He also disclosed the Where is the revenue from lead? For example, root cause of the pockets of resurgence of militancy. about two years ago, about 1,000 children died of lead poisoning in Zamfara State in the pro- cess of mining. I keep asking the question: Whenever they want to do budgeting, they will talk of oil bench mark, 68 dollars, 50 dollars and so on. What about solid minerals bench mark? We have solid minerals in this country and they are being mined, some say it is illegal mining. So, if it is illegal, what is the federal government doing about it? The illegal bunkerers in the Ni- ger Delta are being pursued. Why are they not pursuing the illegal miners of solid minerals? You were the pioneer coordinator of the Amnesty Programme in the Niger Delta dur- ing the regime of late President Yar’Adua. Did you not believe the programme could address the problem of the Niger Delta then? Yes, I believed and still believe in it. It was not a unidirectional type of programme. It was a programme that encompassed the Petroleum Industry Bill (PIB), infrastructural development in the Niger Delta namely, the East-West Road, the East-West Coastline Road and the East-West Rail line project. And these are interventionist projects which, if we had pursued, would have created so much jobs. It would have impacted so much on the local communities, it would have developed the area. But these things were not done. So, theAmnesty Programme became a programme for just addressing the problems of 30,000 youths. And I have been saying it that the problems of youths’restiveness in the Niger Delta is more than the problems of just 30,000 youths. They are millions. Rather than come up with a holistic programme for the Niger Delta which the late President Yar’Adua planned for, it was abandoned. And they used 30,000 cap- tive figure to undermine the programme meant for the entire Niger Delta. So, we are dealing with 30,000 youths whereas we have probably more than 3 million youths to deal with. But immediately, Jonathan came in, all those things were abandoned. The Amnesty became tribalized. So, instead of the issues that will concern the whole Niger Delta, it became trib- alized. Even the National Assembly was trying to throw out the Petroleum Industry Bill pre- sented by the President, an Hausa president, a Fulani man. He was insisting that the bill must be there.
