Zion Nitzan Bezalel Academy of Arts and Design Director of Academic Computing Services in Bezalel, the Academy of Arts and Design, Jerusalem. In her last position there she was VP for Marketing and Social Responsibility and was on the management team of Microsoft's Research and Development Center in Israel. In the years 2007-2008, Shai-Lee served as deputy director of the Strategy Department at BankHapoalim. Yair Frank Head of Government ICT Authority Yair has been head of the Government ICT Authority since May 2015 and serves as the government's chief information officer. In his previous position, Yair was director of Information Systems at the Ministry of Justice, having come there from the private sector in 2010. Yair has over 30 years of experience managing information systems in a wide range of organizatons. In the years 2007-2010, he served in the Pilat Israel company as director of a strategic consulting department in the field of information systems, and as a senior advisor for information systems to managements of business organizations. During the years2004-2006, he served as VP Information Systems for Partner Communications Ltd. (a largecellular company). Rani Dudai Director of the JDC Institute for Leadership and Governance Rani has extensive experience in business development, financial management and leading organizations to significant economic growth. He has led the development of interface work between the Government of Israel, civil and business sectors and has built and developed social and business ventures from their initial stages through their realization. Rani is a graduate of the Maoz-Seal Program for Social Entrepreneurship and Leadership that aims to develop leadership inIsrael and includes a variety of training programs including at Harvard Business School(HBS).Prior to joining JDC, Rani served as the CEO of the Gevim Group, a market leader in theareas of conflict resolution, mediation and negotiation in Israel. He was the founder ofKedem, an NGO that pioneered the Family Discussion Groups (FGC) model in Israel, whichoffers youth offenders an alternative to prosecution. Currently, Rani sits on the boards ofseveral organizations, including NPTech Technologies for Nonprofit Organizations and onthe Israel Civic Leadership Association (ICLA) which is the umbrella organization for NGOsin Israel.He received his B.A. from Tel-Aviv University, an M.A. in Social Work from Bar-IlanUniversity, and an MBA from Haifa University.

Program Professional Staff Asher Dolev Senior Department Manager for Economics & Implementation, Digital Israel Since September 2015, Asher has served as Senior Department Manager for Economics & Implementation of Digital Israel’s national bureau at the Ministry for Social Equality. From 2012 to 2015, Asher was manager of the Public Transportation Unit in the Budget Division of the Ministry of Finance. Prior to that, from 2009 to 2012, Asher was as a team member of the Transportation Unit in the Budget Division of the Ministry of Finance. Simultaneously, Asher taught economics andsociety at the Jerusalem Pre-Military Leadership Program. During his undergraduatestudies, Asher completed an internship at the Budgeting Division of the Ministry of Finance,as well as at Government Companies Authority. Asher holds a BA in economics andJudaism studies from the Hebrew University in Jerusalem, and is a graduate of Israel's civilservice cadets program. Danny Satmari Senior Human Capital Area Director, Government ICT Authority Danny joined the ICT Authority at the end of 2017. Inbar Almagor Head of Digital Transformation Department, JDC Institute for Leadership and Governance Inbar currently serves as head of digitization in the Institute of Leadership and Governance and has been managing at the Institute since 2009. For eight years she directed major programs in the Institute, such as digital leaders programs for central and local government, the program for senior staff in the civil service, the reserve and senior staff program at the Ministry of Finance, forums for government ministry district directors, multi-sector programs dealing with national issuessuch as affordable housing and more. In her current role, Inbar manages an area whosemission is to help the public sector leverage its digital potential to create efficient andeffective public services. Inbar holds a master's degree in Political Science and a bachelor'sdegree in Political Science and Islamic Studies, both from the Hebrew University. She is agraduate of a course in group facilitation at the Institute for Training Group Facilitators(Tzipori) and in organizational consulting from Open University's Management School. Inthe past she worked at the Mandel Institute for Leadership as director for the program forsenior staff at the Ministry of Welfare and was a member of the founding team of the PolicyPlanning Administration in the Ministry of Education. Dorit Zioni Senior Program Director, Digital Transformation Department, JDC Institute for Leadership and Governance Dorit has been a senior program director at the Institute for Leadership and Governance since 2013, and currently directs programs related to digitization. In the context of her work she was a partner in the development and management of the Institute's leading leadership programs: The reserve and senior staff programs for the Ministry of Finance, the Ministry of Environmental Protection, and the Kibbutz Movement. In the past two years, she has accompanied the Ministry ofWelfare in its transition to digital transformation, and the Digital Leaders Program for thecentral government. In the past Dorit managed projects in the field of digital transformationin the public service and served as VP projects and clients in a private consulting firmspecializing in collaboration.Dorit has a master's degree in Organizational Consulting and a bachelor's degree inSociology and Anthropology, both from the Hebrew University. She also graduated from acourse in Group Facilitation at Kibbutzim College and is a trained and qualified mediator.

Levavit Friedmann Program Director, Digital Transformation Department, JDC Institute for Leadership and Governance Levavit directs programs at the Institute for Leadership and Governance since 2016. During these two years, she was a partner in the development and management of several senior and expert programs at the Ministry of Health and in Civil Society. Currently she directs programs related to digitization. Prior to joining the Institute, she filled the position of personal assistant to the CEO of A Global Company in Israel, where she consulted the CEO in his transformation of thecompany's organizational culture. Previously she served for over a decade in the role ofsenior organizational consultant, in the company for organizational consulting,development and training, where she led organizational development projects inorganizations from the various sectors, accompanied senior executives in organizationalchange processes, developed and trained high-ranking management teams, led leadershipand management development courses. Levavit has a master's degree in OrganizationalSociology with a specialization in Group Facilitation from Bar-Ilan University, and abachelor's degree in Social Work from the Hebrew University. She graduated from the CTIinternational organization in Leadership Studies and Coaching Studies Noa Miller Program Coordinator, Digital Transformation Department, JDC Institute for Leadership and Governance Noa has worked in the Institute for Leadership and Governance since 2015 and is currently a coordinator of digitization programs. As part of her work, she was a member of the consulting team that advised the inter-ministerial Conference to Eradicate Racism against the Ethiopian Community and coordinated the \"Social Cohesion\" and \"Digital Leaders in Local Government\" programs. Today Noa is engaged in processes for promoting digitization in the central government, and in this contextshe coordinates the Digital Leaders for Central Government program and a digital welfareinitiative in the Ministry of Welfare.Noa holds a bachelor's degree in Psychology and Political Science from the HebrewUniversity and is currently completing a master's degree in Public Policy at Tel AvivUniversity. She worked in the past to promote the rights of unorganized workers in variousframeworks and volunteered in the National Coalition for Direct Employment.
