In light of Govt. decision to increase the height of the statue in the memorial, the design of the memorial is being revised. 16. DEVELOPMENT OF BANDRA-KURLACOMPLEX Bandra-Kurla Complex is one of the key areas for which MMRDA is the “Special Planning Authority.” The complex has already made available more than two lakh jobs and is also providing a perfect setting to accommodate future growth of offices and commercial activities successfully. The complex has showcased tremendous growth in the changing times and the development of 'E' and 'G' block is an example worth a note. Out of which the Authority has developed 19 hectares of land in 'E' block of Bandra-Kurla Complex with the presence of prominent institutions such as Reserve Bank of India, Income Tax, Sales Tax, Provident Fund and many other corporate and commercial establishments. Together, these buildings offer an office space as large as 1,17,000 sq. meters – potential enough to accommodate thousands of jobs. New All round development in Bandra - Kurla Complex 45
office building of MMRDA is now in operation. This meticulously planned complex also showcases a City Park which is regularly thronged by many. 17. INTERNATIONAL FINANCE AND BUSINESS CENTRE (IFBC) The Bandra-Kurla Complex is being developed and looked at as an International Finance and Business Centre (IFBC) with offices that meet International standards of easy accessibility, world class amenities, street furniture and safe environment accentuating its iconic image. The IFBC is expected to revolve around India's economic significance and underline Mumbai's stature as country's financial capital. The area also houses Indian and International Banks, National Stock Exchange, Diamond Bourse, Financial Institutions such as ICICI, IL & FS, UTI, NABARD, Laxmi Finance, Dena Bank, City Bank, Bank of Baroda, Bank of India, State Bank of India, Punjab National Bank, Canara Bank, SEBI, SIDBI, Public and Private Companies, Petrol Pump, Fire Station, Restaurants, Residential Buildings, Schools, Asian Heart Hospital, etc. The 'G' and 'GN' 'G Text' blocks are also bustling with the presence of commercial establishments, residential and star category hotels such as Trident and Sofitel along with a Passport Office. The Mumbai Cricket Association has also been allotted a 5.2 hectares of plot for the development of an indoor cricket academy and 7.5 hectares of plot has been allocated for an Exhibition and Convention centre. Most of the service oriented infrastructure work including Water Supply, Sewerage, Telephone, Gas, Storm Water and Electricity has been completed. 18. WADALA TRUCK TERMINAL Mumbai Metropolitan Region Development Authority (MMRDA) is 46
appointed as Special Planning Authority on 3rd December, 2005 for Wadala Truck Terminal (WTT) admeasuring 109.24ha. The planning proposals and Development Control Regulations of the said Notified area excluding the land allotted to Mathadi Kamgar co-operative Housing Society was sanctioned on 10th January, 2011 with a global FSI 4.00. The plots within WTT, phase-I was allotted to BGTA and Mahasangh in expectation that their members would shift their transport activities to Wadala. However, it was observed that the pace of development construction activities in WTT, Phase – I was very slow and it never fulfilled the expectations. In the phase – I of WTT, 21 plots were allotted to BGTAand Mahasangh, out of which 12 plots were allotted to BGTAand 9 plots were allotted to Mahasangh. In the meeting of the Empowered Committee held on 5th June, 2010 under the chairmanship of Hon. Chief Secretary to GOM it was decided to shift Wadala Truck Terminal at Mankhurd or outside the Mumbai city and develop said area on the lines of Bandra-Kurla Complex. With respect to several projects like proposed Monorail Depot, proposed Metro and its depot, Lodha's development, land values have gone higher and further considering Mumbai's economic growth and commercial potential of Wadala, MMRDA has decided to propose this area as future commercial area on the lines of BKC. MMRDA has appointed the consultant for preparation of new Master plan for the said area and Master Plan is submitted to Govt. for sanction. In order to utilize the maximum FSI, it was decided to relocate the existing plots to a single plot. Several meeting were held with respect to relocation and the existing allottees (i.e. BGTA and Mahasangh) and they agreed for relocation of the plots for which the Memorandum of Understanding (MOU) has been executed between BGTA and MMRDA on 08th June, 2016, Mahasangh and MMRDA on 29thAugust, 2016 and Mumbai Pune Motarmalak Shramjeevan Premises Co. Op. Ltd. on 16th December, 2016. The Correspondences for signing the MOU with 47
other plot allottees are under process. Now, Govt. by its Notification dated 16th September, 2019 sanctioned Revised Planning Proposal along with DCR, for Wadala. 19. OSHIWARE DISTRICT CENTRE The Policy of “Optimal Regional Structure” of Regional Plan for Mumbai Metropolitan Region recommended development of Oshiware District Centre on Western Railway Line between Jogeshwari and Goregoan railway stations for decentralization of economic activities and absorbing existing and future growth to relieve Southern Mumbai of congestion. The Government of Maharashtra, therefore, appointed Mumbai Metropolitan Region Development Authority as a “Special Planning Authority” for the NotifiedArea of Oshiware District Centre on 18th June, 1982. The Planning Proposals for Oshiware District Centre prepared by the Authority have been approved by the Government on 16th January, 1992. The sanctioned Planning Proposals are being implemented as per the Government sanctioned policy of participation of land owners in which originally FSI 1.5 was permissible against prevailing FSI of one in the Suburbs of Mumbai to encourage land owners to participate in the development. Government by it is notification dated 18th November, 2015 has deleted the area west of S.V. Road from the jurisdiction of MMRDA and included the same in the jurisdiction of MCGM. The Government by another notification dated 18th November, 2015 has increased the FSI of Commercial (Integrated Development and Transformation) Zone from 1.5 to 4.0; for Residential, Residential-cum-shopping and Mixed Landuse from 1.5 to 3.0 and for Socio- Cultural and Public Utility and Services from 1.0 to 3.0. Accordingly, the Planning Proposals are being implemented. 48
20. BACKBAY RECLAMATION SCHEME BLOCK -III TO VI The Backbay Reclamation Scheme was originally planned by the State Government in 1920, consisting of eight blocks and till 1930 Blocks I, II, VII and VIII were reclaimed. In 1958 the Scheme was revived for Blocks-III to VI and till 1970, out of about 222 Ha, only 91 Ha. of land was reclaimed. In 1978 due to public criticism, the Government froze further reclamation. However, due to this abrupt freezing, truncated profile of shoreline and few awkward pockets were created and unauthorized reclamation still continued. The Government, therefore, vide notification dated 15th June, 1983, appointed Mumbai Metropolitan Region Development Authority as a “Special Planning Authority” for Backbay Reclamation Scheme (BBRS) Block-III to VI for providing comprehensive development. The Development Plan for BBRS prepared by the Authority has been approved by the Government in June, 2000 and March, 2001 and the same is being implemented. 21. CHATTRAPATI SHIVAJI MAHARAJ INTERNATIONAL AIRPORT NOTIFIED AREA (CSMIANA) Government by its Notification dated 14th May, 2009 appointed Mumbai Metropolitan Region Development Authority (MMRDA) as a Special Planning Authority (SPA) for Chattrapati Shivaji Maharaj International Airport Notified Area (CSMIANA). The land within CSMIANA area owned by Airports Authority of India (AAI) and AAI leased lands within CSMIANA to Mumbai International Airport Limited (MIAL) by executing Lease Deed on 26th April, 2006 for the period of 30 years, extendable further for period of 30 years. Government by its Notification dated 17th May, 2013 and 03rd March, 2014 has sanctioned the Interim Development Plan (excluding some portion) for CSMIANA. 49
CSMIANA covers an area of 802.03 Ha (1981.85 Acres), out of which 125.03 Ha (308.95 Acres) of land being under encroachment/slums is indicated as Excluded Portion (EP) in the sanctioned Interim Development Plan of CSMIANA. The preparation of Development Plan for the said area will be taken up post implementation of Rehabilitation Programme. 22. AMBARNATH, KULGAON-BADLAPUR AND SURROUNDING NOTIFIED AREA Mumbai Metropolitan Region DevelopmentAuthority is functioning as a 'Special PlanningAuthority' forAmbarnath, Kulgaon-Badlapur and Surrounding Notified Area. Development Plan for the said Notified Area prepared by the Authority has been sanctioned by the Government in July, 2005 with a Sanction to the Excluded Parts (E.P.) in August, 2008. The Sanctioned Development Plan is being implemented. Also proposals for Modifications under section 37 of Maharashtra & Regional Town Planning Act, 1966 in the sanctioned Development Plan are under process. In 2016 government added 11 villages of Panveltalukato Panvel Municipal Corporation. Then in 2019 Villages 1) Goteghar, 2) Bhandarli, 3) Uttar Shiv, 4) Nagaon, 5) Nariwali, 6) Bale, 7) Wakalan, 8) Bamali, 9) Nighu, 10) Navali, 11) Dahisar, Mokashi, 13) Waliwali and 14) Pimpri from Thane Taluka are excluded from the Navi Mumbai Airport Impact Notification Area (NAINA) and are included in Ambarnath, Kulgaon-Badlapur and Surrounding Notified Area. 23. NOTIFIED AREA OF 27 VILLAGES FROM KALYAN AND AMBARNATH TALUKA The Government of Maharashtra in August, 2006 appointed Mumbai Metropolitan Region Development Authority as “Special Planning Authority” 50
for 27 villages (approx. 50 sq.m. area) from Kalyan and Ambarnath Talukas of Thane District. After completing all the statutory procedures stipulated under the maharashtra regional & town planning act, 1966, MMRDA has submitted the draft development plan for Notified Area of 27 villages from Kalyan and Ambarnath taluka. The Government by Notification dated 11th March, 2015, dated 9th May, 2017 and 3rd June, 2017 sanctioned the Draft Development Plan for notified area of 27 villages under section 31 of the saidAct. 24. BHIWANDI SURROUNDING NOTIFIED AREA OF THANE DISTRICT Government of Maharashtra, in March, 2007 has appointed Mumbai Metropolitan Region Development Authority as “Special Planning Authority” for Bhiwandi Surrounding Notified Area covering 51 villages (revised 60 villages) (approx 144sq.m. area) from Bhiwandi Taluka of Thane District. After completing all the statutory procedures stipulated under the Maharashtra Regional & Town Planning Act, 1966, MMRDA has submitted the Draft Development Plan for Bhiwandi Surrounding Notified Area under section 31 of the saidAct. Thereafter, Government by Notification dated 11th March, 2015, dated 4th November, 2016, 10th March, 2017, 24th March, 2017 and 13th June, 2017 sanctioned the Draft Development Plan and Development Control Regulations for Bhiwandi Surrounding NotifiedArea under section 31 of the saidAct. 51
25. RESETTLEMENT AND REHABILITATION The MMRDA has undertaken many crucial and ambitious projects and more than 44,000 families and commercial activities, affected by the projects, have been resettled and rehabilitated. The rehabilitation has been carried out as per the policy approved by the Government for Mumbai Urban Transport Project and subsequently adopted for other vital infrastructure projects such as MUIP, Mithi River Development Project etc. except for the cut-off date. Most of the resettlement has been carried out in the 49 R&R colonies – located in the Mumbai Suburban District built and procured under the Slum Rehabilitation Schemes (SRS). Project affected families have been resettled in various colonies as shown here. 52

The Authority has also carried out following major post-resettlement activities:- 1. Established 478 Co–operative Housing Societies and 22 Associations of Co- operative Housing Societies. 2. Provided training to members of Co–operative Housing Societies. 3. Distributed 1,033 tenements as amenities to the Co–operative Housing Societies of PAPs. 4. Carried out one time repairs to buildings and common infrastructure such as STPs, septic tank etc. wherever necessary. 53
5. Managed maintenance funds Rs.20,000/- per tenement and distributed interest to Co -perative Housing Societies. 6. Provided livelihood support to vulnerable households. 26. FINANCIAL ASSISTANCE TO LOCAL BODIES MMRDA provides financial assistance in the form of grants and loans to Municipal Corporations, Municipal Councils, CIDCO, Maharashtra Jeevan Pradhikaran and other infrastructure agencies as provided in clause 21(a) of the Mumbai Metropolitan Region Development Authority Act, 1974. For this purpose MMRDA uses its own financial resources and funds that are provided by the State and the Central Government under various schemes. The Authority also worked as a coordinating agency for Mumbai Urban Development Project, JNNURM and The Mega City Schemes for multi-city projects. This includes project evaluation, recommendations of approvals, supervision of projects and submission of progress reports to the concerned authorities. Under its various schemes, the Authority has sanctioned financial assistance for infrastructural projects amounting to approximately Rs.8,000 cr. and distributed over Rs.6,600 cr. till end of December, 2019. 27. PROJECTS UNDER JOINT PROJECT DIRECTOR (TP) UNIT 1. E-Governance, Smart BKC and E-Buses: As per the policies of Government of Maharashtra (GoM) and Government of India (GoI), MMRDA has initiated implementation of E- Governance Project in MMRDA. The implementation is in two Phases with several initiatives like e-office, Scanning, Digitalisation, e-Tender, Web-Site 54
development, LAN module, R&R module, Smart BKC, ERP and Automated Building PlanApproval System etc. MMRDA has also procured 25 Diesel electric (Services) Hybrid Buses to promote green fuel in Bandra-Kurla Complex (BKC). The Buses are under operation Since, 16.03.2018. Apart from above, MMRDA has financially supported implementation of Wi-Fi Hot-Spot Project in Mumbai being implemented through DIT, GoM. MMRDAhas also implemented BKC CCTV Surveillance Project. 28. INTERNATIONAL FINANCIAL SERVICES CENTRE (IFSC) IN BANDRA KURLA COMPLEX (BKC) Government of Maharashtra has designated MMRDA as implementing agency for implementation of IFSC in BKC. MMRDA has also appointed global Consultants for preparation of Master Plan for IFSC in BKC which will be developed on an area of about 50 Ha. in BKC as SEZ. MMRDA applied to GoM & GoI for approval of IFSC, BKC as SEZ. Accordingly, GoM has recommended MMRDA's proposal to GoI. Officers of MMRDA, Railway, NHSRCL, IFSC consultant, Bullet Train Consultant had various meeting from time to time regarding integration of Bullet Train and IFSC. 29. PROPOSED GROWTH CENTRE IN KALYAN TALUKA The Govt. by notification dated 30th April, 2016 has appointed Mumbai Metropolitan Region Development Authority as the Special Planning Authority 55
for an area of approx. 1089 Ha. from the 10 Villages of Bhopar (part), Sandap, Usarghar (part), Gharivali (part), Mangaon (part), Hedutane (part), Kole, Katai (part), Nilaje (part) and Ghesar (part) from KalyanTaluka. The Authority in its 142nd Meeting held on 29th March, 2017 has by Resolution No. 1406 approved the proposal to develop the entire Growth Centre through one or more Town Planning Scheme (TPS). Thereafter, theAuthority has declared its Intention to prepare Town Planning Scheme No. 1 under Section 60(1) of the Maharashtra Regional and Town Planning Act, 1966 on 21st June, 2017. A Consultant has been appointed on 29th September, 2017 to develop proposed Growth Centre through Town Planning Scheme. The Consultant shall carry out survey for the entire Growth Centre area and there after shall prepare the Draft Town Planning Scheme for the said area and submit to the Authority. Thereafter, the Authority shall carry out the further statutory procedures as per the provision of Maharashtra Regional & Town PlanningAct, 1966. 30. MULTIMODAL TRANSPORT HUB (ISBT, BUS DEPOT & METRO YARD) ALONG WITH COMMERCIAL DEVELOPMENT AT WADALA, MUMBAI. In Order to regulate and Control the Inter State bus services and to coordinate those operated by other State Transport Undertaking (STU) and private sector, the development of Inter State Bus Terminal (ISBT) has become necessary. Based on recommendation of Comprehensive Transport study (CTS), Land has been reserved for development of ISBT in Wadala Truck Terminal. An Inter State Bus Terminal (ISBT) combined with a commercial development, BEST Depot and metro stabling yard has been proposed in BEST-Anik Depot. A 56
feasibility study shall be taken up and development can be proposed accordingly. Further the process of appointment of consultant for said project is initiated. 31. UPDATION OF COMPREHENSIVE TRANSPORTATION STUDY FOR MUMBAI METROPOLITAN REGION (MMR) To improve the traffic and transportation facilities in Mumbai metropolitan region (MMR) MMRDA, under Mumbai Urban Transport Project (MUTP) and with the technical assistance of World Bank completed Comprehensive study and Business plan in July, 2008. In the last decade, after the completion of CTS (2005-08) the MMR has seen major and remarkable development such Draft Regional Plan (2016-36), development plan of MCGM, MbPTs proposed development, Thane & Kalyan Growth Center, changes in the alignments of metro/mono highway. While preparation of DPRs, Wadala Notified Area etc. All these developments have major impact on the Transportation network as Recommended in earlier CTS 2005-08. In order to be in response of these developments, there was a need to update the CTS 2005-08. In view of the above, to enhance the traffic and transportation system of MMR Authority in its 252nd Executive Committee meeting and accorded approval for appointment of M/s.LEA Associate South Asia Pvt. Ltd., New Delhi, India & LEA International Ltd. Canada for the work of updation of Comprehensive Transportation study for Mumbai Metropolitan Region (MMR). So for the consultant has submitted the Draft Final Report in Sept., 2019 (DPR) and Final Report is expected to submit shortly. 57
32. FUNICULAR RAILWAY AT MATHERAN MMRDA was appointed M/s. RITES Ltd. for carrying out feasibility study for Funicular Railway at Meatheran in 2009 as submitted the same in 2010. Now MMRDA has again initiating to implement Funicular Railway at Matheran. However there is need to updated the feasibility report due to following reasons. 1. Change of Geographical area. 2. Increasing of population. 3. Const estimated base year 2009 price level. 4. Upgradation of technology. To review and update the feasibility study for Funicular Railway at Matheran M/s.RITES Ltd. have been appointed as a consultant on single source basis. Consultant has submitted the final updation report and the same were approved by Hon.ble Metropolitan Commissioner MMRDAin June 2019. 33. URBAN ROPEWAY PROJECTS MMRDA is focusing to make Mumbai Metropolitan Region as a primary destination of economic activities by promoting infrastructure development and improving the quality of life in it. In order to improve traffic and transportation scenario in Mumbai, MMRDA is implementing more than 300 km of Metro Network in Mumbai Metropolitan Region. This metro network will connect the unconnected areas in the region and important railway stations etc. In order to accommodate transport system where narrow roads are available, to cross the dense areas, creeks in shorter time and to connect Borivali & Gorai with proper, reliable transport system, MMRDA has identified initially 58
around 15 kms of ropeway alignments which will act as a feeder system to Metro Line 2A. These ropeways will be covering the areas of Essel World, Gorai, Manori, Malad etc. MMRDA has appointed M/s Indian Port Rail and Ropeway Corporation Ltd. (IPRCL) as consultant to prepare DPR and tender documents for following two ropeway corridors. 1. Malad to Marve (Approximate Length 4.5 Km) ropeway corridor 2. Borivali to Gorai (Approximate Length 8 Km) ropeway corridor The preparation of DPR and tender documents for implementation of Malad to Marve and Borivali to Gorai ropeway corridors on PPP mode is under process. These proposed Ropeways will reduce the overall journey time to reach Malad & Gorai village from Malad & Borivali respectively. This system will be environment friendly. 34. MMR-HERITAGE CONSERVATION SOCIETY AND MMR-ENVIRONMENT IMPROVEMENT SOCIETY In order to focus attention on important issues relating to heritage conservation and environmental protection and improvement in the Region, the MMRDA had established the MMR-Heritage Conservation Society (MMR- HCS) and the MMR-Environment Improvement Society (MMR-EIS) in the year 1996. These two societies were registered under the Societies Registration Act, 1860 on 14th November, 1996 and under the Mumbai Public Trust Act, 1950 on 6th February, 1997. The MMRDA had provided an interest-free loan of Rs.5 crores to each society on the condition that the interest earned on this loan was to be 59
utilized to achieve the objectives of the societies. MMR-HERITAGE CONSERVATION SOCIETY (MMR-HCS) The main objectives of the MMR-Heritage Conservation Society are to develop a database, impart training and create awareness in Heritage Conservation, provide financial assistance to conservation projects and to promote networking of various agencies. To achieve these objectives, the MMR- HCS has so far supported 76 projects, involving survey, documentation and preparation of guidelines for major heritage precincts and for actual conservation and Training programmes. The total approved cost of these projects is Rs.7.93 crores. Some of the important projects, which are in progress, are:- 1. Training programme on 'Built Heritage Studies and Conservation' in Collaboration with Chhatrapati Shivaji Maharaj Vastu Sangrahalaya and JJ College ofArchitecture. 2. Development of Heritage Information System for MMR-HCS. 3. Heritage Signs and Street Furniture for MMR: Phase-1–Preparation of Design Manual with guidelines for street furniture and signage and design details for a precinct. 4. Heritage Education: What, Why and How. 5. The Heritage Handbook - Fort 6. Documentation of Forts in MMR MMR-ENVIRONMENT IMPROVEMENT SOCIETY (MMR-EIS) The main objectives of the Environment Improvement Society are to promote protection, preservation, improvement and monitoring of Environment in MMR and adopt all such means to achieve the objects incidental or ancillary to the attainment of main objects. In order to achieve the objectives, the MMR- 60
Environment Improvement Society has so far supported 91 projects. The total approved cost of these projects is Rs.9.63 crores. 1. Training programme on Capacity Development in Environment Management in MMR in collaboration with K.J. Somaiya College of Science and Commerce. 2. Bacterial driven strategies to decontaminate toxic heavy metals from Mithi River using Bio-remediation process. 3. Microalgae Cultivation –An effective solution to air pollution. 4. Baseline status of ambient air quality in and around open dumping sites with emphasis on odorous compounds. 5. Development and Demonstration of Air Filtration Unit for Removal of Particulate Matter, VOC and NOx. 6. Inventorisation of Water Bodies in MMR other than Greater Mumbai 35. TRANSIT ORIENTED DEVELOPMENTS With accelerated development of mass-transit systems and other public transit systems in Mumbai and Mumbai Metropolitan Region, there is a need to develop efficient, attractive equitable, inclusive safe and environmentally sound development along the transit within the framework of a competitive market economy. Efficient sustainable, and equitable, Transit Oriented Developments (TOD) are key to the economic and social development of MMRs growing cities. Successful Urban Development is achieved through Urban Planning that focuses on movement of people and extensive use of the Public Transport along the transits rather than vehicles, a goal clearly expresses in National Transit Oriented Development Policy, (NTODP) by the Ministry of Urban Development 61
(MOUD), Government of India (GOI). The Focus of the NTODP is – Creation of high density mixed land use development in the influence zone of transit station i.e. within walking distance of 500 m – 800 m. transit station or along the corridor in case the station spacing is about 1 km. This policy advocates pedestrian trips to access various facilities such as shopping, entertainment and work. 36. “PREPARATION OF DETAILED LAYOUT MASTER PLAN WITH URBAN DESIGN GUIDELINES FOR VARIOUS PROPERTIES OF CHILDREN'S AID SOCIETY (CAS).” 1. The Governing Council of Children's Aid Society (CAS) working under Woman and Child Development Department in the meeting on 15th October, 2015 under the Chairmanship of Hon. CM (Home Minister) GoM suggested MMRDA to develop a Master Plan for various properties of Children's Aid Society (CAS) located at Umarkhadi, Matunga, Mankhurd and Borla within Mumbai having total area of approximately 70 acres. 2. Subsequently, w.r.t to the various meetings and the letter dated 14th May, 2018 of Secretary, Women and Child Development Department, as MMRDA is an independent Planning Authority, the said Dept. requested MMRDA to undertake the Preparation of Master Plan for various properties of Children's Aid Society located within Mumbai. 3. Accordingly, the e-RFP was floated on 15th February, 2019 for the appointment of Consultant for preparation of Master Plan with Urban Design Guidelines for various properties of CAS. After completion of the tendering process for selection of the consultant, M/s.DDF Consultant Pvt. Ltd. with its 62
consortium partner Mode Design Pty. Ltd. has been appointed as a Consultant. The Design Review Committee (DRC) has been appointed to review the work of the Consultant and presently the work of the said project is in the process. 37. JAWAHARLAL NEHRU NATIONAL URBAN RENEWAL MISSION The Government of India has started the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) in the year 2005-06 for a period of 7 years and further extended for 2 years up to 31stMarch, 2014. A transitory phase under JNNURM was sanctioned in the financial year 2013-14 and is continued till March, 2017. The aim of the scheme is to improve urban infrastructure and urban governance as well as to provide basic services to the urban poor. Under the Urban Infrastructure and Governance (UI&G) component of the Mission, funds are provided to the extent of 50% to 80% of the project cost depending on the population of various cities, by the Central and State Governments whereas the balance funds have to be raised by concerned ULBs. Under the Buses and Ancillary Infrastructure project, funding is given to procurement of Buses,Allied Infrastructure and Depots. The funding pattern varies from 50% to 80%. The mission mandates to carry out State level and Urban Local Body (ULB) level obligatory and optional reforms to obtain funds under the Scheme. The City Development Plans (CDPs) and Detailed Project Reports (DPRs) are considered by the State Level Steering Committee (SLSC) under the Chairmanship of the Hon'ble Chief Minister and are recommended for approval to the Central Government. The Central Sanctioning and Monitoring Committee (CSMC) constituted under the Secretary, Ministry of Urban Development, Government of India, approves DPRs and the release of funds for projects. 63
In Maharashtra, the urban agglomerations of Greater Mumbai, Pune, Nagpur, Nashik and the city of Nanded-Waghala are included under the Scheme. The funds under the UI&G sub mission were made available for projects of cities such as Mumbai, Thane, Kalyan-Dombivali, Navi Mumbai, Mira-Bhayander, Ulhasnagar, Ambernath, Kulgaon-Badlapur, Pune, Pimpri-Chinchwad, Nashik, Nagpur & Nanded which are part of these urban agglomerations. The cities of Solapur, Vasai Virar and Kolhapur were also eligible for projects under the Buses & Ancillary Infrastructure. The State Government has appointed MMRDA as the State Level Nodal Agency (SLNA) for the Urban Infrastructure and Governance Component of the Mission. After their appraisal by the MMRDA (SLNA), the State Level Steering Committee (SLSC) has recommended for approval of City Development Plans (CDPs) and the Detailed Project Reports (DPRs) of Greater Mumbai, Thane, Kalyan-Dombivali, Navi Mumbai, Mira-Bhayander, Ulhasnagar, Ambernath, Kulgaon-Badlapur, Pune, Pimpri-Chinchwad, Nashik, Nagpur & Nanded and so far 250 DPRs have been submitted for the approval of the Central Government. Government of India has released an amount Rs.5,177.80 crores and Rs.1,992.75 crores are released by Government of Maharashtra till the month of November, 2019 as their respective shares of funding. So far 99 (78 UI&G+17 Buses+4E Governance) are completed and other projects are under different stages of implementation. The Govt. of India has decided that all projects sanctioned up to 31st March, 2012 in which 50% or more of the ACA has already been released and physical progress is 50% or more on 31st March, 2014, such projects will be funded under AMRUT as JNNURM scheme has come to an end. The Govt. of India grants will be limited to 50% of the approved cost or actual cost whichever is less. 38. URBAN INFRASTRUCTURE DEVELOPMENT SCHEME IN SATELLITE TOWN (UIDSST) The UIDSST Scheme was initiated by Government of India taking into account the rapid urbanization of selected towns around million plus/large cities. The Vasai-Virar City Municipal Corporation is included in this UIDSST Scheme. The Government of India has approved 2 projects i.e. Solid Waste Management & Underground Sewerage System costing Rs.97.95 Cr. under this Scheme. The MMRDA was appointed as State Level Nodal Agency for this sub-mission on 26th September, 2012 by the Government of Maharashtra. The Government of India is providing 80% grants and the Government of Maharashtra providing 10% grants at of total project cost. The Government of India has released an amount of Rs.58.78 Cr. and the State Government has released an amount of Rs.7.35 Cr. to Vasai Virar City Municipal Corporation. MAHARASHTRA NATURE PARK Set up for providing Nature Conservation awareness & education, Maharashtra Nature Park (MNP) is one of the finest facilities gifted by Mumbai Metropolitan Region DevelopmentAuthority for the city of Mumbai. Even though the MNP has created on an erstwhile garbage dump, this tiny space located on the Bandra-Sion Link Road, is a place to see how nature responds to human interference with Nature. Once an abused land (by humans), it is now thriving lush green forest (of course again by human involvement) with more than 500 plus varieties of plants. This city forest supports a population of more than 100 plus varieties of birds and about 75 kinds of butterflies. Numerous other life forms also preferred to take refuge here, as the life is returning back to ease. 66
On the periphery of the Park is, the Mithi River, which supports a lush evergreen mangrove forest. This estuarine vegetation and the surrounding mud flats are favorite roosting spots for migratory and aquatic birds that winter in the Indian subcontinent. Managing a Garbage Dumping site is a global problem now for almost all the countries. MNP being a trend setting solution for this problem, People from different cities and various countries pay special visit to the park to see the efforts and to experience the effects. The efforts made here are well appreciated by all the people including dignitaries and the scientific community across the world. The nature awareness programmes and activities continue to benefit the thousands of visitors to the Park. The participation in the programmes like Nature Trail, Seminars, Workshops or training programmes conducted by the Park enriches visitor's understanding about Nature conservation. The Park has taken enthusiastic and innovative approach for expanding the horizons of knowledge of the people so that they understand the intricacies of Nature in its true intensity. Now the Park has became a symbol of “hope for better environment tomorrow” for the city of Mumbai. 40. OUTERAREAROAD DEVELOPMENT SCHEME MMRDA is implementing Outer Road Development scheme since 1986. In this scheme MMRDA was providing 90% grant assistance to local bodies for construction/upgradation of roads in the outer area of MMRDA excluding Municipal Corporations. Afterwards, considering the financial weak condition of local bodies, it is decided to increase the grant to 100% during 141st Authority meeting held on 19/10/2016. Purpose of scheme is to help local bodies for developing roads i.e. 67
essential for mobility and connectivity in MMR and ensure access for ST bus service to local people and other public transport throughout the year. Under this scheme works costing less than Rs.5.00Cr. are being taken up by the local bodies and the works costing Rs.5.00 Cr. and above are undertaken by MMRDA. Zilla Parishad/Municipal Councils submits proposal for grant assistance to MMRDA, which includes technically sanctioned detailed estimate along with resolution of local body. 68
