Example The Philippines has been one of the pioneers in private sector participation in major government infrastructure projects in Asia. The Build-Operate-Transfer Law or RA 6957 passed in 1990 was the first of its kind in the region. Primarily undertaken because of continuous budget constraints, Public- Private Partnerships or PPP’s have become a primary source of capital in key governmental areas such as electricity, water distribution, toll-ways, airports and ports. From 1990 to December 2008, the Philippine BOT program has generated general capital investment of more than USD19 Billion using private financing and expertise. A Build-Operate-and- Transfer (BOT) scheme is defined under RA 6957 as a contractual arrangement whereby the contractor undertakes the construction, including financing, of a given infrastructure facility, and the operation and maintenance thereof. 7

Funding for climate change and DRR/M interventions are sourced from multi- lateral and bilateral funding in consistent to the development partners country strategies and historical commitments on addressing climate change concerns under the MERO INTERNATIONAL – MI DOCTORS ACROSS BORDERS Protocol and Framework Convention on Climate Change. In addition to the climate change funds that MERO INTERNATIONAL – MI DOCTORS ACROSS BORDERS will be able to access, there are potential sources of climate change funds that the Society can capitalize on provided that the necessary requirements are met. The Philippines has enjoyed economic growth in recent years, but many of the poor are being left behind. As of 2009, the latest official poverty statistics show that the 26.5 percent of the population (or about 23 million Filipinos) are poor. A good targeting system ensures that social protection programmes benefit those who really need the assistance. By concentrating resources on the poor, the people will have better impact at lower cost. A standardized and transparent household targeting system can also improve the governance, transparency, and credibility of our programmes. 12

MI Goal The main goal of “MERO INTERNATIONAL-MI DOCTORS ACROSS BORDERS” are to alleviate suffering of those in distress, to prevent and eliminate the conditions which gave birth to such distress, provide medicine and medical assistance worldwide, health care, to protect human dignity without any discrimination on the grounds of race, sex, age, religion, language, political or other opinions, nationality, ethnic or social origin, property, status and place of residence. MI Doctors Across Borders In Actions In order to meet these goals, in accordance with the legislation in force and following the fundamental principles of “MERO INTERNATIONAL-MI DOCTORS ACROSS BORDERS” perform the following objectives: 16

1… Carries out, for the vulnerable people, the prevention of diseases, protection of public health and improvement of the condition of those in distress, as well as charity programmes in the fields of medicine, medical assistance, healthcare, social assistance, disaster response, education, housing, socio-economic development, psycho-social assistance and public education campaigns; 2… Organises emergency and other kinds of assistance operations for the victims of armed conflicts, natural disasters and other emergency situations, establishes emergency relief services for the victims of disasters of all kinds; 3… Disseminates the Fundamental Principles of “MERO INTERNATIONAL-MI DOCTORS ACROSS BORDERS” and the main principles of the International Humanitarian Law; disseminates information about the activities of the Society among the population and in particular among the children and youth, in order to facilitate the formation of the ideals of mutual respect and understanding between all human beings; 4… Provides medicine, medical assistance, social, moral, psychological and other kind of assistance to the vulnerable groups of population, establishing relevant services for this purpose. 5… Provides assistance, either itself or in co-operation with International Societies and/or Governments, in medicine, medical assistance, health care, human sustainability programmes, to the victims of armed conflicts, natural disasters and other emergency situations locally and internationally; in a way of providing them with service personnel, material, financial and moral assistance in accordance with the existing IHL Laws, Rules and Regulations; and the Principles of MERO INTERNATIONAL-MI DOCTORS ACROSS BORDERS; 6… Carries out charitable activities in order to strengthen peace, friendship and mutual understanding among peoples in order to prevent social, ethnic and religious conflicts; 7… Both in time of peace and armed conflicts it acts as an auxiliary to Governments in all fields covered by the Geneva Conventions of 1949 and the Additional Protocols of 1977; 8… The present healthcare situation in most of these under-developed and developing countries still has contradictions between what is happening in the developed countries and the countries living in the 70, the others are still struggling to get out of the 50 and live in conditions of extreme poverty, under-nourishment, diseases, hunger and premature death. 17

The emphasis is on investment in human resources and social assistance, considering children and adolescents as a high priority, since they are the groups of higher risk, where the potential benefits are greater. The proposed programme is to be executed in the areas that are considered necessary. It should be taken into observation that the programme proposed here does not exhaust the real possibilities of action by the State. 33

MI PAN Eco Green Hospital Ships Five (5) Eco Green Hospital Ships for the Philippines Region The estimated costs are EUR 3.853 Billion The five ships have be located at excellent competitive prices; and are now going through appraisals and evaluations by MERO INTERNATIONAL – MI DOCTORS ACROSS BORDERS Marine Experts and France Naval Architects. Upon the conclusions and acceptance of these findings, we shall inform the Owner(s) of the Crafts of our interest to acquire these five units. 55% of the total costs, equal to EUR 2.120 Billion shall provide us the ownership of these five mentioned vessels. 30% of the total costs, equal to EUR 1.156 Billion shall be used for dry dock, overhaul, modernizing, equipment and refurbish into Eco Green Hospital Ships. 15% of the total costs, equal to EUR 577 Million shall be used for modern hospital and health care (TEAM) tool-equipment-apparatus-machinery. MI PAN Hospital Ships shall be equipped with the under-mentioned: Hospital Ships Capacity 2,000 personnel, 100 Beds Hospital, 50 Operation Theatres, 150 Doctor’s Consultant and Examination Rooms, 50 Odontology and Examination Rooms, 20 CIC and Recovery Rooms, Physical Therapy and Rehabilitation Centre, Diabetic Treatment Centre, Medicine and Research Centre, Pharmacy, Hyperbaric Medicine Facility, Post-ICU Acute Care Treatment Unit, Neuro-Behavioural and Neuro-Rehabilitation Treatment Unit, Children’s Hospital, Comprehensive Diagnostic and Treatment Unit for a wide range of Infectious Diseases, Cancer Treatment, Advanced Genomic Testing and Immunotherapy, Chiropractic Examination and Treatment Centre, Obstetric and Paediatric Consultancy and Treatment Unit, Psychiatry and Psychology Consultancy and Treatment Unit, world class satellite oceanographic observation centre, safety-emergency-security unit and many other specialists for the enhancement of each unit into a global independent enterprise. 42
