ABOUT TIRRC VOTES In August 2018, the Tennessee Immigrant and Refugee Rights Coalition (TIRRC) launched an affiliated 501(c)(4) social welfare organization - TIRRC Votes - to build political power for immigrant and refugee communities and to create a pro-immigrant majority in the state. TIRRC Votes strengthens and expands our democracy by building power in immigrant and refugee communities and advocating for equitable and inclusive public policy. TIRRC Votes has emerged as the leading organization in Tennessee capable of building a new electorate, effectively mobilizing voters, and creating a model for effective, immigrant-led political organizations in the Southeast. DCeoaurnDtyavViodtseorn: The Equity Alliance is proud to provide you with our 2023 Nashville Voter Guide®, created to help Tennesseans vote with confidence at the polls during early voting and on Election Day. The Nashville Voter Guide®, powered by The Equity Alliance, includes unbiased candidate profiles, definitions and roles for each elected position, polling locations and hours, voter ID requirements and much more. To ensure this guide is accessible to several communities of color, we're also proud to translate this guide in Spanish, thanks to our partners at the Tennessee Immigrant and Refugee Rights Coalition. As a coalition-based organization, we know that voter education is a vital strategy to ensure disenfranchised residents turn out to vote. The Tennessee Voter Guides® are the premiere voter education resources read by thousands of Tennessee voters and distributed by trusted community partners. The Tennessee Voter Guide® is a free, nonpartisan, public resource brought to you by The Equity Alliance to help voters make an informed decision in the voting booth on Election Day. What began in 2018 as the Nashville Voter Guide® has since expanded to four additional cities, including Memphis, Chattanooga and Clarksville. Each guide is available for download at tnvoterguides.com. Over the past several weeks, we've seen how consequential elections can have on our lives. In our state legislature, the Covenant school mass shooting led to the expulsion attempts of the Tennessee Three. Nationally, the Supreme Court - within a week's span - gutted affirmative action, struck down student loan debt forgiveness, and gave businesses a license to discriminate against same-sex couples. Locally, Nashville has experienced a hostile takeover of our Metro Council, boards and commissions by state government overreach. These upcoming elected positions should be vetted carefully even beyond what you read in our Tennessee Voter Guides. We encourage you to reach out to candidates to ask specific questions using the contact information we've included for each profile. Make it a priority to attend in- person or tune-in virtually to candidate forums and campaign events. Are you hearing your issue priorities being discussed? The coronavirus pandemic has officially come to an end; however with vaccines and boosters, we've adjusted to living with the COVID-19 virus as it continues to generate new strains. Be sure to check out how to continue to stay safe and vote in the midst of the virus on page 5. Voter suppression continues to plague our communities with barriers to the voting booth. We want you to be diligent in identifying what that looks like so be sure to check out what Election Day voter suppression looks like on page 6. Our goal is to empower you to exercise your right to vote as a means to bring a balance of power to these public offices. Thank you to The Equity Alliance team, 529 Graphics, Civic Hacker, OEM Consulting Group, TIRRC, and our community partners and volunteers for their contributions to the 2023 Tennessee Voter Guides. WHAT DOES ELECTION DAY VOTER SUPPRESSION LOOK LIKE? The Black and brown vote has increasingly shown its power to energize and disrupt elections. No matter who you vote for, voter suppression manipulates and toxifies the voting process by placing undue barriers and burdens on voters. That is why we want you to know what voter suppression looks like and how you can call it out, share it with others, and combat it with correct information and appropriate actions. Voter Intimidation and Misinformation Threats, physical acts of intimidation and misinformation are tactics used to sway voters from voting. People have threatened that the police or immigration authorities will be at the election polls lingering and looking for a reason to arrest voters. Rumors may be spread that voters will be stopped at the door and election officials will overly question voters' eligibility. Since Tennessee law prohibits poll workers from campaigning within 100 feet of the polling locations, campaign workers will likely be on the sidewalk, in the parking lot and in adjacent areas to attempt to give you candidate materials. You are free to accept or decline the materials. Please do not allow the presence of campaign workers, volunteers or media representatives to deter you from voting. Long Lines It's easy to see a long line and be compelled to turn away, but voting is important. A way to minimize election day long lines is to take advantage of early voting, which lasts two weeks prior to the election day. For the August 4 election, the Early Voting dates are JULY 14 - JULY 29. Provisional Voting If you claim to be registered to vote but are not on the list, you can receive a provisional ballot for later verification. Ballots are eligible for verification if votes are cast in the correct precinct. Tennessee does not provide a limited provisional ballot. Provisional ballots are counted within FOUR business days after Election Day Unofficial Poll Watchers Tennessee law allows for official poll watchers, who have to submit paperwork to the election committee, to sit in and watch. If they have questions about any irregularities they see, they are to bring it to the attention of the manager on-site and not directly to a voter. Sometimes unofficial poll watchers may be there but the election officials should handle them. Make sure you view the POLL WATCH: IF YOU ARE BEING TURNED AWAY on page 68 in this voter guide to report any voter suppression. NASHVILLE VOTER GUIDE • 2023 6

A licensed social worker, I’ve spent my entire career pushing for policies that help working Tennessee families. From driving across the state raising awareness about Trump’s attacks on healthcare to standing up for victims of sexual assault at the legislature with the Resign David Byrd campaign, my work advocating for Tennesseans makes me ready for the job as your Representative. My relentless pressure campaigns have forced resignations and retirements of Tennessee’s most extreme politicians. I’ve helped to elect Tennessee Democrats at every level of government, and I’ve worked tire- lessly to build a Tennessee For All. I’ve learned what strategies work and don’t work and I know that by mobilizing neighborhoods in my district and forging multi-racial coalitions with statewide and community groups, we can continue to challenge the status quo and extremism...together. Top Three Issues • If elected on August 3rd, the next day I will demand that Governor Lee follow through with the Special Session and work with gun control groups and high school students to organize actions that put pressure on the administration. I will defend LGBTQIA and reproductive rights, especially as the state criminalizes pregnancy and increases state surveillance of our trans community. I will stand up to state overreach and introduce tactics I’ve learned from other states to combat the racist, undemocratic state preemption of our cities. I am running for the seat vacated by the tragic passing of my good friend Representative Bill Beck. I have felt the call to step up to leadership in this extreme circumstance. I have been a leader in the East Nashville community for 16 years now. From serving on Metro Council, to countless neighbor- hood activities and running a community gathering business in East Nashville, I feel I am highly qualified. But the support of so many neighborhood leaders and the Beck family to fill this call cemented me running for the seat. I think I can do good work at the State level. I would like to continue the model of Rep. Beck being able to work with other members to get legislation passed, but also, step out more and speak passionately to our core Democratic issues. None more important than gun safety in this moment. Our children are simply not safe in this country. But other issues as well like education, protecting LGBTQ+ and Women’s rights, and important infrastructure work. I will speak passionately, but I will try to be productive. Similar to my model on Metro Council for nearly a decade. Top Three Issues • Gun Safety - Our children are simply not safe right now, it is unacceptable in this country. We need National gun safety reform, and hopefully we can turn the tide, but for now, get State reform DONE! • Health Care - Expand Medicaid, it is shameful this has taken up to this point and we still haven’t. Protect caregivers from greedy insurance companies. Protect women’s rights at al costs, do not give an inch, and protect LGBTQ+ rights • Education - Protect and defend teachers. Always fight for more BEP funding to come to Nashville, ensure Metro Schools can thrive through State policies and funding. NASHVILLE VOTER GUIDE • 2023 10

MAYOR OF NASHVILLE-DAVIDSON COUNTY PROFILES The Mayor is Metro Nashville's chief executive, and therefore is responsible for the administration and supervision of all departments created by Metro Nashville's Charter. The executive is also responsible for the appointment of members to boards and commissions, and for the submission of an annual budget to the Metro Council. The mayor appoints everyday citizens to serve on boards and commissions. The mayor writes the budget for each fiscal year, determining how much money is distributed to each department within the Metro Government. The mayor is also responsible for supervising all departments created by the Metro Nashville Charter or by Metro Council ordinances. These departments provide services to residents and set policy priorities. As the chief executive, the mayor is responsible for the enforcement of all laws and ordinances within Davidson County and has the power to veto any law or ordinance passed by the Metro Council. The Metro Council can override a mayor's veto with a 2/3 majority vote in favor of that law or ordinance. The Mayor of Nashville is elected, on a nonpartisan basis, to a four-year term by the residents of Davidson County and can serve for a maximum of two terms. NASHVILLE VOTER GUIDE • 2023 12

Lawrence College; MBA - Vanderbilt University Why are you running for office? Nashville is at the epicenter of a struggle that will profoundly impact the trajectory of our future, and I would characterize this struggle as a battle between greed and good. Greed is a powerful thing–it’s driven more than a decade of decisions that have led to Nashville’s affordability crisis. Greed has formulated the hostility between our city and our state, because Nashville is the economic engine of Tennessee, and because we’ve elected pol- iticians who are more concerned with their own political brand than with making the world a better place. I think we need to ask ourselves, “Are we building a city to visit? Or a city to live in?” I believe that we can do both, but that means prioritizing the people who live here. As a state senator I’ve built working relationships across the state, and across the aisle. I have a reputation for listening to stakeholders, catalyzing opportunities, and solving problems. I have a vision for Nashville’s future that is supported by my background and experience. Nashville’s next Mayor should operate as a ven- ture catalyst by coordinating with regional municipal leadership and collaborating with community partners and advocates to address the complex challenges ahead. This is a race about character, experience, and temperament. My colleagues in the state legislature who have endorsed me, trust me. They’ve worked with me and they know that I have the values and experience that Nashville needs right now. Top Three Issues • Having talked to voters the past few months, more than one of them have told me that living in Nashville feels like being a frog in a pot of boiling water. We have watched, year after year, as our problems have gotten worse—as the temperature around us has risen. And the thing that frustrates many residents—myself included—is that these problems didn’t come out of nowhere. Right now I see our top three priorities as Education, Affordability, and Transit. I often get asked why I’m running for the political leadership of what we all know to be an amazing city. My answer is the same as all the candidates; we all want what’s best for this town. Where I differ from the other candidates is I’m not part of the long-running bureaucratic mentality that continues to wield power and continues along a path of failed promises, blame-gaming political opponents for their big government failed policies. This goes back decades to fix traffic, fix housing, fix education, fix all else that never gets fixed. They keep promising THEIR solution is the only way and by the sole reason of party affiliation, voters sweep them back into power. Voters, it’s time to overlook Party Lines ... overlook that D or R and just vote for the candidate you think will best represent your interests. Those are the voters’ choices; they can elect Status Quo, or shake things up and elect “one of us.” My calling card has no academic letters or credentials after my name, other than Bernie Cox, Citizen. I am running for Mayor for the same reason I ran to be a Nashville Council Member At-Large 8 years ago: you have to be the change you want to see in the world. Before running for Council, I was leading JUMP, a nonprofit that revitalized the historic Jefferson Street business corridor. I was frustrated by how our city did not prioritize the needs of ALL Nashville residents so I ran for Council to ensure that their voices could be heard. I am now the Executive Director of StreetWorks, which is an organization that focuses on people who have been infected and impacted by HIV/AIDS. As Council Member, I have fought for and passed legislation that has changed people’s lives. I have required government projects to use minority contractors which has put dollars back into our community. I ran the Music City Center workforce development program which gave over 500 people jobs and opportunities to better their life. In my time on the Council, I have witnessed the power of the Mayor in setting the agenda for the city. I have been fighting for the marginalized and discounted for the past 40 years. As Mayor, I will have greater capacity to meet people where they are, whether they are a janitor, secretary or CEO. Top Three Issues • My platform is all about EASE. That stands for (E) economic empowerment of all Nashvillians, (A) accountability and enforcement of all Metro departments, (S) standing up and speaking out for civil rights, and (E) educational excellence through a Mayor’s reading literacy initiative. I’m running because I’m hearing from Nashvillians that are considering leaving. They don’t see our values in our leadership, and developers and tourists are taking first priority. They don’t feel like they can be themselves, safely. Neighborhoods have become too expensive, and commutes have gotten longer. There are lots of reasons folks are considering leaving— I’m running because I want you to stay. I have more Metro knowledge and neighborhood advocacy experience than any other candidate, and a track record of getting things done. We can’t wait for someone to learn on the job. From my experience as a Metro Councilmember since 2015, to my years of community advocacy as chair of Metro’s transit board and various neighborhood committees, I know what it takes to build coalitions and make change. I don’t just send a letter – I show up – and not just in election years. That’s what’s earned me the title of Best Current Metro Councilmember six years in a row. At the same time, I’m also a regular Nashvillian. I have kids in public school, I sit in traffic whether I’m in the car or a bus, and sometimes my trash just doesn’t get picked up. Our cost of living is rising – we can’t afford more of the same. I have firsthand knowledge of the issues that we all face, and the institutional experience to fix them. Together, I believe we can build a city to stay in. Top Three Issues • The single issue I’ve campaigned on is putting Nashville’s people first. That means focusing on what matters in daily life – sidewalks and schools, not stadiums. Housing, not just more hotels. Prioritizing fundamental government work, like getting trash and recycling picked up on time, filling potholes, and addressing backlogged sidewalk and drainage issues so we can bring our quality of life back to where it should be. Building a transportation network that works for everyone, whether you drive, bike, walk, or take public transit. Being a mayor that residents can trust to solve both basic issues and big picture problems. NASHVILLE VOTER GUIDE • 2023 15

Negley - gained 5,000 signatures to stop the taking of the public park. Why are you running for office? Alice Rolli is a Nashville native, mother, business leader and former Tennessee State Economic Development official for Gov. Bill Haslam. She is running to serve as the Metro Nashville-Davidson County Government’s 10th Mayor to usher in a new era of regional cooperation to address our chal- lenges of growth. She is focused on improving accountability of city government to achieve results that all first graders can read and supporting our public safety to fill the 200+ vacancies in our MNPD and reduce crime. She has pledged to not raise taxes on Nashville residents and to get our fiscal house in order. Alice’s experience at the federal and state levels, specifically as Asst. Commissioner of Strategy in the TN Department of Economic and Community Development under Governor Bill Haslam, combined with her private-sector experience leading companies through rapid periods of growth and expansion and her neighborhood activism in one of Nashville’s most diverse neighborhoods, Edgehill, make her uniquely qualified to lead the city at this juncture. There is no other candidate in the race with her breadth of experience and relationships at the local, state, and federal levels to deliver the needed results - and reset in approach - for Nashvillians. If we continue to elect the same group that has gotten us where we are over the past 20 years, we should continue to expect the same results; unacceptable rates of literacy, higher taxes, higher crime and more debt in David- son County than the entire state of Tennessee. Top Three Issues • All First Graders Reading. • Improve public safety and reduce crime through improving recruitment and retention of officers and resetting from a criminal justice system to a victims justice system. • Get the city’s fiscal house in order and to not raise taxes on residents. And build a more cooperative relationship with the state in order to improve quality of life by tackling regional issues such as transit, support for homelessness, and crime - issues that don’t stop at the county line - but through solving regionally will benefit Nashville residents. Previously Dartmouth College; AB, Government and Hands On Nashville; Board Member (President executive at MDHA. Environmental Studies 2010 - 2011), Tennessee Justice Center; Board Member, Center for Nonprofit Management; Board Member, Director of the Mayor’s Office of Economic and Community Development; Nashville Chief Strategy Officer; Metropolitan Development and Housing Agency Why are you running for office? About ten months ago I looked around the city and saw that things just were not working right. Big things like public education and affordable hous- ing, but also the everyday things, such as trash pickup and potholes. I served as a senior advisor to three mayors. I also have worked on affordable housing for three years as a leader at the MDHA, the city’s public housing authority. Prior to that time, I served as the Board Chair of Hands on Nash- ville during the 2010 flood. It was that experience that inspired me to answer the call to public service and leave a 15-year career in the private sector. I have produced significant results for Nashvillians in each of the roles where I have served as a local government executive. During my time as the Director of the Mayor’s Office of Economic and Community Development we were able to create more than 42,000 jobs for Nashvillians and lower the unemployment rate here from over 8% to 2.0%, the lowest of any city until the U.S. In just three years at MDHA we were able to help develop more than 4,000 units of affordable housing through public-private partnerships and by supporting nonprofit housing developers. Top Three Issues • The top three issues facing the city are (1) public education (2) public safety (3) affordability. I believe with the right leadership Nashville can have the best public schools in the country, be the safest big city in America, and be a place where the people who built the city, especially seniors, can afford to live. A., Harvard University; JD, University of Virginia Why are you running for office? I’m running for Mayor to lead the city through one of the most challenging times in the history of Metro. The next Mayor will inherit the most conten- tious, dysfunctional relationship with the State in Metro’s history, as well as an uncertain future in the very structure of Metro Government that could include halving the size of the Council by 2027. The next Mayor will lead Nashville as we face a reckoning over whether the pace of housing, infra- structure, and city services will keep pace with our growth. And the next Mayor must restore and build confidence that residents’ quality of life will be the driving priority of everything Metro does. Nashville can’t be a great city unless it’s a great place to live. We can’t really be a big league city unless we’re focusing on the little league fields in our neighborhoods too. Regardless of the skyscrapers and cranes, we’re not a city on the move if people can’t actually move around the city. I’m running because I believe our city has to be not just a great city to make a living, but a great community to build a life. I am running for vice mayor because the Metro Council needs new leadership. The Council–your city’s legislative branch–is addressing a large volume of increasingly complex matters and policy challenges facing our city. Given all the volatility in Metro’s executive leadership positions over the last few years–multiple mayors, department & division directors–it is especially important that Metro Council strengthen its committee oversight work, be the much-needed check to Nashville’s strong executive branch and keep our eyes on strategic goals and the needs of all Nashvillians. I am running to bring my skills as a communicator, an effective policymaker and organizer, a collaborator, and a leader to the office of vice mayor. A strong, well-supported, well-organized council will benefit the city and our constituents. In my eight years of service on the Council, I have chaired three committees, successfully managed several complex, county-wide policy efforts, and have a proven track-record of successful work throughout my district and the city. I believe some of my most effective work has been as a voice for legislative oversight and ensuring that our city’s resources are being used wisely. My diligence, care, and concern separate me from my opponent who does not have a strong policy record and does not seem particularly interested in supporting productive policy or oversight work. Our city needs a leader who communicates openly and constructively and is focused on delivering results. Top Three Issues • Restoring confidence in local governance demands transparency and inclusion. Historically, and too often, decisions that affect all Nashvillians are being made by a privileged few. • Governing should be a clear, collaborative, open, accessible, ethical, educational process. Excellence in policy work. It is important that council members and the community better understand urban design principles and best practices for sometimes counterintuitive and contentious concepts, like parking, induced demand, and density. We need to be strategic in how we zone and set design requirements for our city. Ultimately, land-use policies are the primary cause and the cure for low housing supply, low transit adoption, environmental loss, health outcomes, and quality of life issues. • Supporting council members in doing the work. As vice mayor, I’ll prioritize organization, communication, and fairness to ensure effective operations. I will help organize the Council Office team in a manner that supports the needs of council members and the city we all serve. I have served as the Vice Mayor for the last five years. Besides what you see on air, the Vice Mayor works with Councilmembers, the Mayor’s Office, and the public to address concerns, address questions, and keep the meetings on track. I know the procedures, I know the rules, and I know the process. It is a continual learning process, keeping up with the bills filed and the concerns of those impacted. The Vice Mayor also needs to be ready to step in should anything happen to the Mayor; that means communicating with the Mayor and his office and understanding any relevant problems occurring in our community. As someone who has served as a district Councilmember, an At-large member, and as the Vice Mayor, I know how the Metro Council works. Top Three Issues • The Vice Mayor does not bring legislation and only votes in the event of a tie. However, there are many specific issues that the Vice Mayor can address: (1) I want more accountability on how Metro allocates our resources, how quickly they are spent, and what results we accomplish; (2) I want to create more transparency in our processes, allowing everyone to feel heard; and (3) I want to promote more civility in our proceedings, meaning that, although we may sometimes disagree on issues, we are professional in how we conduct our business. My 35 years as a neighborhood activist and 12 years on the council have given me extensive experience in advocating for and making change through legislation and policy development. I have crafted and passed legislation dealing with stormwater, affordable housing, transportation, bike and pedestrian safety, and environmental issues. Serving on the Planning Commission, Solid Waste Master Plan Task Force, Chamber Education Report Committee, Vision Zero Task Force, and Affordable Housing Task Force has allowed me to learn about key issues and contribute to solutions. Chairing the Planning, Budget, and Affordable Housing Committees has honed my leadership skills. My engineering background provides a unique technical perspective and an analytic approach to decision making about complex issues. Finally, I have learned through multiple experiences the value of working collaboratively and listening to all sides. I can work with people even if I don’t agree with them to find common solutions. Top Three Issues • My top three priorities for the next term are housing, infrastructure, and education. My goals are to build on legislation that I have passed in the past three terms and to continue working with department heads and policy experts to create new tools for affordably priced housing, infrastructure that is keeping pace with our growth, and quality educational opportunities from early childhood education through workforce development. Champion for Small Businesses: I’m running to be the Metro Council’s steadfast advocate for small and local businesses - integral pieces of our city’s unique culture, taste, and charm. My wife and I are farmers market vendors. We own Hot Sauce Nashville, a local hot sauce company. I’m whole-heartedly grateful for our small business community and the enthusiastic support from our local neighborhoods. Whatever the policy or issue, I’ll strive to advocate for small businesses across Davidson County. Community Investments: I’m passionate about supporting our public assets that build neighborhood bonds and strengthen community engagement and relationships: preserving our parks, recreational areas, and beautiful greenways; investing in our libraries, art hubs, farmers markets, and community centers. These spaces help us connect with each other, grow as individuals, and thrive as a society, regardless of age, income, or background. I have tremendous energy and enthusiasm for this city. I was born here, educated here, played sports here, and started a small business here. My friends and family live here. I LOVE the people here. This is home. Moreover, I feel motivated and equipped to negotiate the public-private partnerships that will be essential in tackling many of our current and future challeng- es. I have government leadership experience (as an Army Ranger Officer) and private business experience (as a small business owner). I’m able and willing to put in the hard work. I’m hungry to serve and use my education and experiences to make everyday life better for the people of Nashville. Top Three Issues • In addition to advocating for small business and supporting community resources Infrastructure: I want to invest in safe and sustainable infrastructure: smooth roads, clean water, reliable utilities, green parks, safe sidewalks, robust transit, attainable housing, and ubiquitous internet access. With Middle Tennessee’s population growth, it’s important that we invest in the fundamental, critical infrastructure that allows us to safely live, work, and play here. I am running for council at large because I see a disconnect that is creating gridlock and outright overreach on issues that develop between our legislative body of Tennessee (overwhelmingly republican) and our metropolitan council (overwhelmingly democrat). Many in our current council do not seem to get that a scenario has been created whereby our citizens and non citizens in this great city cannot get anything done for our constituent base because of standoffish behavior, gridlock, and incumbent’ wanting to circumvent term limits by making careers at city hall thereby stagnating efforts to properly inform its base on real issues of concern and to continue doing business as usual without meaningful input from constituents. I am your agent for change in those subject matters. My simple message to you is that I believe everyone is equal, I am a believer in the word of God, I’m both cognizant, and receptive to your wants and needs and I will not judge you no matter how I feel about any given subject you are grappling with and tasked with for change and equality. Real change is what I am seeking for all Nashville citizens and non citizens. Top Three Issues • Working closely with the legislature to “strike a balance” between the State and Council with a common goal of “taking care of all citizens and noncitizens”, concerning any issues that we face as a city. • Candidate Downs aspires to “put partisan politics aside” and focus on providing teachers with the tools and meaningful wages they deserve to produce more meaningful results for our children. • Candidate Downs, aspires to address Metro Nashville’s lack of affordable housing especially for our homeless population. I’m running because I believe that we must create and maintain an affordable, resilient, and livable Nashville for all. We have to recognize that our City has grown but our government has not risen to the challenges of our growing City. If we want an affordable, resilient City that is responsive to the needs of our residents, provides housing for all Nashvillians, has good schools, creates safe neighborhoods, supports working families, and gives transit choice, then we must have an efficient, resilient government that is adequately staffed and supported and able to respond to local needs. We must make Metro government be as creative and caring as the people who live in Nashville. We must make Nashville’s government and infrastructure work for all Nashvillians. I have spent my career helping governments and companies plan for their needs in smart and sustainable ways. I have spent my time on Nashville’s Industrial Development Board working to not only create openness and transparency, but to make sure the details of deals are public and understandable and that the Industrial Development Board focus more on common goods (like housing) than on goods not for to public use. I will bring my experience and push for understanding and transparency to Council, and the work I have done in my community and profession- ally qualifies me to represent Nashville as an at-large council member. Top Three Issues • If we want an affordable, resilient City that is responsive to residents’ needs, then we must have an efficient, resilient government that is able to respond to those needs. My priorities will be to identify and create new systems within Metro’s government where we currently lack any so we can be more nimble and responsive; fix our out-of-date larger systems that are keeping us from functioning efficiently; and identify ways in which we can work together to create long-term budgeting goals so that we can better plan long term and also prevent annual budget infighting and uncertainty. When these moments arise, it’s important that we rise as well and meet them. We need leaders who are will- ing to step up and do the hard work necessary to get the job done. But it’s important to understand that none of us are able to do this alone. We have to work together. For the better portion of my adult life I have been called to serve. Over the past 15 years, I’ve given my heart and hustle to Nashville, and in return, Nashville has given me a beloved place to live, work and play. I am running for Metro Council At-Large as a natural progression of a life of service and to continue giving back to the city I call home. I approach this position with a unique set of experiences that make me ideal to help guide our city into the future. As a long-time small business owner, I share in our city’s hustle and entrepreneurial spirit. As a former public servant in the Mayor’s Office, I know how Metro Government works and have experience building bridges and delivering results that benefit our city. As a non-profit leader, I believe deeply in cause-based work and the importance of giving back. Just imagine what I could get done if I had a seat at the table! Top Three Issues • Safe flourishing neighborhoods with affordable housing, support for the homeless community, high-quality schools, and viable transit options should be at the top of every candidate’s priority list. These issues are certainly at the top of mine. If elected, I’ll prioritize hard work and find smart, effective options that benefit ALL Nashvillians. I have real-world experience in activating creative solutions to solve difficult challenges. My top focuses include bringing resources for hardworking small businesses and amplifying and preserving our creative economy and artists. I have been a champion for our working class. Over the last four years I have been fully present for my district while being fully present for the issues that are shaping Nashville: addressing equity, fighting for education, advocating for more diversity on our city’s Boards and Commissions and defending democracy. I am running for this position as Council-at-Large because I know I can be a great asset to the Metro Government with my past experience as an ad- vocate for the people. For example, I was a retired Metro Nashville Police Officer where I served for fourteen years. I was the Liaison to the Hispanic/ Latino and minority communities. My job was to bridge the relationship between police and the community. My years with the police department was successful. For eleven years, being part of the El Proctor Program, I have organized the annual El Protector Kids Fall/Spring/Summer camp (from 5 to 13 yrs of age). I also spear headed the Neighborhood educational events like Baby Shower, Fire Safety, Health Fair, Community Festival and more. I also organized sport tournaments like soccer, and karate. I attended school activities, spoke and read to kids, attended many commu- nity meetings addressing their concerns, and many more. I volunteered my time for six years as one of the Board of Directors of a nonprofit organi- zation called NashvilleCares. I’m a member of the Knights of Columbus, Minority Business Groups, and others. Finally I joined the Filipino American Association of Tennessee, Inc. I know with the experience I have aforementioned, it will allow me to be effective as a leader and allow me to bring unity within our community first. Top Three Issues • Education: Our children are our future. Therefore, we must invest in their education. I aim to emphasize literacy and reading comprehension in children from preschool to middle school. Providing these students with phonics learning. • Affordable Housing: There are a multitude of approaches we can and should be taking to improve current housing costs by increasing funding, continuing mixed-income developments, repairing and renovating existing affordable housing properties. • Infrastructure & Transportation: Our growing county and large commuting population, we need to focus on improving public transportation and reducing traffic congestion. We need to invest in better roads and traffic control equipment. Why are you running for office? I have a graduate degree in economics from Vanderbilt University where I received the most outstanding thesis award for my research on economic efficiency. I worked at Vanderbilt University Medical Center and TennCare and in both organizations my primary responsibility was to ensure the highest value of the services provided. In the healthcare industry value-based care is well known where we aspire to provide the highest quality of services for a given cost. I hope to bring value based budgeting to our city hall where expenditure decisions are taken to improve the welfare of the majority of the county’s citizens. Top Three Issues • Only 20% of MNPS high school students meet proficiency for English and Math. We have to support our students to complete high school with proficiency in core subjects, get vocational training and set them on trajectories for jobs in the modern economy. • Mental health, chronic diseases have to be taken care of at the city level since it affects the productivity of every citizen. • Residents often have to choose between groceries, medicines, gas for their cars, and taxes to continue owning property in Davidson County. If too much money is spent on debt servicing too little remains for other essential urban services like social services, education, etc. We have to ensure that city council’s budgetary allocation creates opportunities for improvement for everyone. Four years ago, I ran because I wanted a Nashville that works for ALL. Where there is adequate funding of our schools regardless of zip code, where our budget reflects the issues important to our residents and where Nashvillians that helped build this city can afford to continue to live here. Unfortu- nately, these issues have compounded. Our residents are frustrated and deserve better. This term, I am running for the same reasons I ran 4 years ago, a Nashville for all. I have a record of working hard and fighting for the people. My first term, I ran on Participatory budgeting, Education and Nashville for all. I have worked for the last 4 years on these and other issues. On budgeting, I started a conversation that discusses the budget with input from experts and community members. These conversations helped shaped my Wishlist and amendments every year. I supported budget amendments that increased wages for teachers, bus drivers and support staff. One of my proudest moments was when we added advocacy centers to all elemen- tary schools to support social and emotional learning of our children. On housing, I sponsored a bill to put 50% of future Oracle taxes into affordable housing and another bill that mandated that 20% of Barnes fund should go to small businesses. Finally, I sponsored an eviction right to counsel PILOT that provide attorneys for Nashvillians facing eviction. I am running for re-election to continue to work on these issues and look for ways to make life better for Nashvillians like I always have. Top Three Issues • My top 3 issues are: Housing, Education, and Budget. • Increased and continued funding for housing will be the top priority. The funding must be at a meaningful level. In addition, the council put in the following new measures to help with housing. We will need to monitor them, make sure they are working as we continue to find new ways. PILOT to use for profit developer for housing, New Homelessness Department, 20% of Barnes to small businesses to increase diversity of housing, Use of DADU, Housing dashboard, Inventory of Metro land and affordable housing units, and Right to Eviction Counsel PILOT. • All of these measures will help. However, they must be communicated so residents can take advantage of them. They must also be assessed and measured to ensure they are working as indicated or amended or replaces as needed. During my two terms in District 15, I have worked hard to ensure growth is supportive of everyone. The heart of Donelson has been revitalized to include support for small business, a new Donelson Branch Library as the anchor, and all across the street from a regional transit center where a potential new FiftyForward Donelson Station Center with affordable senior housing on top. The more I travel across the county, the more I hear from residents that the way that I have led and managed my district is the way we should approach our rapid growth and development across the county. I am passionate about meeting the intersection between transit and affordable housing because we cannot talk about one without the other. They are intrinsically linked. I am passionate about supporting creatives and one unique aspect I bring is my 25-years on Music Row has resulted in the beginning of implementing local policy making effort to ensure our long-term sustainability as Music City. Music is in our DNA and when our rapid growth and development has finally slowed, we will still be Music City and a place where songwriters and musicians can come to be successful, if we focus on ensuring that. My leadership over the last two terms has been driven by equity to ensure everyone benefits from growth. I’ve done so in my district and want to continue the work county-wide and help district Council Members to help ensure we are leading with equity for all. At heart, I am a neighborhood leader and I always work from the bottom up, engaging and collaborating to ensure everyone’s voice is heard and respected. Top Three Issues • Ensure we meet the goals of NashvilleNext and connect the intersection between transit and affordable housing. • Supporting our creative economy with local policy making efforts that ensures our long term sustainability as Music City. • Continue my efforts I began as President Pro Tem to make Metro Council function better with better support for staff, improved onboard for Council Members, and improve the physical space for more open and transparent operations. Top Three Issues • Keeping Nashville Affordable • Creating a Better Quality of Life for Residents: Reinvesting revenue from downtown back into our communities: Road upgrades, sidewalks, greenspaces, community services, etc. • Those are two pillars of my campaign, but they are not possible unless there is a strong and consistent dialogue between our communities and the local government. I have a plan to make sure our community is engaged and informed. Please see the resident engagement section on my website. One of my top priorities when first elected was building relationships with departmental staffers. These are the folks who keep our city running. A district councilmember is first and foremost a glorified customer service rep. I’ve built those strong relationships and have the knowledge to help get things done for my constituents. I also have a strong track record as a legislator, drafting and passing important countywide legislation around issues like housing, outdoor dining, and pushing back on privatization of city services. I’ve maintained a community-led approach to zoning and develop- ment that has resulted in several high-quality projects coming to our district. We’ve made sure that people most impacted by development are not left behind. None of these things are easy and there is no instruction manual for serving on council. Experience matters. I’m hoping I can use my experience to further benefit my community by serving another term. Top Three Issues • Codes complaints. We will improve the process and outcomes while making sure fewer neighbors are dealing with frivolous, bad-faith complaints. • Affordability. As Affordable Housing Chair, council put more money into housing than any prior year. We will shore up what works, enable missing middle housing, and work toward a sustainable, scalable social housing model. • East Bank. We must ensure that the East Bank is not a vehicular superhighway surrounded by a downtown party district. We have to build an East Bank that is affordable, contributes to our transit network, and includes family-friendly amenities. Bottoms Why are you running for office? I am running for Council to serve the people of District 6; to support public education in Nashville; to improve transit, affordability, and green space; and to defend the rights of Nashvillians who are targeted by the State. At this moment the Metro Council needs new skills in its wheelhouse. One is rigorous, effective legal thinking to stand up for the rights of Nashvillians. Another is an ability to build coalitions across the city to make progress on our key issues of infrastructure, transportation, and education. Those are two things I’ve been practicing for a long time. Top Three Issues • Maximum support for public education in Nashville. • Unapologetically standing up for the rights of Nashvillians when threatened by our State Legislature. • Building the East Bank as a mixed-use neighborhood for Nashvillians, with housing and transit, and not as a tourist zone. And supporting Shelby Park and Bottoms, which is an absolutely amazing community asset. NASHVILLE VOTER GUIDE • 2023 37

I’m running for Council because I find that most of our residents do not know what to expect, logistically and financially, as our neighborhood navi- gates through unprecedented development and growth. I want everyone who is affected to understand what is happening with this growth and what to expect going forward. I want to create easy access for our residents to information that is clear, concise, and correct. I want our residents to be aware of the choices available to direct a future that benefits us all. We cannot move forward without knowing what we are moving with and what we are moving towards. I want us to figure it out together. I have lived in East Nashville over 20 years. I moved here for simple reasons. It was diverse, it was affordable, and it was easy to navigate. Diversity makes our neighborhood a desirable place. Our neighborhood’s affordability and accessibility made it easy to live here. Those qualities are rapidly dwindling. I’ve seen East Nashville grow into something extraordinary from the devastation of the 1998 tornado. I know first hand what made our neighborhood a wonderful community. I am proud to be part of it. My long-term residency distinguish- es me from the other candidates. It also pushes me to maintain the quality of this neighborhood. We all know change is inevitable. Change can be a good thing. Change is an opportunity. I believe we can change and maintain the qualities that make this community so desirable. Top Three Issues • I want to create an information pipeline for District 6 residents so they may understand the opportunities and difficulties the East Bank Development presents. While many provisions of the plan are inevitable, our district has a strong voice in prioritizing parts of the plan that help our residents. • Infrastructure must be the first consideration with any further development. • The availability of useful public transit options must be addressed. Every major bus route travels through the downtown hub. This is phenomenally inefficient. Buses are virtually unusable for anyone commuting to locations other than ones on their beginning route. I am deeply fulfilled by good decisions, policies, and projects that make people’s lives better, especially working to make sure our most vulnerable people in East Nashville are protected. Nashville is at an inflection point, and I am the most qualified for this position because I am the only candidate with the experience to deliver on day one. I’ve been deeply involved in advocating for East Nashville for nearly a decade. I started in non-profits, first working for Hands On Nashville to organize volunteers to deliver energy efficiency improvements for low-income residents. I moved to Walk Bike Nashville where I worked with vulnerable communities to get sidewalks and traffic calming. At Metro Nashville Planning, I’ve reviewed developments to ensure the city and community benefit from redevelopment. I’ve supported WeGo Transit to get employers to sponsor bus passes for employees. In my current role as Multimodal Planning Manager for TDOT, I’m working to install major pedestrian safety improvements across Main Street and Gall- atin Ave right here in East Nashville. I understand zoning, transportation, and constituent services. I understand the neighborhood, and I understand the job. I won’t be looking for the next elected position in a couple of years, because this job is what I have been doing since I got here. Our neighbors deserve a champion that puts their nose to the grindstone on these issues. I am making one campaign promise: I will put the hard work in every day for District 6 and the people that live here. Top Three Issues • Infrastructure and Transit: We have to keep up with our growth, and ensuring that we have the funding and priorities to transit, roadways, and water infrastructure is essential to our livability. • Affordable and Attainable Housing: We need to leverage every sector we have, public and private, to build more housing so people have a roof over there heads and aren’t priced out of Nashville. • Public Schools: Kids and parents should have great schools in their neighborhoods, and teachers and staff should be paid well enough to be able to work in the schools where they live, not travel across town. When I ran for office in 2019, it was so I could give a voice in the government for my neighborhood, and to make good policy for the city. I feel that I have successfully achieved those goals, and I would like to continue that work. I promised to pay our teachers more, and now they are the highest paid in the state. I promised to develop in the right places, while sustaining the character of our neighborhoods, and I passed four contextual overlays in the district. I promised to improve safety on our streets, and I delivered a traffic light at Stratford Avenue & Gallatin Pike within months of taking of- fice; additionally, no district has received more traffic calming awards than District 7. This is momentum that I want to keep going. As a current Council member, I’ve built strong relationships with fellow council members, city and state officials, and constituents. I’ve listened to the concerns of our residents and have acted on their behalf to push for policies that positively impact our community. Most importantly, I understand the unique needs and issues of District 7. Over the years, I’ve advocated for housing affordability, improved transportation, and environmental sustainability, among oth- er issues. I am eager to continue serving District 7 and working tirelessly on behalf of our community. I believe my blend of professional experience, current service, and commitment to our district makes me uniquely qualified to continue serving in this role. Top Three Issues • Traffic Calming and Safety - Our community deserves to feel safe when walking, biking, and commuting to and from their homes. I will prioritize these traffic calming projects. • State Relations - I believe Council oversight could benefit the relationship at the state. Building relationships with State leadership will be crucial to the city’s future. • Transit and Infrastructure - We must dedicate funding to public transportation and other critical infrastructure for our city to continue growing. I ran for office to give back to Madison, and to help my constituents find information and get access to services they need. I’m the most qualified person because I have done this job well for the past four years, even while facing unprecedented challenges of financial crisis, devastating tornado, worldwide pandemic, racial unrest, bombing, school shooting, and conflicting state legislation. Prior to serving in local government, I served overseas in Federal Government (Foreign Service) as a Political/Economics Officer. I have fully funded the schools each year, raised teacher pay to highest in Tennessee, pushed Metro Schools to have every student issued a computer, and increased the school supply budget for every teacher. I have gotten 6 traffic calming projects in D9, increased our D9 sidewalk length to 16 miles, planned and participated in quarterly clean-ups with our D9 Beautifi- cation Commissioner, helped the state make a plan for a safer intersection, and got approval for the MNPD Mounted Patrol will move to D9s Peeler Park. I have gotten the Peeler Park Pedestrian Path ranked #1 on the Council Priority list the last two years in a row, and am planning the pocket park across from the Madison Library. In addition, I worked our city out of a precarious financial situation, rightsized the Council benefits to be in line with Metro Employee benefit, and helped push the state to loosen the eviction law for seniors, doubling the notice they would get if they have to move. Top Three Issues • Fully Fund the Schools (I would like to keep our teachers highest paid in the state and make sure our schools have everything they need, including necessary renovations and improvements). • Clean and Safe Neighborhoods (our Traffic Calming program is very popular and likely needs expanding, I am working with the MNPD to build a barn at Peeler Park for the Mounted Patrol). • Expand our Parks and Greenways (building a Pedestrian Path from Peeler Park to Stones River Bend Greenway which would connect 40,000 Madisonians to downtown via Greenway, and develop a pocket park across from Madison Library). Current student at TSU. Pursuing a degree in Urban Studies with a concentration in public policy and leadership. Why are you running for office? I’m running for Metro Council District 9 because I have been a long-time resident in the community and I’ve seen the growth Nashville has experi- enced. I’ve noticed that most investment has been focused in Downtown Nashville and Madison continues to be forgotten. We have only just recently started to see progress such as Madison Square. I believe it’s time for Madison to have a strong voice to continue to advocate for the needs of the community and I am that voice. I’ve seen Nashville’s transformation into the “It” city, while its leaders ignore the needs of vulnerable communities. Dis- trict 9 is experiencing unprecedented growth and becoming more diverse. I attended MNPS, I was an ELL student, I worked as a translator for MNPS, and I know what it takes to connect all of our communities. As a former MNPS employee and spouse of a current MNPS teacher, I have firsthand experience of how important it is to take care of our employees and fully fund our schools. The people in Madison deserve to have safe streets, better infrastructure, affordable housing, and fully funded schools. Top Three Issues • We must build safe streets for our community. We can save lives by ensuring crosswalks are properly marked, sidewalks are available for pedestrians to safely move around our community, implementing traffic calming measures, and build bus shelters. We must fully fund our local public schools. By working with other council members and the School Board, we can attribute more funds to MNPS to increase teacher and support staff pay. Lastly, I will work with community leaders, residents, organizers, and developers to ensure that new projects are focused around the needs of the people in Madison. NASHVILLE VOTER GUIDE • 2023 41

I’m running for re-election to make sure an experienced, pragmatic voice is in the room to make sure results are being delivered for the residents of Davidson County. With the explosive growth our county has experienced, the historic lack of investment in our critical infrastructure and employ- ees came to a boiling point in 2020 along with a threatened state takeover of our finances. Since that time, unparalleled investments in critical city services have been made all while getting Metro on solid ground with its finances and having the second lowest property tax rate in Metro’s history. A great city is great for everybody. As a Presbyterian pastor for 32 years serving churches in Middle Tennessee, I have been involved in all manner of ministries that seek to assist the disenfranchised and disaffected people of the community—ministries addressing food insecurity and the unhoused, tutoring programs for school-aged children, food backpack programs, assistance for seniors, and more. The church is a wonderful institution that seeks to carry out acts of compassion. However, most of what we accomplish is little more than a band-aid on the wound. Band-aids are great, but they don’t address the underlying violence that causes these wounds. As a member of Metro Council, I will be in a position to enact legislation de- signed to speak to the root of the issues that concern our city. For example, instead of simply sheltering the unhoused for a night, the city can partner with helping agencies to develop permanent and transitional housing, drug and mental health counseling, and more, all with the goal of helping the unhoused get off the street forever. I want to enact meaningful change that lifts up the lives of all people. Top Three Issues • Public Safety. It is crucial that residents feel safe in their homes and communities. • Fight for sensible growth that conforms to the character of our neighborhoods. District 11, like all of Nashville, is made up of wonderfully diverse neighborhoods. These communities have rich histories and traditions that need to be protected from unfettered development and outside interests. • Encouraging the development and growth of small businesses. Small business is the heart of any community. As a member of Council, I will be in a unique position to work with entrepreneurs to help them transform their dreams into reality. I am running because District 11 needs a neighbor. Metro Council doesn’t need another political activist, but someone who will focus on the basics that go into making safe, flourishing neighborhoods. I want to bring a neighborly approach and will stick to a to-do list for the district and the city. I think voters are looking for someone who recognizes the little things about the district, like the traffic buildup on Lebanon Road and Shutes Lane or the need for a dog park and better restaurant options in the area. This is already a nice area to live. I want to help take it to the next level. Top Three Issues • The Safety of Nashville: Nashville’s police force has been recognized for outstanding performances in recent extreme situations. We should use this positive momentum to hire new recruits, while retaining our experienced officers and add better protection to our schools. • Nashville’s Growth Management: Nashville’s recent growth is well documented and shows no signs of slowing down. Managing and making space for new construction should be done with respect for current residents and neighborhoods. • The Growing Number of Encampments: It seems for every encampment that is closed, several new ones pop up. Letting the encampments continue to grow isn’t healthy for the people living in them or the residents living near them. In a town that feels like the folks who run things only care about skylines and stadiums, it’s time ordinary citizens remind them we care more about schools, services, and small businesses. We need someone to stand up for the needs of everyday Nashvillians. I know what it’s like to struggle and succeed in Nashville. When I moved to town at 20, I was statistically homeless for my first few weeks. I got a job, couch-surfed, and worked like my life depended on it. Now at 32, I’m still working hard and have something to show for it. I own a house in a neighborhood that feels like a dream with neighbors I love and places I can walk to. I’ve been active throughout the city for years and have not stopped fighting for my neighborhood since the day I arrived. I joined my local neighborhood association and renewed a fight on an asphalt plant that is trying to harm our neighbors. I stand up for what’s right and work to bring people together, not tear them apart. I believe it’s time for new perspectives on the council that focus on a future for all Nashvillians. I believe in Old Hickory and Hermitage and want to see the growth be responsible and community-focused. I want to focus on helping small businesses grow and expand. It’s beautiful here. I am the person on this ballot who will ensure it only gets better from here. Top Three Issues • Schools: Better pay for teachers and aids. More after-school programming. Focus on getting students job or college ready. • Services: Better and more things a city should be providing. More first responders with competitive pay. A focus on infrastructure that isn’t just downtown high rises. Better utility service. Sidewalks. Speed bumps. The normal stuff we’ve been begging for. • Support for Small Business: Incentives and support for locally owned small businesses.
