2018 FallPromotions

Nate Atkinson Nate Atkinson, PE, Executive Director, will lead water/wastewater,Baltimore utilities, water resources, natural resources, and site development in Maryland. Nate’s career started in 2002 upon receiving an EnvironmentalWally Bowman Engineering Degree from Cornell University. He entered the water business with aRaleigh major competitor where his primary focus was working with local MD municipalities performing asset assessments and planning in response to their Federally-mandated Consent Decrees to eliminate sanitary sewer overflows. Over the past 16 years, he has served as a Project Engineer, Project Manager, and Engineering Manager and during his tenure grew his water practice from 15 to 35 engineers, scientists, and technicians, with revenues exceeding $10M annually from clients throughout MD. In achieving this growth, Nate expanded his group’s services to include the design of new pipeline installations, tunnels, pipeline rehabilitation, environmental assessments, stream assessment/repair, GIS data services, and construction management. Nate was then promoted to Associate Vice President and also led their Maryland-based Water/Wastewater Design group with on-going work at several of Baltimore and WSSC’s Water and Wastewater Treatment Facilities. Nate joined RK&K in February 2018 and his focus has been assisting with on-going project work, marketing, and business development throughout PA, MD, DE, VA, a new water initiative in Georgia, staffing needs and recruiting of new staff, and developing operational and financial management improvements. Nate lives in Towson, MD with his wife, Nicole, and their three boys. As a native to Baltimore, Nate is extremely excited to take a leadership position in a firm so rooted in his hometown and looks forward to defining RK&K into the next 100 years. Wally Bowman, PE, Executive Director, will continue his leadership of construction in North Carolina and will add South Carolina and Virginia construction to his responsibilities. Wally is a 1981 graduate of NC State University with a BS degree in Civil Engineering. Upon graduation, he worked five years in the oil & gas industry in LA, MI, TX, and OK. Returning home in 1986, he had a distinguished 28-year career with NCDOT, beginning as a Materials Engineer. Soon afterwards he transitioned to the construction side of NCDOT, serving as Assistant Resident Engineer, Resident Engineer and Division Construction Engineer. The last 15 years of his NCDOT career he served as the Deputy Division Engineer and Division Engineer in Division 5, where he managed construction, maintenance, and operations activities in the Raleigh-Durham Metropolitan area. Wally joined RK&K in January 2016 as Director of NC’s CEI operations and in less than three years, our CEI program in North Carolina has more than doubled. Through his leadership, RK&K has over 250 CEI employees in NC, and we now have engineers and inspectors in every one of the 14 NC Highway Divisions. He directs and manages our NC CEI services and continues to win both CEI On-Call Contracts, currently valued at over $48M, as well as multiple Project Specific CEI Contracts totaling over $50M. Aside from work, Wally enjoys traveling, fishing, and spending time with friends and family, especially his three grandchildren.

Jeff Guzy Jeff Guzy, PE, Executive Director, will continue his leadership of ourKing of Prussia Pennsylvania transportation and construction operations and will add Delaware to his responsibilities. Jeff graduated from Johns Hopkins University in 1983 with a B.S. in Civil Engineering. After a successful 30-year career with a major competitor, he joined RK&K in 2015, and since then has focused on growing the firm’s Pennsylvania transportation business. In the past three years, RK&K has seen significant growth with the opening of Harrisburg and Allentown offices and staff growth in all locations. During this time, he also led efforts to diversify our business and capabilities. Jeff has also helped RK&K engage with new clients including PennDOT Districts in the Williamsport and Philadelphia areas; Central Office; and Montgomery County, to name a few. Jeff is currently leading efforts to establish an office in the City of Philadelphia and continues to assist other areas of the company in their strategic initiatives. Jeff resides in Collegeville, PA with his wife of 24 years, Laura, and their two children, Kyle and Stephanie. Kyle just started college at Ursinus (Go Bears!) and Stephanie is a sophomore at Spring-Ford High School (Go Rams!). When he’s not spending time with the family he likes to golf, and in the fall and winter you’ll find him at Eagles home games (Go Birds!). He’s even traveling to London to watch the Eagles play the Jaguars on October 28th.Keith Skinner Keith Skinner, PE, Executive Director, will continue his leadership ofRaleigh transportation in North Carolina and will also oversee transportation in South Carolina. Keith is a 1990 graduate of NC State University, where he started working for RK&K as a Co-op Student in 1987 when there were only 13 people in the Raleigh office. Keith has spent his entire career with RK&K and has been trained and mentored by some of the most impressive RK&K leaders of the past and the present. Since the inception of design-build in NC, Keith’s involvement and leadership have been instrumental to the North Carolina Department of Transportation and North Carolina Turnpike Authority in their efforts to complete some of the state’s most challenging transportation projects. Teaming with various local and nationally recognized contractors, this impressive resume of success includes 25 design-build projects tallying more than 130 miles of highways and 201 bridges, and totaling more than $2B in construction cost. In the last two years alone, Keith’s management has been a vital contribution in securing several design-build projects worth nearly $500M. Today, Keith heads up the design efforts and daily functions of our 110-person multi-discipline Raleigh staff, as well as facilitates coordination and leadership support for our new transportation design professionals in Charlotte, NC and Columbia, SC. Keith and his wife have two kids in college (one Senior and one Freshman) and have recently become empty nesters. Keith enjoys the outdoors and is an avid fisherman and plans to travel more as the kids are now off forging their own paths.

Kristina Miller Kristina S. Miller, PE, Senior Manager, Planning, is a proud graduate of NC State UniversityRaleigh (BSCE) and has 26 years of comprehensive experience analyzing/developing transportationPlanning projects, including four years at RK&K. She supports numerous projects and holds PM positions, which helped win many exciting contracts. She has been integral to growing/Anthony Houser leading Raleigh’s Planning Group, a fantastic team (18 strong), including Planning and NaturalRaleigh Resource Engineers, Planners, and Scientists.Highways Anthony A. Houser, PE, Manager, Design, earned his BSCE from UNC Charlotte in 1987.Pete Stafford Prior to joining RK&K in 2016, Tony was employed by the NCDOT for more than 28 years.Raleigh During his last 13 years with the Department, he served as a Roadway Design Project EngineerPlanning where he supervised three roadway design squads. Since joining RK&K, Tony has been a valued part of our Roadway Team, lending his expertise and management skills in the deliveryChris Piazza of a variety of highway projects.LakelandPlanning William “Pete” Stafford, PWS, Manager, Natural Resources, earned his BS in Environmental Science from UNC Wilmington in 1987 and has spent the last 17 years with RK&K performingKim Warren and managing environmental, protected species, stream, and wetland related work. HeLakeland manages one of the State’s most respected groups of Natural Resource scientists and specialists.Planning Pete and his group are know as the “Go-To” Group for NCDOT Natural Environment Section. Chris Piazza, PE, Manager, Planning, has 16 years of experience and received a BS in Civil Engineering from the University of South Florida. He spent nearly 10 years working for FDOT, before joining RK&K in February 2012. Chris has been the PM for multiple planning, NEPA, and design projects for RK&K, including the Alt US 19 Corridor Study for FDOT District 7, which featured an extensive public engagement program. He is currently underway on a Statewide Acceleration Transportation (SWAT) project, which involves consideration of a full range of alternatives for improving mobility and safety along US 41 in Tampa. Kim Warren, Manager, Planning, received a BS in Biology/Biological Sciences from Florida Southern College. She has over 28 years of transportation experience and has had leadership roles on over 70 studies across roadway, bridge, interchange, transit, rail PD&E, value engineering, and corridor and feasibility. Kim is currently managing the FDOT District 1 Environmental Management Office Continuing Services Contract, through which she has been instrumental in supporting the implementation of NEPA Assignment, in which FDOT assumes FHWA’s responsibilities for all NEPA documentation and environmental regulations for highway projects, including supporting the District with the Statewide Environmental Project Tracker (SWEPT).

Brian Finerfrock Brian Finerfrock, Manager, Water Resources, oversees the water resource related designsFairfax in Fairfax, and supports related work in other offices. During his nine years and many projects atWater Resources RK&K, Brian is most proud to have supported NC in the pursuit of the Monroe Bypass, leading the drainage design efforts for the 29-Solutions Project in Charlottesville, VA ­— the 2018Jeffrey Meador Virginia ACEC Grand and Pinnacle award winner. Most recently, Brian completed managingRaleigh the development of the District of Columbia’s, first ever widespread flooding analysis andWater Resources flood response plan for DDOT.Matthew Cook Jeffrey W. Meador, PE, Manager, Water Resources, received a BSCE in 1999 and aRaleigh MSCE in 2002, both from NC State University. Jeff has 19 years’ experience, 13 at RK&K,Water Resources in areas that include: hydrology and hydraulic analysis, stormwater management design/ analysis, bridge/culvert design and scour analysis, NPDES permitting/compliance, erosionMatthew Lamy & sediment control, BMP design, floodplain studies/management, watershed studies/masterRaleigh planning, and Management of Municipal projects.Highways Matthew L. Cook, PE, Manager, Water Resources, earned a BSCE from NC State UniversityXiaorong Lai in 1998 and has more than 20 years experience, 18 with RK&K. His experience includesBaltimore hydraulic design and analysis of roadway drainage, stormwater management, pre- versusTraffic post-construction drainage analysis, bridge and culvert design, hazardous sill basin design, hydrologic modeling for FEMA flood studies — including CLOMRs, LOMRs and MOAs — erosion and sediment control design, and permitting services. Matthew A. Lamy, PE, Project Manager, Matthew received a BS in Construction Engineering in 2006 and a Master of Civil Engineering in 2010, both from NC State University. He has 14 years of experience, all at RK&K. His design and management skills have been utilized on many design-bid-build and design-build projects. Matthew’s expertise, as well as his ability to mentor younger Engineers makes him a valued member of our Team. Xiaorong Lai, PE, PTOE, PhD, Traffic Analysis Manager, has 14 years of experience, 11 with RK&K and is a graduate of the University of Maryland. Xiaorong has led the development of traffic forecasts and traffic models for many of RK&K’s largest projects over the past decade, including the I-270/I-495 P3, the Woodrow Wilson Bridge, the Pennsylvania Turnpike, and the Baltimore Red Line. He is currently serving as a Senior Technical Advisor for MDOT SHA’s Travel Forecasting and Analysis Division (TFAD).

Troy White Troy White, PE, Construction Manager, is a PE in VA, WV, and FL and started his careerRichmond with the West Virginia Department of Highways in 1994. He came to work with RK&K in ourConstruction Management Richmond, VA Construction Management and Inspection group four years ago. From there he moved back home to Keyser, WV to help Dave Vanscoy grow our CEI group. Thanks toDavid Roberts Troy’s help, RK&K is now back in WV CEI with four new contracts to provide CEI services forBaltimore WVDoH.Planning David I. Roberts, PE, Senior Project Engineer has eight years of experience, all with RK&K.Chas Starr He is a graduate of the University of Maryland, where he obtained a B.S. in Civil Engineering.Orlando Since joining RK&K, Dave has worked on a variety of planning and final design projects inConstruction Office MD, VA, DC, and NC. He is a graduate of the UniversityWater Resources of Florida with a BS Civil Engineering. Kristianne M. Sandoval, PE, Project Engineer, received her M.S. from the University of Utah. Since joining RK&K five years ago, she has worked on and led efforts or numerous NPDES/MS4 projects throughout Maryland, encompassing structural and low-impact development (LID), sustainable stormwater management design and retrofits, and watershed feasibility assessment and planning, including stakeholder and community outreach efforts. Her main focus has been design and maintenance of stormwater assets in highly urbanized environments and she is currently creating designs for bioretention, bioswales, green streets, and other stormwater BMPs. Dori Shivers, Project Engineer, received her MSCE from the University of Maryland and has nine years of experience in GIS development for water resources projects, site development, drainage design rehabilitation, and SWM. She presented “Sea Level Rise and Effects on Infrastructure” for a PDH session at RK&K. As an on-site engineer, she managed Environmental Restoration projects to help Baltimore City meet its MS4 permit requirements. She is currently working on the I-495/I-270 Managed Lanes NEPA Study.

Jonathan Clunie Jonathan A. Clunie, PE, Project Engineer, has seven years of experience, all with RK&K.Baltimore He has a B.S. in Civil Engineering from the University of Delaware. Jonathan has performedWater Resources a variety of analysis and design tasks including new/retrofit SWM, storm drain, erosion and sediment control, drainage inspection, and other related efforts in MD and WV. His notableMimi Sweitzer assignments include the MD 404 DB, I-270 Innovative Congestion Management, WheelRaleigh Creek SWM retrofit, and Inwood Bypass.Geotech Margaret M. Sweitzer, PE, Associate Engineer, has a BS and MAT in Mathematics fromEric Price UNC, as well as an MSCE from NC State University. She worked for five years with theRaleigh NCDOT Geotechnical Unit prior to joining RK&K in 2018. Her experience includes foundationHighways design, plan development of temporary shoring, noise barriers and various retaining walls; development of ground improvement strategies, and design of reinforced slopes.Arash BozorgiRaleigh Eric S. Price, EIT, Associate Engineer, earned his a BSCE from NC State University in 2017.Geotech He has two years of experience, including past internships at both NCDOT and RK&K. As a member of our Roadway staff he has gained valuable experience through a variety ofMarina Doyle projects, including both design-bid-build and design build projects, such as the $361M I-40Newport News Widening project in Wake and Johnston Counties and multiple NCDOT bridge replacementWater/Wastewater projects across the state. Arash Bozorgi, EIT, Associate Engineer, has a BSCE, MS in Geotechnical Engineering, and recently earned his PhD in Geotechnical Engineering from NC State University. He has four years of experience and provides a wide variety of skills to the Geotechnical Team in Raleigh. His capabilities include site investigation and designing geotechnical structures, such as foundations, retaining walls, embankments, and sound walls for highway, road, and bridge projects. Marina A. Doyle, EIT, Associate Engineer, has two and a half years of experience providing services to multiple clients throughout the Hampton Roads area, including the cities of Virginia Beach and Newport News, the town of Poquoson, and HRSD. Prior to joining RK&K, Marina completed a two-year planning/analysis internship with HRSD. She is a graduate of Old Dominion University where she studied Civil Engineering with a minor in Environmental Engineering.

Maria Angel Londono Maria Angel Londono, EIT, Associate Engineer, graduated from George Mason UniversityFairfax with a BS in Civil and Infrastructural Engineering. Maria has worked on roadway projectsHighways for various agencies and localities throughout Northern Virginia. Her experience includes developing both concept layouts and final plans for the construction of sidewalks, shared-usedJohnny Stein paths, roadway extensions, intersection improvements, and roundabouts. Maria has workedRichmond on numerous notable local and regional projects, and countless sidewalk, walkway, and bikeHighways lane improvement projects through the FCDOT On-Call Design Contract.Daniel Goldman Johnny C. Stein, EIT, Associate Engineer, has more than three years of experience, all withFairfax RK&K. He is a 2015 graduate of James Madison University with a B.S in Engineering. JohnnyTraffic has worked on a variety of Virginia state roadway projects, being primarily responsible for design, 3-D modeling, and plan production. He has been a lead designer/modeler for I-64Taylor Adams High Rise Bridge design build, Route 220 design build, Richmond-Henrico Turnpike, andVirginia Beach roundabout modeling for Longhill Rd.Water/Wastewater Daniel Goldman, EIT, Associate Engineer, is a traffic engineer with three years of experienceSarah Falcone in Traffic Engineering, both design and analysis. He has helped primarily on North CarolinaBaltimore Traffic Forecasting projects, along with the Virginia DOT Northern District Pavement MarkingNatural Resources Tasks. More recently, he has served on-site with VDOT’s Salem District, assisting with all studies and helping them deliver their safety program. Taylor N. Adams, EIT, Associate Engineer, Taylor has two years of experience, all of which at RK&K. She is a graduate of Virginia Tech with a bachelor’s degree in Biological Systems Engineering. She has completed the NC State River Course 101. Taylor is responsible for hydrologic and hydraulic modeling, drainage system design, and BMP design. Most recently, she has worked on the Stumpy Lake Watershed Master Drainage Model for the City of Virginia Beach. Sarah J. Falcone, Associate Environmental Scientist, has nearly three years of experience, all at RK&K. She has supported natural resources field inventories for wetlands and forest, permitting projects, and mitigation monitoring, and has had a significant role on the MDSHA Full Delivery stream restoration projects. Sarah has particular expertise in GIS development of mapping, running models, and manipulating large databases.

Gordon Marsh Gordon S. Marsh, LEED Green Associate, Environmental Scientist, earned his BS inRaleigh Environmental Science from UNC Wilmington in 2017 and is currently pursuing a master’sPlanning degree from NC State University, while working full time here at RK&K. Over the past year he received his wetland delineation certification, completed surface water identification training,William Parrish and has become a licensed drone pilot. All these achievements were earned while providingRaleigh heavy field assistance within our Natural Resources Group.Planning William R. Parrish, GIS Analyst, has 18 years of experience, 14 with RK&K, and is responsibleMark Lawson for building, updating, and maintaining extensive geospatial datasets of infrastructure andRaleigh natural resources for various transportation, environmental, and utility projects throughoutHighways the State. In addition to managing data, Bill specializes in creating mapping and graphical illustrations for presenting project data and analysis. Bill recently obtained his drone pilot’sJason Bass license.RichmondConstruction Management Mark A. Lawson, SI, Senior Utility Coordinator, has 25 years of project experience in various roles, with the last seven at RK&K providing CAD support and utility coordination. His survey background gives Mark a solid foundation for understanding the complexities that can be associated with transportation projects. He has provided outstanding utility coordination services and represents RK&K very well. Jason Bass, Field Engineer I, has been working with the Richmond Construction Management and Inspection Group since 2015. He interned with RK&K on the $33M I-64 Design-build project, as well as the $22M Lewistown Road Interchange Project. Since coming to RK&K, he has worked as a construction inspector on the Lewistown Road Interchange Project and was selected to be the office engineer on the $20M Airport Dr/I-64 Interchange Project.
