Reimbursement claims in duplicate alongwith original receipts as authorized dulycountersigned by the Head of the Institute, alongwith office seal should be forwarded to CW-3/AG’s Branch, Army Headquarters, South Block, New Delhi-11, on annual basis. 204 Annexure ‘II’ CHECK LIST FOR SUBMISSION OF EDUCATIONAL SCHOLARSHIP1. Contingent bill(s) has/have been countersigned by the Principal/Headmaster.2. Revenue stamp has been affixed on the contingent bill with signature.3. Name, rank and service number of the father/mother of the child/children has beenindicated in the claim.4. Name of the child and class has been indicated in the claim.5. Original receipts of uniform (where uniform is compulsory), clothing, books, tuition fee,bus/rail fare and hostel charges have been attached with the claim. In case of uniformallowance and hostel charges, certificate from the institution that uniform is compulsory andhostel charges being claimed are the actual charges levied y the Institute Hostel chargesshould not include messing and other ancillary charges.6. Financial Assistance ranging from Rs.2000/- to Rs.4000/- is given from the SMBF to Ex-servicemen/ Widows in penury provided the annual income of the family is less than Rs.50,000/-.2. Immediate Financial Assistance up to Rs. 10,000/- to deserving eligible candidates.3. Ex-Gratia Allowance of Rs.2,000/- is given to the family (Widow/Dependants) of an Ex-serviceman in the event of his death.4. A sum of Rs. 10,000/- is given to poor Ex-servicemen for the marriage of one of hisdaughters provided his annual income is less than Rs. 1,50,000 /-.5. A sum of Rs. 1,000/- (for non-pensioners Rs.2000) per month is given to blind ex-servicemen/blind widows/blind wives of ex-servicemen who are totally blind in both the eyes,without stipulating income limit and subjected to SMBF rules. The amount of grant is beingsent by Money Order.6. A sum of Rs. 700/- per month is given to mentally retarded children of Ex-servicemen.Annual income limit is Rs. 1,50,000/- . IQ should be below 40.7. A sum of Rs. 2,000/- per month is given to each Ex-serviceman inmate of TB/Leprosysanatoriums in the State irrespective of their income. Free mosquito nets are also supplied tothem.8. A sum of Rs. 2,000/- is given as special grant to celebrate Onam festival to all Ex-servicemen inmates of TB/Leprosy sanatoriums of the State.9. Assistance of Rs. 1,000/- per month is given to every Ex-Serviceman (for a maximumperiod of three years only after the cessation of payment from Red Cross Society.) who isundergoing treatment as out patient on account of TB/Leprosy.10. A sum of Rs. 700/- per month is given to physically disabled son/daughters of Ex-servicemen. Disability should be above 40% and annual income limit up to Rs. 1,50,000/-.11. One sewing machine each is provided for self employment at free of cost to Ex-servicemen who are tailors by trade, and widows who knows tailoring. Annual income limit isRs.75,000/-.12. A sum of Rs. 1000/- per month is given to every Ex-servicemen/Widows/Wives of Ex-servicemen cancer patients for a period of one year (for non-pensioners – 2 years) withoutstipulating income limit.13. Cash award of Rs. 3000/- is given to the top mark scorer of SSLC, CBSE and ICSE atdistrict level among the wards of Ex-servicemen.
21014. A one time grant of Rs. 10,000/- is paid to Ex-Servicemen and windows of Ex-Servicemen for the repair of dwelling huts. Annual income limit is Rs. 50,000/-15. Training is imparted to 25 Ex-Servicemen from each District who wishes to start selfemployment ventures as a measure towards rehabilitation. A maximum of Rs 10,000/- eachwill be paid as course fee to the institution where the unemployed Ex-Servicemen areundergoing training.16. Ex-Servicemen and their dependents who are appearing for competitive exams andattending interviews are given coaching/ Rs.10,000/-.17. To create computer awareness among the Ex-Servicemen of the State computertraining is being given.18. A monthly financial assistance of Rs 1,000/- per month to the inmates of ParaplegicRehabilitation Centre, Pune who belongs to the State of Kerala.19. In order to help the Children of Ex-Servicemen who are undergoing coaching classesfor SET, NET, JRF,ICWA,CA, Civil Services Examination etc. one time grant of Rs 10,000/-(Rupees three thousand only) will be paid. Annual income limit is Rs. 1,50,000/-20. The SMBF will provide one embroidery machine to unemployed Ex-servicemen,Widows and Wives of unemployed Ex-servicemen, Annual income should not exceed Rs75,000/-.21. Children of Ex-Servicemen studying in various Professional/Vocational/ TechnicalCourses are eligible for Scholarship of an amount ranging from Rs. 2000/- to Rs. 7000/- peryear from Amalgamated Fund subject to certain conditions. Annual income is less than Rs.2.5 Lakh.22. Financial Assistance is granted to orphan children of Ex-Servicemen at the rate ofRs.1000/- per month subject to certain conditions.23. Lump sum grant of Rs. 10,000/- is given to the children of Ex-Servicemen studying inStd X at Sainik School, Kazhakoottam at the rate of Rs. 10,000/- without stipulating any otherconditions.24. The Ex-Servicemen who are undergoing training at Government Polytechnic/ ITI on pre-cum-post release for acquiring a trade for employment purpose are eligible for getting a grantof Rs.250/- per month.25. Students who are preparing for Entrance Examination in Medical/Engineering Courseare eligible for financial assistance at the rate of Rs. 5000/- subject to conditions. Annualincome limit is Rs.2,00,000/-.26. A sum of Rs. 1000/- will be reimbursed to the aged Ex-Servicemen for purchase ofmedicines for his medical treatment subject to certain conditions (One time grant).27. The grant of Rs. 1000/- per month will be paid to the recognized old age homes wherepoor and aged Ex-Servicemen/widows are admitted in.
21128. Rehabilitation courses are introduced for imparting training to the Ex-Servicemenfor finding self-employment29. Interest subsidy on loan from Nationalised Banks for self employment up to Rs. 3lakhs.30. A grant of Rs. 10,000/- to Self Help Group Units of Ex-Servicemen and theirdependents.31. Awareness Campaigns at district level in order to create awareness regarding variousWelfare Schemes implemented by the Central/State Governments/Department of Sainik Welfare and about Self employment opportunities and ventures districtlevel awareness camps are conducted.32. House Building Grant to disabled Ex-servicemen boarded out and widows anddependants of jawans died in harness. The amount of grant is Rs. 1,00,000/-. Annualincome limit is Rs. 1,50,000/-33. The recipients of Gallantry Decorations/or NOK in the case of posthumously awarded,are eligible to get cash award, cash in lieu of land and annuity (Appendix ‘F’).34. The Dependants of Military/Para Military personnel killed in action/militant action aregiven Ex-gratia of Rs.1,00,000/- and Military/Para Military personnel disabled/wounded inaction/militant action are given a grant which varies from Rs.25,000/- to Rs. 50,000/- inaccordance with the percentage of disability. Personnel belonging to other states died ordisabled by serving in Kerala are also eligible for this grant.35. Financial assistance from Chief ministers Sainik Welfare Fund up to a maximum ofRs.10 lakh is provided to Military/Para-military/GREF personnel who have killed/disabled inaction. The amount of assistance will be apportioned between the wife and parents of thedeceased in the ratio 3:1.36. Territorial Army personnel who are recipients of TA decorations/TA Medals will be givencash award Rs. 5000/-.37. Bright students among the children of Ex-Servicemen studying from post-metric class topost-graduate and other courses are eligible for scholarships varying from Rs. 2000/- to Rs.3500/-.38. Lump Sum Grant and scholarship are being paid to cadets who are domiciled fromKerala and undergoing training at the National Defence Academy and the Rashtriya IndianMilitary College.39. The IInd World War Veterans and widows of II WW veterans are provided withfinancial assistance of Rs. 1500 and Rs.750 respectively per month.40. Vacancies in Sainik Welfare Deptt, civilian posts in NCC and ‘Sergeant’ post in variousDepartments are reserved for Ex-Servicemen.41. Reservation of 10% Civil Police Officer(Driver), Preference in appointment of HomeGuards & Forest Guard Gr-II and Priority is given in allotment of Jai Jawan Stalls.
21242. 10% vacancies of Live Stock Inspector Gr-II are reserved for Ex-servicemen andDependents of ESM/serving Soldiers.43. Weightage mark is given to the Ex-Servicemen and their children, widows, children ofserving soldiers for admission in pre-university. B.Sc (Agri/Horticulture) BVSc and Animalhusbandry courses vide Kerala University letter No. SD (1)/161121/76 dated 02 may 1977.One seats each for BVSc.44. One bed each in general ward of all District and Taluk hospitals reserved for Ex-Servicemen.45. Sainik Rest Houses in Kerala (Appendix ‘E’).46. Reservation of 10% surplus land and 9% of arable forest land to Ex-servicemen whileassignments are made.47. Reservation of seats in professional courses: MBBS-04, BAMS -01, BHMS- 01 B Tech-07, D Pharm – 02, M Tech -01 and B Ed – 2%.48. Reservation of 15% seats in ITI courses to wards and widows of Ex-servicemen.49. Ex-servicemen or Wives/Widows are exempted from payment of House Tax to onehouse of plinth area up to 2000 Sq Ft owned and residing by them. Exemption is to berenewed annually.50. Preference for transfer of one near relative employed in state service of serving soldierand killed in action.51. Dependent of soldiers who are killed or permanently disabled or missing in action orwar like situation in operational/field area are given employment assistance in state service.52. Redressal of Grievances of Ex-Servicemen prompt and immediate action. DistrictCollectors and Head of Departments have been given instruction.53. Special (Out of turn) priority in giving electric connection to Ex-Servicemen anddependent of serving personnel died/killed in action.54. Equation of service trades with civil trades- Acceptance of central Govt equation ofservice trades with civil trades by State Govt qualification of Degree and Diplomas recognisedby the Govt of India-automatic recognition in State Govt.55.
