PSS Report to PMSC 20 January 2021 01 Harbour Master: National Occupational Standards Apprenticeship and Certificate Bespoke marine skills for the port sector... The Harbour Master NOS have been re-submitted to the NOS database following technical amendments and are being reviewed for approval by the four nations representatives. The Harbour Master Trailblazer Apprenticeship is available in England (code STO765). This level 6, apprenticeship typically takes 48 months; the max funding is £23,000. Funding arrangements are different in the devolved nations. The Harbour Master Certificate is available through the UK Harbour Masters Association. The Certificate is the only one recognised by the MCA for the role of the Harbour Master. It is a significant example of the industry, regulator and workforce representation working together to raise standards and open up opportunities for career development in the industry. At the request of the PMSC/MCA, PSS set up a working group to look at boarding, landing and vessel to vessel transfer safety. It has become clear that other parties were working on cross-over aspects of this topic, including the UKSON Pilot Transfer Safety Working Group and the periodic, BPA led, Pilot Boarding and Landing Code review. PSS Report to PMSC 20 January 2021 03 UK Port and Marine Accidents Target zero preventable workplace fatalities... In 2018/19 across the whole of GB, 147 workers were killed at work. This excludes road traffic accidents. In 2020 we are aware of 2 fatalities associated with port operations; one during a RoRo operation and one involving a lorry driver. This is fewer than in 2019. The UK Port Industry reportable injury rate in 2019 was 1.27 (down from 1.33 in 2018). RoRo - 7 Leading principles 04 Preventing workplace fatalities... The 7 leading principles of Safety in RoRo Operations has been collectively produced by the port industry with the support of Port Skills and Safety. As reported to the PMSC Steering Group in July, with the publication of the MAIB Cherry Sand report, it was clear that additional sector level guidance was needed. In line with our report to PMSC, a joint (ports, UKHMA, HSE and Unite) working group produced the guidance which was published Nov 2020. Additionally PSS partnered with BTA to ensure consistency between their 'wet-side' and our 'dry-side' guidance.
