D.M. Consunji Inc. (DMCI) is one of the Philippines' leading engineering-based integrated construction companies. The company has been operating for almost 65 years and is involved in buildings, energy, infrastructure, utilities and plants, concrete products, equipment management and steel fabrication DMCI PLAZA BUILDING. 2281 Chino Roces Avenue Extension, 1231 Makati City, Philippines The Company has been known up until today as the country’s “Builder of Landmarks” and is known to pioneer the application of advanced engineering technology in Philippine construction.
David Mendoza, the founder of DMCI, understood that this type of industry highly respects planning, preparation, implementation and system, owing it to his earlier years creating a good foundation for this great future. With these findings, he founded the DAVID CONSUNJI Civil Engineers and Contractors. The company accepted residential construction projects that went successful. After these attempts, D.M. Consunji officially launched the company on December 24, 1954, with its new name D.M. Consunji Incorporated. Its first headquarters was a small room in Pandacan, Manila. The Bureau of Animal Industry's chicken houses were the first company’s project. The significant breakthrough came when Engr. Consunji and his small time were given the Tacloban Coca-Cola Plant, which they accomplished 12 months prior the scheduled 18 months. They also managed the Bacnotan Cement Plant. Following these projects, the company earned the reputation for completing projects on time and under the presumed budget, without compromising the quality. Throughout the years, DMCI highly valued their principle of client relationship before profit. They did not always have the lowest cost in the bidding process. However, they would still be proposed projects due to their good reputation. One of its early projects after launch that showed DMCI’s efficiency in working was the Manila Doctors Hospital.
In the 1950’s, DMCI was tasked with creating structures that required novel design concepts. Hence, DMCI constructed the Church of the Holy Sacrifice in UP Diliman, the first circular building at that time, with the help of architect Leandro Locsin’s design. Institutional clients like the Ayala Group, SM Group, Kuok Group, Robinson’s Group, San Miguel Corporation, and banking institutions such as the Citibank, Equitable Bank, BPI and the Urban Bank continued to support DMCI services in the following decades. When it comes to educational institutions, the company can be related to De La Salle University and the University of the Philippines. John Laing, Obayashi, Mitsubishi Heavy, Oriken and Nippon Steel, on the other hand, were among the multinational corporations that took notice. DMCI began working on a worldwide scale in the 1970s and 1980s. The Sultanate of Brunei’s Istana, the Salim-Halban Highway, and various ARAMCO facilities in Saudi Arabia are a few examples of their international projects. In addition, the company also built bridges in Kuwait and in Iraq, irrigation projects.

D.M. Consunji Inc. (DMCI) offers products in the Philippines such as: buildings, power plants, housing projects, heavy lifting, civil works, water services, steel fabrication services, concrete products, and mining. Buildings. Since its initiatives started with the construction of houses and progressed to the construction of multiple multi- story buildings, the structures business unit is effectively DMCI's initial arm. The majority of the projects that the company worked on in its early years were hospitals, offices, and residential structures. However, with the advanced approach, DMCI can now construct high-rise buildings like condominiums. In fact, Engr. Traquena stated that their company is involved in different projects in the Philippines like IKEA, SOLAIRE in Pasay City, and other residential buildings in Ortigas, Pasig City. Power Plants. DMCI is known for their expertise in power plant building, which includes engineering, equipment installation, and construction. Enron Pinamukan Plant, JG Summit Wartsila Power Plant, Malampaya Onshore Project, and Mirant Panay Power Plant are just a few of their projects that have been completed. Housing projects. DMCI established a construction skill for all types and scales of land development, including residential, commercial, recreational, and industrial projects. Heavy Lifting. Heavy-lifting jobs are something that DMCI can do. Because of the advanced equipment, they delivered some complex lift projects like replacement of old generator sets and turbines into new ones.
Civil Works. DMCI offers transportation projects like bridge, railway, and road construction. Engr. Traquena stated that DMCI has their on-going projects such as Skyway Stage 3 and Cavite-Laguna Expressway. Water Services. DMCI-MPIC Water Company, a joint venture between Metro Pacific Investments Corporation (MPIC) and DMCI Holdings, Inc. (DMCI), owns Water Services- Maynilad Water Services, Inc. (Maynilad). Maynilad is a water provider in the West Zone of the Greater Manila Area Steel Fabrication. In Calaca, Batangas, DMCI established their own steel fabrication plant. Facility can fabricate massive steel sections for power plants, infrastructure, and steel vertical structures because it was built to complement the group's operations. Concrete Products. DMCI is one of the companies that is always looking for new ways to use cement and cement products in the building industry. They are producing used pre- cast, pre-stressed, and highly strength ready mixed concrete. Mining. DMCI provides surface mining and direct transportation of nickel laterite ore through a simple benching operation using excavators and trucks. 03 The organizational structure of DMCI Construction where Engr. Traqueña works is classified under functional organization. This reflects a top-down hierarchal business structure wherein executive level managers, also known as C-Suite, are on top of all the employees. Moreover, a functional organization is divided into departments that consists of employees with similar skillsets and specialization. According to Engr. Traqueña, members of each department in DMCI Construction is only allowed to communicate or report to their respective heads. Afterwards, their head officers will be in-charged of communicating the report to other department’s heads. In that way, the flow of information and directing of project tasks is more organized and overseen by those in-charged. To further understand how the company operates, presented on the next page is the organizational structure that is derived from its original copy that was distributed to us by Engr. Traqueña.

By looking at their organizational structure, it can be perceived that prior to the division of departments, the company is separated into two main sectors: the main office and the project site. The main office consists of the highest-level officials of the company. They are separated from the project site due to the hierarchy and the work they are asked to perform in the company. These high-level officials run the company by ensuring that lower- level employees are knowledgeable about their job. They are particular in imposing company policies and also making decisions that affects the everyday operations of the whole construction business. As said by Engr. Traqueña, a project cannot be implemented without the consent of the main office. On the other hand, there is the project site team. Supervising this team is the area manager that has knowledge in operational and financial response towards project assigned in a defined location, which in this case is in Ortigas. Next in line are two other managers in-charged of respective department heads and officers. They are grouped to lower-level engineers that have specialty and knowledge with regards to their department. Engr. Traqueña is under the Quality Assurance/Quality Control (QA/QC) department that is in-charged of ensuring the quality of work by conducting system procedures, checking of materials, auditing and manifestation of corrective actions. If you would notice, the chart consists two colors and according to Engr. Traqueña, this is to put emphasis on their schedule of work. Those with the same colors will be working similar days per week to help them track potential employees that are positive of COVID-19. This have been very essential to ensure that the company will not stop its operations amidst the threat of pandemic.
During the interview, Engr. Traqueña shared that having that kind of organizational structure in the company is truly helpful mainly in organizing data, information and assignment of project tasks. However, it is somehow inconvenient most specially if lower-level employees have urgent matters that need to be addressed to other departments. So as the structure implies, no matter how urgent or important it is, those in the lower-level should wait until their respective department heads be the one to communicate the concern. If you overstep this culture and resist formality, therefore it will damage on your relationship with co-workers that can be a factor of an ineffective work.

In the construction industry, projects must be organized in order to have a better transparency of what needs to be done. Projects are invariably distinct from each other, especially regarding the geographical locations, plans, designs, resources, schedules, and output. With that being said, it is essential to recognize that every project has its own means to be done, but certainly, meeting the requirements and objectives are two of the common goals that companies desire. Before the success of projects are attained, critical components of companies play vital roles, and one of those is the organizational structure which gives everyone the clear visualization of the hierarchical responsibilities in a company (Scalisi, 2021). The utilization of effective organizational structure produces a smooth course of responsibility, giving the opportunity to make smarter decisions, empower employees, and eliminate hindrances. In connection with that, it affects the integrated management plan coordinated by the people involved in a certain project as this comprehensive approach of planning in managing projects will ensure to create a bigger idea in mind. From the interview, the idea of organizational structure affecting the integrated management plan is concrete as there is a need for interactions between processes and teams that would make it easier for the tasks to be accomplished. In private sectors like DMCI Construction, there is pre-construction planning where creating a project charter and developing a project management plan can be associated. From this, the hierarchical responsibilities are evident since different positions do particular tasks. As an example, Engr. Traqueña stressed that Project Managers, Project- in-Charge, and Department Heads are the most common individuals from the top of the organizational structure that would experience first-hand observation or inspection at the site for pre- construction phases such as planning and establishing the vision of the project. Discussions regarding what actions should take place are their typical duties, especially the scope of the responsibilities
of their subordinates. With the integrated management plan, they have the capability to have a systemized duties with the right people working on the specific part of a project. Division and distribution of duties are transparent responsibilities of people on top of the organizational structure. In detail, the head of every department is going to distribute the plan of actions, scopes, objectives, and deliverables to the engineers under their supervision. Of course, the subordinate to be assigned in a certain task should know the phases of what is going to occur on site. There would be monitoring of the subordinates in order to keep track on what must take place on schedule, and reviewing and reporting of the progress might be the criterion of the performance on the project. With the hierarchy, there are people such as engineers who will check their subordinates and their respective works. In the situation of the interviewed Engr. Traqueña, the role of Quality Assurance/Quality Control Engineer are given by their superiors as they are responsible for ensuring the quality of the materials to be used and overall, the result of the construction which will be given by DMCI Construction to the owner or the client. With that, it certainly means that they participate in each stage of construction to ensure that quality is a priority in DMCI Construction. Engr. Traqueña expressed that the organizational structure is beneficial in creating a management plan as the assigned individual could effectively incorporate the appropriate work for the job. In example, the assigned individuals in pre-planning are typically experienced or has a background in that work which often are people on top of the structure. Another, the QA/QC Engineers are part of the process of finalizing or closing the project phase as it is their duty to check the quality. With that, the type of organizational structure the DMCI Construction has is effective in creating the integrated management plan.
