In ajcvSr;f wp&f yjf zpof n/f þtci;f tusi;f atmuwf Gif this context, political parties commit to Ekid if aH &;ygwrD sm;onf 'rD kud a&puD saom aq;G aE;G rrI sm; fostering democratic dialogue and to jzpxf Ge;f a&;? rwluGJjym;rIukd totd rSwjf yKvucf HNyD; cooperating together accepting and recognising twwl uG y;l aygi;f aqmi&f uG af &;qoD kYd taxmutf ul diversity. jyKrn[f k oabmwlqHk;jzwof n/f 23

The Code of Conduct for political parties and þusi0hf wfonf Ekdiif Ha&;ygwDrsm;tm;vHk;\\oabm candidates (the “CoC”) is a set of ethical wlnDcsufjzifh a&;qGJxm;NyD;? ¤if;wdkUudk vufawGU principles developed with the consensus of taumiftxnfazmfMurnf jzpof n/f þusihf0wf political parties. The political parties have onf jynfaxmifpkor®wjrefrmEdkifiHwGif w&m;0if consented to follow these principles. This CoC rSwfyHkwifxm;aom EdkifiHa&;ygwDrsm;? r[mrdwf will apply to political parties officially tzGJUrsm;? nGefUaygif;ygwDrsm;ESifh a&G;aumufyGJ0if registered in the Republic of the Union of woD;yk*¾vrsm; (Ekid if aH &;ygwrD sm;rS wm0e&f oSd rl sm;? Myanmar, political parties’alliances, coalitions ygwD0ifrsm;? vTwfawmfudk,fpm;vS,favmif;rsm;? of parties and independent candidates running a&G;aumuyf GJ ukd,pf m;vS,rf sm;? uk,d pf m;jyKorl sm; in the elections (including but not limited to tygt0i)f tm;vk;H u vkud ef m&rnuhf si0hf wf jzpof n/f political parties’ officials, election candidates, txuaf zmjf yyg yk*K¾d vrf sm;? ukd,pf m;vS,rf sm;ESihf tzGJU members, agents, and representatives), referred tpn;f rsm;ukd ]þusi0hf wuf kd vurf wS af &;xk;d orl sm;} to here as the “Parties” . The most important objectives of the CoC are: a&;G aumuyf JG vkyif e;f pOf atmijfriaf pa&;ukd taxmuf to contribute to the success of the electoral tul jzpaf pa&;? a&G;aumuyf GJvkyif e;f pOf pOqf uf process; to ensure the continuity of that rjyw&f Sdapa&;? ouqf kdi&f mvlyk*¾Kd vrf sm;? tzGJUtpn;f process; to build confidence among individuals, rsm;ESifh yg0ifaqmif&Gufolrsm;tMum; ,HkMunfrI organizations and stakeholders involved in the wnfaqmufa&;? onf;cHrIjzifh tjyKoabmaqmif process; to create a positive and tolerant aom tajctaewp&f yf jzpaf y:vmapa&;? yGihfvi;f atmosphere; and to encourage open, free and vGwvf yíf w&m;rQwaom ,SONf yKd irf Ijzpaf y:vmap fair competition. On this basis, the Parties are a&;wdkUjzpfonf/ xdktajccHay:wGif þusifh0wfudk determined to contribute responsibly, vurf Swxf kd;olrsm;onf rnof nhf rwluGJjym;rIrsm; voluntarily and willingly to create an &aSd eapumrl a&;G aumuyf JG vkyif e;f pOf atmijf riaf &;ukd environment conducive to the success of the OD;wnaf om 0e;f usiwf pcf k jzpaf y:vmapa&;twGuf electoral process, irrespective of the differences rrd qd Et´ avsmuf wm0eof pd wd jfzihf pwd tf m;xuof epf mG in their positions. unl aD qmi&f uG yf grn[f k cikd rf mpmG oEXdé mejf yKMuon/f 4. This CoC sits within the framework of respect 4/ þusi0hf wof nf jynof vYl wT af wmqf kid &f mOya'? trsKd; for the 2008 Constitution, and the laws and om; vTwfawmfqdkif&mOya'? jynfe,fESifh wdkif; decisions of the official institutions of the Re- a'oBuD;vTwaf wmqf kdi&f m Oya'rsm;ESihf Ekdiif Ha&;ygwD public of the Union of Myanmar. These laws rsm; rSwyf Hkwijf ci;f Oya'tp&Sdonhf jynaf xmipf k include as the Pyithu Hluttaw Law, theAmoytha jrerf mEkdiif HtwGi;f &Sd wnqf JOya'rsm;ESihf 2008 ckESpf Hluttaw Law, the State-Region Hluttaw Law zGJYpn;f yHk tajccHOya'rlabmitf wGi;f wGiof m tusKH; and the Political Parties Registration Law. 0iof n/f 7 6

5/ þusi0hf wof nf ¤i;f ukvd urf wS af &;xk;d orl sm;u rrd wd kYd 5. The CoC is a voluntary instrument for the use oabmqE´tavsmuf oHk;pGJrnfh vrf;nTefjzpfNyD; and guidance of the Parties, who will ,ckusih0f wrf S tm;ay;jr§ihwf ixf m;onhf wezf kd;rsm;ESihf endeavour to act according to the values and tnD tm;xkwaf qmi&f uG Mf u&ef jzpof n/f þusi0hf wf principles it promotes. The CoC is not legally onf Oya't& wm0e,f l vkduef maqmi&f Gu&f rnhf binding and does not impose any legal usi0hf wrf [kwof vkd þusi0hf wuf kd vurf wS af &;xk;d ol obligation on the Parties. For the avoidance of rsm;tay:wGivf n;f Oya't& pn;f aESmixf m;jci;f ? any doubt, the CoC cannot be used as a legal c0H euf wjd yKapEkid jf ci;f r&adS y/ &iS ;f vi;f pmG azmjf y&vQif basis for any legal action or prosecution in the jynaf xmipf kor®w jrerf mEkdiif HtwiG ;f ü vn;f aumi;f ? Republic of Union of Myanmar or in any other tjcm;Ekdiif Hrsm;ü vn;f aumi;f Oya't& ta&;,l country. In case of any conflict or discrepancy aqmi&f uG &f ef okdYr[kwf w&m;pJGqkd&ef þusih0f wuf kd between this CoC and the Myanmar legal and Oya'tjzpf toHk;rjyKEkdiaf y/ tu,íf þusihf0wf regulatory framework, the existing laws will onf wnqf J Oya' rlabmirf sm;ESihf uGJvGJaevQif prevail. wnqf JOya'uomvQif vTr;f rkd;ap&rn/f 89

In addition, the Parties are committed to atmuaf zmjf yygtcsurf sm;ukd av;pm;vkud ef m&ef uwud 0wf jyKon/f a. work with responsible staff of the (u)jird ;f csr;f aom? pn;f pepuf saom a&;G aumuf Union Election Commission (the yJrG sm; jzpaf jrmuaf pa&;twuG f jynaf xmipf k “UEC”) to ensure peaceful and well- a&G;aumufyGJ aumfr&SifrS wm0efay;tyf organized elections, and; xm;olrsm;ESihf vuwf GJaqmi&f Gu&f e/f (c) twm;tq;D t[etYf wm; orkYd [kwf taEmS ihf b. ensure full freedom of voters in t,Surf &Sbd J jynof lrsm;onf 4i;f wkdY\\ rJ exercising their voting rights without ay;ykdicf Gihfukd tjynhft0&&Sad p&e/f being exposed to any form of harassment or hindrance. 16 17

The Parties shall actively seek rapid and aumuyf GJ vkyif e;f pOtf wGi;f ay:ayguvf mEkdif peaceful dialogue for amicable resolution aom tjii;f ymG ;rrI sm; orkYd [kwf y#yd ur© sm;EiS yhf wf between Parties of any dispute or conflict ouíf Eikd if aH &;ygwDrsm;tMum; jird ;f csr;f aom that may arise during the electoral process. aq;G aE;G tajzxkwrf rI sm;ukd vsijfrepf mG &&&dS ef wuf Parties shall refrain from actions or issuing <upGm aqmi&f Gu&f rn/f ygwDrsm;onf wi;f rmrI statements that might fuel tensions. The a&G;aumufyGJrsm;twGuf yl;aygif;aqmif&Guf&ef Parties commit to participate actively in vucf Hoabmwlon/f þusihf0wuf kd vurf Swf consultation and coordination mechanisms a&;xkd;olrsm;onf aemuyf kid ;f wiG &f vdS mrnhf tMuH that may be established in the future. They will also xcd kduaf paom rrSerf uef a0zewf kducf kdurf Irsm; refrain from making criticisms based on jyKvkyfjcif;rS a&SmifMuOf&rnf/ xdkYtjyif a&G; unverified allegations or facts that have aumucf H ukd,pf m;vS,rf sm;ukdaomvf n;f aumi;f ? been distorted, and from insulting or 4i;f wk\\Yd rod m;pk0iwf pOf ;D O;D ukad omvf n;f aumi;f making tendentious innuendoes about the vlrsKd ;? bmoma&;? ,HkMunrf I? usm;-r? vlrIa&;? candidates or their family members based arG;zGm;&ma'o? ynma&;tjyif tjcm;aom on race, religion, creed, gender, social or tvm;wl upd örsm;tay:tajccHí wpzf uof wf regional origin, education or any other xifjrif ,lqajymqdkjcif; odkYr[kwf ykwfcwf similar reason. No criticism twwd jf zwof e;f vkyaf qmirf Irsm;ukdom a0zef may be made without basis or by distorting ajymqkcd Gih&f oSd n/f tajctjrprf &Sbd J (okY)d r[kwf the facts.
