It is the judgment of the AACL that the DHS (ICE) processing of the FOIA request that was assigned Case No.: 2023 – ICFO – 23335 was inconsistent with their previous processing of the FOIA request they had assigned Case No.: 2020 – ICFO – 82819 because of their failure to make clear the exact nature of the formal/informal ties they have with Rutgers University (located in New Jersey).
