Greetings from MOLIT Greetings from MOLIT Since the Chicago Convention in 1944, aviation has grown faster than any other mode of transportation. The Fourth Industrial Revolution has already begun, and we face it every day at the center of the aviation industry. In terms of numbers, the aviation industry carried nearly four billion passengers and around 55 million tons of freight to every corner of the world in 2017. In terms of technology, advanced unmanned aerial vehicles such as drones have improved rapidly, and cutting-edge technologies such as augmented reality (AR) and virtual reality (VR) are being integrated into the aviation sector. In addition, through a number of efforts to address Kim, Yong-Seog environmental problems such as global warming, we are Director General for Airport and now moving into the era of a new paradigm, completely Air Navigation Facilities Policies Ministry of Land, Infrastructure and different from the past. Despite its short aviation history, Korea has grown rapidly to become the world’s seventh largest country in the air transport sector. I think it has been possible because of the enthusiastic efforts of everyone engaged in the aviation industry, and the support and cooperation of ICAO member countries. Since 2001, Korea began running the free ICAO fellowship training programme in order to support member countries and contribute to the development of global aviation. Currently, we have more than 20 education programmes and educate more than 300 students. Korea is actively cooperating in the ‘No Country Left Behind’ initiative, one of the most important goals of ICAO, by conducting free training programmes for member states. I would like to express my gratitude for the interest and encouragement of all member countries in FTP in Korea in 2018. In 2019, we will endeavor to benefit member countries by developing new education programmes and by expanding local training programmes from Latin America and Africa to the Pacific region. I would like to ask member countries for their continued interest and support so that the Korea FTP can continue to develop further in the future. Thank you. 5
Introduction of Training Institutes Korea Civil Aviation Training Center Korea Civil Aviation Training Center of Korea Airports Corporation The Civil Aviation Training Center of Korea Airports Corporation was established in 1984 with UNDP and ICAO aids for improvement of technical expertise to contribute to the safety in and development of the civil aviation industry. KCATC o ffers specialized training courses for domestic and international participants in an eff ort to foster global-minded human resources experts in the air navigation system, airport management and operation, air traffic control and other fields in the aviation industry. Since 2001, the center has implemented annual international training Programme for aviation personnel from various countries. Greetings from KCATC Korea Civil Aviation Training Center is the privileged educational institution of civil aviation which has responsibility for cultivating human resources who can achieve the Vision 2020: \"World-class Airports Corporation Creating Biz & Life\". KCATC was established in 1984 by the agreement between Korean government and UNDP/ICAO for its development of civil aviation industry in Korea. KCATC belongs to the Korea Airports Corporation(KAC) that manages total 14 airports including Gimpo airport with the other 7 International Airports and Air Route Traffic Control Center as well. Not only the internal job training courses about airport management and navigation safety facility management, but we are also participating in the external courses that are for the people who work in the aviation field in developing countries, the foreign customers who bought our self-developed navigation safety facilities encompassing the Ministry of Land Transportation and Maritime Affairs, the army, the air force and varieties of airlines in Korea. We have more than one hundred professional education courses and have developed new fields about aviation security and airport services since 2012. KCATC has made steady effort to improve technology competence of foreign employees who work in aviation field including the job training for Chinese air traffic controller in 1995. We can say for sure that KCATC is the cradle which is specialized in education for the workers who will make the best flight safety and advancement of airport management. Moreover, KCATC has taken charge of enhancing technology capabilities for the aviation employees in developing countries. Since 2001, We have invited many engineers, policy managers, air traffic controllers from Southeast Asia, Africa, Middle east and Central and South America and provided them with the professional Programmes such as ILS Maintenance, Navigation Policy, Radar Approach Control through the cooperation with ICAO, the Ministry of Land, Infrastructure and Transport(MOLIT) and KOICA which is part of the Ministry of Foreign Affairs(MOFA). We promise that we will contribute to the field of International Cooperation, Development of International Aviation and Navigation Safety through sharing our thirty-year hands-on experiences of airport management and Navigation Safety Technology with the Lee Jae Hun help of the international cooperation and support. Introduction of Training Institutes Incheon Airport Aviation Academy Incheon Airport Aviation Academy Every year more than 20,000 aviation professionals working for Incheon Airport have been training at Incheon Airport Aviation Academy(IAAA). The academy has also o ffered various training Programmes for 5,300 personnel in aviation industry from 130 countries in the world since its opening in 2008. As a Regional Training Center of Excellence (RTCE) designated by International Civil Aviation Organization(ICAO) in 2014, IAAA is developing world's top level of training courses and delivering competency-based training Programmes. Therefore, it won awards for excellence STP (Standardized Training Package) operations from ICAO for three consecutive years. The courses of IAAA are dynamic and practical which consist of best practice sessions, case studies and workshops. As for the instructors, experts from airport and renowned institutions join the course to deliver most updated knowledge and experience in their professional field. Highly practical courses, based on Incheon International Airport's best practices in airport construction, management and operations, provide new approaches and solutions to the participants. Training Programme 2018 ROK Fellowship Training Programme 2018 ROK Fellowship Training Programme (A-1) Aviation Security and Safety Course The Aviation Security and Safety course was held at Incheon Airport Aviation Academy (IAAA) from August 19 - September 8, 2018 (21 days), with 19 participants from 18 countries. Participants were able to study aviation security, covering airport security design and global security regulations, and aviation safety topics such as aerodrome surface inspections, inspection of aeronautical light aids and navigation support devices. Through these courses, participants were able to create practical aviation security and safety plans relevant to their own countries. 12
(A-2) Airport Pavement Evaluation The Airport Pavement Evaluation course was held at the Korea Civil Aviation Training Center (KCATC) from August 29 - September 15, 2018 (14 days), with 20 participants from 19 countries. In this course, through field trips and practical exercises, participants were trained on airport pavement evaluation planning, airport pavement surface condition survey and analysis, and airport pavement strength survey and analysis. The airport pavement structural condition analysis programme improved job performance. 13
Training Programme 2018 ROK Fellowship Training Programme (A-3) Airport Construction & Operation The Airport Construction & Operation course was held at the IAAA from September 2 – 22, 2018 (21 days), with 18 participants from 17 countries. This course covered airport construction topics such as airport design and related cases, and signage status at airports, in addition to airport operation topics such as installation requirements of navigation facilities, and disposal procedures upon failure of navigation facilities operation. Participants analyzed the construction and operation status of their own airports and suggested appropriate solutions. 14
(A-4) Radar Approach Control The Radar Approach Control course was held at the KCATC from November 7 – 27, 2018 (21 days), with 20 participants from 18 countries. In this course, participants were trained on radar system theory, radar identification and separation, departure and arrival control, practical exercises on basic vectoring patterns, and the standard traffic circuit for approach. 15
Training Programme 2018 ROK Fellowship Training Programme (B-1) Airport Greenhouse Gas Management The Airport Greenhouse Gas Management course was held at IAAA from April 29 - May 5, 2018 (7 days), with 7 participants from 7 countries. This course introduced airport greenhouse gas management standards and regulations, airport greenhouse gas inventory tools, greenhouse gas reduction plans, and development cases. Participants presented ideas for greenhouse gas improvement and planned the details, schedule, and budget for implementing the selected ideas. 16
(B-2) Airport CS Quality Management The Airport CS Quality Management course was held at IAAA from May 6 – 12, 2018 (7 days), with 11 participants from 9 countries. In this course, participants were trained on airport customer service standards, customer satisfaction survey organization, and airport community alignment management. Through this course, participants were able to review the situation in their countries and analyze the necessary resources to improve airport service quality management. 17
Training Programme 2018 ROK Fellowship Training Programme (B-3) DVOR Maintenance The DVOR Maintenance course was held at IAAA from May 9 – 22, 2018 (14 days), with 11 participants from 9 countries. In this course, participants learned about VOR principles, the Alford loop antenna, and antenna configuration and signal flow analysis, in addition to practical exercises on waveform measurement and modulation degree measurement. Participants presented their DVOR operation and CNS status. 18
(B-4) Aerodrome Inspection The Aerodrome Inspection course was held at IAAA from May 13 – 19, 2018 (7 days), with 12 participants from 12 countries. In this course, participants were trained on inspection of aerodrome surfaces, airside access and safe movement, airside safety operations, markings, signage, lighting and NAVAIDs. Participants investigated aerodrome operation problems and had time to share solutions. 19
Training Programme 2018 ROK Fellowship Training Programme (B-5) Aerodrome CNS Engineering The Aerodrome CNS Engineering course was held at IAAA from June 17 – 23, 2018 (7 days), with 8 participants from 8 countries. This course provided training on CNS system failure troubleshooting, management regulations for CNS facilities and installations, and management of CNS facilities. Participants analyzed their CNS organization and operations compared with other countries and made a presentation on their improvement plan. 20
(B-6) Aviation Demand Forecasting and Airport Capacity Calculation The Aviation Demand Forecasting and Airport Capacity Calculation course was held at KCATC from June 20 - July 3, 2018 (14 days), with 13 participants from 12 countries. This course covered terminal operation management, airport planning & terminal disposition, estimation methods and design of passenger terminals, and the practice of estimating airside capacity. Course participants learned basic knowledge of aviation demand forecast and analysis and prediction techniques, and promoted an understanding of airport capacity estimation. 21
Training Programme 2018 ROK Fellowship Training Programme (B-7) Safety Oversight Management and Practical Preparation for ICAO USOAP-CMA The Safety Oversight Management and Practical Preparation for ICAO USOAP-CMA course was held at IAAA from September 16 – 22, 2018 (7 days), with 24 participants from 21 countries. This course provided one-on-one consultation with ICAO USOAP instructors to provide advice to participants. The head of the Korea SMIS Programme provided practical training by introducing the usage method. 22
(B-8) ILS Maintenance The ILS Maintenance course was held at KCATC from July 18 – 31, 2018 (14 days), with 12 participants from 12 countries. This course was designed to improve understanding of basic ILS concepts, AM theory, space Mod/DDM theory, and to practice VOR inspection procedure and flight inspections. Participants shared problems in their countries and their mid- and long- term plans. 23
Training Programme 2018 ROK Fellowship Training Programme (B-9) Airport PBB Operation The Airport PBB Operation course was held at IAAA from August 21 – 25, 2018 (5 days), with 12 participants from 7 countries. This course provided lectures on the PBB operation preparation procedure, PBB facilities operation, and managing abnormal situations in PBB operations. Participants sought improvement plans by comparing and analyzing PBB operations in their home country and other countries. 24
(B-10) Aviation Policy for Executives The Aviation Policy for Executives course was held at KCATC from October 29 - November 2, 2018 (5 days), with 14 participants from 14 countries. In this course, participants shared information and discussed aviation policy trends in advanced countries, ICAO USOAP- CMA policy, and the global aviation industry paradigm shift. Participants attended the World Aviation Conference held during the training period and shared HR network in the domestic and overseas aviation industry. 25
On-site Training Programme On-Site Training Programme Airport Policy and Airport Construction The Airport Policy and Airport Construction course was held in Paraguay from April 17 – 19, 2018 (3 days), with 21 participants from 3 countries (Paraguay, Uruguay, and the Dominican Republic) in attendance. This course provided training on the policies and systems of Korea relating to the air industry, airports, altitude restriction, and noise control, in addition to airport construction, planning, and design. Participants were not only interested in developing mid- and long-term plans for the construction of national airports, but also shared the best practices and current status of airline policies for their airports. 26
Customer Service Quality Management The CS Quality Management course was held in Colombia from July 23 – 27, 2018 (5 days), and 17 airport CS-related employees from LACAC member countries participated. This course was designed to provide an understanding of service and customer satisfaction concepts, customer satisfaction trends, definition and analysis of MOT, service quality measurement methods, and an introduction to standardized best practices. Participants improved their understanding of CS through role-playing and a Q&A session. 27
On-site Training Programme Implementing and Managing Carbon Offsetting and Reduction Scheme for International Aviation According to the ICAO developing country support programme’s ‘Buddy Partnership’ plan, Korea dispatched international aviation carbon-offsetting specialists to countries needing assistance. In five countries (Vietnam (7), Pakistan (26), Laos (19), Mongolia (14), and the Philippines (24)), theoretical education and training of the main contents of CORSIA were made available to aviation officials so that they could fulfill their obligations in a timely manner. 28
ICAO Airport Pavement Evaluation The ICAO Airport Pavement Evaluation course was held in Uganda from November 26 – 30, 2018 (5 days), with 16 participants from the Civil Aviation Authority. This course provided theories and practical exercises on airport pavement surface condition survey and analysis (asphalt and concrete pavements), evaluation programme practice, and pavement repair and rehabilitation plans. Participants were able to improve their theoretical and practical knowledge of airport pavement evaluation. 29
Experience of Korea Culture Experience of Korean Culture Not only did participants from ICAO member countries participate in education and training, they also visited Korea's major historical attractions and landmarks, such as Gwanghwamun, Gyeongbokgung, Insadong, Cheonggyecheon and Lotte Tower, and experienced traditional clothing and food. Through experiencing Korean history and culture, it advanced the understanding and interest in Korea, and paved the way for reinforcing the bond between nations. 30

I have worked as an Air Traffic Management (ATM) Official in ATM division, Air Navigation Services Department (ANS). I have the experiences in ATM field for nearly 5 years in regulator side. My responsibilities are mainly oversight safety and establish the regulations in Air Traffic Management area such as Air Traffic Service (ATS), Airspace Management (ASM) and Air Traffic Flow Management (ATFM). Vanatta Noipan Q2. What was the course you participated in and why did you choose (Thailand) that course? I participated in Radar Approach Control (A-4) course. The reason why I applied this course because it is good opportunity to enhance knowledge, skills and build up the capability for authority technical staff who involved in ATM area in order to enable become proficiency and competency for Surveillance Approach Control which can contribute to drive aviation forward. 31
The Voice of Participants Q3. Please let me know the great things and suggestions for improvement regard to the course and the Programme. This course provides me all the great things not only the knowledge/skills/information about the radar approach control but also learning Korea culture(history of Korea, nice people, local food in various part such as Seoul, Chong-ju and Jeju) and exchange culture among participants as well. Q4. What was the most impressive thing in Korea aviation industry? - Airport system: PBB, BHS, Aircraft ground power supply and etc. - Navaids - The operation of ATC to provide the services within the limitation of airspace Q5. Would you recommend Korea FTP to a colleague? I will certainly recommend Korea FTP to my colleagues and other people. Lastly, my educational related to ATM pursuits would not be possible without generous support from fellowship sponsors from Korea Civil Aviation Association, Korea Airports Corporation (KAC), The Korea International Cooperation Agency (KOICA), Korea Civil Aviation Training Center (KCATC), and all staff. Q1. Please introduce yourself and what do you do in your organization? I am Simon TERA from Republic of Mali. I am civil engineer, I work for ASECNA (air tra ffic service provider in 17 African states plus France). I am chief unit maintenance airport and ground aids. I am in charge of the maintenance of airfields, aircraft movement area, terminal and maintenance buildings of six (06) airports in my country. I am actually the acting chief unit of communication, navigation and surveillance service. I work at the head quarter of our organization o ffice in our capital Bamako. Q2. What was the course you participated in and why did you choose that course? I participated in the Airport construction and operation course. I choose this course because in our main airport in Bamako, we have no compliance with the apron marking, and the VGDS. We still use marshaler for the aircraft docking while we have the passenger loading bridges. In the certification process, that was one of the most no compliance. The apron marking do not matches with the AGDS. I was choose as the leader of the team for remaking of the whole marking of our apron. Unfortunately when I was in the IAAA for the fellowship course, my theme was not retained by our group for the action plan. We do not have also air traffi c management service, For these two reasons I choose the airport construction and operation course. Q3. Please let me know the great things and suggestions for improvement regard to the course and the Programme. I suggest for the course and Programme, more site visit at the airport in order to see works and operation in live, more workshop and cultural days, if possible more contacts with Korean people. Q4. What was the most impressive thing in Korea aviation industry? The most impressive thing in Korea aviation industry for me was the apron control system with the airport surface detection equipment and the ICN Advanced surface movement guidance and control system, which provide and maintain a very high level of safety. Q5. Would you recommend Korea FTP to a colleague? Simon TERA I will always highly recommend to my colleague Korea FTP because IAAA is one of (Mali) the best aviation academy nowadays in the world. 33

David Bernal Rodriguez, From Colombia Psychologist, neuroeducador, air tra ffic controller, meteorological analyst, aeronautical communications technician, licensed instructor in aeronautical specialties with 22 years of experience. I worked in the Colombian Air Force as a crew member with 1,700 flight hours, currently executive director of Aeronautical Learning Services, air tra ffic controller in the Civil Aeronautics of Colombia, El Dorado International Airport in Bogotá, member of the Spanish Association of Aviation Psychology (AEPA), In the AEROCIVIL, I am air David Bernal Rodriguez traffi c controller and national coordinator of virtual instruction ATC. (Colombia) Q2. What was the course you participated in and why did you choose that course? I did the approach radar control course thanks to scholarship KOIKA gave me. Q3. Please let me know the great things and suggestions for improvement regard to the course and the Programme. The recommendation is that they can make use of information and communication technologies, for example a virtual platform, this helps students to have previously the material delivered in physics. also has many advantages that favor the student and the teachers. Q4. What was the most impressive thing in Korea aviation industry? The aeronautical technology they develop is impressive, I found the drone very interesting that can do ILS tests. Q5. Would you recommend Korea FTP to a colleague? Yes, I would recommend the Korean FTP. 34

I hold a Master of Science (M.Sc) degree in Fire Safety Engineering from the University of Central Lancashire (UCLan) Preston, a B.Sc in Industrial Design from Ahmadu Bello University Zaria, professional certificates/certifications in Fire Engineering, Hazardous Materials, and Health Safety and Environment (HSE), and certificate of attendance from various international/local conferences, seminars and lectures. An Associate Member of the Institution of Fire Engineers (IFE) UK and Fire Protection Association of Nigeria. Married with a daughter. I am a trained Airport Fire Officer and Fire Safety Engineer with over 12 years working experience, currently an Airport Rescue and Firefighting (ARFF) Instructor and Fire Safety Engineer with the Federal Airports Authority of Nigeria. Q2. What was the course you participated in and why did you choose that course? I participated in the Airport Construction and Operation Course that took place from September 2 – September 22, 2018 at Incheon Airport Aviation Academy, Jung-gu, Incheon, Republic of Korea. I choose Airport Construction and Operation Course to enable me; • Acquire broader knowledge of airport construction management, pavement design, terminal planning, airport capacity and simulation with special interest in siting and location of airport structures and facilities. • Enhance my skills and delivery capacity in designing of fire strategies, which include design of smoke control regimes and structural protection measures for airport structures and facilities. • The opportunity to have firsthand information of airport design plans and master planning of Incheon Airport structures and facilities to serve as a reference prototype. Please let me know the great things and suggestions for improvement regard to the course and the Programme. • It was a well thought out and organised Programme. - The Course Coordinators were fantastic and very professional. - The modules were well delivered by most of the instructors who were knowledgeable except from one or two who were not too fluent in English Language. - The venue (IAAA) for the course was a serene and very comfortable training facility. It is an excellent facility that embodies green, comfort and safety. - The city tours were exciting and memorable. • Areas for improvement will include; - The modules for the course should be designed to focus more on airport design and construction. - Employ the use of instructors who are conversant with the use of English for teaching. - More time should be allotted for airport visitation and familiarization. - More practical sessions and individual class work should be carried out. Q4. What was the most impressive thing in Korea aviation industry? The most impressive thing in Korea aviation industry is the A-SMGCS, Advance surface movement guidance and control system architecture. This automated controlled system which provides routing, guidance and surveillance for the control of aircraft and vehicles in order to maintain the declared surface movement rated under all weather conditions within the aerodrome visibility operational level (AVOL) while maintaining the required level of safety, ensures for top notch smooth running and operation of Incheon airport. And also the airport construction design (the use of eco, green and tech) is fascinating and very impressive. Q5. Would you recommend Korea FTP to a colleague? I will definitely recommend Korea FTP to my colleagues, in-fact I have done that already. 36
Training Application Process Training Application Process a. Applicants should access the registration menu on the ROK-ICAO Fellowship Training Programme website* using their User ID and Password. *www.korea-ftp.org b. Applicants should complete the application and upload the official nomination at the same time. c. Applicants should submit a medical report through the website after receiving the medical requirements from the Korean government. d. Applicants will receive the award from ICAO based on the results of the Korean Selection Committee. e. Related organizations and institutes will try to contact the final participants in order to deal with invitation issues. Ref. Selections will be made by the Selection Committee in the Republic of Korea after the details on your application and official nomination registered on the website are confirmed by the Korean government official. 37
