(55.4.3) Award is issued with a certificate. (55.4.4) Award is a five pointed Star with the Bharat Scouts and Guides Emblem, suspended with a yellow ribbon. (55.4.5) A cloth Emblem with the design in yellow colour is also issued. (55.4.6) Award is made by the Chief National Commissioner suo moto or on the recommendation of the concerned National Commissioner and the National Executive Committee; the State Chief Commissioner shall make the recommendation suo moto or on the recommendation of the District or Divisional or the Local Association in consultation with concerned State Commissioner and the State Executive Committee. (55.4.7) Silver Star is worn on the uniform above the right pocket by men and on the side not covered with saree by women (55.5) Bar to Silver Star: A Bar to Silver Star may be awarded for not less than 5 years of additional service of a similar character after the award of Silver Star. (55.6) Silver Elephant : (55.6.1) Silver Elephant is the highest National Award and is awarded for service of most exceptional character to the Movement. (55.6.2) The Award is made by the Chief National Commissioner suo moto or on the recommendation of the State Chief Commissioner in consultation with the concerned National Commissioner and the National Executive Committee; the State Chief Commissioner shall make the recommendation suo moto or on the recommendation of the 40
District or Divisional or Local Association in consultation with the concerned State Commissioner and the State Executive Committee. When the award is made by the Chief National Commissioner suo moto in consultation with concerned National Commissioner and the National Executive Committee, the Chief National Commissioner shall also consult the concerned State Chief Commissioner (55.6.3) The Award of Silver Elephant suspended with a ribbon into which are woven three strands of blue, green and red colours to represent the three sections of the Scout and Guide Movement. (55.6.4) A cloth emblem with the design in blue, green and red may be worn in mufti. (55.6.5) The Award shall be worn on uniform on special occasions only. 41
CHAPTER VII MISCELLANEOUS 56. Bands : (56.1) Bands, wherever they exits, must be so conducted as to avoid nuisance to the public in particular, must not be played before temples, mosques, churches, schools, hospitals or any house where there are sick persons. They must not be played after 9 p.m. in the street. Bugle practice must not be carried on in open places within 500 metres of houses. (56.2) Brass and buggle bands are not permitted for Cubs or Bulbuls. (56.3) Licence must be obtianed beforehand whenever necessary. (56.4) Scouts or Guides in Scout or Guide uniform shall not play bands in processions, with a view to earn money. (56.5) Scout or Guide Bands shall not be played at any function other than the Scout and Guide functions. oral functions of the institutions to which the Group belongs, and not without the permission of the District Commissioner. Note :13 They shall wear correct Scout / Guide Uniform. 57. Autographs: No autographs shall be sought at a Scout or Guide function. If Scouts or Guides are interested in autographs, the Scouter or Guider in charge will make suitable arrangements outside the function with a guest to get the autographs in properly kept autograph books. 58. Communications: (58.1) It is desirable that correspondence shall be reduced as much as possible. All communications to the National Association shall be addressed to the Director and all communications to the State Associations or District or Divisional or Local Associations shall be addressed to the respective Secretary. (58.2) Correspondence on Scouts and Guides matters must not be addressed to the President of the Indian Republic or to any Department of the Govt. of lndia or any State 42
Govt., to any National or State Level Organisations of other Nation or to any Embassy or Legation in India or abroad except through the State Association or the National Association as the case maybe. (58.3) No member of the Association may express opinion in the public or in the Press on any matter of policy or principle, or be concerned in any broadcast on the Scout and Guide Movement without the prior approval of the State Association or National Association as the case may be. 59. Drill, March past and Posse of Welcome (59.1) Parties of Scouts or Guides during the march past must have responsible traffic pickets at the head and rear. (59.2) Such pickets at night must show a white light in the front and a red light in the rear. (59.3) Posse of welcome, if given to the distinguished guest, shall only be at function of Scouts or Guides or their own institutions. Ordinarily, no Scouts or Guides below the rank of Pratham Sopan shall be allowed to participate in this manner of welcome. “ Arch Staves” shall not be used in any circumstance. 60. Theatres : Scouts and Guides in Uniforms are not allowed to appear on the stages of theatres or music halls in public performances, other than their own without the permission of the State Associations on the recommendations of the concerned District Commissioner and the District Chief Commissioner. 61. Certificates and Letters of Recommendations Scouts/Guides and Scouters and Guiders must not solicit certificates or letters of recommendations for service done as it is contrary to the spirit of Scouting and Guiding. 62. Bathing, Swimming and Boating : (62.1) No Scouter or Guider or any other person incharge for the time being may accord permission to any Scout or Rover or Guide or Ranger to take part in bathing, swimming or boating of any kind, unless he or she has satisfied: - 43
(62.1.1) that the person can swim 50 yards in uniform or in other clothes, (62.1.2) that the person has practical knowledge of the methods of rescue, (62.1.3) that a picket of at least 2 good swimmers preferably those who hold the rescuer badge is on duty, (62.1.4) that the written permission of the parent or guardian of the Scout or Rover or Guide or Ranger is produced, (62.1.5) that the permission of the owner of the tank is obtained, (62.1.6) that the person has a companion in water or on the bank or shore to help in case of emergency, (62.1.7) that the person knows how to handle an oar, (62.1.8) that the boat which sails is in charge of an experienced person or a professional sailor. (62.1.9) that the boat is in order and in good condition, (62.1.10) that every Safety Rule is observed strictly. (62.1.11)that Rules of Health and Sanitations are also observed, 63. As regards sea Scouts’ and sea Guides’ training the Special Rule framed in this behalf shall apply. 64. Camp Warden: The Camp Warden and Assistant Camp Wardens shall be appointed by the Chief National Commissioner in case of National Association in consultation with the National Commissioner and by the State Chief Commissioner in case of State Association in consultation with the State Commissioner. The terms and conditions of their services shall be as laid down in the Service Rules. The Divisional or District or Local Associations may appoint Camp Wardens and Assistant Camp Wardens in their respective areas in consultation with their respective District Chief Commissioners, District Commissioners and Assistant District Commissioners. 44
65. Inter District Visits and Participation : No member of a District Association can participate or represent in any other District’s event without prior sanction of the home district. 66. Inter-State Visits and Participations : No member of the State Association shall participate, camp, represent in any other state’s event without prior sanction of the home State Headquarters. 67. International Visits and Participations : No member of Bharat Scouts and Guides shall participate, camp, represent in any of the International Event in the Foreign Countries without the prior sanction of the home State Headquarters and the National Headquarters. He / She should carry with him/her an International Letter of Introduction issued by the National Headquarters. 45
CHAPTER VIII CODE OF CONDUCT 68. SCOPE AND PURPOSE OF CODE OF CONDUCT: (68.1) This Code is more than a set of prescriptive guidelines issued solely for the purpose of formal compliance. It represents collective commitment of volunteer leaders of BS&G and serves as mandatory guiding principle which all volunteer leaders have to adhere to. (68.2) It’s our duty to protect reputation of the organization by adhering to the values and principles set out in this Code. By doing so, we strengthen our Movement. (68.3) The norms set in this Code are mandatory for all volunteer leaders irrespective of post or past association with the Movement. Every volunteer leader should expect to be held accountable for his/her behaviour. Should such behaviour violate this Code, they may be subject to action not limited to removal from the office which he/she is holding or withdrawal of Award/recognition conferred by the organization. (68.4) The code does not provide a comprehensive and complete explanation of all expectations from an organization standpoint. (68.5) The word “Scout” includes “Guide” also and should be read accordingly. (68.6) In this code, “we or us” mean leaders who are serving in voluntary or honorary capacity. (68.7)The Executive Committee of The Bharat Scouts & Guides is the final authority to take decisions or modify any provision of this Code. The aggrieved person may appeal to the President of the Association within 30 days of the decision of the Executive Committee of the Bharat Scouts & Guides whose decision is binding for all purposes. 69. SCOUTS PROMISE AND LAW (69.1) Promise: (69.1.1) On my honour, I promise that, I-will do my best – To do my duty to God and my country, To help other people and To obey the Scout Law. (69.2) Law: (69.2.1) A Scout is trustworthy. (69.2.2) A Scout is Loyal. (69.2.3) A Scout is a friend to all and a brother to every other Scout. (69.2.4) A Scout is courteous. (69.2.5) A Scout is a friend to animals and loves nature. (69.2.6) A Scout is disciplined and helps protect public property. (69.2.7) A Scout is courageous. (69.2.8) A Scout is thrifty. (69.2.9) A Scout is pure in thought, word and deed. 70. OUR CONDUCT AS VOLUNTEER LEADER: (70.1) I/We shall as a responsible scout leader committed to serve the organization with highest level of devotion towards assigned responsibility. (70.2) I/We are committed to serve conforming to the highest moral and ethical standards. (70.3) I/We shall contribute to the physical, intellectual, moral, social and spiritual potential development of the future generation (70.4) I/We shall respect culture, norms and heritage. We avoid any project or activity that is detrimental to the wider interests of the communities in which we volunteer. (70.5) I/We do not compromise safety of others. I/We shall strive to provide a safe, healthy and clean environment to professional leaders and all those who work with us. (70.6) When representing organization, I/We shall act with professionalism, honesty and integrity, and confirm to the highest moral and ethical standards. In the States BS&G 47
works, I/We exhibit culturally appropriate behavior and conduct which shall be perceived as fair and transparent by third parties. (70.7) I/We shall respect the human rights and dignity of all associates. (70.8) The statement that I/We make publicly shall be truthful and made in good faith. (70.9) I/We do not support by any means or become member of any other parallel youth Scout organization. (70.10) I/We shall comply with the laws of the land. With regard to those provisions of the Code that are explicitly dealt with under an applicable law, the law shall take precedence. In the event that the standards prescribed under any applicable law are lower than that of the code, we shall conduct ourselves as per the provisions of the Code. (70.11) I/We shall create a conducive work environment built on tolerance, understanding, mutual-cooperation and respect for individual privacy. (70.12) I/We shall treat everyone with dignity and respect. I/We shall not tolerate any form of harassment, whether sexual, physical, verbal or psychological. (70.13) I/We shall respect others right to privacy. I/We shall have no concern with their conduct outside work environment, unless such conduct impairs their work performance or adversely affects reputation of BS&G. (70.14) I/We shall not, directly or indirectly, offer or receive any illegal or improper payments or comparable benefits that are intended or perceived to obtain undue favors for the conduct of affairs of BS&G. (70.15) I/We may accept gifts or hospitality from other scout leaders, only if such a gift would not influence or appear to influence, our ability to act in the best interest of BS&G and would not embarrass BS&G or the giver if disclosed publicly. (70.16) I/We shall not make any willful omissions or material 48
misrepresentation that would compromise the integrity of BS&G records, internal or external communications and reports, including the financial statements. (70.17) I/We shall respect and protect all confidential information and intellectual property of BS&G. (70.18) I/We shall promptly report the loss, theft or destruction of any confidential information or intellectual property and data of BS&G or that of any third party. (70.19)I/We shall use all organizational assets, tangible and intangible for the purpose for which they are provided and in order to discharge the assigned responsibility. Such assets shall not be misused. (70.20) I/We do not tolerate prohibited drugs and substances from being possessed, consumed or distributed at office/camps. (70.21) I/We are committed to good Scout leader, and shall actively assist in the improvement of the quality of training and activity of the organization. (70.22) I/We, in uniform, do not seek to influence the outcome of public elections, nor to undermine or alter any system of government. I/we do not support any specific political party or candidate for political office. (70.23) I/We must preclude any activity that could be interpreted as mutual dependence/favour with any political body or person, and I/We do not offer or give any organization funds or property or other resources to use to any political party, candidate or campaign. (70.24) I/We shall ensure that no person or organizations uses the BS&G emblem or name to further its interests without proper authorization. (70.25) I/We shall raise concerns or complains firstly through internal grievance mechanism as approved by National Executive committee. (70.26) I/We do not tolerate any form of retaliation against anyone reporting legitimate concerns. 49
