended March 2022. However, this is still way below the RM480,000 achieved in year ended March 2020. At this rate, our restaurant operator, William Teh, cannot retire until at least 2030 (and that is not a promise). 15

Notwithstanding that our General Committee had agreed, in line with our Government, to the upliftment of the SOP of checking in and the wearing of mask and social distancing, we wish to remind members and guests to self-check for symptoms of the pesky virus to protect your close and loved ones. Much as we would dearly appreciate the business generated by all members and guests, your health and wellbeing is equally important to us. Meanwhile, less said! However, it is during this period that we lost a gentleman and stalwart of the Section with the passing of Mr. Wong Ah Woh. May he rest in peace. Nevertheless, the Library was operating as usual as there was no issue with social distancing as members continued to borrow and take-away. We are pleased to report that we had acquired 104 new books for the reading pleasure of our members. As usual we will release the new books by batches on a monthly basis. Hence, please feel free to browse our bulletin board or our website for your selection. Moganarajan Mr Chong Jia Jien Members who frequented to the Club’s Gym to exercise, experienced many restrictions imposed during the period Covid19 ravaged the country. And much to the frustration of regular gym users, had to be closed for a few months. During this period of closure, the Club’s Management took the opportunity to do some in-house maintenance. Equipment were thoroughly cleaned of rust and repainted; moveable joints lubricated, with benches that needed reupholstering taken care of. With the easing of the pandemic situation in the country together with the easing of the Ministry of Sports SOP’s on gym usage, our gym has gradually reopened. Currently, all members are welcomed as usage of the Club’s gym is back to it’s pre Covid SOP days. 16

After EMCO ended, Taiji Section resumed its practice of morning routine Taiji at the main hall in October 2021. So far no other activities were organised except an annual dinner for our members was held at The New Club open-air dining area on March 2022.
