CPSFI, Cerebral Palsy Sports Federation of India is an apex body promoting sports for persons with Cerebral Palsy and related neurological conditions, providing them with a platform and opportunities to showcase their sporting capabilities. CPSFI has set a goal of 25 medals in the category for cerebral palsy in the LA 2028 Paralym- pics. “Lakshya Paralympics” is an initiative to high performance train athletes who are promising and probables for Paralympics. pg 2
CPSFI, is the national member of international sports organisations, CPISRA and IFCPF and has partnerships with AIFF and ABFT. Membership Cerebral Palsy International Sports and Recreation Association (CPISRA) CPISRA is the leading international sports organisation governing and promoting sport and recreation for Cerebral Palsy (CP) and related neurological conditions. CPISRA is a founding organisation of the Paralympics and one of only four International Organisations of Sport for the Disabled (IOSD) recognised by the International Paralympic Committee (IPC) to represent impairment groups. International Federation of CP Football (IFCPF) The ‘International Federation of CP Football’ is the international governing body for the sport of CP Football. IFCPF is responsible for the leadership, management and governance of CP Football. IFCPF is a ‘Recognised International Sport Federation’ by the International Paralympic Committee (IPC). Partnership All India Football Federation (AIFF) All India Football Federation (AIFF) & CPSFI have signed an Mou on 15 August 2020, where- in AIFF will lend technical support to CPSFI in its e orts to promote CP Football in India Abhinav Bindra Foundation (ABF) CPSFI has signed an MoU with Abhinav Bindra Foundation (ABF) and the association objective is to create a partnership to acclimatize the Indian sporting ecosystem to cerebral palsy athlete needs and to cater to grassroots/elite cp athletes' sporting needs. pg 2
Aims & Objectives ❖ Promote and encourage Cerebral Palsy Sports in India. ❖ Identify talent and provide opportunities for participation in sporting events at national & international level. ❖ Promote & organise scienti c meetings, seminars, conferences, workshops, sporting hubs for the purpose of increasing public awareness in regard to promoting and developing CP sports. ❖ Organise, plan, conduct CP Sports and other allied activities. ❖ Conduct courses and workshops for CP Sports. ❖ Provide facilities for training and competitions for CP Sports namely CP Football, Frame Running, Wheelchair Slalom, Athletics, Swimming, Boccia, Taekwondo, Badminton. ❖ Endeavour to participate in major international sporting events, thereby creating opportunities for athletes to perform. pg 2
Cerebral Palsy & Sports Cerebral Palsy (CP) is the leading cause of chronic disability in children, making them physically, mentally handicapped and socially aloof. In India, there are around 3 cases per 1000 live births. That’s an estimated 25 lakh children with cerebral palsy in India. CPSFI has built a network comprising NGOs, sports federations in States/UTs, to ensure every district of India is covered and as many children with cerebral palsy are made aware through our Sangiti program, about cp sports and the possible ways to make sports a livelihood option. During our research, it has been revealed that children with cerebral palsy are deprived of sports due to lack of awareness, equipments, trained coaches and infrastructure. CPSFI as part of its long term development plan would like to reach out to these children through the NGOs & sports federations and provide them with all the necessary resources required for them to be able to take up sport of their choice, train well and create opportunities for them to participate in competitions at district, state, national and international level. pg 2
CPSFI’s 4-stage Process CPSFI has a four stage process to achieve our objectives & goals. Starting from building awareness around the need of sports, the adaptive cp sports that we promote, idetifying the right sport for a child, different levels / kinds of training to competitions at different level. sangiti Sangiti, Awareness Program Our awareness program on cp sports wherein we meet organisations pyoragtyibahtaa who have been working for the cause of Cerebral Palsy and introduce cp sports to di erent stakeholders, the sta , physiotherapists, the cp children and their parents. We have conducted 25 Sangitis so far pan India. Pratibha Yogyata, Talent hunt Program Our talent hunt program as a followup of Sangiti is to identify children who are interested in sports and guide them with appropriate sport/s involving medical experts to ensure the sport chosen does not aggravate the disability or cause injury, thereby is the right one. prashikshan Prashikshan, Training Program Our training camps for children in the sport they have chosen. We also conduct training programs to train the trainers, to capacitate them to handle cp children and also be updated of the technicalities of the sport. Programs to understand classi cation and train classi ers. Pratiyogita, Competitions We encourage distric level & state level competitive sporting events. CP Adaptive Sports CPSFI promote sports for people with Cerebral Palsy and related conditions, some of which are detailed below. Athletics Para Athletics o ers a wide range of competitions and events, and always attracts a large number of spectators. Track events include sprint (100m, 200m, 400m), middle distance (800m, 1500m), long distance (3000m, 5000m) and relay (4x100m). Field events include long jump, club throw, discus, shot put and javelin. Boccia Boccia is a precision ball sport, similar to bocce and related to bowls. The game can be played as individuals or in teams of two or three and the aim is to throw leather balls as close as possible to a white target ball (jack). Frame Running Frame Running involves running with the support of a frame for individuals with CP who have severe motor and coordination impairments. It is a dream come true for the non-ambulant individuals. A frame is used to support the upper body and bodyweight, allowing the legs to propel the athlete forward. Swimming Swimming can be done competitively and can be enjoyed in numerous ways based on an individual’s likes and dislikes, inspite of Cerebral Palsy. Swimming generally has numerous physical and psychological bene ts including strength, self esteem, improvement of mobility as well as social interaction. pg 2
CP Football CP Football was developed to allow individuals with Cerebral Palsy to participate in the world’s most popular sport. The team comprises of 7 players and a game of two halves of 30 minutes each. Para Badminton Para badminton is a sport played using racquets to hit a shuttlecock across a net. It can be played in men’s and women’s singles, men’s and women’s doubles and mixed doubles. Depending on the classi cation, singles are either played in full court or half court. Para Taekwondo Taekwondo is a Korean martial art, characterised by it’s emphasis on head-height kicks, jumping and spinning kicks. Para Taekwondo was initially developed for individuals with limb de ciency, but since 2013 has been developed for athletes with a motor impairment. The format for motor impaired athletes in Para Taekwondo is Poomsae; a pattern of prearranged attacking and defensive techniques performed against imaginary opponents. Wheelchair Slalom Wheelchair Slalom is a fun, fast paced and exciting sport with the overall aim of navigating through a course with challenging obstacles. Slalom requires both speed and chair control. Apart from being great fun, slalom helps develop core wheelchair skills essential for everyday life. pg 2
The Executive Board The Executive Board of CPSFI comprises of people from all walks of life, young and experienced and from different parts of the country. Ajit Mohan Sharan, IAS (retd), Chairman Ajit M. Sharan is a graduate from IIT Delhi, MBA from Louisiana State University, and has a Masters in Development Economics from the University of Wales. As a member of the IAS since 1979, Mr Sharan has held a variety of senior assignments in the Government of Haryana as well as in the Govt. of India. He has held the positions of Principal Secretary for Power, Finance, Technical Education and Urban Development in the State. In the Central Government, he has worked as Joint Secretary in the Department of Banking and Insurance. He has worked as Secretary to the Government in the Ministries of Sports and Ayush.. Rajesh Tomar, IRS (retd), President CPSFI is led by Rajesh Tomar, graduate from St Stephen’s College, Delhi University. He has contributed to the eld of sports and para sports extensively. Having been a National athlete himself, he understands the need for sports and opportunities for an athlete. He switched to contributing for para sports in the last decade.
