2024 Israeli Philanthropic Trends How to gain an advantage – 1/2 Unrest Over Governmental & Judicial Reform Situation - The turbulent political environment which Israel finds itself in currently, especially from this year and onwards, has already resulted in a number of impactful, publicly announced changes in outlook and policy from foreign governments, foundations, credit-rating agencies and NGO’s. All of which can have an impact on an Israeli Non-profit’s fundraising capabilities. In addition to the publicly recognised impact, there is also a significant, unofficial swell of debate, internal policy changes and realignment of funding priorities within all category types of donors; from households to large philanthropic foundations and foreign government funded foundations. Where is the advantage? - Discovering how to best leverage this situation to benefit your fundraising capabilities requires an analytic scrutiny of your prospective funders and assessing what are your potential points of attraction in light of this current situation. Many donors have withdrawn or suspended funding for their typical recipients until further notice, meaning that there is more dormant capital at their disposal if they can find an Israeli Non-profit that can counterbalance the concerns which led to their retraction or freezing of funding. Unofficial EU State Foundations’ Decline of Palestinian NGO funding Situation – Interestingly enough, the Oslo Accords and the European Union came into being in the same year less than 2 months apart (13/09/93 – 01/11/93.) Due to a number of considerations from the EU administrative body, as well as from its member states, the EU and its member states have consistently provided significant donations to causes related to the success and development of the Palestinian governance, aspects of state and society. In 2022, € 296,000,000 (1) in funding was allocated to the Palestinian people from the EU. This does not include the additional donations from state funded foundations of EU member states. As of quite recently however, there has been a growing, behind the scenes consensus from EU state funded foundations, that they are aiming to, and currently are, winding down many aspects of funding for causes related to the Palestinian people which could be considered by them to be ‘less essential.’ Culture, Arts and Media being some such subjects at risk of defunding. Multiple EU State foundations have entirely closed and publicly announced the cessation of funding for areas such as cultural programs. Whilst many others prefer to decline applications for these areas without disclosing their change in policy. It is expected that the core programs of medical, food and financial stability aid will remain undeterred, though this recent development could mean a decline of annual funding opportunities to the value of several tens of millions of Euro’s a year. The reason, suspected by many, for this new move, is the culmination of a long-standing disappointment and challenge for the foundations in properly being able to assess the use of funds provided for programs in Gaza and the West Bank, as well as less than amicable reported progress from their foundation representatives in the region. Where is the advantage? – The general budgets of these EU state funded foundations, have not, for the most part, changed. The considerations upon which the foundations have been supporting the Palestinian organizations, also for the most part, have not changed. They simply are struggling to continue to justify the perceived financial irregularities and unexpectedly poorer long term results than hoped, to their reporting authorities, being the EU nation states they are funded by and officially associated with. This means that for Israeli registered Non-profits, that have a primary, secondary or even tertiary connection to Palestinian causes and/or people of Palestinian descent, there is ample opportunity to approach these foundations. This could mean Non-profits with employees, volunteers, service recipients, or operations which are connected to East Jerusalem, Arab-Israeli Society, Bedouin Society or causes with a relation to The Palestinian people. The range of causes which could be considered, is vast. It could range from environmental protection, to women’s rights, education opportunities, language learning programs, peace initiatives and many other activities. Being able to open a fresh source of funding with a new EU state funded foundation, does not require re-writing your mission statement or radically changing any aspect of your work. Rather, properly presenting the value proposition your Non-profit might be able to offer to the target demographics, alongside and within your existing work.
2024 Israeli Philanthropy Trends How to gain an advantage – 2/2 Decline in global Jewish Donations to Israeli Non-profits Situation – Philanthropy within the global Jewish population is remarkably high. On account of the number and size of high asset value philanthropic foundations and individuals, but also at the household level. The average Jewish household in America for instance, donates >$2,500 (2) to charity each year, making Jewish Americans, the most philanthropic segment of the population, when compared to average donations of households from different faiths. On a typical year, over 70% of American Jewish households make at least 1 donation to a charitable cause. (2) The fact that the Jewish people as a whole are very charitable, may not come as a surprise. However, observed trends in donation recipients from non-Israeli domiciled Jewish donors, indicates that from 2009 onwards, there has been a marked trend of decline in international Jewish donations to Israeli Non-profits. With the exception of spikes in donations around the time of major forest fires, the steady decline in donation income points towards a series of possible factors which converge to produce this result. Working on initial highlights from a preliminary study by The Institute for Law and Philanthropy at Tel Aviv University, in relation with associates of the Brandeis University, using information from the Israeli Central Bureau of Statistics, a number of potential, non-mutually exclusive factors can be inferred as contributing to this decline. Those being: 1. A decline in support of funding Israeli NGO’s, in favour of funding ‘American Friend’s of’ US registered NGO’s that operate in Israel. 2. Declining enthusiasm for military and conflict related actions, such as Gaza conflicts and West Bank operations. 3. Increasing perception of Israel as being engaged in financial and business activities which threaten its reputability and transparency to foreign donors. 4. Decreasing resonance of religious affiliation with Jewish movements and general population of Israel. 5. General Financial turmoil following 2008 financial markets crash, in addition to COVID markets crash and lack of sufficient interim recovery. Taking these possibilities into consideration, it is important to note that the global Jewish community is still a huge and consistent philanthropic donor to Israeli Non-profits and for many organizations are their primary source of funding. It is also important to note that much of the decline in Jewish giving to Israel, is based on donations originating from Donor Advised Funds, though the decline has also been noticeable from philanthropic foundations. Where is the advantage? 1. One significant reason for this is the tax-deductive status of a donation. If paid to a recipient outside of the US for instance, the donor may not be able to deduct the sum from their tax liabilities. So… you can use intermediatory organizations like PEF that have US registration and can transfer the donation for a very agreeable fee, whilst providing the tax-deductible receipt for the donor to claim against their tax liabilities. 2. The Bridge will never tell you to silence your opinion on any matter of politics or conflict, so no need to hold your tongue. On the other hand, probably your Non-profit is not directly related to causing conflict, likely the opposite. Highlighting your role in helping to develop the country and its population, helps the incremental resolution of regional problems, one step at a time. Presenting this properly, can put a new light on philanthropic participation and reinvigorate a Jewish donor who has lost enthusiasm with the regional history of conflict. 3. Providing all necessary assurances of AML procedures, post-grant reporting and transparent financial filings, can ensure that there is no need for a donor to be concerned when considering giving you a donation. 4. Tailoring your materials and outreach methods to suit the target audience you are applying for funding from is key. Americans are different than British, Orthodox are different from Reform. You don’t need to pretend to be anything that you are not, rather present what is most relevant and do it in a way which is keyed-in to your potential donors’ sensitivities. Making them feel included and understood by their Israeli counterparts. 5. Many foundations hold their assets in some sort of financial arrangement to earn interest and they liquidate periodically based on future donation expectations. Making sure that you properly display to the foundation the cost-effectiveness and value of your work, can help make sure that you stand out above all others.
