Supporting troubled families. St.Marys – Oldham.

Understanding Troubled Families July 2014.• In December 2010, David Cameron created the goal to change the lives of 120,000 troubled families by 2015.• £448 million was drawn from the budgets of six government departments.• Families must meet at least three of the four criteria to receive help under the Troubled Families Programme:• Being involved in anti-social behavior or youth crime• Have children in the family who are regularly not in school or truanting.• Have an adult who receives out of work benefits• Cause high costs to the tax payers.• All 152 upper tier local authorities in England agreed to be a part of the Troubled Families Programme and receive £4000 per family from the government.

St.Marys• The population in St.Marys is unusually young with 31.2% aged 0-15.• The area is predominantly south Asian, 41.9% Pakistani, 34% white, 8.6% Bangladeshi and 8.2% other non-white.• Household Income is the third lowest in Oldham at £18,391, compared to the Oldham average of £23,920.• Employment rate is 43.7% compared to the average of 58.2%.• Benefits are claimed by 17.5% compared to the Oldham average of 13.1%.• There are 15.7% (13.1%) lone parent households and 15.7% (7.5%) overcrowded households.• 41.2% of adults in St.Marys have no qualifications compared to the average of 29.6%• Early years development is very low in St.Marys, only 30.3% of boys and 51.2% of girls reach a reasonable level of development after foundation stage.• Crime rates in St.Marys are very high and there has been a rise in the serious crimes including assault and actual bodily harm.

Links between St.Marys and the Troubled Families Programme.In the Troubled Families Programme, the sample (1048) of troubled families taken has similarcharacteristics of those families currently residing in St. Marys, Oldham. These include:• 40% had three children or more in their families compared to 16% nationally, St.Marys has 19.4%• 82% of families had a problem regarding their education, St.Marys has 41.2% of adults with no qualifications at all and 4.6% of NEET.• 54% of families have involvement in crime or anti-social behaviors, St.Marys is the fifth highest for anti-social behavior in Oldham and has had a rise in serious crimes including assault.• In 74% of families no one was currently working, St. Marys has 1544 total out of work benefit claimants.

Early Help - Oldhamhttp://clipart-library.com/images/pcody7zqi.jpg • “Oldham is taking part in a national Programme to ‘turn around’ the lives of families who need support to get them back on track.” • Oldham has specifically designed an early help service that helps to work alongside families who want to help themselves. • There are many families who have in the past have struggled with help from services, Early Help focuses on these families. Families who have two or more of the following: • Children or parents involved in crime/anti-social behavior • Children who have not been attending their school regularly • Children who may need help e.g. children under a protection plan. • Adults who are out of work or at risk of financial exclusion and children who are possibly at risk of worklessness • Families experiencing domestic violence or any forms of abuse. • Families with a range of health problems.

Early years developmentButler (2018) wrote an article regarding how children from Oldham are more likelyto be poor than anywhere else in the country. She states “One in three five year oldsin Greater Manchester struggles to ‘form a sentence or express feelings’”.This links into the low statistics shown in St.Marys of only 30.3% of boys and 51.2%of girls reaching a reasonable age of development after foundation stage.In the Oldham community there are 2 Year Funding schemes available. Families areentitled to this if for example they receive income support or support throughimmigration or asylum act.Beever Children’s Centre is open in the area and has a wide range of supportincluding Health services, learning and development services and a toy borrowingsystem. Child PovertyRoyston (2017) shows in his article that the new two-child limit for tax credits claims will affect around 3million children.64% of children who are going to be affected are already part of a low income family.108000 families in the north west will be affected by the new 2 child limit.There will be 376500 children in affected families in the north west.63% of the children affected are in working families in the north west.Royston (2017) mentions how the government needs to seriously reconsider their approach to this policy.The government put the policy into place on the 6th April 2017 and any children born after this into afamily with two children already will not receive benefits unless special circumstances apply.According to Butler and Arnett (2015), the government believe the two – child limit is about ‘fairness’ andthat households who don’t work should not get more in benefits than the average working family gets ayear. The government argue that the benefit limit is an incentive to encourage people to start working.In St.Marys, 15.7% of households may be affected by this.

Education and Employment http://cliparts.co/cliparts/6ip/6gG/6ip6gG54T.jpgFree2Learn in Oldham is providing free courses to job seekers and young learners to help build up on learnersskills and abilities, which will help to break the unemployment circle within Oldham currently.Free courses include security, construction, hospitality and retail.Care to Learn grants are available from Oldham Council, helping teenage mums stay in education byproviding £160 a week to help.Discretionary Learner Support is available for mothers 20 years or over who may need help to pay forchildcare whilst still learning.Get Oldham Working was created in 2013 and has currently created up to 3,000 jobs, work experience andapprenticeships within Oldham.They offer free services to users including, job fairs, career advancement service and skills foremployment.Oldham has created a work and skills strategy for 2016-2020 its four aims are to create more jobs, socialregeneration and in-work progressions, support a thriving private sector and deliver the Oldhameconomic and skills commission (OESC) recommendations and improve the colleges.

St.Marys regeneration http://www.clipartbest.com/cliparts/7ca/LqM/7caLqM5Ai.jpgIn 2010, funding was secured by Contour Homes to create a housing development to replace run downhomes in St.Marys, Oldham.The Oldham Council approved the development to create 93 new homes, including 41 shared ownershipand 52 social rented housing.In 2013 work was completed and families could enjoy their new energy efficient homes to help improvethe fuel poverty in St.Marys.Contour homes provided an employability programme to help build the homes encouraging 18-24 yearolds from the area into work.In October 2013 the work was awarded the Royal Town Planning Institutes (RTPI) North West planningachievement award.In April 2014 the work was also awarded The best social and affordable homes project at the BuildingExcellence Awards.

Conclusion In conclusion, the research founded for this project shows the efforts of Oldham to create ahttp://familyengagement.nipissingu.ca/wp-content/uploads/sites/26/2015/03/community.gif better town for the residents who live and work there. They have improved work forces and continue to do so with the Work and Skills strategy 2016- 2020. They have improved social housing and fuel poverty with the homes regeneration within St. Marys. Oldham are also seeking to improve the lives of children by providing health care facilities and sure start centres within reach of local communities. Oldham have set up an Early help scheme to help provide care to families in need.
