Eileen O’Connor 124th ECBA President A career long trial lawyer, Eileen O’Connor attended Seton Hall Law School, evening division, while working as an Agent in the Essex County Prosecutor’s Office. Upon graduation in 1988, she clerked in the Criminal Division, Essex Vicinage for the Honorable Thomas C. Brown, J.S.C. (Ret.). Ms. O’Connor practiced for several years at Lorber, Schneider, Nuzzi, Vichness & Bilinkas where she concen- trated in civil litigation and criminal defense. Thereafter, she returned to the Essex County Prosecutor’s Office where she spent the balance of her career as an Assistant Prosecutor. Ms. O’Connor served in a variety of units in- cluding the Adult Trial Section and Homicide Squad where she handled numerous legally and factually complicated cases which were often emotionally charged. An effective and highly respected leader within the office, Ms. O’Connor held supervisory positions in the Trial Section, the Juvenile Unit, Arson Unit and Fatal Crash Investiga- tions Unit. She was known to be not only a formidable advocate but fair and compas- sionate in the discharge of her duties representing the State of New Jersey. In 2019, Ms. O’Connor was assigned to work for the New Jersey Attorney General in its Office of Public Integrity and Accountability. While there, she investigated claims of actual innocence state-wide for the newly formed Conviction Review Unit. In addi- tion, based upon her experience, she was assigned to handle investigations involving fatalities occurring during encounters with law enforcement officers. Ms. O’Connor retired from the Prosecutor’s office in 2021 after more than twenty years of service. She has been involved in the Essex County Bar Association for over twelve years, as a Committee Chair, Trustee and Officer. In 2009, Ms. O’Connor was recognized by her peers with the Essex County Bar Association’s Criminal Practice Achievement Award. As the legal community considers how to practice law and elevate the profession in a post-pandemic reality, Ms. O’Connor plans to continue the work of the Association’s past presidents who met unique challenges with ingenuity and enthusiasm. In addi- tion to protecting the long-standing traditions and priorities of the Association, Ms. O’Connor believes that lawyer well-being and resiliency should be front and center in the professional life of lawyers. She plans to establish a Well Being and Resiliency Committee to address these issues at the local bar association level. The mission of this Committee will be to promote well-being and resiliency in the legal community by providing education and resources in the areas of mental health, addiction, stress management, and other quality of life issues.

ACHIEVEMENT AWARDS Jane A. Rigby McElroy, Deutsch, Mulvaney & Carpenter, LLP Civil Practice Award Jane A. Rigby is the Managing Partner of McElroy, Deutsch, Mulvaney & Carpen- ter’s (“MDMC”) Newark Office. Jane began her career as an associate at the Car- penter, Bennett and Morrissey law firm in 1984 and joined MDMC as a partner when the two firms merged in 2005. She is also Co-Chair of the firm’s Labor & Employment Section. Ms. Rigby is a Fellow of the American College of Trial Lawyers and is on the New Jersey State Committee of the American College of Trial Lawyers. She has been designated a Certified Civil Trial Attorney by the New Jersey Supreme Court Board on Trial Certifica- tion. Her primary areas of practice include Employment Law and Litigation on behalf of em- ployers, Workplace Investigations, and Automotive Litigation (breach of warranty, Lemon Law and products liability). She also represents clients in general litigation matters. Ms. Rigby has successfully tried numerous civil jury cases to verdict. She has extensive case management experience in controlling complex litigation and discovery, as well as in conduct- ing settlement negotiations. In addition to handling litigation, Ms. Rigby represents clients be- fore court mandated arbitration programs and private mediations. She received her Bachelor of Arts degree, magna cum laude, from Boston College in 1981 and her Juris Doctorate from Seton Hall University in 1984. She is admitted to practice in the States of New Jersey and Colorado. Ms. Rigby is a member of the Essex County Bar Association, the New Jersey State Bar Association and its Litigation Section, the American Bar Association and its Labor and Employment Section, and the Trial Attorneys of New Jersey. Alan Dexter Bowman Law Office of Alan D. Bowman, Esq. Criminal Practice Award Alan Dexter Bowman is a premiere criminal defense attorney with extensive State and Federal trial and appellate experience. Mr. Bowman distinguished himself in the Appellate Section of the Attorney General’s Office in the Divi- sion of Criminal Justice. Subsequently, he established his own firm where he represented defendants in essentially every category of criminal practice. Mr. Bowman has appeared in multiple State Courts, over 12 Federal District Courts, Military Court of Appeals, and three Circuit Courts of Appeals. Mr. Bowman is cited in more than 70 published legal opinions. Mr. Bowman’s contributions to the community extend well beyond his marquee skills as a practitioner, serving on multiple boards and for more than 20 years on the Supreme Court’s Criminal Practice Committee. He has served as a mentor for scores of young lawyers and participated in a symposium for young minority lawyers interested in Federal practice. Mr. Bowman also served as a panelist and as a discussion leader at the Oxford Roundtable, St. Anne’s College, Oxford University, Oxford, England. Additionally, Mr. Bowman has been a leader in the movement to enhance the intersection of religion, culture and the rule of law. He is a Chairman and Member of the Board of Trustees of the Islamic Society of Central Jersey. Mr. Bowman received his J.D. from Rutgers law School and his B.A. from The Ohio State University.
SAMUEL S. SAIBER PROFESSIONAL ACHIEVEMENT AWARD Earning a livelihood practicing our profession is important, but unless, with it all, we have a continuous sense of our obligation to promote jus- tice and the public good, we have failed to carry out our solemn pledg- es to practice our profession. -- Samuel S. Saiber Justice Walter F. Timpone (Ret.) is currently Senior Counsel with Cal- cagni & Kanefsky, LLP. Throughout his esteemed career, Justice Timpone has been the consummate attorney as a New Jersey Su- preme Court Justice, Federal prosecutor, and private practice litigator. Justice Timpone was nominated to the State’s highest court by New Jersey Governor Christopher J. Christie and sworn in as an Associate Justice in 2016. He served until his retirement from the Court in 2020. During his time on the Supreme Court, Justice Tim- pone wrote 30 majority opinions, several in high profile, often-cited cases. Included among these was the a case involving police brutality wherein Justice Timpone led the court in upholding a guilty verdict against a municipal police officer who was caught on video beating a black man during a police stop. Before being sworn in as an Associate Justice, Justice Timpone was a litigation partner at McElroy, Deutsch, Mulvaney & Carpenter, LLP. There he successfully negotiated De- ferred Prosecution Agreements for public and private healthcare organizations. During his time in private practice, he also served as Associate General Executive Board Attor- ney for an international labor union and Acting General Counsel for UMDNJ. Before entering private practice, Justice Timpone served as an Assistant United States Attorney for the District of New Jersey for eleven years. While with the U.S. Attorney’s Office, he was elevated to Chief of Special Prosecutions leading the Office’s investiga- tions and prosecutions of corruption and fraud against the public. Additionally, Justice Timpone served as the first Federal Election Monitor in Passaic County, where he was charged with ensuring the voting rights of the County’s Hispanic citizens and the County’s compliance with Federal and State consent orders. He also served as Commissioner on the New Jersey Election Law Enforcement Commission and as ombudsman to the U.S. Department of Defense, overseeing a contractor who entered a guilty plea concerning failed parts prepared for inclusion in Patriot missiles. Justice Timpone, a graduate of Seton Hall Law School and the first Seton Hall Law gradu- ate to be appointed to the Supreme Court of New Jersey, began his legal career as a law clerk for the late Honorable Vincent P. ACHIEVEMENT AWARDS Hon. Esther Salas United States District Court District of New Jersey Mark A. Anderl Anderl & Oakley, P.C. Walter Lucas Special Merit Awards On July 19, 2020, Judge Esther Salas and Mark Anderl endured the unimaginable when a man posing as a delivery driver fatally shot their 20-year-old son Daniel at their home. Mr. Anderl was also shot and injured. The assailant was a self-described “anti-feminist,” who had compiled a dossier of personal information about Judge Salas, including her home address. This tragic event was the catalyst for “Daniel’s Law,” which is named in their son’s honor. Judge Salas and Mr. Anderl worked tirelessly to promote the bill, in an effort to prevent this unthinkable tragedy from happening to anyone else. On November 20, 2020, Gover- nor Phil Murphy signed Assembly Bill A1649, amending the Open Public Records Act to exclude from the definition of a government (i.e., public) record the portion of any docu- ment which discloses the home address of any active or retired 1) judge, 2) prosecutor or 3) law enforcement officer. The bill also prohibits government agencies, individuals and businesses from knowingly publishing on the internet, or otherwise making available, the home address or unpublished home telephone number of any active or retired judge or any active or retired prosecutor. It further enables those covered by the law whose infor- mation is disclosed to request that the information be removed within 72 hours. Federal legislation with similar protections, known as The Daniel Anderl Judicial Security and Privacy Act of 2020, is currently before the Senate Committee on the Judiciary. Because Daniel had planned for a career in law, Rutgers Law School and various legal organizations created the Daniel Anderl Memorial Scholarship at Rutgers Law School in his honor. The endowed scholarship will defray a portion of the tuition cost for a student in the law school's Minority Student Program and is intended to assist and promote generations of future minority lawyers. The Hon. Esther Salas, U.S.D.J, is a United States District Judge for the District of New Jersey. Judge Salas previously served as a United States Magistrate Judge for the Dis- trict of New Jersey from 2006 until her confirmation as a District Judge in 2011. Prior to her service on the bench, she was an Assistant Public Defender for the District of New Jersey. Judge Salas received her J.D. from Rutgers Law School and was a Judicial Law Clerk to the Honorable Eugene Codey, J.S.C. (Ret.). Mr. Anderl is a Partner at Anderl & Oakley, P.C. He is a preeminent criminal defense at- torney specializing in State and Federal Criminal Defense, Juvenile Delinquency, and DWI/Municipal Court matters. Mr. Anderl is a former Assistant Prosecutor, Essex County Prosecutor’s Office and he received his J.D. from Brooklyn Law School.
ACHIEVEMENT AWARDS Hon. Jose L. Linares (Ret.) McCarter & English, LLP Federal Practice Award The Honorable Jose L. Linares, former Chief Judge of the United States District Court for the District of New Jersey, is a Partner with the McCarter & English LLP law firm where he leads its Alternative Dispute Resolution practice. Judge Lina- res served as Chief Judge from 2017 to 2019. Judge Linares effectively changed the face of the Federal Court. He was the first Hispanic Fed- eral Chief Judge in New Jersey and the first Cuban-born Federal Chief Judge in the United States. He has been honored with the New Jersey State Bar Association’s Distinguished Judi- cial Service Award and the James J. McLaughlin Professionalism Award. Prior to joining the United States District Court in 2002, Judge Linares served as a Superior Court Judge in Essex County from 2000 to 2002 and worked in private practice in New Jersey for two decades handling complex litigation. He was a supervising attorney of the New York City Department of Investigation from 1978 to 1980. He was in private practice from 1980 to 2000. He is a graduate of Temple University Beasley School of Law and New Jersey City Uni- versity. In addition to his many achievements in the legal profession, Judge Linares dedicates his time to civic, non-profit related activities and volunteer youth groups. A mentor to innumerable young lawyers, Judge Linares is an adjunct professor at Seton Hall School of Law and maintains long- standing relationships with his State and Federal law clerks. Born in Havana, Cuba, Judge Linares and his family escaped to the United States in 1965 when he was 12 years old. Tanya L. Freeman Weiner Law Group, LLP Family Practice Award Tanya L. Freeman, a Partner with the Weiner Law Group, LLP, serves as the Chair of the firm’s Family Law Department. Ms. Freemen provides legal representation in all aspects of family law, including divorce, child and spousal support, child custody, interstate custody, and relocation disputes. Prior to the practice of law, Ms. Freemen spent fifteen years in key roles leading audit teams in the banking and insurance industries. Ms. Freemen’s corporate audit background enhances her ability to effectively represent clients with high-net-worth cases involving sig- nificant assets as well as cases concerning owners of closely held businesses. Ms. Free- men has represented clients in cases involving professional athletes, television personali- ties, and other high-profile celebrities. Ms. Freemen frequently lectures on custody, child support, and relocation law to fellow at- torneys. She earned her undergraduate degree cum laude from Caldwell College and her J.D. cum laude from Touro College, Jacob D. Fuchsberg Law Center. Among her numer- ous accolades and awards, she is a Fellow of the American Bar Association, was named Family Lawyer of the Year by the Hudson County Bar Association in 2017 and Top Family Law Lawyer by the Morris Essex Health & Life Magazine in 2018 and 2020. Since 2018, she has also served as the Chair of the Board of Directors of University Hospital in Newark.
ACHIEVEMENT AWARDS Jack C. Feinstein Rutgers Law School Bernard A. Kuttner Pro Bono Service Award Jack Feinstein’s legal career exemplifies his unwavering commitment to ensur- ing equal justice to all. Mr. Feinstein attended Rutgers College and Rutgers Law School. Enrolling in Rutgers Law School’s Urban Legal Clinic, he represented tenants facing myriad tenancy issues. He also participated in the Constitutional Law Clinic, where he represented the Estates of Fred Hampton and Mark Clark, two American activists killed during a 1969 Chicago police raid. After law school, Mr. Feinstein joined Somerset Sussex Legal Services and Essex Newark Legal Services. After leaving Essex Newark Legal Services, he returned to Rutgers Law School to teach and lead the Urban Legal Clinic (now the Civil Justice Clinic), a post he held for 17 years. During his many years at the Clinic, he and his students represented 400 clients and provided advice to over 1000 individuals. Mr. Feinstein specialized in landlord/tenant, consumer, and family law and practiced in several other areas as well. For this, his colleagues endearingly dubbed him the “Jack of all trades.” A committed mentor, Mr. Feinstein often took clinic students with him to work with yet another pro bono organization - Volunteer Lawyers for Justice’s (VLJ). After thirty years in residence, Mr. Feinstein retired from Rutgers in 2017. Thereafter, he continued working with VLJ; attend- ing divorce clinics, mentoring staff and volunteers, and providing representation on some of its most challenging cases. During his 18 years with VLJ, he has spent over 560 pro bono hours assisting 141 clients. For his tireless efforts to create a fair and just society, Mr. Feinstein has received Legal Services of New Jersey’s Equal Justice Medal and an Award of Merit from the National Center for Missing and Exploited Children. Ralph J. Salerno Genova Burns LLC General Practice Award Ralph J. Salerno is Of Counsel at Genova Burns, LLC. Mr. Salerno is a mem- ber of both the Commercial Real Estate & Redevelopment and Land Use & Approvals Practice Groups. For over four decades, Mr. Salerno has handled major residential and commercial development applications throughout New Jersey for a broad range of statewide and national real estate development groups. He focuses on land use, redevelopment and commercial real estate transactions. Mr. Salerno has served as the attorney for municipal, county and state governments, including transition teams and district ethics committees. He has prepared land use analysis reports to assist the Federal Bankruptcy Court and has been involved in the purchase and sale of casino prop- erties in Atlantic City. Mr. Salerno was named to the New Jersey Real Estate Advisory Board in 2008 and worked closely with the Governor’s Office of Economic Growth as well as other state agencies to encourage economic development and revitalization across the state. Dedicated to his community, he contributes to those in need through various committees in his area, including the community parking committee and the County Executive and Governor’s Transition Team. Mr. Salerno earned his J.D. from University of Tulsa College of Law and his B.A. from University of Miami.
ACHIEVEMENT AWARDS Maria R. Fruci Genova Burns LLC Outstanding Young Lawyer Award Maria R. Fruci, Counsel in the Newark, New Jersey office of Genova Burns, LLC serves as Co-Chair of the Fashion Law Practice Group and as a member of the Complex Commercial Litigation, Class Ac- tion Defense, Intellectual Property, and Mediation and Alternative Dispute Resolution Groups. She has extensive civil practice experience having repre- sented a wide range of clients through various stages from initiation through trial and appeal. Ms. Fruci also has extensive family law experience. Ms. Fruci is admitted to practice in New York, New Jersey, the District of Columbia and before the United States District Court for the District of New Jersey. She is an active member of the Es- sex County and New Jersey State Bar Associations. She presently serves as the Young Lawyers' Section Trustee of the Essex County Bar Association as well as the Chair-Elect of the State Bar’s Women in the Profession Section and as a Young Law- yers Division Board Member. Ms. Fruci shares her expertise as a dedicated leader in various community organizations, including the New Jersey Woman Lawyers Associa- tion, New York State Bar Association, National Italian American Bar Association and on the Board of the Boys and Girls Club of Newark. Ms. Fruci received her undergraduate degree from Drew University, graduating sum- ma cum laude and Phi Beta Kappa. She received her Juris Doctorate from Seton Hall University School of Law.
