Foreword The COVID-19 pandemic has brought the world literally to a standstill. There is still no cure or a vaccine for this highly infectious disease. The WHO declared COVID-19 as a pandemic on 11 March 2020 and ever since, scientists all over the world have been in pursuit of a cure or a vaccine and have been developing technologies to combat this pandemic. CSIR, through its 38 laboratories and expertise in diverse areas ranging from aerospace to buildings to genomics to chemicals, quickly sprang into action developing COVID-19 interventions. For effective planning and strategizing, CSIR swiftly set up five COVID-19 verticals including disease surveillance, drugs & vaccines, testing & diagnostics, PPEs and supply chain management. CSIR's rich R&D knowledgebase is embodied in the rapid testing, cost-effective diagnostic kits, virus culture, genome sequencing and disease surveillance. With the perfect blend of scientific knowledge, technical expertise, industry linkages and governmental interfaces, in about 100 days CSIR has come up with almost as many technologies and products to be deployed against COVID-19. From innovations and improvisations, these technologies have different levels of sophistication. Right from ventilators to indigenous diagnostic kits to clinical trials of repurposed drugs to much needed WHO stipulated hand sanitizers and masks, CSIR has been at the forefront in the nation's crusade against COVID-19. CSIR has developed direct RT-PCR method and novel FELUDA diagnostic kit for COVID-19. When the country faced a shortage of PPEs, CSIR developed a protective coverall and today coveralls are being manufactured in the thousands. CSIR developed a ventilator in a record 36 days. Even the mundane but must-adorn mask underwent various kinds of innovations in terms of the materials woven or the coatings layered in them. About 60 out of the 100 or so technologies listed in this compendium have already been transferred to industry partners. The COVID-19 technologies are licensed on a non-exclusive basis and it is heart-warming that all our industrial partners have been quick to respond and engage with us in the larger interest of taking these technologies to the needy in a short time. With the lockdown effecting reverse migration, CSIR took upon itself to provide tons of nutritious and immunity-boosting foods. The recently launched KisanSabha portal and App supports the farmers to get better prices for their produce. It is very heartening that the farming community has received the App very well. We hope that this compendium will not just give an insight into the COVID-19 technologies developed by CSIR so far, but will also spur more innovations. Introduction The ongoing pandemic of Coronavirus Disease 2019 (COVID-19) is caused by Severe Acute Respiratory Syndrome Coronavirus 2 (SARS CoV 2). The World Health Organization (WHO) declared the outbreak to be a Public Health Emergency of International Concern on 30th January 2020 and recognized it as a pandemic on 11 March 2020. As of 1 July 2020, there are 5,86,956 cases of COVID-19 in India. Developing technological solutions that are needed to tackle this unprecedented challenge requires strong and cutting edge R&D capability and capacity in diverse disciplines ranging from biological sciences (vaccines, diagnostics, sequencing, testing of drugs) to chemical sciences (drugs: repurposed and new drugs) and engineering (ventilators, PPEs) and interdisciplinary approach transcending barriers. CSIR is uniquely placed as an S&T organization to deliver these at this critical juncture, having proven expertise in sequencing (first human genome sequencing), diagnostics for rare genetic diseases and being the fountain head of generic industry in the country. With expertise ranging from development of aircrafts to advanced materials, CSIR is committed to harness its vast scientific human resource and its considerable capacity and is well poised to serve the diverse needs required immediately and also plan for long term solutions that are needed to control this epidemic. This calls for a strategic, well-coordinated and integrated approach in cooperation with all relevant stakeholders and aligned to government’s strategy. CSIR Strategy to Fight COVID-19 CSIR has advantageously positioned itself to pursue the focused R&D to develop, integrate, scale- up, and deploy necessary technological interventions for combating coronavirus Digital and Molecular Surveillance pandemic in the country. Considering the multifarious problems created by coronavirus which require interventions Rapid and Economical Diagnostics in several areas and multi-pronged strategy, CSIR has set up five technology verticals for addressing the pandemic. New & Repurposed Drugs and These verticals are need-based and Vaccines span multiple research labs and disciplines and draw upon the strength Hospital Assistive Devices and PPEs of scientists, students and harness it for the fight against COVID-19. In addition, CSIR is also working on promoting rural employment and providing ready-to-eat food to the needy migrants. Supply Chain & Logistics CSIR has developed several COVID-19 focused technologies and products ranging from sanitizers & masks to improved tests and diagnostics and ventilators, buildings and structures. The technologies, products and processes listed in the compendium are available for non-exclusive technology transfer. Out of 105 technologies and products in this compendium, 58 have been transferred to various industry partners. For the others, the technologies are in different stages of readiness, the most basic being a working prototype. CSIR Technologies for COVID-19 Mitigation Rapid and Economical Diagnostics The key to flattening the curve in the number of Coronavirus cases is the detection of the infected at the earliest and isolating them. A combination of digital and molecular surveillance with rapid diagnosis is the need and CSIR is striving towards that using multiple strategies. CSIR was one of the first institutions to carry out testing in the country. With state-of the-art genomics and molecular biology laboratories in the CSIR network, CSIR has not only been at the forefront of testing but also developing cost-effective and accurate diagnostic kits for detecting the COVID-19 virus. Thus a simple visual detection can ascertain if the sample is COVID-19 positive or negative. ►► This rest is simple and does not require expensive instrumentation and expertise. ►► The sensitivity and accuracy of the test almost matches the current gold standard qPCR test. CSIR Technologies for COVID-19 Mitigation Hospital Assistive Devices and Personal Protective Equipment (PPE) A major challenge during the corona pandemic globally has been the shortage of hospital assistive devices such as ventilators and oxygen enrichment devices. Another critical requirement in this pandemic has been the need for personal protective equipment (PPEs) to the caregivers who include doctors, nurses and para medical staff given the infectious nature of the virus. Under this vertical, CSIR has developed Hospital Assistive Devices (HADs) such as ventilators, oxygen enrichment units, hands-free dispensers, electrostatic disinfector, and several kinds of personal protective equipment. Not just engineered devices and equipment but relatively simple but essential items like hand- sanitizers and face masks have also been developed by many labs and distributed widely as a social responsibility of the CSIR labs and institutes. CSIR-IMMT The UV Disinfectant has been developed with 125 W UV bulb and a rotating base fitted with a shutter door to disinfect personal belongings like masks, key rings, currencies, hanky, tissue, papers, bills etc. and other objects. CSIR-CEERI UV-C based sanitizer system has been developed for disinfecting fomites and other surfaces. It has a uniquely design has the UV-C lamps maintains uniform intensity throughout the chamber. The system is capable of disinfecting the exposed objects in ~2 minutes. It is equipped with safety switch to ensure automatic switching off of lamp in case door is opened during operation to avoid UV exposure risk. Hand Sanitizers Even as the pandemic made its appearance, it was realized that preventing the spread of the highly infectious virus is essential. Social distancing, washing hands frequently and using hand-sanitizers have been very widely advocated.
