Reopening Information for Fort Sam Houston Independent School District High School and Middle School Athletic Programs High School Cheer/Band As of August 21, 2020 Follow Executive Order GA-29 issued by Governor Abbott regarding face coverings during UIL activities (practices and contests). Athletic Periods during the Instructional day will be Virtual. Fall sports will be allowed to have before school or after school workouts at the campus fields/gyms starting on August 24 providing all safety protocols are met and followed. High School Strength and Conditioning & Sports Instruction 1. All athletic activities (including Strength and Conditioning and Specific Sports Instruction must follow all UIL/TEA and FSHISD guidelines. 2. Schools will decide whether these workouts can be before or after the instructional day 3. If your sport is not in season, you are allowed to have 1 hour of Strength & Conditioning if your students are cleared in Rank One 4. In-season Sports must adhere to the 8-hour rule Technology Services (Virtual Learners): 1. Provide remote access (at-home workouts) for students unable to report to school/practice. Work within the guidelines and parameters set forth by FSHISD. 2. Implement and support Google Meet, Zoom, Bloomz, etc. apps to help communicate with students. 3. Utilize the 2 Word Character development program. 1

FSHISD Athletic/Cheer/Band Guidelines for High School Fall Events 1. All coaches will confirm that athletes have completed the prescreening process before their practice each day. 2. No open gyms. 3. No open outdoor facilities, ex. Baseball field and cages, softball fields and cages. 4. School buses or activity buses will be used to transport students to athletic events and the proper protocols will be followed as to 1 person per seat. With this seating arrangement, large buses will carry 22 students, Activity Bus will carry 7 students. Windows will be open while driving. Everyone in bus will be required to wear a mask. 5. Use of a FSHISD Large Bus. There will be a hand sanitizer dispenser as you enter the bus. Students will start their seating at the back of the bus then come forward to keep students from walking past others. 6. Use of Activity Bus. Coach Bus Driver responsibilities for Large or Activity bus, after trip is over the coach will clean bus of any trash and then will use the Disinfectant Container that will be located behind the driver seat in large buses and by the back door for Activity buses to sanitize/spray the seats and front area of the bus to be cleaned for the next user. 8. Overnight trips will be determined as needed. 9. Travel for Spring semester sports will be determined at a later date. 10. As per UIL there will be no tournaments for Volleyball and Basketball, allowable game limit was increased. 11. Cross Country, Golf, and Swimming/Diving are allowed to have meets/tournaments during the fall and follow the UIL guidelines as per each sport. 12. Boys and Girls Basketball will play at opposite site locations to help downsize the number of fans in attendance and to help with entrances and exits and social distancing in bleachers 13. Football equipment such as shoulder pads and helmets shall not be taken home. 14. Gyms and Stadiums will be limited on seating based on 50 percent capacity of our facilities. Six feet social distancing and separation of family groups are recommended in these venues. 15. Family, friends will not be allowed in to watch practices at gyms, stadiums, fields. 16. Parents are encouraged to take their student home after games instead of riding bus. Parents would still fill out the proper paperwork prior to the season with athletic director and coach. 17. High School and Middle School games will be available by Livestream and posted on Athletic Twitter pages. 18. For high school trips that require a meal, coaches will order food to go and the students can eat on the bus in their seats and put their masks on after they finish eating. Teams will not go into restaurants to eat. 19. For all practices at high school and middle school each student will be required to bring their own water container. 20. Band will decide if they will play in stands or on the field. Band will decide if they stay the whole game or leave 4th quarter. Band will exit through gates that lead to practice field. 2

FSHISD Athletic Guidelines for Middle School Fall Events 1. All coaches will confirm that athletes have completed the prescreening process before their practice each day. 2. Use of a FSHISD Large Bus. There will be a hand sanitizer dispenser as you enter the bus. Students will start their seating at the back of the bus then come forward to keep students from walking past others. 3. Use of Activity Bus. There will be a hand sanitizer dispenser as you enter the bus. Students will start their seating at the back of the bus then come forward. 4. As per UIL there will be no tournaments for Volleyball and Basketball, allowable game limit was increased 5. Travel for Spring semester sports will be determined at a later date. 6. Football equipment such as shoulder pads and helmets shall not be taken home. 7. At the Middle School campus, no weight room will be used as to the limited size of each. Instead a Body Weight program will be developed by the district for boys and girls to utilize until such time that we are allowed back in weight rooms. Weight room protocols will be revisited in the spring. 8. Gyms and Stadiums will be limited on seating based on 6 ft social distancing and separation of family groups in these venues. 9. Family, friends will not be allowed in to watch practices at gyms 10. Allow 10 members for middle school volleyball and basketball on the A and B team, this will help fit the teams into 1 large school bus for 22. Travel team 10, home games more players 11. Due to size of various Middle School gyms, there will be minimum seating. Only faculty and student athletes will be allowed at home games. This will be re-visited after the Thanksgiving Break. 12. Parents are encouraged to take their student home after games instead of riding bus. Parents would still fill out the proper paperwork prior to the season with athletic director and coach. 13. Middle School Volleyball players that are not able to leave with parents will have a designated section in the bleachers. 14. All middle school Volleyball and Basketball players will go dressed to the games/matches. Dressing rooms will only be used for player bathrooms within social distancing guidelines. 15. For Middle School Volleyball, Football and Basketball, all players will bring their own labeled water jugs to games. 16. All games will be Livestreamed. Details to follow. 17. For all practices at high school and middle school each student will provide their own water container. Stadium Information: 1. Fans will be prescreened prior to entrance to the stadiums. 2. Masks will be required upon entrance of all fans. Signs will be displayed around the entrances. 3. Seating capacity at all facilities will meet social distance guidelines. Masks may be removed temporily in open area 4. Handicap seats and wheelchair area will be available on Row 1 on each side at each stadium. 5. Band must be 10 ft apart from each other and 10ft apart from fans and the individuals around them. The size of Band will be modified to fit these guidelines. 6. 6ft social distancing will be adhered to at the ticket window area and as you enter the stadium through the various main gates, or the side pass gates. Ground signs will be visible to help with the distancing. 7. There will be limited access for people/media to the sidelines except for the player, coaches/athletic trainers involved in the game. 3

8. Any media will need to get prior approved credentials from the District Administration Office. 9. Minimal number of people will be allowed to help hold team tunnels. 10. No after game ceremonies between the 2 teams in any fall sport. 11. High School Cheerleaders must be 10ft away from other groups along the track. Cheerleaders will utilize the space from one end zone to the end of the Band section seats. This may limit the number of participants at a game. 12. If a school has Flag Runners they will be at the opposite end of the field from Cheerleaders and will run from the track to the goal post and back during celebrations. 13. Fans/Parents will be asked to leave the stadium and wait for players at the school. Follow Executive Order GA-29 issued by Governor Abbott regarding face coverings during UIL activities Stadium Press Box Information for High School Football 1. Masks will be required of anyone sitting in the various press box rooms. Social distancing shall apply. 2. Limited numbers will have access to press box areas/rooms. 3. Media will be prescreened prior to entrance to the stadiums. 4. District Administrative Office will approve people/media being allowed into the various press boxes. Middle School Sports Information 1. All coaches will confirm that athletes have completed the prescreening process before their practice each day. 2. Football will start practice and their workouts on September 8th. 3. Football games will start October 1st. 4. Football equipment such as shoulder pads and helmets shall not be taken home. 5. Volleyball will start practice on September 8th 6. Volleyball games will start September 21st. No tournaments of any kind this year as per UIL. 7. Cross Country season will run meets in September through November. 8. Campus plan for designated entrances and exits to mitigate exposure will be provided. Health Services/Athletic Trainers: 1. Athletic Trainers/Coaches will distribute protocols and procedures for daily health screening of all staff and students. 2. Athletic Trainers/Coaches will distribute educational materials for students, staff, and the community on good hygiene practices. 3. Athletic Trainers/Coaches will distribute materials for staff use of PPE and screening of students and distribute protocols for student-athletes, i.e., wearing PPE, social distancing in all utilized locations, locker rooms, gyms, weight rooms, etc. 4. Athletic Trainers/coaches will distribute protocols and procedures for students and staff returning after an illness. 5. All students will bring a water container, no sharing of water bottles, towels or other personal items. 6. Students will report to practices in proper attire and immediately return home to change clothes and shower during the weeks of virtual learning but practice is allowed at schools. 7. Athletic Trainers/Coaches will need to determine the square footage of locker rooms to determine the numbers of students allowed in and out and to also determine the entrance and exit strategies. 8. Covid-19 Response Guidelines: Students or Staff with Suspected, Presumptive, or Confirmed COVID-19 1. If a student has presumptive or confirmed Covid 19, then the Athletic Trainer/Coach will provide information to our Campus Nurse, Misty Drake. [email protected] 210-368-8746. Students will also follow student quarantine protocols. 2. If a coach has presumptive or confirmed Covid 19, then the Athletic Trainer/Coach will provide information to our campus principal, Dr. Isabell Clayton at [email protected] 210-368-8774 and our Chief financial officer Julie Novak [email protected] 210-368-8705. Faculty and staff will also follow faculty quarantine protocols. 3. Implement district guidelines by following general steps to take when responding to a suspected, presumptive, or confirmed COVID-19 case in our athletic facilities/workplace. 4. Take immediate action to prevent additional athletic facility/workplace and community spread. Preparing Concessions(no concessions at this time, revisit after Thanksgiving Break) 1. At a high school and middle school campuses, disinfect all interior surfaces, cabinets, etc. prior to and after games. 2. High School and Middle School concessions shall sell only items in original packaging. Do not use open condiments and other table top items. 3. If concession is used at games there should be 6ft social distancing while standing in line. 4. Concession workers shall all wear gloves and hand food items to customers with minimal hand to hand contact. 5. Concessions at a middle school campus utilizing a table in the open gym area will need to limit what is being sold in original packaging only. Proper social distancing shall be enforced for workers. Coaches will need to make sure all items are cleaned and sanitized after the game. 6. Schools shall follow the same screening protocols for the concession volunteer workers. Preparing Facilities 1. Parents will not be allowed at campuses to sit on outdoor bleachers/or be at practices of the various sports for high school or middle school events. 2. Ensure adequate cleaning supplies, hand soap and sanitizer are available in restrooms, facility entrances, and by identified high traffic and touch surfaces and areas. 3. Thoroughly disinfect all interior surfaces and sport specific equipment. 4. Ensure the cleaning supplies inventory is sufficient for the total number of areas being utilized. 5. Identify high touch surfaces and areas that require thorough cleaning due to heavy usage – i.e., weight rooms, gyms, restrooms, staff offices, locker rooms, outdoor bleachers, training room, other areas as specified by campus, laundry etc. 6. Identify areas restricted for use – i.e., water fountains, locker rooms, restrooms etc. 7. Ensure weight room and gym setups, locker rooms, coaches’ offices, meeting rooms allow for social distancing. To the extent Feasible. 8. Implement laundry washing/drying protocols. 9. Ensure office workspaces and other areas allow for social distancing. 5

Preparing/Transitioning Staff and Students: 1. All students, coaches, athletic trainers and anyone else at practice or games shall have a mask on unless on the field/court participating in the game/match. 2. Implement a communication plan for returning staff and students and communicate this message to parents. 3. Protocols and procedures for daily health screening of staff and students. 4. Implement policies and procedures regarding high traffic areas as they should be campus-specific. 5. Implement policies and procedures to accommodate staff and students returning to duty/school/practice and/or daily health screenings. 6. Distribute cleaning protocols and guidelines for coaching staff 7. Determine if additional routes are needed to accommodate social distancing to various venues. Communication to Parents: 1. Implement a communication plan for a pre sport meeting with parents, (zoom, google meet, etc.) for all rules and guidelines pertaining to practice and games/matches. 2. Protocols and procedures for daily health screening of students 3. Protocols and procedures at practice and game drop-off/pick-up times and locations 4. Protocols and procedures for game day meal delivery if applicable 5. Share enhanced health and safety protocols, procedures, and guidelines issued by FSHISD, UIL, TEA and Governor Abbott’s Executive Order GA-29. 6. Distribute materials for educating students, staff on good hygiene practices. 7. All parent meetings will be virtual until further notice. Athletics/Cheer Staff Leadership: 1. Implement health screenings of staff and students at the start of each day. 2. Implement systems for reducing the congregation of students: 3. Modify instruction to maximize social distancing for athletes. 4. Restroom – one-in, one-out model when possible. 5. Athletic/Cheer facilities – traffic flow and staggered rotations. 6. Locker rooms and training rooms, traffic flow and staggered rotations. 7. Weight rooms and meeting rooms, traffic flow and staggered rotations. 8. Student drop-off and pick-up locations. 9. Implement protocols and procedures for sanitizing equipment between rotations and/or sessions. 10. Implement protocols and procedures for use of weight rooms. 11. Review practice and game schedules to determine if modification is needed. 12. Implement contingency plans for bad weather. Transportation 1. Implement health and safety protocols and procedures for buses - i.e., hand sanitizers, sanitizing between trips, and social distancing of student-athletes. 2. FSHISD buses will allow 1 student per group of seats when possible (22 large bus) (7 for Activity bus). 3. All drivers must sanitize the bus after a trip. Sanitizer will be provided on the bus 4. Parents are encouraged to take their students home from Middle School and High School events. Parents must follow proper sign out procedures with coaching staff. 6

Game Day Guidelines for Campus Sports/Stadiums 1. ROTC will present the colors prior to each game. The students presenting the colors will wear masks and be 6 ft apart social distancing. 2. FSHISD will be moving to online ticket sales. More information will be released at a later date. 3. Homecoming Festivities will be announced at a later date. 4. No coin toss prior to the start of game. Coin toss by the 2 coaches and referees will take place before the Announcer welcomes everyone and social distancing will be maintained 5. No exchanging of gifts from each school to another during the introductions. 6. Head coaches will set a designated time to meet with the referee prior to game. 7. Gym capacity will be determined by social distancing guidelines. 8. Only faculty and student athletes will be allowed at home games. This will be re-visited after the Thanksgiving Break. 9. Designate an area for teams to unload and load buses separate from fans, spectators, and other individuals not essential to the team or group. 10. Plan for a “Holding Area” for teams waiting to compete at a venue. 11. Officials will be required to self-screen prior to entering the facility. 12. Outdoor relocation plan for bad weather conditions, fans go to vehicles. 13. All exit gates/doors open for post-game exit plan for all participants and spectators. 14. Have adequate inventory of needed supplies, i.e. gloves, masks, cleaning supplies, etc. 15. Fans will remain in their seats until players have exited the playing facility. 16. Train all staff on enhanced health and safety protocols and procedures. Implement health protocols, including social distancing following CCISD, TEA, UIL protocols as well as Governor Abbott’s Executive Order GA-29. Swim/Dive 1. All coaches will pre-screen before practice and masks must be worn at all times the swimmers & divers are not in the water. 2. Teams will be assigned a specific door to enter and exit the facility. 3. All swimmers & divers will be instructed to come to practice ready to swim. After practice they will dry off on deck maintaining social distance and then leave. They will not be allowed to use the locker room for showering or changing. 4. Teams will be assigned a restroom to use during practice and will there will only be one student in there at a time – one in one out. 5. Swimmers will carry their equipment with them to and from practice. 6. Swimmers & diver will be required to bring a container of water with them to practice as the water fountain will not be used. 7. Teams will be assigned a specific area of the facility to place their belongings and will social distance at all times. 8. All swimmers & divers will be responsible for their own transportation to the pool. 7
