1 Jeff Roberta Jeff Roberta, PE, Senior Manager, Transportation, is a 2002 graduate of the University of Maryland and has 17 years of experience, all with RK&K. Baltimore He is responsible for managing planning, design, and toll projects. For Planning MDOT SHA Jeff is leading the design for the I-270 Innovative Congestion Management Project and the concept development for MDOT SHA’s Sat Das I-495/I-270 P3 Program. Jeff is helping to manage RK&K’s firm-wide toll initiatives and is supporting numerous MDTA’s toll projects. Additionally, Raleigh for MDTA, Jeff is leading or heavily engaged in numerous planning and Structures final design projects. Jeff is currently serving on ACEC/MD’s Legislative Committee. Satrajit Das, PhD, PE, Manager, Transportation, has 27 years of experience, the last four at RK&K. He is a graduate of North Carolina State University (MS; PhD). Recently, Sat has led the effort on the $145 million, 2.45-mile long Rodanthe Bridge Design-Build project. In addition, he has been actively involved in other ongoing design- build projects and pursuits, including the $57 million, 2,690 foot long Perquimans River Bridge in North Carolina. Prior to joining RK&K, Sat worked on a variety of projects involving signature bridges nationally and has demonstrated deep practice expertise in design, rehabilitation and structure condition assessment utilizing inspection, advanced diagnostics and field load testing involving a variety of complex bridge types. Sat has hands-on experience in performance based seismic design of bridges and structures. His additional skills include design and rehabilitation of marine port facilities. Brian Grandizio Brian J. Grandizio, PE, PTOE, Manager, Transportation, has 12 years of experience in traffic engineering and ITS design and studies, all with Baltimore RK&K, and is a graduate of Virginia Tech. Brian manages the MDOT SHA Statewide Traffic Control Device Design contract and is the lead traffic Traffic design manager for the I-270 Innovative Congestion Management Project, which includes the first deployment of Ramp Metering and Active Traffic Management in Maryland. He is currently assisting MDOT SHA with the development of the TSMO program and works closely with MDTA Traffic on various on-call assignments. Brian is key in assisting RK&K’s expansion into providing traffic signal timing services. In addition, Brian is a board member for ITS Maryland. Heather Henck Heather E. Henck, PE, PTOE, Manager, Transportation, has 17 years of traffic engineering and toll system experience. She has been with RK&K since Baltimore earning degrees from the University of Delaware (BS) and Georgia Tech (MS). For most of her career, Heather has performed traffic control device Traffic and lighting design, including the current VDOT High Rise Bridge Design- Build project. For over 10 years, she has provided on-site support to MDOT SHA, specifically with their work zone and automated speed enforcement programs. Recently, she has become part of RK&K’s Toll Team, providing services on the MDTA Toll System Replacement project and DelDOT’s US 301 toll system, among others. Heather is a past President and Board Member for the Chesapeake Section of the American Society of Highway Engineers.

2 Jeff Kuttesch Jeff S. Kuttesch, PE, PTOE, Manager, Transportation, is responsible for leading efforts for RK&K’s Traffic Engineering group throughout Richmond Virginia and other states. Recently, he has led the traffic engineering efforts for the Western Perimeter project in Blacksburg, the I-95 Express Traffic Fredericksburg Extension, and numerous design-build pursuits in North Carolina. Since his return to RK&K in 2015, Jeff has led the VDOT Southwest Region Traffic Engineering contract, including a re-selection in 2018. That contract provides work that keeps people in the firm from multiple offices busy throughout the year. His leadership of this contract has also been helpful in establishing relationships that are helping gain a foothold with localities in that region, as well. Neil Medlin Neil Medlin, Manager, Transportation, earned degrees from Appalachian State University (BS & MS, Biology). Providing more than Raleigh 33 years of experience, Neil leads our federally-protected species habitat assessment and surveys in Raleigh. Neil holds specialized NC Natural Resources Wildlife Resources Commission permits for freshwater mussel and fish identification that enables RK&K to provide services offered by only three other firms in NC. As a former NCDOT Biological Surveys Group Leader, Neil has guided NCDOT and RK&K through Section 7 Consultation as required by the Endangered Species Act for many projects. Neil was also selected by NCDOT to develop Programmatic Agreements for three endangered mussels in North Carolina. Stuart Samberg Stuart M. Samberg, PE, PMP, PTOE, RSP, Manager, Transportation, is based in Richmond but supports offices and clients throughout Richmond Virginia, North Carolina, and Florida and is spearheading new initiatives to expand traffic engineering services into Georgia, Tennessee, and Traffic South Carolina. He is currently serving as RK&K’s leader in supporting the Design-Builder for the $3.7 billion Transform I-66 Outside the Beltway project and will be RK&K’s contract manager for our new STARS contract with VDOT’s Transportation Mobility and Planning Division. He also serves as the Vice-Chair of TRB’s Access Management Committee. Matt Snare Matt C. Snare, PE, PTOE, Manager, Transportation, has 17 years of experience in traffic engineering studies and analysis, all with RK&K, Baltimore and he is a graduate of Virginia Tech (BS; MS). Matt leads many travel forecasting and traffic analysis efforts, primarily in Maryland and Traffic Delaware. Matt currently serves as the Traffic lead for the I-495/I-270 Managed Lanes Study, working part-time at MDOT SHA’s P3 Office. He also manages RK&K’s open-end contract with the MDOT SHA Travel Forecasting and Analysis Division, where he is responsible for completing traffic and safety studies throughout the state, including MD 210 TSMO and US 220. Matt’s other recent projects include CCT and the I-95/MD 152 interchange.

3 Tom Earp, GISP, Innovative Technologies Manager, Environmental, has over 19 years of experience, the last five and a half with RK&K. He is a graduate of the University of Maryland (BS) He has led the GIS group for the last three years. His most notable projects include GIS work with the MD Port Administration, MD SHA, and City of Wilmington. His accomplishments include guiding the adoption of a cloud-based GIS platform and the development of RK&K’s drone and augmented reality programs, as well as numerous R&D efforts. Tom Earp Baltimore GIS/Programming Mark Agee, PE, Project Manager, Transportation, has 16 years of experience in RK&K’s Structures department. A graduate of the University of Virginia, he has worked on a wide range of projects including bridges, culverts, retaining walls, and water facilities. His experience includes new design, condition assessment, and rehabilitation. He is particularly proud of his work on the Carroll Creek linear park in Frederick, Maryland and the Stony Run pedestrian bridges in Baltimore. Mark Agee Baltimore Structures Audrey Burnette Audrey Burnette, PE, CFM, Project Manager, Transportation, has more than 33 years of Engineering experience, specializing in Water Resources, Raleigh with 15 years in the Raleigh Office. She brings a variety of skills to the team from FEMA Flood Studies, hydraulic design on roadway projects, Water Resources stormwater management, environmental permits to erosion and sediment control design. She manages tasks from the planning phase to the final design on bridge replacement projects in the mountains and complex urban projects. Her most notable projects include the Monroe Bypass, the Chowan River Bridge, and the widening of US 321 through the City of Hickory. She is licensed in both North and South Carolina. Audrey’s expertise, as well as her ability to mentor young Engineers in both the North and South Carolina offices, makes her a valued member of our team. Pat Cannon Patricia J. Cannon, PE, Project Manager, Transportation, began her career with a focus on urban roadway infrastructure improvements, Wilmington inclusive of utility realignments for various NY public agencies. She spent numerous years on the JFK International Airport AirTrain, researching Highways alignment options with corresponding community impacts. She returned to her career as a highway designer at RK&K, initially focusing on ADA improvements, guardrail evaluation and design, and site development, along with construction support services. Her current project management responsibilities include the Owners Representative for the Lewes Park and Ride and Maintenance Facility, as well as part of the RK&K Owners Representative team for the Claymont Regional Transit Center.

4 Cipriana Eckford Cipriana D.T. Eckford, PE, PTOE, Project Manager, Transportation, has worked in the public and private sectors for 16 years, with degrees from Florida Washington, DC A&M University (BSCE) and North Carolina State University (MSCE). Cipriana was previously Chief of both the Traffic Engineering & Utilities Section and the Traffic Traffic Design & Planning Section for Prince George’s County DPIE and DPW&T, respectively. She continues to strengthen our traffic engineering support for private & public sector clients and has made valuable contributions to DDOT projects, including the Frederick Douglass Memorial Bridge Project and the Rock Creek East Livability Study. She has also led several traffic calming tasks for MCDOT. As she continues to support DP&WT, she is also using her great relationships to cultivate future task orders. Matt Ehlinger Matt Ehlinger, PE, PTOE, Project Manager, Transportation, has 22 years of experience, three with RK&K. He is a graduate of Drexel University (BS). King of Prussia Since joining RK&K, Matt has worked on and led efforts on a number of projects including Design Services for the Cashless Toll-in-Place Traffic Conversion of the Pennsylvania Turnpike, Bicycle Facility Design Support Services for PennDOT District 6-0’s Roadway Resurfacing Program, the Ridge Pike Section C Widening Project for Montgomery County, PA and the SR 1009 Schoenersville Road Corridor Improvement Project for PennDOT District 5-0. Joshua Gentry, PE, Project Manager, Transportation, has 15 years of experience, the past 11 at RK&K, and is a graduate of NC State University, (BSCE; MSCE). He has a varied background with an emphasis on bridge design including finite element analysis, segmental bridge design, and LRFD seismic design. Josh is also a NHI certified bridge inspector. Since coming to RK&K, Josh has worked on many design-build projects such as the I-40 Yadkin River Crossing, Monroe Bypass, Asheboro Bypass, and Triangle Parkway Extension. Josh Gentry Raleigh Structures Amanda Glynn Amanda Glynn, PE, Project Manager, Construction Management, has over 16 years of experience in the field of construction project Orlando management. After graduation from Clemson University, she began her career with FDOT in District 4 as a Professional Engineer Trainee. Construction Inspection/Field After four years with FDOT, she managed the NCDOT bridge program in Division 3. An opportunity to work for a contractor and be close to family brought her back to Florida in 2015. Amanda joined RK&K in our Central Florida office in November of 2017, where she manages the CEI Operations, several inspection contracts, and is responsible for oversight of assigned FDOT construction projects.

5 Cathy Houser, PE, Project Manager, Transportation, has 34 years of experience, four with RK&K. Cathy graduated from North Carolina State University (BSCE) in 1986. Since joining RK&K, Cathy has been lead designer for the roadway design efforts for NCDOT projects including US 221 widening (R-2915E), US 158 widening (R-2577A), the Rodanthe bridge design-build project, and various design-build project pursuits including I-485 in Charlotte and I-95 north of Fayetteville. Cathy has also assisted with many GEC reviews for NCDOT. Cathy Houser Raleigh Highways Doug Keller Doug Keller, PE, LEED AP, Project Manager, Transportation, has over 12 years of experience in a variety of projects and disciplines with a focus Raleigh on water resources. After graduating from Purdue University (BSCE), Doug gained experience in land development, floodplain mapping, Water Resources NCDOT drainage design, and hydraulic/hydrologic modeling. Doug also served as a LEED Project Administrator for over $100M of MILCON work at Fort Bragg. With RK&K, Doug focuses on growing municipal water resource services in the Raleigh office. He also assists with NCDOT water resource work, SCM design, and site work. Doug recently led the RK&K stormwater and site civil design effort for over $70M of intercollegiate athletic facility construction at UNC Chapel Hill. Bruce Klappenbach Bruce Klappenbach, PE, Project Manager, Transportation, has 34 years of experience in Bridge Design —­ 30 years with NCDOT and four with Raleigh RK&K. Before retiring from NCDOT, he was a Team Leader in the Structures Management Unit. His experience at RK&K has included several design- Structures build projects, including the bridge replacement in Perquimans County, NC. This project replaces the bridge over the Perquimans River between Hertford and Winfall and consists of 29 spans, including a swing span section at the existing channel. He has also worked on the Rodanthe Design-Build project, which includes a 2.35-mile bridge along the Outer Banks. Other projects include the Asheboro Bypass, Monroe Bypass, and several Low-Impact and Division projects. Shilpa Kodkani Shilpa Kodkani, PE, Project Manager, Transportation, has 15 years of experience, all with RK&K. She has degrees from Karnataka University, Baltimore India (BSCE) and West Virginia University (MS, Structural Engineering). She has structural design and project management experience in Structures Environmental and Transportation projects. Her recent projects include the Superstructure Replacement of Patapsco Flats Bridge carrying I-895 over Patapsco River Flats, East Dailey and Waites Run Bridges for WVDOH, all the drainage structures for High Rise Bridge Project, Mattawoman WWTP Centrifuge Design-Build, Oak Ridge Pump Station Upgrades, and Sod Run WWTP UV System Upgrades.

6 Melissa Miklus Melissa Miklus, PLA, ASLA, Project Manager, Transportation, has 17 years of experience working with large and small communities in rural, suburban, Baltimore and urban settings in more than 20 states. Melissa is leading RK&K’s new Healthy Communities Team – bringing human-centric, well balanced, and thoughtful Planning planning and design solutions to our clients. Hand drawing, graphic design, and story telling are key components of Melissa’s landscape architecture practice and support to our engineering services. Her work executing charrettes for redevelopment master plans, active transportation plans, complete street design, street and trail wayfinding, park design, and greenway development have provided communities across the country with inspiration, vision, and robust public feedback that drives successful grant applications and facility implementation. Zachary J. Scholl, PE, Project Manager, Transportation, has more than 11 years of experience, all with RK&K. He is a graduate of the University of Delaware (BSCE). His experience includes Highway and Roadway design for a multitude of projects in northern Delaware, including the I-95/SR 1 Interchange, NB SR 1 Auxiliary Lane & SB I-495/I-95 Lane extension to name a few. His current projects include the SB SR1 Auxiliary Lane, Walnut Street Sweep Removal, Pennsylvania Avenue ADA Improvements, and the 76ers Fieldhouse – Elite Youth Training Center site design. Zachary Scholl Baltimore Highways Karl Stegmann Karl P. Stegmann, PE, Project Manager, Transportation, has a total of 22 years of experience, 12 years with RK&K. His responsibilities Baltimore include overseeing structural design/load ratings, performing bridge inspections, and project management and coordination. His recent Structures Maryland Transportation Authority (MTA) projects include Design of Light Rail Bridge Repairs, Emergency Repairs to the Metro Reisterstown Plaza Stairs, and the study of repairs to a pier on the Metro Line that suffered significant cracking and deterioration. Karl has also inspected numerous bridges for SHA, MTA, and MDTA and has worked on design and details of multiple large MDTA Task Orders where a single Task Order may involve 50 or more repairs to multiple bridges. Troy White Troy M. White, PE, Project Manager, Construction Management, has 20 years of experience, the last four with RK&K, and is a graduate of Keyser West Virginia University. Since joining RK&K, he has provided construction management services for our Richmond office and Fairfax office on a Construction Inspection/Field variety of projects for several clients including VDOT, Loudoun County, Fairfax County, and the City of Alexandria. He currently works in our Keyser, WV office and serves as Project Manager for construction services. Troy is working to develop and expand our CM/CI group in WV through our Statewide and District contracts with WVDOH.

7 Jon Whittington Jonathan M. Whittington, PE, CFM, Project Manager, Transportation, has 11 years of experience, the last four at RK&K. He received his degree Raleigh from Clemson University (BSCE) in 2008. Jonathan’s experience is primarily hydraulic modeling and FEMA compliance for major crossings Water Resources on transportation projects. This includes North Carolina’s Low Impact Bridge Replacement program as well as large Design-Build projects. Other experience includes drainage design, erosion control, and environmental permitting. Notable recent projects include the Asheboro Bypass, Perquimans River Swing Bridge, and I-40 over the Yadkin River. Will Wu Will F. Wu, PE, PTOE, Project Manager, Transportation, has 11 years of experience, eight with RK&K and is a graduate of Virginia Tech. Will leads Baltimore traffic control device and ITS design projects and is passionate about Complete Streets and Vision Zero initiatives. He performs projects for Traffic Montgomery County, MDOT SHA, West Virginia DOH and Baltimore City. He has worked on many major projects including MDOT SHA’s Statewide Deployment of APS/CPS for traffic signals, Montgomery County Active Transportation projects, Charles Village Streetscape, MTA Purple Line Technical Reviews, and various MDOT SHA Office of Structures Bridge Replacement Projects. Will is member of RK&K’s Bike Group initiative and the Institute of Transportation Engineers. David Ward David Ward, GIS Manager, Transportation, earned degrees from Bloomsburg University (BA, Geography w/ Environmental Planning Raleigh Concentration) in 1999 and Penn State (Graduate Certificate, Geographic Information Systems) in 2007. With more than 20 years of experience, Planning David leads our Raleigh’s GIS & Unmaned Aircraft System teams in providing numerous services across regions and departments. He is responsible for coordinating daily activities for the Raleigh GIS group and has been busy introducing new UAS technologies to the southeast. Dave’s geospatial expertise was key in the City of Durham Stormwater Project, and he was selected as a GIS subject matter expert for NCDOT’s development of Project ATLAS. Andy S. Hefler, Design Manager, Transportation, has 28 years of experience, 24 with RK&K. Since joining RK&K, Andy has been heavily involved in the roadway design effort for many Design-Build and Bid Build projects for NCDOT. His projects include the 26-mile Monroe Bypass and the 9-mile US 13/158 Design-Build Projects. His more recent project is the 10-mile US 17 widening project in Beaufort and Martin Counties. Andy is also an excellent Trainer and MicroStation/Geopak expert. Andy Hefler Raleigh Highways

8 KJ Shah Khanjan Shah, PE, CCM, Construction Manager, Construction Management, has 11 years of experience, all at RK&K. He is a graduate Fairfax of Virginia Tech (MSCE). Since joining RK&K, he has provided a wide range of CM/CI services to various owners in Maryland and Virginia. His Construction Inspection/Field significant projects include Intercounty Connector, Purple Line Light Rail Transit, MTA Bus Maintenance Facility and I-95 Bridge Replacement over Suitland Rd. He is currently serving as the Office Engineer for Columbia Pike Multi-Modal Street Improvements and scheduled to serve as the Construction Manager on the upcoming Scotts Run Trail project. Chas Starr, PE, Construction Manager, Construction Management, has more than 11 years of experience both as a contractor and a consultant, the last six at RK&K. He is a graduate of the University of Florida (BSCE) and joined RK&K’s Fairfax, VA Construction Group in 2013 and later transferred to Florida where he has worked on FDOT projects in Lakeland and Orlando. Recently he was selected to be the Project Manager for Central Florida Expressway Authority’s Systemwide Contract where RK&K will provide full CEI services on various construction projects. Charles Starr Orlando Construction Office Kim Duong Kimberly Duong, PE, Senior Project Engineer, Transportation, received degrees from the University of Florida (BSCE; MSE) and has nine Baltimore years of experience, all with RK&K. She has experience in new and rehabilitation bridge design, sign structure design, building design, and Structures bridge superstructure rating. Her notable projects include the bridge replacement at West Nursery Road over MD 295 utilizing SPMTs to remove existing and install new superstructures within hours, as well as the MD 355 Crossing project including design of a new pedestrian tunnel and entrance at the WMATA Medical Center Station. Gretchen Gusmano Gretchen Gusmano, PE, Senior Project Engineer, Transportation, has eight and a half years of experience with RK&K as a Structural Engineer and Baltimore Project Engineer. Prior to coming to RK&K, she worked as a civilian structural engineer for the U.S. Army Corps of Engineers in Baltimore District for more Structures than seven years. She is a graduate of The Johns Hopkins University (BSCE). Gretchen has worked on a wide variety of structural design and inspection projects during her career including pumping stations, culverts, garage repairs and construction, retaining walls, sign structures, bridge design and repair, fenders and dolphins, cruise terminal, relieving platforms, piers, bulkheads, dams and flood control structures. She is currently working on Protection of the Concrete Substructure at the FSK Bridge, Fair Hill Special Event Zone Area Improvements, and the Maryland/Dawson Extended Project.

9 Brent Huskey, PE, Senior Project Engineer, Transportation, graduated from the University of North Carolina at Charlotte (BSCE) in May 2009. Brent Huskey He has 10 years of experience, eight of them at RK&K. His technical design skills have been utilized on many design-bid-build as well as Raleigh design-build projects. Some of his more notable projects include I-40 Water Resources Widening over the Yadkin River, NC 12 Rodanthe Bridge, Asheboro Bypass, I-73 Connector in Greensboro and the Monroe Bypass. Brent’s design expertise and leadership continues to contribute to the success of our Hydraulics Group, as well as the Raleigh office. Edgar Lorete, PE, Senior Project Engineer, Transportation, has over 11 years of experience as a structural engineer. He is a graduate of the Pennsylvania State University (BSCE). Since joining RK&K in 2015, Edgar has worked on a variety of transportation related projects including the US29 BRT and US13 Design-Build. As an on-site design engineer at SHA- OOS, he has also helped advertise two bridge replacements. Edgar Lorete Allan D. McBride, PE, Senior Project Engineer, Transportation, has 10 years of experience, all at RK&K. He is a graduate of the University of Baltimore Virginia (BSCE; MSCE). At RK&K, Allan works on a variety of structural Structures design, analysis, and inspection projects. Recent unique projects include a bridge replacement on MD 213 that uses accelerated bridge Allan McBride construction, the superstructure replacement of I-895 over Patapsco Flats, and the inspection of the Tydings Bridge. Baltimore Structures Andy Moy, PE, Senior Project Engineer, Transportation, continues to operate at a very high technical competency and is relied upon by Andy Moy multiple clients. He has provided solid technical leadership for the Fairfax office supporting multiple roadway teams while mentoring Fairfax younger staff in both the Fairfax and DC offices. Andy is technically Traffic sound and uses technology (e.g. GIS, RITIS, and other online tools) to streamline production of deliverables. His attention to detail is extremely high and was a key factor in RK&K winning the Arlington County Traffic Engineering open-end contract, having built a strong rapport with the County’s staff. His “can do” attitude shines even when under very tight deliverable deadlines.

10 Rob Myers, PE, Senior Project Engineer, Transportation, has 10 years of experience, two with RK&K. He is a graduate of Penn State (BS, Environmental Engineering). Since joining RK&K, Rob has worked on a variety of projects across Pennsylvania and North Carolina. His current projects include a rehabilitation of I-80 in Pennsylvania and a I-95 Design-Build pursuit in North Carolina. He is excited to advance the skills of young engineers in the Harrisburg office. Rob continues to be the office tie-guy. Rob Myers Harrisburg Highways Nataliya Schroeder Nataliya Schroeder, Senior Project Engineer, Transportation, has 9 years of experience, eight with RK&K, and is a graduate of Virginia Tech Baltimore (BSCE; MSCE). She has led the statewide implementation of the MDOT SHA Tourist Area and Corridor signing program including evaluation Traffic of over 700 program participants, signing plan development, and coordination with MD SHA and subconsultants. Nataliya is the traffic and ITS lead for the Montgomery County, MD US 29 Bus Rapid Transit project and works on a wide variety of traffic analysis and design projects for MDOT SHA and MDTA. She is a member of the National Committee on Uniform Traffic Control Devices where she advises on standards for Guide and Motorist Information Signs. Taryn Somoza Taryn Somoza, PE, CFM, Senior Project Engineer, Transportation, has seven yearsofexperience,threeandahalfatRK&K.SheisagraduateoftheUniversity Fairfax of Delaware (BS, Environmental Engineering). Since joining RK&K, she has performed Water Resources a wide variety of water resource design and analysis in Virginia. Significant projects and work include complex hydrologic analysis for the Dogue Creek and Little Travis Comer Hunting Creek watersheds. This was then used for hydraulic modeling of three new bridges along Richmond Highway (VDOT) in Fairfax County, Prentice Drive (Loudoun Newport News County) over Broad Run major floodplain analysis, stormwater management Planning design for Terminal Road and Fairfax County Parkway, and numerous drainage designs for Fairfax County DOT and the Town of Herndon. Taryn has also developed SWPPP documents for a major stream restoration project in the Town of Leesburg. Travis Comer, PWS, CSE, Senior Project Planner, Transportation, has 14 years of experience in completing NEPA reviews, environmental assessments, threatened and endangered species presence/absence surveys, wetland and stream delineations and restoration, biological field studies, and GIS/GPS management. As a task manager he provides expertise in support of the federal, state and local regulatory requirements for energy, development, and transportation projects. His involvement on such projects spans from the site selection and feasibility analysis phases, through construction, and into post-construction monitoring. Travis’ experience also extends into waste surveys and management with hazardous waste and safety training including 40-hour HAZWOPER and OSHA 10-hour construction safety.

11 Colin Reilly Colin Reilly, EIT, CCM, Senior Construction Project Engineer, Construction Management, is a graduate of Virginia Tech (BS, Construction Engineering Richmond and Management) and has seven years of experience with RK&K. Colin is currently the Lead Senior Inspector of the $25M I-64/Airport Drive Construction Inspection/Field Interchange Modification and Widening Project near Richmond, VA. Colin is responsible for managing daily onsite inspection services, supervision and inspection assignments for consultant and VDOT staff, planning, scheduling reviews, testing and documentation on this high-profile project. Colin most recently served VDOT’s Richmond District in oversight of Locally Administered Projects and was the Lead Senior Inspector on the Lewistown Road Interchange/I-95 Widening project in Hanover County. Ted Chadeayne Ted Chadeayne, Senior Project Geologist, Environmental, has 22 years of experience in the geology, subsurface contaminant investigation and Baltimore groundwater remediation/regulatory oversight fields. He has worked at RK&K since 2006 in a variety of remediation projects, including performing Water/Wastewater Phase I and Phase II site investigations, NEPA evaluations and UST/AST closure and replacements, and CERCLA, RCRA, and state and federal clean-water standard compliance. Prior to RK&K, he worked for nine years with the MDE as a geologist, overseeing state industrial groundwater discharge applications and operations, and performing risk assessments of discharge systems by state and national standards. He excels at training new employees in field sampling techniques and trouble shooting onsite quality control issues to reach a successful project outcome. Krista Feehely Krista Feehely, EIT, Senior Engineer, Transportation, has 10 years of experience, seven with RK&K and is a graduate of the University of Maryland (BSCE). Baltimore Since joining RK&K, Krista has worked on several major highway, arterial and pedestrian design projects for the Baltimore Highway Design group. Krista’s most recent projects Highways include being the lead roadway engineer for the I-70 over MD 65 & CSX Transportation Bridge Rehabilitation project and the I-70 over US 11 & Norfolk Southern Railroad Bridge Rehabilitation project both in Washington County, among others. Krista also provides support in managing MDOT SHA District 3 Areawide ADA program, and has supported North Carolina’s roadway team on the Division 11D Bridge Replacement projects and the Monroe Bypass. Krista has also recently completed WTS Baltimore’s Young Mentoring program and is a member of the WTS-Baltimore Chapter. Daniel Miller Daniel Miller, PE, Senior Engineer, Transportation, is an experienced traffic modeler. Playing a key role in the development of design traffic Orlando projections, Daniel supports the planning and design groups on projects in Florida and throughout the company. He has quickly become a Traffic trusted advisor for FDOT District 1 Environmental Management Office, assisting them with alternatives development for critical district projects. Daniel is adept with streamlining his work by utilizing many of the emerging technologies and traffic applications that have become available in recent years. He has a degrees from the University of South Florida (BS, Industrial Engineering; MS, Engineering Management).

12 George Tye George W. Tye, Senior Engineer, Transportation, received his degree from the University of Maryland, College Park (BSME). He has 32 years Baltimore of experience, 17 with RK&K. He has performed detailed noise analyses and authored dozens of noise technical reports for various projects in Highways the mid-Atlantic region. Notable projects include the Woodrow Wilson Bridge Project in MD/VA; US 301 Project in Middletown, DE; Inwood Bypass in Berkeley County, WV; MD 32 Corridor Study in Howard County, MD; SR 1 Widening in New Castle County, DE; and Monroe Bypass in Union County, NC. Gordon Mullen Gordon Mullen, Senior Planner, Transportation, is a Certified Wildlife Bioligist and has experience in NEPA compliance and environmental, drainage, Lakeland and surface water management permitting at federal, state, and municipal levels. Gordon provides in-house support on a variety of NEPA projects, and frequently Planning serves as a liaison between FDOT staff and regulatory agencies to ensure that FDOT projects are compliant with existing federal, state and municipal statutes and regulations. Additionally, his experience includes conducting wildlife surveys, habitat analyses, wetland delineations, impact mitigation design and monitoring and technical report preparation. He has served as an expert witness in the areas of environmental resource permitting, wetlands ecology, wildlife ecology, and impact mitigation. Gordon graduated from Colorado State University (BS, Wildlife Biology). Paul Bardoff Paul Bardoff, PE, Project Engineer, Transportation, has over eight years of experience in Maryland, five with RK&K. His experience includes Baltimore structural inspections, shop drawing review, structural concrete/steel/ wood/masonry design, and retaining wall design. His project experience Structures has involved cost estimates, specifications, design calculations and structural plans. His design capabilities have been demonstrated on a variety of projects, including new bridge design, bridge replacement, bridge rehabilitation, bridge inspection, sign structure replacement, ancillary structure inspection, miscellaneous structure inspection, and manhole inspection and rehabilitation. Amanda Barrett Amanda Barrett, PE, Project Engineer, Transportation, has five and a half years of experience, all with RK&K. She fills an on-site staff role at the Baltimore Maryland State Highway Administration within the Highway Hydraulics and Plan Review Divisions, where she serves as a consultant reviewer. Water Resources Other notable RK&K projects include serving as the lead stormwater designer for the Corridor City Transitway design and planning study, I-70 at US-11 bridge widening in Washington County, and TMDL projects in Carroll, Washington, Baltimore, and Montgomery Counties. Amanda has a degree from the University of Maryland (BSC/EE), and enjoys musical performance, board games, and nature (besides spiders) in her spare time.

13 Richard Barrett Richard Barrett, PE, Project Engineer, Transportation, has more than six years of experience and continues to support multiple Traffic PM’s in Washington, DC multiple offices. Richard is technically strong, takes appropriate risks and asks well-thought out questions. Since joining RK&K more than four years Traffic ago, Richard has continued to take on more and more responsibility and leading moderate-sized tasks with minimal guidance. He is very dedicated to his work, has jumped in to help where needed, and provides high quality deliverables for PM review. Richard passed his PE exam in fall 2018 and he understands the importance of deadlines, and often makes himself available regardless of circumstance to discuss any issues and assure deadlines are met without excuse. Alexis Burke Alexis Burke, PE, Project Engineer, Transportation, earned her degree from NC State University (BSCE) in 2013 and has been with RK&K for Raleigh almost nine years, interning with RK&K while receiving her degree. Her experience includes hydraulic design and analysis of roadway drainage, Water Resources erosion & sediment control, Stormwater Control Measure design, permitting, and project scheduling. Her work includes both design- bid-build and design-build projects, such as the $361M I-40 Widening project in Wake and Johnston Counties and the City of Raleigh Yonkers Road Improvements which utilized unique green infrastructure design. Natalie Byers Natalie Byers, PE, Project Engineer, Transportation, is a graduate of Johns Hopkins University with six years of experience, all at RK&K. Natalie Baltimore has been supporting the Delaware Team and the Baltimore Water Resources Group on several design projects, and notably has been Natural Resources responsible for the design engineering on the South Wilmington Wetland Park mitigation. Her restoration design experience also includes work on the US 301 Project and Peterson Wildlife Refuge. Natalie also engages in wetland delineations and permitting, as well as tree inventories and has been an integral member of SHA’s TMDL Reforestation Team where she has developed and maintains the database that tracks thousands of tree installations. Aileen Craig Aileen Craig, PE, Project Engineer, Transportation, has six years of experience, two with RK&K. Aileen has degrees from Carnegie Mellon Washington, DC University (BSCE; MSC/EE) and is pursuing a second graduate degree at Johns Hopkins University (MS, Environmental Science and Policy). Aileen Water Resources has worked on stormwater management and drainage designs in DC and VA for George Mason High School, Connecticut Ave Streetscape, and the Richmond Highway Bus Rapid Transit project. Aileen is active in Engineers without Borders and presented a company-wide PDH presentation on her work.

Megan Gribb 14 Baltimore Megan Gribb, PE, Project Engineer, Transportation, has seven years Water Resources of experience in a variety of stormwater management, drainage, and erosion and sediment control work. She has been with RK&K for five Justin Gupta years and is a Drexel University graduate. Megan’s most notable recent projects include leading SWM efforts for I-95 ETL at MD 152 Interchange Baltimore and leading Drainage/ESC efforts for I-270 ICM. She also designed over Water Resources 10 miles of drainage and SWM swales and contributed to ESC design for MD 404 DB, which has been honored with an America’s Transportation Award, ACEC MD Grand Award, and multiple awards at MdQI. Justin A. Gupta, PE, Project Engineer, Transportation, has ten years of experience, five with RK&K. He earned degrees from University of Vermont (BSCE) in 2008 and from the University of Maryland (MS, Water Resource Engineering) in 2013. Since joining RK&K, Justin has performed a variety of analysis and design tasks including SWM retrofit, storm drain design and rehabilitation, outfall stabilization, erosion and sediment control, drainage inspection, and other related efforts in MD. His notable assignments include the Midwood Stormwater Retrofit, Spangler Stormwater Retrofit, Trafalgar Outfall Stabilization, MDTA’s Small Drainage System Preservation, and I-95 Two Lane ETL Northbound Extension. Jillian Hinson, Project Engineer, Transportation, has seven years of experience, four with RK&K. Since joining RK&K, Jillian has been heavily involved in the roadway design effort for many design-build bridge replacement projects, the NCDOT Fayetteville Bypass (U-2518BA) bid- build project, various design-build project pursuits, and projects for the City of Raleigh. Jillian Hinson Chi Ho Jang, PE, Project Engineer, Transportation, has five years of experience, four with RK&K, and is a graduate of the University of Raleigh Maryland. Since joining RK&K, Chi Ho has worked on several major Highways highway, arterial and pedestrian/bicycle improvement projects. 15 Josh Kahan Joshua R. Kahan, PE, Project Engineer, Transportation, has degrees from Washington College (BS, Mathematics) and Johns Hopkins University Baltimore (MSCE). He has six years of experience, all with RK&K. He is responsible Structures for structural analysis and design of vehicular and rail bridges, pump stations, and wastewater treatment plants, as well as inspections of Carter Mull highway bridges. He prepares plans, specifications, and cost estimates for submittal packages. His significant projects include I-895 over Patapsco Raleigh River Flats Superstructure Replacement for MDTA, Arkendale to Powells Highways Creek Third Track for CSX, Fritz Island WWTP Upgrade Project for the City of Reading, Inwood Bypass for WVDOH, I-95 ETL Northern Extensions (Winters Dave Sears Run Bridge and MD 152 Bridge) for MDTA, and the Christina River Bridge for DelDOT. Raleigh Traffic Carter Mull, PE, Project Engineer, Transportation, has five years of experience, all with RK&K. Since joining RK&K, Carter has been heavily Mimi Sweitzer involved in the roadway design effort for many design projects including the NCDOT Fayetteville Bypass (U-2518BA) bid build project, many DB Raleigh projects including the latest $360M I-40 Widening Project, and many Geotech bridge replacement projects. He is currently heading up the roadway design for the Division 12 On-call bridges (BR12, BR19, and BR20) and R-5768 Walnut Cove (US 311/NC 65 Intersection Improvements). David T. Sears, PE, Project Engineer, Transportation, has seven total years of experience, four with RK&K, focusing on signing, signals, ITS, roadway, and construction administration. The remaining three years were with the NCDOT as an Assistant Resident Engineer working on a multitude of projects. Recent highlights with RK&K include I-5111 (I-40 Widening: signing, signals, and ITS), the Elizabeth City Signal System, R-2536 (Asheboro Bypass: roadway and signing), and Sandy Forks Road which included construction administration and roadway design. David is very proud of the Sandy Forks Road project and its distiction of being not only the first “Greenroads” certified project in Raleigh, but also the highest scoring project in the world. Mimi M. Sweitzer, PE, Project Engineer, Transportation, has seven years of transportation geotechnical engineering experience, holds a graduate degree from North Carolina State University (MSCE), and is a registered Professional Engineer in North Carolina. Mimi’s experience includes six years with NCDOT in the Geotechnical Engineering Unit. Mimi is responsible for the planning and directing of subsurface explorations and geotechnical design of bridge foundations, retaining walls, culverts, and roadways for various NCDOT projects. Significant projects she is working on include: I-40 Widening in Raleigh ($340 design-build), US 321 Widening in Hickory ($175M bid-build), Rogers Road/CSXT Grade Separation and Widening (bid-build) and various NCDOT express design-build bridge projects.

16 Bert White Bert White, PE, Project Engineer, Transportation, has worked with RK&K for over six years supporting the Richmond Water Resources group and Richmond now Roanoke. He has worked on various VDOT and locality projects Water Resources through contracts including VDOT, the City of Richmond, and Henrico County. He is one of the core members of the new Roanoke, VA office Sari Rothrock and is currently working on the Western Perimeter Road project at his alma mater Virginia Tech. Baltimore Planning Sari Rothrock, AICP, Project Planner, Transportation, has eight years of experience, the last three at RK&K. She is a graduate of Penn State Karley Routh University (BS; BA) and the Massachusetts Institute of Technology (MCP). Most recently Sari was the lead author for the I-95 Express Lanes Baltimore Fredericksburg Extension Study Revised Environmental Assessment. In Natural Resources addition to her NEPA work, Sari has participated in several environmental planning facilitation efforts and supported SHA as the temporary Kim Ambrose coordinator for Maryland’s Recreational Trails Program. She is currently helping to lead the environmental team for the Richmond Highway Bus Baltimore Rapid Transit Program in Fairfax County, VA. Traffic Karley Routh, CA, LTE, Project Scientist, Transportation, is a graduate of Virginia Tech, has seven years of experience, and joined RK&K five years ago. Karley has been the onsite Environmental Manager for DelDOT’s US 301 Project during the last 4 years of construction, managing environmental monitoring, and leading regulatory and contractor communications. She has also led several natural resources efforts out of the Baltimore Office including the Gunpowder Falls sewer upgrade for Baltimore County. Karley excels at navigating challenging contractor communications and mentoring staff both in the field and office. Kim J. Ambrose, EIT, Associate Engineer, Transportation, graduated from the University of Delaware (BSCE, honors; MSCE, concentration in Transportation Engineering). She has nearly three years of experience, two with RK&K. As a member of our Traffic staff, she has worked in both analysis and design. She has taken a prominent role as a lead Traffic and ITS design engineer for DelDOT projects, including the Philadelphia Pike Pedestrian Improvement Project consisting of nine miles of DPL leased corridor lighting and signal improvements at eight intersections.

17 Erin Bak Erin D. Bak, EIT, Associate Engineer, Transportation, earned a graduate degree from the University of Illinois Urbana-Champaign (MSCE) and Baltimore has three years of experience in stormwater management design, erosion and sediment control, and hydrology and hydraulics (H&H) Water Resources modeling. She joined RK&K in November 2017. Her notable assignments with RK&K include stormwater BMP design and culvert H&H modeling for the I-95 Express Toll Lanes at the MD 152 interchange and conducting H&H analyses for structure replacements with MDSHA Structures Hydrology and Hydraulics Division. Morgan Bechtel Morgan T Bechtel, EIT, Associate Engineer, Transportation, graduated from Penn State University (BSCE) in May of 2017. Her studies concentrated King of Prussia on structural design and construction engineering technology. Morgan joined RK&K immediately after graduation. Her duties have given her Structures the opportunity to be an integral part of teams preparing structural designs on several bridge and retaining walls projects. Also, while at RK&K, Morgan has earned her bridge safety inspection certification and has had the opportunity to perform various bridge and sign structure inspections. Mohamed Bouzaghrane Mohamed A Bouzaghrane, EIT, Associate Engineer, Transportation, is a Howard University and UC-Berkeley alumnus. He has recently been responsible Washington, DC for performing the traffic operations analysis for DDOT’s Protected Bike Lanes project and has grown to be trusted by the DDOT PM as the primary technical Traffic point of contact. He has also been the engineer primarily responsible for performing traffic analysis tasks for the VDOT I-395 Express Lanes project. For both of these projects, Mohamed has used his coding skills to develop customized data visualization tools, as well as a program that can be used in technical reports, saving hours of documentation time. Additionally, he has also provided support for RK&K’s Noise Analysis group and has performed analysis for the Bowers Hill Interchange project in Hampton Roads, VA. Brandon Burris, EIT, Associate Engineer, Transportation, earned his degree from the University of Delaware (BSCE) in 2016. He has over three years of experience, including an internship with RK&K. As a member of the Delaware transportation team, he has gained valuable experience working on a wide variety of projects. 18 Travis K. Daywalt, EIT, Associate Engineer, Transportation, graduated from Temple University (BSCE). After graduation Travis started work at RK&K and has been with the firm for nearly two years. Travis has worked on a variety of PennDOT state roadway projects and has experience in roadway design, pavement design, 3D modeling, and plan development. He has worked on projects such as SR 209/115 Intersection Improvement/Reconstruction, Perkiomen Crossing Realignment project, I-76 Integrated Corridor Management, and the I-84 Pavement Design. Travis Daywalt King of Prussia Highways Meg Galuardi Meg Galuardi, EIT, Associate Engineer, Transportation, has three years of experience, all with RK&K and is a graduate of the University Baltimore of Maryland, College Park. Since joining RK&K, Meg has worked on several major highway, arterial and pedestrian final design projects Highways for the Baltimore Highway Design group. Meg’s most recent projects include being the lead roadway engineer for Phase 2 of the Inwood Bypass project in West Virginia, the I-70 over Crystal Falls Road Bridge Replacement project in Washington County, and the MD 108 at Centennial Lane Intersection Improvements project in Howard County. In her short time with RK&K, Meg has established herself as a leading resource within RK&K for roundabout design and 3D modeling. Leslie Garcia Leslie Garcia, PE, Associate Engineer, Transportation, has six years of experience in civil and water resources engineering and is a graduate Baltimore of the University of Maryland (BSCE). Leslie has performed a variety of tasks including stormwater management design, storm drain design, Water Resources erosion and sediment control, TMDL field investigations, and other water resources-related efforts in Maryland. Her current and previous assignments include the Gude Drive Roadway Improvements in Montgomery County, Calvert Hills Flood Mitigation, Amtrak Interlochen DB, SHA TMDL Culverts DB pursuit, Emory Lane Shared Use Path, and dual bridge replacement at I-70 along MD-65. Michelle Greenberg Michelle Greenberg, EIT, Associate Engineer, Transportation, joined RK&K after graduating from Bucknell University (BSCE) in 2017. As part of Baltimore the Planning group, Michelle has had the opportunity to work on both planning studies and final design projects. Michelle currently works on- Planning site part-time at the MDOT SHA P3 Project Office on the I-495 & I-270 Managed Lanes Study. In addition to designing the roadway as part of the concept development team, she has attended public meetings to present the team’s work to the local communities. She has also worked on the I-270 Innovative Congestion Management, with tasks including roadway design and creating plan sets for the project’s construction.

19 Jimmy Jebara, Associate Engineer, Transportation, graduated from Temple University (BSCE). He is currently pursuing a graduate degree at Temple University (MSCE). Jimmy has two years of experience, including past internships with PennDOT. Since joining RK&K, Jimmy has worked on variety of Pennsylvania state and county roadway projects being responsible for design, 3D modeling, and plan production of roadway improvements, intersection improvements, sidewalks, and ADA curb ramps. Jimmy Jebara King of Prussia Highways Hannah Landvater, EIT, Associate Engineer, Transportation, has two years of experience, all with RK&K. She is a 2017 graduate of Widener University with (BSCE) and since starting at RK&K, Hannah has worked primarily in traffic analysis. She has assisted with projects such as the Perkiomen Creek Crossing, PTC 333-351 Transportation Improvement Study, Durham Freeway Congestion Management, and the 495/270 P3 Project. In addition, she serves on the Planning Committee for the 2019 Pennsylvania Autonomous Vehicles Summit. Hannah Landvater Harrisburg Traffic Ben Lee, Associate Engineer, Transportation, started at RK&K as an intern in May 2016 and started to work full time in June 2017, following his graduation from the University of Delaware. He is responsible for various traffic engineering projects for the Wilmington Office and his most significant projects include the Delaware School Zone MUTCD Compliance Review and various Traffic Engineering Studies for DelDOT’s Traffic Section. Ben Lee Wilmington Traffic Nick Riley Nick Riley, EIT, Associate Engineer, Transportation, earned degrees from Virginia Tech (BSCE) and Johns Hopkins University (MS) and has five Baltimore years of professional experience. Since joining RK&K eight months ago, he has worked on numerous projects for state and local governments Water Resources including erosion and sediment control, stormwater management, storm drain, culvert replacement and stream restoration. He is currently working on MCDOT Culvert Rehabilitations, Takoma Branch Stream Restoration, Emery Lane Shared Use Path, and Gude Drive Roadway Improvements.

20 Mayur Sharma Mayur Sharma, EIT, Associate Engineer, Transportation, graduated from NC State University (MSCE) in 2017. He has four years of work Raleigh experience and provides wide variety of skills to the Structures team in Raleigh. He is responsible for assisting in the structural design and Structures inspection of curved and straight steel, reinforced concrete, and pre- stressed concrete structures with an emphasis on bridge design. In the past year he has been working with RK&K, Mayur has been involved in two major design-build projects ­— the bridge over Pamlico Sound in Dare County, NC, and the bridge over Perquimans River in Perquimans County, NC. Aidan Suiter Aidan W. Suiter, EIT, Associate Engineer, Transportation, earned his degree from Virginia Tech (BS, Biological Systems Engineering) in 2015. York Aidan joined RK&K in January 2018 following two and a half years of experience working for a civil site development firm in South Carolina Water Resources and Georgia. Since joining RK&K, Aidan has been supporting the Water Resources group where he focuses on ecological restoration projects, which includes providing hydrologic/hydraulic analysis; field investigation and data collection; stream/wetland restoration design, CAD/InRoads design, and erosion and sediment control services in Maryland and Pennsylvania. Dwight S Wolf, EIT, Associate Engineer, Environmental, has two years of experience, one with RK&K. He is a 2016 graduate of Virginia Tech (BSCE). Since joining RK&K’s water and wastewater division in February of last year, Dwight has primarily worked on force main design projects in the Hampton Roads region for HRSD. Besides civil engineering, Dwight’s other passions include surfing, hunting, and enjoying the outdoors. Dwight Wolf Newport News Water/Wastewater Catherine Cruz-Ortiz Catherine Cruz-Ortiz, Associate Environmental Scientist, Transportation, has 10 years of experience, with five at RK&K. She is a graduate Fairfax of Penn State (BS, Environmental Resource Management; BS, Community Development) and the University of Delaware (MS, Environmental Policy). Natural Resources Catherine has provided a wide range of Natural Resource and Environmental Services to various clients in DE, MD, and VA. Recent project experience has included wetland/stream delineations for the Western Perimeter project within the Virginia Tech Campus in Blacksburg, NEPA and NRTR report preparation for the Route 1 Bus Rapid Transit in Fairfax, as well as wetland/waterway permitting for the Four-Mile Run Bank Stabilization Project in Fairfax, the JUP Offset Natural Gas Line Replacement in Hanover, and the Christina River Bridge in Wilmington.

21 Christina Simini Christina Simini, Associate Environmental Scientist, Transportation, is a graduate of University of Maryland, Baltimore County (BS, Ecology; MS, Geography Baltimore and Environmental Systems) with six years of experience and has been with RK&K for nearly a year. She has a diverse background in natural resources and hazardous Natural Resources materials with recent project experience in wetland and stream restoration, wetland delineation, and forestry. Christina has supported the 495/270 Managed Lanes Study since joining RK&K, which includes wetland delineation, development of the Natural Resources Technical Report, wetland and stream mitigation site search, data management, and coordination with agencies on both the permitting and mitigation efforts. She has also supported natural resources work for the Montgomery County DOT culvert rehabilitation project and monitoring of several wetland restoration sites. Liz O’Keefe Liz O’Keefe, Associate Planner, Transportation, is a 2017 graduate of the University of Maryland (BS, Environmental Science and Technology; Baltimore minor, Geographic Information Science). Liz initially spent time traveling between the Fairfax and Baltimore offices, working on various projects Planning in DC, Maryland, and Virginia, but now resides permanently in Baltimore. For the past six months, Liz has been working on MDOT SHA’s 495/270 Managed Lanes Study, managing the GIS data, creating figures for various documentation and technical reports, and quantifying environmental impacts. Gregg May Gregg E. May, Senior Designer, Energy & Corrosion, earned his degree from Buffalo State College (BS). His career started as a Richmond Technology Teacher instructing 2D and 3D computer modeling, design development and architecture. Prior to joining RK&K, he was the lead Energy & Corrosion piping designer for AdvanSix, a company that specializes in polymer resins. Since joining the Energy & Corrosion Group in 2017, Gregg has been instrumental in high profile projects for Baltimore Gas & Electric and Virginia Natural Gas. Currently, Gregg is the lead designer for UGI projects in Pennsylvania. Samantha N. Roupe, Senior Designer, Transportation, has 12 years of experience, all with RK&K. Her experience includes hydrologic and hydraulic modeling, drainage system design, and SWM/BMP design and permit acquisition. She has also provided design support from conceptual layout through final design for a variety of recreational trail/ shared-use path projects In Delaware. Recent notable projects include the Cooper-Cross Wildlife Viewing Enhancements, the Christina River Bridge & Approaches, and the Wilmington Sports Complex. Sam Roupe Baltimore Highways

22 Ken Wims Ken Wims, Senior Designer, Environmental, has over 13 years of experience, all with RK&K. He has worked on a variety of utility projects, Virginia Beach being primarily responsible for construction document production. As Water/Wastewater inspector, his duties vary from performing field inspections, material testing, and project coordination. Ken served as lead inspector for Darren Lloyd the HRSD Great Neck Road Interceptor Force Main Replacement, in Virginia Beach, VA, where he was responsible for progress reporting Baltimore and inspections. He is currently aiding the designs of HRSD Design-Build GIS/Programming Surry Hydraulic Improvements and Interceptor Force Main Project, as well as the Elbow Road Pressure Reducing Station Project. Darren R. Lloyd, Senior GIS Technician, Environmental, has a degree from UMBC (BA, Geography). He has more than three years of experience, the last two and a half with RK&K. He supports the Maryland Port Administration’s GIS program as on-site staff. He is responsible for maintaining the GIS enterprise databases, implementing best practices, software installation, spatial application development coordination, and creating on demand maps and graphics. Christopher Piper, Senior CADD Coordinator, Transportation, earned degrees from Appalachian State University (BS) and Gordon-Conwell in Massachusetts (MA). Chris started with RKK in 2010 as a CADD tech in the Structures department and in 2016 he transferred to Water Resources. There he has served as the department CADD tech, as well as doing field surveying for hydraulics. Additionally, Chris currently assists with training entry level engineers on a variety of plan preparation tasks. All of his professional civil engineering experience has been with RK&K. Chris Piper Raleigh Water Resources Erik Thompson, Senior CADD Coordinator, Transportation, has 19 years of experience , 15 at RK&K. Since joining RK&K he has worked on a variety of structural projects in Maryland, Virginia, Delaware, and North Carolina. His recent projects include MD 32 phase 2, Arkendale third track design-build, and MD 355 (BRAC) project. 23 Jason Bach, Senior CADD Operator, Transportation, has over 20 years of experience, 15 with RK&K. Jason started in the Baltimore office’s Jason Bach Planning group prior to transferring to the York office to support the Pennsylvania CADD and GIS drafting and standardization initiatives. York His responsibilities include all aspects of plan and public display Water Resources preparations, as well as maintaining our client’s CADD Standards. In addition, Jason is a subject matter expert in respect to a wide range of Bentley applications and is looking forward to assisting the Water Resources group with a smooth transition into the new Bentley Connect and Open Roads Designer applications. Greg Bynum, CADD Operator, Transportation, in the Roadway Design Group in the Raleigh Office. Greg is a graduate of NC A&T University (BA, Graphic Communications). Prior to joining our Roadway Design Group, Greg began his career with RK&K as an inspector, working on the NCDOT Austin Avenue Project in Durham, North Carolina. Greg is currently supporting the 16-mile, I-95 Design-Build Project pursuit. Greg Bynum Raleigh Highways Matthew Livesay, EIT, Engineer, Transportation, earned his degree from the University of Tennessee (BSCE) in August of 2018. Since graduating, Matt served as a Field Engineer, CEI in NCDOT Division 14. While in that capacity, Matt helped design non-STIP projects at the aid of the District Engineer and Assistant District engineer. Matt is looking forward to his new role and the opportunity to contribute to the success of the Raleigh office. Matthew Livesay Raleigh Water Resources Keisha Turner Keisha Turner, Field Engineer II, Construction Management, began her career with RK&K as a CAD Technician in 2006. She worked with the Orlando Geotech, Structures and Survey departments for nearly 10 years. She briefly left RK&K after relocating to Florida where she gained experience Construction Inspection/Field in the private sector, utility construction/ inspection, and completed her BS in Construction Management. Keisha joined RK&K Florida’s CEI group in 2017. Keisha is currently a FDOT consultant, but was recently selected as the CSS for Central Florida Expressway Authority’s Systemwide Contract. She will be supporting a variety of construction projects including mill and resurface, tolling, signing, and ITS.

24 Michelle Brittingham, Field Engineer I, Construction Management, earned her degree from the University of South Florida – Tampa (BSCE). Her initial assignment upon joining RK&K in the Richmond Construction Management and Inspection Group in 2018 was in the VDOT Central Office Construction Division supporting post construction finals close- out. She was then selected and is currently assigned as the Office Engineer for VDOT on the $178M I-64 Widening, Segment III Design-Build project. Michelle Brittingham Richmond Construction Inspection/Field Cara Cupka, Field Engineer I, Construction Management, earned her degrees from Old Dominion University (BS, Civil Engineering Technology; MS, Education). A former math and science teacher, she joined RK&K’s Virginia Beach Construction Management and Inspection Group in 2017. Since May of 2018 Cara has been assigned within VDOT’s Hampton Roads District Project Controls Group providing contract administration support on projects through-out the District, as well as continuity for VDOT staff transitions within the Group. Cara Cupka Virginia Beach Construction Office Byron Mathis Byron Mathis, Project Administrator, Construction Management, has more than 12 years of experience in the construction industry, the last Lakeland five at RK&K. He joined RK&K’s Central Florida Construction group in 2014 as a Senior Inspector, working on FDOT projects in Lakeland, FL. Byron Construction Inspection/Field then went on to be the QC Manager for Florida’s Construction Group, where he was instrumental in implementing RK&K’s QA/QC Program for all clients throughout Florida including FDOT, Florida’s Turnpike, and Central Florida Expressway Authority. Currently he is severing as a Project Administrator for the Central Florida Expressway Authority on the Systemwide Contract where RK&K is providing full CEI services on various construction projects. Brandy Asbury Brandy Asbury, Senior Inspector, Construction Management, has more than 16 years of experience, four with RK&K. Brandy is primarily Charlotte responsible for resurfacing projects where she has been relied on to train DOT and CEI personnel in all aspects of asphalt laydown Construction Inspection/Field operations. She has also been assigned at times to the $31M Skeet Club Road project for 3.4 miles of reconstruction which includes grading, drainage, signals, and structures. Prior to joining RK&K, Brandy spent 12 years working her way up the career ladder for a major NCDOT highway contractor.

25 Jackson Minter, Senior Inspector, Construction Management, obtained his degree (BS, Civil Engineering Technology) in 2015 and began his career with RK&K working on on-call assignments in NCDOT Division 7. He started out on cored slab bridge replacements and quickly moved to a large steel girder bridge with a poured deck when our client wanted to challenge his abilities. After just a few months on the $135M Greensboro Northern Loop project, the client rewarded Jackson with his promotion to Senior Inspector. Jackson Minter Charlotte Construction Inspection/Field Adam Novak, Senior Inspector, Construction Management, joined RK&K in March of 2018 upon his relocation from Pennsylvania where he served PennDOT as a Survey Technician. He has earned multiple degrees, including from Southern New Hampshire University (MBA), Rasmussen College (BS, Finance), and Pennsylvania Highlands Community College (AA, CADD). Assigned to NCDOT Division 9, Adam has made a positive impact for the Division assisting with both utility relocation and survey projects. Adam Novak Charlotte Construction Inspection/Field David Peasley Dave Peasley, Senior Inspector, Construction Management, joined RK&K in 2015 as a bridge inspector assigned to the NCDOT Division 1 Raleigh Bridge Preservation Program. Since then, he has applied his years of construction experience and project management to inspect a Construction Inspection/Field wide array of projects, including a variety of bridges, culverts, utilities, pipelines, roadway, and resurfacing operations. Dave has recently been promoted to an Assistant Resident Engineer position in NCDOT’s Williamston Office in Division 1, where he is responsible for contract administration and construction oversight. Mo Alshishani, Senior Inspector, Construction Management, graduated from East Carolina University (BS, Industrial Technology) and joined RK&K as an Inspector Trainee in May 2018. He assisted the Raleigh office with field surveying and the inspection of bridges and drainage structures before being assigned to NCDOT’s Maintenance Operations Support Team Unit, where he has been promoted to a Transportation Technician I. 26 Alex Hall, Inspector, Construction Management, joined RK&K in 2017 as an Inspector Trainee. Alex first assisted in the Raleigh office before being assigned to the NCDOT District Drive Resident’s Office, where he serves as an Inspector on resurfacing projects throughout southern Division 5. He was recently promoted to a Transportation Technician I after completing the requirements of NCDOT’s training program. Alex is also pursuing an engineering degree from Wake Technical Community College. Alexander Hall Raleigh Construction Inspection/Field Jim Beers Jim Beers, CPSM, Senior Marketing Manager, Business Management, has more than 25 years of experience in the A/E/C industry. Since joining RK&K 11 years Raleigh ago as the firm’s first Marketing Professional in North Carolina, his leadership and Marketing dedication has been instrumental to the success and substantial growth of our NC operations, as well as marketing and business development for South Carolina Jennie Brooks and the firm’s expansion into Georgia. Jim has spent the last decade spearheading winning proposals and preparing numerous presentations, award submittals, and Richmond other marketing-related efforts — gaining specialized expertise in design-build Marketing pursuits. Several of his design-build marketing successes to date have included the $464M Monroe Connector Bypass, the $138M Triangle Parkway Toll Facility, the $258M Asheboro Bypass and Zoo Connector, the $360M I-40 Widening, and the $192M I-73/ PTI projects. Jennie Brooks, Senior Marketing Coordinator, Business Management, received a BS in Marketing from Virginia Commonwealth University. Jennie has more than 12 years of experience working within the A/E industry including 10 years in the marketing field. She joined RK&K three years ago and has continued to play a key role with the preparation of technical proposals, development of presentations and graphics for shortlist interviews and community meetings among other efforts to support the department. Recently, Jennie has provided support with the successful pursuit of key contracts including Henrico County, York County, and East Ohio Gas. Shelly Horner Shelly L. Horner, Senior Marketing Coordinator, Business Management, has 13 years of experience at RK&K and graduated from Frostburg Baltimore State University (BS, International Business). During Shelly’s first 10 years at RK&K, she served as an administrative assistant and worked on a Marketing variety of tasks, such as contract administration, presentations, white papers, and reports for Delaware projects, including US 301. Since joining the marketing group, Shelly has worked on many different types of proposals for numerous clients and disciplines and is involved in RK&K’s Baltimore office MBE/WBE outreach program. She is a member of SMPS, WTS, and RK&K’s Women’s Leadership Forum.

27 Bailey E. Jennings, Marketing Coordinator, Business Management, graduated from Radford University (BS, Marketing and Communications). She has over four years of relevant A/E/C marketing experience, with the last year at RK&K. She has been supporting the marketing team with assistance in technical proposals, presentations and updating marketing materials. In the last year, Bailey has assisted in the successful pursuit of key contracts including, Fluvanna County, Henrico County, City of Roanoke and, Prince George County. Bailey Jennings Richmond Marketing Brad Furches, Senior Network Administrator, Business Management, joined RK&K in 2018 with over 15 years of experience in IT and proficiency in a wide range of technologies. Over the past year he has overseen the rapid expansion of the company’s footprint into new physical locations and the cloud, developing a robust and reliable network to pave the way for the future of technology services at RK&K. Brad Furches Baltimore IT/Computer Services Amy Parrish Amy E. Parrish, Project Coordinator, Business Management, is a proud graduate of Appalachian State University and has been part of the Raleigh RK&K family since May of 2012. She is a pleasure to work with and is extremely efficient at completing tasks. Amy performs project controls General Office/Admin functions on NC Design-Build projects and is utilizing those same skills to help coordinate our Bid-Build projects as well. She has recently been given the responsibility of training a new employee to assist her with project control functions including submittals, schedules, contracts tracking, and invoicing functions. Alison Bishop, College Relations Specialist, Business Management, is a graduate of Towson University (BA, Business Administration, concentration in Human Resources Management). Alison has three years of recruiting and HR experience. Since joining RK&K, she has been responsible for spearheading the internship program and college relations.
