2 Yes, “Plainview Possible” CONCEPTUAL EXTERIOR PERSPECTIVE PLAINVIEW COMMUNITY CENTER The PLAINVIEW POSSIBLE CAMPAIGN is being led by a committed group of community volunteers to raise the funds necessary from the surrounding area to enable construction to begin in 2022. We would like to invite you to be a part of this Campaign. In 2018 and 2019, the community and youth of Plainview responded to a survey from Plainview Economic Development asking respondents to proritize the need for a community center in Plainview and rank the amenities from highest to lowest. 75% of survey respondents placed the community center as a high to moderate priority for Plainview. Following the survey results, a steering committee was formed to further develop the project. The com- mittee worked with city engineer Miller and Associates to produce a floor plan, exterior rendering, and site plan. Plainview is our home, and we are deeply committed to making this project happen. One seldom has the opportunity to create a significant, long-lasting impact on their city. 3 ECAP Results Priority Level for Building EŽƚĂƉƌŝŽƌŝƚLJ New Community Center ϭϱй Plainview is currently exploring building ,ŝŐŚĞƐƚƉƌŝŽƌŝƚLJ >ŽǁƉƌŝŽƌŝƚLJ a new community center. Respondents ϮϮй ϭϯй were given a list of items and were asked which they would like to see in- DŽĚĞƌĂƚĞƉƌŝŽƌŝƚLJ cluded in that building. At least four in ϱϬй 10 respondents said they would defi- nitely like to see the following included in the community center: an indoor walking/running track (60%), activity center (53%), before/after school pro- grams (42%), basketball courts (41%) and large meeting/conference rooms (41%) We are committed to raising resources both from within and beyond Plainview and Pierce County through a variety of sources including state, federal, foundation and corporate grants, and individual gifts. The City of Plainview, Plainview Economic Development and Pierce County Economic Devel- opment (PCED) are working diligently to secure major grants for the building and child care facility - but we must show these organizations that our community is solidly behind the project. The Plainview Community Center Steering Committee will also be fund raising an additional $1 million dollars for an endowment that will be dedicated to the ongoing maintenance and operation of the facility. This endowment ensures that any future cost associated with the community center will not fall to local tax payers. The revenue-generating portions of the building include the Early Childhood Education Center, the 24-hour fitness facility, and conference, event, commerical kitchen and concession stand spaces. 5 What will this building provide? The components of this project are important to Plainview and Pierce County's long term success. We will increase early childhood education options, add a new indoor track - unique in the county - expand available event and conference spaces, offer a new full sized basketball court, tennis courts, and a 24-hour fitness facility. Early Childhood Education - We will significantly increase the available child care options in the area by offering a 70-child center for ages 6 weeks to 12 years, it will be the largest licensed, full-time, year-round facility of its kind in the county. The center will feature infant, toddler, and preschool rooms that offer quality early education programs as well as an after school care program. Full-size indoor basketball and tennis courts - These will be installed to sup- port our thriving youth, sports organizations, and community residents. The courts will also provide space for group exercise classes, programs for older adults, and youth programs. These programs cultivate the values, skills and relationships that lead to pos- itive behaviors, better health and educational achivement. Indoor Walking/Running Track - An indoor walking/running track for year-round use will be added above the basketball court to offer flat, smooth-surfaced exercise op- tions in a monitored, climate-controlled setting. The Plainview Community Center will be the only facility in Pierce County with an indoor walking/running track, which encour- ages movement year-round for all ages. Event and Conference Space - An event space for 600 people including a stage is connected to the basketball court. A removable wall expands the event space to 1,100 people. This space can also be used for conferences, weddings, community gatherings, concerts, plays, movie nights, sport clinics, vendor and health fairs, vaccine clinics, an emergency shelter, and more. Commercial Kitchen, Concession Stand, Youth Lounge - The building features a commercial kitchen and cooler that can be used for catered events, as well as by residents who need a commercial kitchen to produce and sell food items. This area will also house the weekly food pantry and operate the monthly food distrubution. Concession stands are provided to area groups and organizations for sporting and other events. The youth lounge is a dedicated space for middle and high school students to study and gather.

The PBCF’s role has been to assist the City of Plainview and the Pierce County Economic Development Board with finding the 25-45 percent matching funds that will be necessary to leverage the rest of the funding. 7PLAINVIEW MIDDLE OF EVERYWHERE Partnership & Ownership The Plainview Community Center will be owned by the City of Plainview until such time that any awarded grant dollars expire. Ownership of the building will then transfer to the nonprofit arm of Pierce County Economic Development PCED, Inc., will install a local, five-member board to man- age the building and long-term endowment. The City of Plainview, Plainview Economic Development, and the Plainview Com- munity Building Steering Commitee have partnered with the Plainview Brunswick Community Fund, a 501(c)3 charitable non profit for the fundraising portion of this building project.
