News and Events from Merry Christmas & Happy New Year from the team at Hartlebury Castle! It’s fair to say that when we were planning for 2020 we did not envisage lockdowns and a pandemic. The year has been difficult for many industries, arts and heritage included, and we, like a lot of attractions, felt the impact. We would therefore like to say thank you to all who have supported us through this time. Whether through visiting us while we are open, donating, becoming a Guardian, or simply liking and sharing our social media posts—thank you. Your support helped us create online activities, cover some of our ongoing overheads and hold successful events when it was safe to once again do so. We are now busy planning for 2021 with great activities and events in the pipeline for you to enjoy. At the time of writing, lockdown is still scheduled to end at the beginning of December. Therefore there’s still time to pop to the Hartlebury Castle shop to complete your Christmas shopping! We’ve got a range of locally made gifts and decorations including hand-etched gin glasses, Christmas Pudding Fudge and children’s activity books and finger puppets. Alongside these we’ve also got our range of local foods and drink, so why not pop in for a browse? The shop is free to enter and you do not need to be visiting the Castle. 1844: A Very Different Christmas at the Castle to the 21st Century Those of you who have visited the Castle since our 2018 launch will be aware of Emily, 10 year old daughter of Bishop Henry Pepys, who wrote a diary while living in Hartlebury. We are fortunate to have this diary and while she only covers approximately 6 months, it contains some lovely and very informative anecdotes! While many houses on your own street may now have signs of Christmas decorations, Emily doesn’t mention any preparations for Christmas in 1844 until Christmas Eve, when some holly & mistletoe were put in the school room. With great difficulty Emily and her brother Herbert managed to make the words ‘Jolly’ & ‘Christmas’, which they hung up and were much admired. Also in contrast to today, Christmas presents were not given until 1st January. Emily was up early that day (some things don’t change!), and she and Herbert went downstairs to find their shared present. This was the fashionable game of Cockamaroo, which Emily believed to be the same as Chinese Billiards. Bishop Henry was given a Pictorial Edition of Shakespeare in 8 Volumes and 51

her sister Louisa’s present was a very pretty gold bracelet set with enamel & pearls. Emily adds, “beside these glorious presents, Papa gave Louisa £2, Herbert £1 and me £1.” This £1 given to Emily in 1844 would be worth around £120 today! *Rescheduled due to lockdown* Wreath Making Workshop at Hartlebury Castle Friday 11th & Saturday 12th December, 10am & 1.30pm Come and see the festive decorations at Hartlebury Castle and join our Head Gardener Jane Finch, as she teaches you to use fresh greenery and add a touch of sparkle to create a fantastically unique Christmas wreath. Football in Hartlebury In these challenging times, where so much of community life is fast disappearing, Hartlebury’s local football club Torton Turds is doing everything we, the management can, to keep football alive in the village. We have a long history of local football, stretching back to the mid fifties, when the present team emerged, in of all places a pub. Since the players have morphed into management, as younger Turds have replaced the oldies. We now have a squad of about 20 of all ages. The team has committed over the years to give support to local events, and has raised in excess of £1500,000 for local charities. At the start of our season we normally kick off with our “international match” when we take on a team of seasonal pickers from a local farm, this year was an exception and match could not be played, much to the lads disappointment. On Boxing Day we have our famous match on the village green which normally attracts a huge crowd of “fans”. We hope we will be able to continue the tradition this year if regulations permit, and you will be welcome to come and watch, free of charge of course, but like so much this year nothing is certain. Remember the Castle At the Castle we have found that visitors are interested in people who worked in these historic houses. Recently we had an email from a lady saying she had been christened in the chapel at the Castle because her father had been chauffeur to the Bishops in the 1930s,40s & 50s. I knew that in the 1940s & 50s a Mr. Mundy was the chauffeur but that was all we knew, So I emailed Patricia to say ‘Are you Mr. Mundy’s daughter?’ And she said yes. It has been so interesting talking to Patricia, she has told us so much, she even has the letter dated 27th March 1935 from Bishop Perowne appointing Mr. Mundy on a wage of £2.10s a week, with house, rent and rates free, together with light, coal, vegetables &uniform. Mr. Mundy & his family lived in the old college, this had been the Convalescent hospital in WW1 and afterwards was converted into flats for the staff. Mr. Fletcher lived there as well and shared a flat with Mrs. Clements. When they retired both families went to live in Waresley Court Road, Hartlebury. Please can you help us. We know Mr. Fletcher was a wonderful gardener, that he won prizes in the big horticultural shows and that he enjoyed giving advice to other keen gardeners. We have always hoped that he kept records. Does anyone remember him, or did Mrs. Clements have any relatives who might know if he kept a gardeners diary or notebooks. Editor’s Note: -Further developments of the Parish Hall Car Parks, following “Bystander’s” comments last month, here are statements from the Parish Council and on Page 42 & 43, from the Parish Hall Management Committee. HARTLEBURY PARISH COUNCIL Clerk to the Council – L Cleaver Email: [email protected] Website: My Parish Hartlebury 13th November 2020 STATEMENT FROM THE PARISH COUNCIL The Community Project a joint partnership between the Parish Hall and Parish Council a great venture covered various stages of works, one in particular the car park around the parish hall. Unfortunately after completion of works to the car park we now sadly find ourselves with potholes to the rear car park area. The Parish Hall Management Committee raised said concerns sighting a possible health and safety issue. However it has been discovered that the rear car park has concerns not first apparent and possibly more substantial than a simple repair. It would be best for the Council tax payers that the Council has a full scope of these problems before wasting money on something that may need to be taken back up in the near future. The Parish Council, working together with the Parish Hall Management Committee have both agreed to an independent expert to report on the car park. Until such time just the rear car park will have to remain closed, however the disabled parking to the front of the village hall remains open, likewise 14 car parking spaces by the MUGA. The recycling banks located at the rear car park are accessible by foot and you are welcome to use until such time they become full. We would ask all that once full you do not leave your recycling by the side/floor of the banks but take to your nearest open bank recycling centre. A list of recycling banks can be found on the Wychavon District Council’s website. Statement from Hartlebury Parish Hall Management Committee Relations between the Parish Council (PC) and us, the Parish Hall Management Committee, have been strained since March of this year. This is a situation we do not like and would not wish for. The Hall Management Committee (HMC) is legally responsible for the Hall building, while the PC is responsible for all the surrounds, the Green and recreation areas. As a result, the Council has the task of maintaining and managing the new car park, MUGA, play area, etc. which were fully refurbished and improved in 2018. The Hall surrounds restoration project was managed by the previous PC who worked ridiculously hard to access funding, consult the public, and source the professional landscape architect. Many hours of hard work were put in by the steering committee and project management team. Towards completion, several councillors carried out the installation of benches and organised a community tree-planting day, and readers will recall the many villagers coming along to help. The spirit, back then, was one of camaraderie and good cheer. Having been fully inspected and approved, the project was signed-off by the District Council Planning Officer. The car park was then used for 14 months with no damage to the surface. High rainfall coinciding with an increased volume of vehicles at the election-time unfortunately meant potholes formed in the car park which needed prompt attention and repair earlier this year. The PC did not take this action but resolved in August this year to make progress; in early September placing two large concrete barriers at the entrances of the main car park. To date (late November) no work has started, and the delay has led to the current situation with the potholes unfilled and the Hall surrounds looking unkempt. Despite many attempts for open dialogue between the HMC and the PC, regarding the restoration project and how best to cope with the need for ongoing maintenance, the new PC have preferred to disregard advice, all of it offered in good faith, and in the hope the project improvements would be protected and built-upon. 59

Naturally, all new Councils must find their feet and work out priorities for spending the £25,000 precept (funding) given to them for enhancing/ serving their community. We had hoped for a sharing of solutions and goals to assist with the maintenance issues, since the PC and HMC should both aim to serve our parish well. This sharing has not been the case so far, though we genuinely hope it will be. The Parish Hall has no set income; it relies completely upon the bookings throughout the year for our revenue. We are wholly dependent upon the PC to fund repairs to the car park and maintain the surrounds. This last nine months has, of course, been financially incredibly challenging for the hall and we will take some time to recover our losses. We have a fabulous hall of which we are immensely proud. We manage it to the best of our ability, entirely voluntarily and hope the community enjoy and use it as much as possible. The current state of the car park distresses us very much and will be off- putting for potential hirers. This will have a serious impact upon our recovery period if not addressed very soon. We have not been given a timeframe for when any remedial work will start, despite many attempts to ascertain PC plans. At the time of writing we are keeping up the hope of a solution to the car park problems before Christmas. Two members of the PC and three from HMC have met via Zoom to discuss a way forward. Our Chair has arranged a meeting in the car park with a professional to advise both PC and HMC on the quality of the work; the surface chosen is one the National Trust use in their car parks. This is very much a step in the right direction, but it remains to be seen if common sense, trust, and good working relations can be restored. Hartlebury PHMC 60

Minutes at Last! Yes - but not with the cooperation of the Hartlebury Parish Council! The minutes reproduced here are those published on the PC website. They are presented in the traditional layout used over the years to maximise efficient use of space. The Council have decided to divide their meetings into “Parish Council & Planning” and “Finance Committee” so we felt it appropriate to include both sets of minutes. There was a PC&P meeting on 3rd November but as yet minutes are not available - they take up to 4 weeks to produce. So why no cooperation? There is no answer! No-one knows what the Council want from the magazine management because they will not say. I had hoped that the 3rd November meeting might settle things but the agenda item “To receive an update from Cllr Ingham and to RESOLVE to agree upon future publications.” was skipped over and deferred. I understand from the clerk that nothing is to be sent to the magazine until the Parish Council votes for it to happen. The next meeting is 1st December so let us hope for a debate and resolution instead of deferral for the 5th time. All details have been circulated to councillors. It was agreed to put this item on next months agen- da to come up with some ideas as to how we could spend the funds and agree a way forward with regards consultation with the parish as to their preferred choice of project. 9. PARISH MAGAZINE 1. This item was deferred 10. CO-OPTION OF A NEW COUNCILLOR 1. Proposed candidate Mr Pratt gave the council a brief introduction about himself and why he felt he would be an asset to the parish council. 2. It was unanimously RESOLVED that for Mr Pratt to be co-opted onto the parish council and he duly signed his Declaration of Acceptance of Office. It was agreed for the Locum Clerk to do some in- duction training and to agree a date outside of the meeting. 3. Cllr. 1. Cllr. Mrs Meredith confirmed that for the last fifteen years there had been a train at roughly 15.15 from Worcester Foregate Street to Hartlebury. In September this was changed to depart from Shrub Hill. The train is typically used by school children and Foregate Street is the nearest train station to the Worcester schools. It was unanimously RESOLVED for Cllr. Mrs Meredith con- struct a letter for the clerk to send out on behalf of the council requesting this route be reinstated. 12. PROPOSED DEVELOPMENT OF AN ENERGY AND RESOURCE PARK 1. It was agreed that Cllr. Tranter would respond to this consultation through the Clerk. 13. OPEN UP THE PLAY AREA 1. Due to health and safety issues being discussed with regards the surface of the matting in the play area it was agreed the play area would remain closed and Clerk would put up new notices. Clerk and Cllr. Pratt agreed to meet and assess the state of the matting as a matter of urgency and report back to the full council. 14. PLANNING ENFORCEMENT RAISED BY CLLR. INGHAM 1. THE CHAIRMAN’S DIAMOND JUBILEE COMMUNITY RECOGNITION AWARD 2020 1. The Chairman’s Diamond Jubilee Community Recognition Award is a way of considering a person or group in the area that have carried out particularly good work within the community during 2020. The Chairman asked that councillors email the clerk with any nominations they would like to put forward to receive the award. 18. CORRESPONDENCE 1. Correspondence list circulated to all councillors. Tranter made the following statement read out by Locum Clerk – “With regards to the al- leged code of conduct raised against Cllr. Draft Minutes of the Finance Committee Meeting “Virtual” held Monday 12th Oc- tober 2020 commencing at 7.00pm.This virtual meeting was due to COVID -19 to ensure council functionality. Present:-Cllrs S Tranter (Chair), C Atkinson, A Buck, T Ingham and three members ofthe public. MINUTES 1. Apologies. None 2. Declarations of Interest. None :- 3. Dispensations. None. 4. Minutes of previous meeting. It was proposed by Cllr Atkinson, Seconded by Cllr Tranter and unanimously RESOLVED that the minutes of the meeting 21 st September be signed as a correct record. 5. Allotments, Cllr C Atkinson a) Cheque had been received by the farmer thank you and will be passed to Cllr Tranter to bank b)Savills invoice now received £337.50 paid by standing order, leave standing order as is. b) Further update, the PC has received Wayleaves cheque £337.50, of which a proportion relates to Chadwick. Allotment repair to the trackside, the Clerk read out an email thanking Cllr Atkinson for her help and Cllr Buck for the free of charge gravel and for the PC to continue their support for the repair work. There was a requirement for more gravel and change to the agreed labour element. The Clerk to take further advice and report back. 6. Budget v Actual 2020/21 a) Reviewed as at the end September 2020 with one change to make with re- gards the charge for the internal auditor. b)The Committee wished to move £36.00 from Other Admin to cover the charge ref CPRE. Proposed by Cllr Ingham and Seconded by Cllr Tranter. 7. Bank Reconciliation a) Reviewed the position end September 2020 with no further comments made. 8. To consider payments for approval: None to consider. 9. Village Hall Surrounds. a) Solutions offered to tidy the “Jungle” area by the Village Hall already circu- lated 25th discussed further, The Clerk to send round any Community Project planting information, check if any tree protection order. To include this when writing to the Administrator of the Project for Project Information. To contact the people who suggested their solutions to gain further cost even if estimated. 10. Community Project: a) Update on the “pot holes & consideration to relay the whole car park, infor- mation had been sent from a member of the public with regards the structure of the car park which was very useful. The FC would consider further when infor- mation had been obtained as too the works undertaken. b) Recycling Bins at the Village Hall, this item was deferred to ask full council for site options. . c) Barrier option to car park, to be considered at a later date. 11.
