WHAT WE DO CURRENT PROVISION 2 Since registering as a charity in November 2017, RMF has developed its football provision for young people (5-19). It now includes... • A football academy, with over 600 players aged between 5-14. • Curricular and extracurricular activities to a number of local primary & secondary schools. • H oliday courses throughout the academic year (with over 2,000 participants for 2019/20). • A post-16 academy at a local further education college. • Managing Hove Park facilities as part of a 15-year lease for the Hove 3G pitch (now with record numbers of participants). In April 2018, RMF expanded its provision by winning a European Social Fund project to help upskill the local workforce by offering mathematics courses (Level 1 & 2). This project was successfully completed in September 2020.

WHAT WE DO | CONT’D RMF have also set up an alternative provision centre which is funded by the local authority and all 10 Brighton & Hove secondary schools. This provision is a 12-week course for 11-14 year-old students who are struggling with full time education. Their success is measured on attendance, academic progress and measured improvements in social and emotional wellbeing. RMF is now in the process of setting up another centre in Worthing which will be funded by West Sussex County Council (WSCC) and local secondary schools. It is also working in partnership with WSCC to set up centres in Bognor & Crawley. EXPERIENCE IN FACILITY MANAGEMENT (HOVE PARK 3G PITCH) RMF took control of Hove Park 3G in April 2018 on a long-term lease and attained full responsibility for the site including operating hours, maintenance and community usage. There is a live booking system which enables RMF to monitor and manage all bookings. A team of trained staff follow strict maintenance guidelines. As with any artificial surface, combining daily and weekly in-house routines with specialist deep-cleaning works is the key to successful 3G pitch maintenance. Drag brushing is carried out weekly to maintain a consistent distribution of rubber infill and raise the carpet pile. As part of our tender we set out our own internal targets to ensure we deliver a community- based venue that is affordable, well-managed and catering for all genders, ethnic groups, disability groups, schools and grassroots. Below are some of our internal measures we have in place to achieve this: • Site is always staffed while open to ensure fair and safe play is adhered to. • Pitch hire is affordable and relevant to each group’s circumstances. • Concessions are applied to encourage usage for grassroots mini-fixtures. • Bursary options allow some free usage for school, disability, and specialist events. • Internal programmes include sessions for U6s, girls, boys, disability and over 50s. • Walk-on options support affordable usage for local youth groups. • School holiday clubs offer suitable and safe childcare options for working families. • Limited free places at our sessions for financially-challenged families. These include West Sussex County Council, Sussex FA, University of Brighton, Varndean College, The Professional Footballers’ Association, local primary schools and various leisure centres. 3

SOUTHWICK FOOTBALL CLUB BUSINESS PLAN For local people; all ages Our vision for Southwick Football Club Renovated pitch; 3G coming A new community facility which houses a local club and is Education & health courses available to people of all ages. It will become a venue for youth representative matches, including Sussex Schools and Brighton & Hove District teams. • T he grass pitch is renovated and made available for football matches from 2021 to 2024. A new all-weather cork-based 3G pitch will replace the grass pitch for the 2024/25 season. The current club house will be demolished and a new one built which can house educational courses and health initiatives on non- match days. We currently run an alternative provision centre for all 10 secondary schools in Brighton & Hove at Brighton Youth Centre and would plan to house a similar centre at Southwick. We will also work with Public Health England to provide health improvement courses for the local community. • W e will base our offices (initially at Southwick Leisure Centre) at Old Barn Way. • In the short and medium term, we will work in partnership with Southwick Leisure Centre for match and non-match day activities. PROPOSED ORGANISATIONAL STRUCTURE RMF to manage the facility and sub-contract out to partner organisations including senior men and women football teams and Saferide. RMF would require representation on the football clubs’ boards to ensure the smooth running of organised football activity. (It is essential that all parties can work successfully together for the benefit of the community.) RMF has been approached by a variety of organisations interested in sub-letting from the eventual leaseholders. If successful, RMF will be keen to work with any of these organisations subject to written agreements. SUGGESTED PHASES PHASE I JANUARY 2021–AUGUST 2021 1. a) Pitch & floodlights repairs to ensure that football matches can be played from August 2021 onwards. b) Site made secure. This would include improving the perimeter fence. 2. D emolish current club house (depending on discussions with Adur & Worthing DC) 4

3. RMF to potentially move offices from Southwick Square to Southwick Leisure Centre (depending on availability of space). This will help with security of site. 4. Capital funding applications for a rebuild (for example to the Football Foundation, Education Endowment Fund, etc) to incorporate... • A multi-use space to be used as a classroom during the day and as a hospitality area for match days. • C hanging rooms & toilets • O ffice space for 20 RMF staff PHASE II AUGUST 2021 – MAY 2022 1. Pitch & floodlights operational P itch to be used throughout the week by local schools, RMF academy players (including post-16) & senior men’s team & a women’s team representing Southwick. 2. U se of Southwick Leisure Centre changing rooms and café/bar area to be made available for RMF to serve parents and supporters. (There are other examples in Sussex of where leisure centres and football clubs share facilities.) 3. P arking for the football pitch users made available at Southwick Leisure Centre car park (as current car park is now to be used by Saferide). PHASE III MAY 2022 – AUGUST 2023 1. Building of new club house and changing rooms Southwick FC 2. Application for funding of 3G pitch PHASE IV MAY 2024 - AUGUST 2024 1. Digging up of grass pitch 2. Laying of 3G pitch FINANCE PHASE I (JANUARY – AUGUST 2021) 1. Pitch improvements - to make pitch useable – £1,500 approx. 2. Demolition of club house, changing rooms & covered stand - £50,000 approx. 3. A dvertising barriers/rails and perimeter fencing, carpark etc - £53,650 (in dilapidation schedule provided by local authority) PHASE II (AUGUST 2021 - MAY 2022) 1. Pitch - Ongoing upkeep – £16,000 pa approx. PHASE III (MAY 2022 – AUGUST 2023) 1. Architect & structural engineer - £30,000 approx. 2. Building (includes club house, bar, changing rooms and covered stand) - £400,000- £500,000 approx. PHASE IV (MAY 2024 - AUGUST 2024) New cork-based 3G pitch (including perimeter fencing) - £500,000 approx. References and letters of support available on request 5

SOUTHWICK FOOTBALL CLUB BUSINESS PLAN Key people Russell Martin Russell was born and grew up in Brighton and is currently the manager of MK Dons Football Club. Prior to this he played over 500 games as a professional player, many as captain of Norwich. He also played 29 times for Scotland. Despite his high profile and busy career, Russell takes a keen interest in his charity and often finds time to coach the young players that attend the football sessions. He is committed to ensuring that a prime focus of any capital development at Old Barn Way is environmentally sustainable. Dr Alan Sanders Chief Executive of Russell Martin Foundation (ex- managing director of Albion in the Community (AITC) and ex-director of Charlton Athletic Community Trust (CACT)). Alan has been involved in football throughout his career. This was initially as a PE teacher in which he managed district and county football teams as well as being a member of the Sussex FA board. He then went on to be managing director at AITC and director at CACT before becoming Chief Executive at RMF. Gary Mansell Head of Football at Russell Martin Foundation Gary has been with the Russell Martin Foundation, initially called the Russell Martin Academy, from its inception in 2016. It is now a registered charity. Gary has played a pivotal role in the creation and role of all football programmes which now deliver structured sessions to over 600 young players on a weekly basis. Gary also supported the growth of our school provision which continues to grow under the guidance of Sergio Torres, another founding member of the organisation. Further to this Gary alongside Russell Martin himself was instrumental in the procurement of Hove Park 3G and the infrastructure behind what has been a successful, well maintained, and prosperous venue for the charity, its members, and the local community. Gary currently manages both district and county youth football teams. Donna Cox General Manager & Manager of Hove 3G Pitch Donna is another of the founding team members that has played a significant part in the creation and continued success of the Russell Martin Foundation. Donna has also helped to oversee the growth of the organisation. She holds a position on the senior management team and is central to day-to-day operations. Donna holds several roles within the charity overseeing the day- to-day finances, operations, health & safety, and welfare of all our staff and members. Alongside her many other roles Donna also manages the Hove Park 3G site ensuring that it is maintained and run to the highest possible standards. 7
