Message 2017 ROK-FTP MAGAZINE Greetings from the Minister of MOLIT Republic of Korea had gone through tragic Korean War, which have completely demolished the nation. However, through consistent and perpetual efforts, Korea had laid the foundations for economic growth based on the road network expansion, port facilities acquisition, social infrastructure reconstruction and individual citizens’ effort. In latter 20th Century, Korea’s aerospace and aviation sector was also in its infancy, and nurturing aviation experts to develop the aviation industry was necessary. To fulfill these needs, the United Nations whom had shared and understood our mission, supported establishment of the aeronautical technology training center in Korea, and ICAO also had provided significant assistances including actual training and dispatch of training plan advisers. program for developing countries’ aviation industry personnel. From the very first training session, 17 years have passed. During this time of which talented personnel who will lead the aviation industry in their countries' countries were fostered, and for us, who were once the recipient of the international assistance, it was also a time of great emotion and rewarding experience to become a country to support other nations. Now, Ministry of Land, Infrastructure and Transport publishes ROK-FTP MAGAZINE for the first time this year, and has created a space for memorizing friends, instructors, and education administrators in Korea or in Africa and Latin America locally, as well as time to remember the training program. I wish we all can reminisce the time spent with each other through the magazine, and promises for another good training and time in future. 3

Message 2017 ROK-FTP MAGAZINE Editorial Message by Dr. Fang Liu It is my great honour to congratulate the Republic of Korea on its very successful Fellowship Training Programme, and to express the gratitude of ICAO and the entire international air transport community for the commitments and actions of successive Korean governments in helping our sector ensure sufficient numbers of highly-skilled air transport personnel here in ICAO’s Asia and Pacific (APAC) Region. This is a very exciting time in the history of aviation, and a just-as- exciting moment for those of us involved in assuring that a dedicated and qualified Next Generation of Aviation Professionals (NGAP) will be on hand to manage the growth of the global air transport network, well into the future. ICAO has recently updated its forecasts for three key air transport professions; namely, pilots, air traffic controllers and aircraft technicians. Our preliminary numbers have revealed that 620,000 pilots will be needed by 2036, to fly the world’s 100-seat-and-larger aircraft. But even more important than this figure is the fact that no less than 80 percent of these future aviators will be new pilots not yet flying today. The growth rate in Asia is even higher at 6.0%. As for Korea, it will be about 6.1%. When we look at the sectors in the industry, Unmanned Aerial Vehicle (UAV0) is doing particularly well with the sector estimated to quadruple by 2025 and the businesses making use of the UAV as a part of their operation will enjoy faster growth. Technologies are making their way into airports too. Major airports around the world is now integrating the Information and Communication Technology(ICT) in their operation and service improvement and this will make future airports smarter. In order to adapt to this fast-changing aviation sector, retraining workers through education and on-the-job training programs is critical. Along with our continued focus on this issue, I am sure we will realize the ICAO’s vision of No Country Left Behind (NCLB) soon. MOLIT-LACAC Launched the On-site Training Program for LACAC Member states: Airport Environment Management course held from 17 to 21 April 2017, Guatemala. The Ministry of Land, Infrastructure and Transport (MOLIT), Republic of Korea and Latin American Civil Aviation Commission (LACAC) launched the on-site training program for LACAC Member states. This course was supported in close collaboration with Incheon Airport Aviation Academy(IAAA) in Republic of Korea and the Direccion General de Aeronautica Civil (DGAC) in Guatemala. 2 3 10

The First Strategic Management of Transport Policy for High-level Administrators: Held from 4 to 8 September, Seoul, the Republic of Korea. The Ministry of Land, Infrastructure and Transport launched the first Strategic Management of Transport policy for Director- Generals from the ICAO Member states. The program puts its focus on strengthening exchange and cooperation between policy makers in the transport sector too as the case for building an integrated transportation network that links air, rail and land will grow in the fourth industrial revolution as predicted 1 at the World Economic Forum 2016. The civil Aviation sector is also going through changes with the Artificial Intelligence(AI), Internet of Things (IoT), and Big Data leading to inventions such as Unmanned Aerial Vehicles(UAV) and Smart Airports. 2 1. Moderator and panelists of the panel session on “Capacity Building and Training Panel” The Second ICAO Global Aviation Cooperation Symposium: Managing changing: Building a safe, secure and sustainable aviation community Mr. Hur Kyoung-jae, Director of the Ministry of Land, Infrastructure and Transport participated in the 2nd ICAO Global Aviation Cooperation Symposium, which was held in Athens, Greece, 11 ~ 13 October 2017, themed of “Managing Change: Building a Safe, Secure and Sustainable Aviation Community” The Ministry of Land, Infrastructure and Transport, Republic of Korea, received an award of Distinction for successful implementation of the Republic of Korea- ICAO Developing Countries Training Program. 12

1 The 2nd on-site training in Latin American, Airport & ANF Policy for Executives 24 to 26 October, Peru(ICAO South America Regional Office) 21 participants from 9 Latin American countries participated in the course, which consisted of Korea's aviation/airport/ air navigation facility policy, introduction of air navigation facility, supporting for developing countries in the aviation sector(present status and SMIS / SOMS program introduction). Training Program 2017 ROK-FTP MAGAZINE 2017 ROK Fellowship Training Program 2 1 3 1. 18 Participants from 18 ICAO member states attended the Airport Pavement Evaluation course held from 16 to 29 August 2017, Airport Pavement Evaluation was conducted KCATC. 2. Participants studied in the class room. from 16 to 29 August 2017, Korea Civil Aviation Training 3. Participants had dinner with Ho-sang Chang, Center(KCATC). Executive Director of KCATC(Korea Civil Aviation Training Center). This course has been in operation since 2015 to enhance the safety environment through Airport runway environment. This course was supported KOICA(Korea International Cooperation Agency). 18 participants from 18 countries around the world engaged in the study of Korea's excellent runway management know-how 18

Aviation Security and Safety course, which has been in operation since 2010 to improve understanding of safety in the airport area and the security of passengers and cargo, was held with 19 trainees from 19 countries for 3 weeks in Incheon Airport Aviation Academy (IAAA). This course is one of the most popular course, participated over 120 people because character of this course which interest in safety and security in the aviation sector has been growing nowadays, and KOICA has been supporting it. 20 participants from 20 countries around the world attended in this course. 1. Participants discussed about the aviation safety. 2. Participants learned Taekwon-do, traditional martial arts of Korea. 3. 20 Participants from 20 ICAO member states attended Aviation Security & Safety course held from 28 August to 16 September 2017, IAAA. 1 2 3 19

Training Program 2017 ROK-FTP MAGAZINE 1 Airport Construction & Operation, which was established in 2015 for practical establishment of airport development plan and efficient airport operation, was held from 4 to 23 September 2017, IAAA 17 participants from 17 ICAO member states were able to learn effective airport development and know-how through this course composed of airport construction such as air site and land side design, operation of airport terminal and establishment of airport service standard. 2 1. 17 participants from 17 ICAO member states attended Airport Construction & Operation course held from 4 to 23 September 2017, IAAA. 2. Participants discussed about the aviation safety. 3 3. Participants had some interesting experience after class. 20

1 2 1. 18 Participants from 17 ICAO member states attended Radar Approach Control course held from 10 October to 7 November,2017, KCATC. 2. Instructor Lee Chang-sung (Middle) explains how to control and separate air traffics . 3. Participants are exercising how to separate air traffic using radar 3 Radar Approach Control, which has been in operation since 2001 to improve the radar control technology for the air traffic controller, was held at KCATC from 18 October to 7 November 2017, KCATC 18 air traffic controllers from 17 ICAO member states are participating in this course because of the nature of the classes that are designed to learn radar control principles such as radar identification, separation, departure, arrival and guidance and they are satisfied with the content of the lessons and the facilities, and the facilities were shown to be satisfactory. 21

Training Program 2017 ROK-FTP MAGAZINE 1 Aviation Policy for Executives, which was opened and operated in 2011 to explain the aviation policy of Korea to aviation professionals in developing countries, was held from 21 to 27 May 2017, IAAA 12 participants from 12 ICAO member states participated in this course. Especially, at the meeting with the airport administrator in MOLIT(Ministry of Land, Infrastructure and Transport), it was helpful to ask various questions such as low-cost airlines, slots, unmanned aerial vehicles and ICAO NCLB. In addition, discussions on aviation policy issues in each country focused on issues facing developing countries, such as building the second international airport, setting the right direction for establishing national aviation policies, developing competencies of aviation personnel, and introducing the latest aviation technologies (ADS-B, etc.). By sharing time with each other, it was a chance to understand and share the policy of each country. 22

Participants had a discussion regarding aviation policy of ROK with Myeong-soo Sohn, Director General of MOLIT 4 23

Training Program 2017 ROK-FTP MAGAZINE 1 2 3 1. 12 Participants from 12 ICAO member states attended the DVOR/DME Maintenance course held from 10 to 23 May 2017, KCATC 2. Participants studied in the class room. 3. Participants played soccer with people who work in KCATC after class. The DVOR/DME, an essential navigation and safety facility at the airport that provides orientation and distance information to the aircraft in operation, was held from 10 to 23 May, KCATC. Because Korea Airports Corporation, which produces DVOR/DME directly, is operated at the airport, it was a popular course among practitioners who directly manage equipments among aviation employees in developing countries, and was attended by 12 participants from 12 countries. 24

Safety Oversight Management and Practical Preparation for ICAO USOAP- CMA course was held from 18 to 26 July with 31 participants from 26 ICAO member states in IAAA In 2014, the Republic of Korea recorded a 98% ICAO USOAP-CMA implementation rate. In order to share know-how related to developing countries that are ahead of the USOAP-CMA, the ICAO USOAP-CMA course has been underway since 2016. 1 The participants were composed of practitioners from the countries with the USOAP-CMA, due to instructor was the instructor of the USOAP-CMA team leader in ICAO, the participants actively communicated with the instructors, and the instructors also provided one-on-one consulting services to help solve the related issues in each country. In addition, we introduced SMIS (SARPs Management and Implementation System) program, which was independently developed by the Republic of Korea, and explained how to use it. 2 1. 31 Participants from 26 ICAO member states attended Safety Oversight Management and Practical Preparation for ICAO USOAP-CMA course held from 18 to 26 July 2017, IAAA 2. Training Program 2017 ROK-FTP MAGAZINE 1 Airport Lighting Operation and Management, which has been in operation since 2014 for the operation and management of aerodrome lighting system, was held from 28 June to 11 July, KCATC. The aim of this course is to understand aerodrome lighting system installation standards and the characteristics of each lighting in Annex 14 'Aerodrome‘. It is a training program conducted by Korea Airports Corporation, which operates and installs aerial lighting equipment. Therefore, it was popular among practitioners who directly manage the equipment among the aviation employees in developing countries, and 12 participants from 12 countries attended. 26

Training Program 2017 ROK-FTP MAGAZINE The on-site training in Africa, which started in 2016, has been held for the 2nd year. In the first half of 2017, the 'Airport Commercial Planning and Pavement Evaluation' course was held from 26 to 30 June in Rwanda. 25 participants from many African states participated in this course which summarized the main contents of 'Airport Commercial Planning' and 'Airport Pavement Evaluation' in order to deliver more information in a short time. 1 1. 25 participants from ICAO member states in Africa attended Airport Commercial Planning and Pavement Evaluation held from 26 to 30 June in Rwanda. 2. Participants are practicing on the runway. 3. 16 participants 7 states in Africa attended Aerodrome Inspection 2 held from 23 to 27 June in Senegal. Delivering courses abroad The 2nd on-site training in Africa, Aerodrome Inspection course was held from 23 to 27 October at the Senegal Aviation Training Center in Senegal. Participants were more interested and participated because they were able to go out and practice in the area of the airfield and obtain an ICAO certificate. The training provided active supporting by the Senegal Aviation Training Center in many ways and this course was well done, but there were also comments from some participants who wanted to learn more information on the SMS. 31

My name is Marco Ospina from Ecuador. I worked in aviation firstly Civil Aviation Association of Ecuador in 1993, I coming to ICAO(International Civil Aviation Organization) in 2006 I beginning of Secretary General of LACAC. That is my position. Q2. Please tell me status of aviation industry and vision in Latin America aviation. It’s very important for us. Latin America, we have the biggest station. We have 22 states members. For Caribbean states, North America and Mexico, beginning in Mexico continues to all South America finishing Chile. We have for Caribbean 3 states, for Central America approximately 5, and the rest of South America and Mexico and these States in Latin America, we have approximately 6% the air transport. Q3. R.O.K have operated ICAO Fellowship Training. What do you think about this program? Look, we know this program from ICAO, Part of this is for LACAC. LACAC we have to Korea 20 fellowship, 2 on site program. for us very important. Because it’s possible that people training in different areas. It’s very important. Q4. Last question, Is there a special reason that there are so many pictures related the aviation in aisle? It has been 25 years since the Latin American Civil Aviation Committee was established. So we celebrated our 25th anniversary with a special order, asking each of our 22 member states for picture and now pictures are displayed in LACAC offices. There are 22 pictures in total. 32

Aurora Torres (Representative of Paraguay to ICAO) Q1. Please introduce yourself. And what do you do in your organization? I am Aurora Torres, working in civil Aviation in Paraguay. Now I am a representative of my country, Paraguay to ICAO. Q2. What is the most impressive in this course? It was really impressive that many people, from many different countries, participated this program and they gave different efforts to find the solutions for the better improvement in the area of civil aviation. There are still many areas to be improved in aviation in South America but I firmly believe that we will achieve the better results of improvement if we try hard together like this time. Q3. R.O.K have operated ICAO Fellowship Training since 2001. What do you think about this program? I think it is really great program the program was very practical that people can apply it on the field and also it is very good opportunity to share the data with the people from different countries. 33

My name is Benjamin Garces Maldonada. I am the Deputy General Director of Civil Aviation of Ecuador. I am responsible for all the operations of civil aviation authority but also 17 airports and the air navigation service provider. Q2. What is the most impressive in this course? I felt that R.O.K has a great ability in civil aviation. It was so impressive that Korea has 2 Airport Operation Company and 2 full Service carrier and 7 low cost carrier even though Korea is not that big country. Now we are discussing with KAC about civil aviation areas and we are waiting for KAC’s response. I hope there will be a good outcome. Q3. R.O.K have operated ICAO Fellowship Training since 2001. What do you think about this program? I hope for help from Korea on tools for airport management and for air navigation facilities. And I think it would be highly expected to have more information about SMIS and SOMS. It is also needed to have more chance to practice these 2 soft wares. 34

Egbert Field (Director General, Civil Aviation Authority of Guyana) Q1. Please introduce yourself. And what do you do in your organization? My name is Egbert Field. I am the Director General Civil Aviation Authority of Guyana. I manage our staff to keep aviation safety. Q2. What do you think about this course(Strategic Management of Transport Policy for High-level Administrators)? I think that this course is very important because it helps policy decision makers to make decisions carefully by providing important information and also give them opportunity to deal with predictable problems through international exchange. Q3. What is the most impressive in this course? I could learn transportation is very complex and effective through understanding of not only aviation but also railway and road traffic. It was also very impressive that I could meet trainees from many other countries and could have time with them. One of the most impressive thing was the economic development of Korea, which overcome the Korean War in 50s. I could see their effort in many ways. Korea now emerged in status from a recipient of global donations to a donor that proudly offers aid to developing countries Q4. Finally, Please tell me what you want regarding this course(Strategic Management of Transport Policy for High-level Administrators). My name is Saif Mohammed Al Suwaidi. I am working in General Civil Aviation Authority as a Director General. I am in charge of aviation safety, security, air transport agreement. Q2. What do you think about this course(Strategic Management of Transport Policy for High-level Administrators)? I could obtain very useful information to formulate transportation policy and I could learn how to set up complex and integrated transportation policy effectively through understanding of other transportation like railway and road. Q3. What is the most impressive in this course? It was really impressive that I could take KTX, one of the fastest ground transportation ever existed. Q4. Republic of Korea has operated ROK-ICAO Fellowship Training Course since 2001, what do you think about this? Korea has contributed in many aspects in international aviation. To become a leading country, it is definitely needed to make international contribution and education is one of the effective and helpful ways to contribute to international society. I think Korea is now one of the leading countries in international aviation. 36

Sow Jee Meng (Senior Manager, Mylaysia Land Public Transport Commission) Q1. Please introduce yourself. And what do you do in your organization? My name is Sow Jee Meng. I am a Senior Manager Rail division, Land Public Transport Commission in Mylaysia. Q2. What do you think about this course(Strategic Management of Transport Policy for High-level Administrators)? I am working in the field of railway and I learned a lot from the people from aviation field and I understood that which role aviation and railway and collaborate and share. This course will be profoundly helpful to overcome the challenges that we will face in the transportation field. Q3. What is the most impressive in this course? Visiting railway control center and boarding on KTX were very impressive for me, who is working in the railway. It was really impressive for me to learn how to overcome to establish KTX in Korea. Q4. You work in the national railway sector, how can you apply what you learned in this course to the national railway sector? I think there always should be effort for customer satisfaction and customer safety in both railway and aviation. Since railway is a ground transportation, there will be different challenges from aviation. However, some advanced technologies, such as aviation safety management system and training program, can be applicable to railway field. 37

Conversation 2017 ROK-FTP MAGAZINE Conversation with our Instructor Q. For 8 years in CATC since 2009, you must have had lots of memories running international training programs for developing countries as an instructor. You must be very proud of what KAC has accomplished. I still can clearly remember every one of participant from the courses I’ve been in and that’s how much attached I was to the training programs. I believe that the training in KCATC delivers not only the education on a technical level but also a tight bond between KAC and the participants and among the participants as well through extracurricular activities we Gwang Sik, Cho provide like industrial inspection and cultural trips. KCATC Q. What is your plan for next years? I’ll work as a head of Cambodian CATC Master Plan which will be executed for next 2 years. My mission is to build a strong groundwork for aviation education that will go on for the many years in the future, which is very rewarding and challenging. 38

Q. What does your work mean to you? For about 9 years since I started my career in KAC, Int'l training program coordinator has taken a big part not only in my job but in my life as well. I work as a mediator between the instructors and the trainees before, during and after the course. Partaking in this job means that I always think of myself as a civil diplomat who tries to consolidate the partnership between Korea and the countries which have become friends with us. Gee Suk, Hong Q. WShare your precious memories with us. KCATC Even after many years passing, former participants send me letters saying how much they miss Korea and CATC staff. I believe that we have built a solid network and a even stronger bond with the program participants. Also, when I go on a business trip to Africa, those in aviation field recognize CATC and give us an avid support regarding what we do. Those things make me very proud. For more years to come, I will be always excited to hear from you, my friend. 39

Conversation 2017 ROK-FTP MAGAZINE It was our first initiative to host airport customer service quality management course at IAAA to the foreign airport operators after we’ve developed in 2016. All 13 members that have participated the course paid full attention to every contents and made lots of questions which was driven out from their real airport operation condition. Therefore, as an instructor, I felt very impressed about the trainees’ hard Jong Hwan, Park work and their will to enhance their airport condition through this course Senior Manager contents. IAAA Moreover, as this course was originally designed to make the trainees discuss deeply with exercises and mastery test, instructor didn’t have to put all effort to provide course items by himself which proves the principle that instructor and trainees job portion is 30% : 70%. The only thing that I felt insufficient was the shortage of time because it’s almost impossible to give all information about Incheon Airport’s effort for cooperation between airport entities which led to Incheon Airport No 1. place of ASQ customer satisfaction survey within 5 days. Thank you MOLIT about having good course with nice trainees and we will try our best to enhance the quality. 40

Korea Civil Aviation Training Center The Civil Aviation Training Center of Korea Airports Corporation was established in 1984 with UNDP and ICAO aids for improvement of technical expertise to contribute to the safety in and development of the civil aviation industry. KCATC offers specialized training courses for domestic and international trainees in an effort to foster global-minded human resources experts in the air navigation system, airport management and operation, air traffic control and other fields in the aviation industry. Since 2001, the center has implemented annual international training program for aviation personnel from various countries. Furthermore, CATC has been certificated as a TRAINAIR PLUS Full member since 2015. 41

Incheon Airport Aviation Academy Every year more than 20,000 aviation professionals working for Incheon Airport have been training at Incheon Airport Aviation Academy(IAAA). The academy has also offered various training programs for 5,300 personnel in aviation industry from 130 countries in the world since its opening in 2008. As a Regional Training Center of Excellence (RTCE) designated by International Civil Aviation Organization(ICAO) in 2014, IAAA is developing world's top level of training courses and delivering competency-based training programs. Therefore, it won awards for excellence STP (Standardized Training Package) operations from ICAO for three consecutive years. The courses of IAAA are dynamic and practical which consist of best practice sessions, case studies and workshops. As for the instructors, experts from airport and renowned institutions join the course to deliver most updated knowledge and experience in their professional field.
