INTRODUCTIONThe school policy document is developed to guide the managementand staff towards achieving the goal of the school. The policy intends tocover the whole management system of the school. In view of this, theschool ensures sound working atmosphere and creates conducive learn-ing environment. The priority of the school is “students first”. It is aimedat providing quality education to our aspiring students.SamdrupJongkhar Middle Secondary School was established in 1984.It is located in an ideal place where teaching and learning takes placesmoothly. It is very near to the hospital and away from the hustle andbustle of the market area. Flowering plants and trees of different typescover the area of 7.421 acres of land.When it was first incepted, it offered primary level education to thestudents. Gradually, to provide better education services to the grow-ing number of population the school was up-graded to Junior School in1996 offering classes from PP to VIII.In the year 2000, the School was up-graded to Middle SecondarySchool under the Headship of Mrs. K.C. Dorji who is currently servingas the Director of DCRD, MoE.This is the only Middle Secondary School, which is within the vicinityof the Dzongkhag Headquarter. Due to this, the school is facing admis-sion pressure every year from all sections of the population. Yet, theschool is well staffed and sound in infrastructural facilities. approval from the school authority.4. Choetshog Committee• This committee coordinates all the religious activities of the school. The committee is responsible to conduct the evening prayers and aspires to teach students to recite different prayers. The committee educates the students on the importance of religion through organiz- ing various religious activities (Choeshedlarim, rimdo, Lord Bud- dha’s Parinirvana, birth anniversary of Guru Rinpocheetc).• The committee comprises of all the Dzongkha language teachers chaired by the Head of the Student Affairs (VP).5. Games and Sports Committee:• This committee looks after the Games and Sports activities of the school. The committee organizes various games and sports activities without affecting much on their studies. The activities are uniformly spread throughout the year to keep our students engaged actively. The main objective of having this policy is to promote extracurricu- lar activities keeping in line with the policy guidelines of the games and sports division. Ad- missions shall however be granted with a strong undertaking letter from guardian(s) and through a thorough study of the student’s code of conduct.• Registration policy for Supplementary candidates (Parents on trans- fer):1. Candidates applying from different centers should produce the com- plete set of necessary documents for registration.2. A candidate must appear the Mid-Term exams.3. Candidates should obtain a minimum of 35% in every subject (writ- ten) to be eligible for registration of his/her BCSE candidature.4. Leave for staff members:Leave will be granted only on genuine grounds. • Teenage pregnancy• Abortion• Substance abuse, alcohol, dendrite, correction fluid, drugs, tobacco, tablets)Possible Sanctions• Undertaking letter from the child• Undertaking letter from the parent/guardian• Suspension• ExpulsionSUSPENSION• A suspension is the temporary removal of a student from school for committing either one or more of the offences of level 3.• It shall be sanctioned for a maximum of 12 school days• Corrective measure such as assignment, additional works can be assigned supervised by parents. Child will not be accepted back until requirements are fulfilled.• Suspension can be sanctioned for one academic year to a child re- quiring rehabilitation.• The students must be issued with a written order and handed over to the parent.EXPULSIONAnd expulsion is permanent removal of a student from school for com-mitting more serious or repeated violation of level 3 offences.It is the last resort and can be applied after taking series of both preven-tive measures through wider representation in the discipline committeeincluding the SMB.It should, however, be preceded by suspension unless the offense is ofcriminal nature.The student must be issued a written order along with all disciplinaryrecords outlining the measures undertaken to correct the child, transfercertificates and any other relevant documents and handed over to theparent.Expulsion may not be sanctioned to students of age 12 (on the day ofoffence) and below.
ATTENDANCE:A student cannot absent themselves from school on nitty – gritty rea-sons.• In one academic year an individual child must have minimum re- quirement of 90 percent attendance to sit for the exam.• If a child’s attendance does not meet 90 percent either in mid – term of final examination, he /she is not eligible to sit for the exam.• In a year a child can stay absent from school only 18 school days in- cluding personal and sick leave and any other forms of leave except Medical leave.• Any kind of leave will not be waived – off from attendance calcu- lation except Medical Leave with Medical Certification from the hospital.• Medical leave will be strictly examined and verified with attendance register by the discipline committee.• Sick students should avail leave before reporting to the school.• No students will be granted leave and allowed to leave the school premises until their parent/guardian come to escort them personally.• In case of emergencies, the student will be taken directly to the hos- pital and then handed over to the parent/guardian.• Students leaving the school premises during the school hours shall be marked absent for the whole day and dealt with accordingly.• A child serving detention under police custody will be considered absent from the school.• A child remaining absent from any school activities (prayer, literary activities, curricular activities, morning assemblies and celebrations) will be sanctioned detention work on the following day.STUDENT CODE OF CONDUCTIn order to protect each student’s right to the fullest educational op-portunity that Samdrupjongkhar Middle Secondary School has to offer,every students is expected to observe the highest standards of behaviorand subscribe to the following Students Code of Conduct.• Abide by all school polices, rules and regulations.• Be respectful of teachers and other school employees.• Obey directives and instructions of teacher and school personnel.
• Not indulge in bullying, coercion, extortion or blackmail of other students.• Not be a member of any gang, solicit other students for membership in any gangs or be in possession of any weapons, gang related sym- bols or paraphernalia.• Not engage in cheating or plagiarism.• Not use, or be possession of drugs and illegal substances including doma, alcohol, tobacco products and pornography or pornographic materials.• Not use profanity or vulgar language or make obscene gestures directed toward other students, teachers, school employees or other persons.• Not indulge in name calling, making ethnic or racial slurs and de- rogatory statements against students, teachers or other persons.• Not commit theft, or be in possession of someone else’s belongings without their consent.• Not damage or destroy school property and other private or public property.• Not engage in any acts designed to disrupt the school environment or a school function.• Students are strictly prohibited to wear jewelries (eg. Finger rings, wrist band), apply makeup and wear wrist band.• Students are expected to be smartly dressed in the school uniforms and well trimmed hair (no fancy hairstyles and dyed).• Students are expected to wear slippers from May 3rd to Blessed Rainy Day and wear shoes after the Blessed Rainy Day.• Students are allowed to put only the school badge. However, they can put only those badge which has the Picture of His/Her Majesties, the Rimpoches and the Flag of Bhutan.ConclusionThis policy document has been framed to realize the vision of theschool, “An abode of GNH inspired students”.
