NEWS FROM PRIVATE SECURITY INDUSTRY REGULATORY AUTHORITY (PSiRA) Security officers’ training will include a new Module As of 1 April 2018, all the private security training providers accredited by PSiRA on Grade E are expected to effectively offer a new module on ‘Human Rights’. According to Training Manager, Ms Anna Tsele, the module aims to provide security officers with a basic knowledge of human rights to assist them to identify examples of human rights violations within the private security occupational context. Admittedly, some of the televised scenes from the #FeesMustFall student campaign have warranted the inclusion of this module in the current curriculum. Furthermore, the module will assist security officers to embrace and promote constitutional rights and values, and use them to help protect South African citizens. It will also assist security officers to be mindful of the human rights of others, whether at the workplace or within their communities. The module will also enable security officers to become aware of their rights and how to protect themselves against social ills such as racism, xenophobia and inequality. In terms of the required services offered by the security officers within the private security industry, there are a number of competencies required in order to meet their expected performance and to comply with the Code of Conduct for Security Service Providers, 2003. “Security officers are assigned to multiple incidents to which, in many instances, they are the first responders. It is important that in whatever engagement the security officers find themselves operating in, they are obliged not to violate human rights,” said Ms Tsele. She added that only private security training providers accredited by PSiRA to offer grades will be required to address the topic as part of the grade training and particularly on Grade E. ”There has always been a gap identified in terms of what the daily functions require and what the curriculum, in terms of grades, provides for,” she said. Ms Tsele highlighted that the Authority followed two approaches in order to fill the gap in competencies required from the security officers on a daily basis, to provide for short- and long-term solutions. The additional modules are considered as a short-term intervention that should be an integral part of the current Grade E curriculum. A long-term view is that the Authority will review the current grades and develop the qualifications that aim at addressing the gaps within the current curriculum. However, the changes will only impact new entrants upon implementation. “In line with the industry training, there are various mechanisms that the Authority will be diving into in terms of development of private security officers. Security officers who have obtained Grade C will need to undergo professional development training, obtain a recognition of prior learning for admission and gain access to the qualifications that will be reviewed in the long run,” concluded Ms Tsele. Security guards who have a professional attitude are interested in their jobs and the people they meet. Guards with a positive work attitude believe that what they are doing is important. They take pride in themselves and what they do. They • try to improve themselves. • keep up with changes in the industry. • use what they learned in training, while they are on the job. • help other employees. • have energy and drive. • try to find better ways to do their job and to make the workplace safer for everyone. • come up with new ideas to improve the image of their company and the security industry and share them with their employer. Professional guards have integrity and discipline. They also communicate well with all sorts of people. What is integrity? Integrity is one of the most important qualities a professional security guard can have. It is an inner guideline that tells the person how to react positively to the outside world. People who have integrity are respectful, reliable, honest and principled. When you are respectful • you like yourself and treat yourself well. • you treat others as you treat yourself. • you understand that it is important to follow laws and orders. • you respect the property of others. When you are reliable • you can be depended on to do your duties to the best of your ability. • you can take control and stay calm in emergencies. • you are on time. You arrive and leave in time to share information with guards on other shifts. When you are honest • you tell the truth. • you take responsibility for your actions, instead of blaming others. • you can be trusted to keep information to yourself. • you are sincere. This means that the person that you show to others is the same as who you are inside. When you are principled • you believe in treating everyone fairly. • you speak out if you see someone being treated unfairly. Besides integrity, professional guards also have discipline. Is discipline like self-control? Self-control is certainly a big part of discipline. Some people will criticize you just because you wear a uniform and represent authority. If you become angry you will make things worse. It is also important to remain calm in emergencies, as other people who may be frightened will look to you for guidance. If you are disciplined, you • show strong self-control, even when challenged. • remain calm under stress. • follow procedures with little or no supervision. • are well-organized and carry out your duties with care. • do not become involved in any gossip in your workplace, no matter how hard people try to get you involved or how you feel about it. • enforce the rules and procedures at your site no matter who is involved, from the entry level employee to the Chief Executive Officer (CEO). 11
Medical Emergencies The first responsibility of security is to call medical emergency staff and to ensure they are en route to assist. Unless a security guard has received proper training, his or her actions should be limited to controlling the scene and awaiting the arrival by medical emergency personnel. Unless a security guard is specially trained, she or he should be reluctant to attempt any emergency medical treatment. Doing the wrong thing can seriously aggravate medical emergencies. Minimum training includes formal instruction in First Aid and CPR. Generally, get people away from a sick or injured person. Some medical emergencies may require immediate attention from security guards. Dealing with emergencies External bleeding should be left alone if not serious and if help is on the way.
