I.3 Inspection: 1. Foot plate inspection during day and night to check abnormalities on line and rectification of the same through concerned departments. 2. Inspection of running room allotted to him regarding facilities available for running staff. 3. To conduct ambush checks in automatic signaling territory to see whether the loco pilots are following relevant rules as laid down in general & subsidiary rules. 4. Surprise inspection of out pits, crew booking offices including breath analyzer equipment for proper functioning, proper usage and to check that proper procedure is followed. 5. Inspect locomotives allotted to him particularly in regard to safety items including proper functioning of flasher lights etc. and take necessary action to get the defects attended to by the home or outstation shed as per convenient. 6. Check wastage, spillage, misuse or pilferage of lubricating oil/ grease etc. 7. Joint checking of emergency telephone sets used on electric locos with supervisors of S & T department. 8. Periodical checking of loco pilot‘s personal equipment and stores. I.4 Field work: 1. Field work ( on line ) 2. Field work ( in sheds) I.5 Field work (on line): 1. Plan out in advance and train loco pilots and other running staff to ‗learn the road‘ and become fully familiar with all the signals especially automatic signaling sections and layout of the track, en-route and in yards, test the running staff for their knowledge of road and arrange for issue of competency certificate to them. 1

Train the running staff in the correct methods of trouble shooting, correct manner of operation of electric locomotives, inspection of locomotives in accordance with the prescribed instructions and observance of safe working rules. Train the running staff about new modifications carried out in electric locos. 3. Check out load, speed checks, intersectional running time, braking distance and signal visibility checks (joint inspection with S & T department), riding quality checks of locomotives, test staff of other departments as prescribed for their knowledge of rules applicable. If any irregularities are noticed with loco/ crew to be reported to Sr.DEE/TRSO & ADEE/ RSO. 4. Train the new loco pilots regarding how to apply vacuum/ air brake application on loco and on train. 5. To train loco pilots of poor caliber allotted to him by giving intensive training on line and in exceptional cases when a person fails to make the grade, submit reports to Sr. DEE/ TRSO. 6. Conduct trails for energy conservations, wheel flange lubricators of new stock, modifications, and heavy hauled trains with maintenance staff. 7. To improve driving skills of loco pilots by adopting latest methods of energy conservation. 8. Foot plating by mail/express trains to make up lost time (to maximum permissible limits) lost due to loco defects or any other account. 9. Conducting punctuality drives to ensure punctual running of mail/ express and slow passenger trains and counsel loco pilots to make up time without exceeding maximum permissible speed. 10. To arrange issue of competency certificate to running staff for working in automatic signaling sections after giving them one day intensive training and after testing their knowledge. 11. Test and check the accurate working of the speedometers on run and arrange for attention to defective speedometer by shed staff as required. 12. Arrange timely renewal of speedometer charts& chips and sealing of speedometers. 13. Scrutinize speedometers charts removed from locomotives and report to superiors, if any over speeding or other irregularities are noticed. 100% scrutiny of charts from mail/ express and passenger trains and 25% of charts from goods trains should be carried out. 14. Escort VIP and other important/ special trains. 15. Carry out special drives and trails as directed by head quarters/ division. 16. Maintain records in respect of running staff allotted to his control indicating the training imparted, refresher and promotional courses gone through knowledge of safety rules, knowledge of trouble shooting procedures etc. 17. Make a review of troubleshooting carried out by each loco pilot and impart necessary guidance if any incorrect procedure or irregularity is brought to notice. 18. To associate training school and ensure the troubleshooting aspects that are taught in the classes are relevant to the existing problems, education of running staff regarding engineman-ship - loco failures and breakdowns. I.6 Field work (In sheds): 1. To follow up attention to repairs on locomotives subsequently in shed after completing footplate inspection to improve the performance reliability of locomotives. 2. Co-ordinate with maintenance staff to give proper attention to the safety fittings on the locomotive. 2
LOCO INSPECTORS COURSE MATERIAL 3. Check and eliminate cases of unnecessary detention to engines and crews in loco sheds and in traffic yards before and after working trains. 4. Checking up records maintained in crew booking office including breath analyzer equipment for proper functioning and usage. 5. Periodic checking of Loco Pilot‘s personal equipments and stores. 6. Checking of relief train arrangements and its equipments 7. To associate with training school and ensure the trouble shooting aspects that are taught in the classes are relevant to existing problems. I.7 General 1. Conducing of DAR enquiries and attending any other enquiries ordered by Officers 2. Ensure Headquarters/Railway Board‘s statements pertaining to engine performance, stalling cases are put up to concerned Officers in time 3. Watch over implementation of 10-Hour Rule to running staff 4. Attending meetings viz. Mechanical, Statistical, Safety, etc. 5. Attend fuel economy meetings in Headquarters office and implement Headquarters directives/instructions 6. Fixing of trip rations 7. To perform any other duties that may be given from time to time by Officers of Diesel/Electric sheds and other officers of the administration. I.8 Punctuality: Punctuality is two kinds 1. Divisional punctuality: Time loss for less than 45 minutes. 2. Zonal punctuality : Time loss for above 45 minutes. I.9 Items to be checked, role of LOCO INSPECTOR in punctuality monitoring To maintain punctuality of train, especially to an important train, Loco Inspector should take the following. 1. The importance of punctual running of said train may be informed to the crew well in advance informing that loco inspector is coming in the Loco, other officials in the coach/ Saloon, if any. 2. Ensure that Loco Pilot came to on duty in time as per the Divisional Instructions. 3. Loco Inspector should collect the fresh caution order of the section. 4. Ensure Loco Pilot has gone through all necessary registers in crew lobby and signed wherever required. 5. Ensure Loco Pilot is not intoxicated positions with the help of breathe analyzer. 6. Ensure Loco Pilot got his personnel and necessary tools for working the train. 7. Ensure Loco Pilot has collected all necessary documents, keys, if any, from in charge of crew lobby. 8. Ensure PT set & walkie-talkie are working and to be kept ready always. 9. As LI, he should ensure that no unauthorized person is allowed in engine. 10. Loco Inspector should ensure that Loco Pilot and Asst. Loco Pilot checked loco thoroughly. LI may also check the loco, to ensure the loco is fit to work the existing formation and required amount of BP Pressure in Engine. (Also to ensure BP continuity test be conducted). 11. Ensure safety items of loco are in good working order such as Horns, wipers, Flasher Light, Head Light, etc. 12. Ensure all necessary documents were received and correct Authority To Proceed is given and starting signal from guard. 13. Don‘t increase the speed of train till platform is cleared. 14. Advice Loco Pilot to reach Maximum Permissible Speed, as early as possible. 15. Ensure Loco Pilot has checked brake power of train and satisfy that brake power is up to the required and also make judgment for further controlling of train. 3
LOCO INSPECTORS COURSE MATERIAL 16. Ensure Loco Pilot is maintaining correct speed at the engineering restricted spots and on points wherever required. 17. Ensure train is controlled correctly i.e. not well in advance. 18. Judicial application of brakes is an important role in punctual running of train. 19. While stopping the train at station ensure train is on platform to enable to entrain or detrain of passengers and loading or unloading of luggage / parcels. 20. Ensure engine crew exchanging all right signals with crew and guard of opposite trains and station staff en-route. 21. Ensure correct visibility of signals in section. 22. If loco is giving any trouble try to attend it on run, if not possible, after stopping the train but it should be rectified in a lesser time. 23. If train is stopped due to any other reasons i.e. ACP, etc. It should be rectified in less time and to be restarted as quickly as possible. 24. Always advice Loco Pilot to run the train at MPS to make up the time and also to overcome the unforeseen detentions. 25. LI to ensure Loco Pilot and Asst. Loco Pilot calling out signals properly. 26. Don‘t allow the Loco Pilot to think about any other things except punctual running of train. 27. If loco/ formation is required to be attended by concerned maintenance staff, it should be informed to TLC/ SCOR well in advance, en-route. 28. Advice Loco Pilot/ Asst. to use appropriate whistle codes at the time of whistling. 29. After reaching the destination loco and other documents to be handed over to the concerned staff promptly. 30. Ensure Loco Pilot had made entries in RS 5 register of C & W and other necessary registers in crew lobby. I.10 Points at a glance: 1. Motivating the staff nominated 2. Leadership 3. LOCO INSPECTORS COURSE MATERIAL Loco Link Joint Procedural Order on HALF-YEARLY REVIEW OF SANCTIONED STRENGTH OF LOCO & TRAFFIC RUNNING STAFF and LOCO INSPECTORS. JPO No.1/2010 DT: 22-02-2010. In the context of increasing trend of traffic, issues of time loss on various accounts being raised repeatedly, the long time being taken in processing the proposal to obtain the sanction of competent authority etc., a need to review the method of working out the requirement of crew for Freight & Coaching trains, modification of certain percentages applied in the process, level of concurrence etc. has been felt. Based on the comprehensive review, in super-session to the joint Procedure Order No. 1/2003-04 dated 12-02-04 issued on the above Subject, the following procedural order is issued. The review of crew shall be done once in six months coinciding with Peak and non-peak seasons of Freight traffic i.e., April-September and October- March respectively every year. Section –LOCO PILOTS and ASSITANTS LOCO PILOTS (ALPs) A. COACHING TRAINS 1. Loco Pilots (LPs) and Assistant Loco Pilots (ALPs) : The requirement Should be calculated on the basis of most essential & economical crew Links drawn and certified as per Hours of Employment Regulation (HOER). It shall be ensured that minimum 85 % of their total duty hours are spent On foot-plate as contemplated in Railway Board‘s letter No.E(MPP) 006/1/89 dt.4-10-06. 1.1 Information required to be furnished to Finance: (i) Working time table (ii) Crew links. (iii) Certificate of Controlling Officer certifying that links are most essential and economical. (iv) Certificate of HOER by personnel branch. (v) Existing Sanctioned Strength of Mail /Express/Pass Loco Pilots as per Book of Sanction certified by personnel Branch. 1.2 Method of Calculation of LP/ALP posts: Bare requirement of Loco pilots and Assistant Loco pilots should be Worked out based on certified crew links Percentage to be applied on bare requirement for Leave Reserve (LR) and Trainee Reserve (TR) is as under: 5

FREIGHT TRAINS 2. The requirement of Loco pilots (LPs) and Assistant Loco pilots (ALPs) shall be calculated based on the average duty hours per fortnight for the Corresponding period of six months i.e. 12 fortnights of preceding year. It Shall be ensured that duty hours are at least 90 hours in a fortnight From signing on to signing off as contemplated in Railway Board‘s letter No.E (MPP) 006/1/89 dt.4-10-06 2.1 Information required to be furnished to Finance: Power plan and actual workload. Certificate of the controlling officer that the calculations are as per the procedure and for the efficient working. Existing Sanctioned Strength of Goods pilots as certified by Personnel branch. Action taken by personnel branch to fill up the vacancies. 2.2 Method of calculation of LP/ALP posts Each Crew Booking Point shall maintain a Register for accounting the details of trains worked and duty hours performed by crew for each trip section wise. The working duty hours shall be reckoned from ―Signing On‖ to Signing Off‖. At the end of each month, the total duty hours performed by each crew, section wise, shall be consolidated. The bare requirement of LP/ALPs for working freight trains shall be Calculated based on average duty hours per fortnight reckoned from ―Signing On‖ to Signing Off‖ for the corresponding period of six month i.e. 12 fortnights of preceding year and divided by 104. 6
LOCO INSPECTORS COURSE MATERIAL Percentage to be applied on bare requirement for leave Reserve (LR), Trainee Reserve (TR), Allowance in lieu of Rest/Time loss (ALTL) and Traffic Fluctuation (TF) is as under: LP/GOODS ALP/GOODS (a) Leave Reserve (LR) 30% 30% (b) Trainee Reserve (TR) 10% 10% (c) Traffic Fluctuation (TF) 10% 10% (d) Allowance in lieu of Time loss (ALTL) 10% 10% Note: The bare requirement of ALPs shall be equal to the bare requirement of LPs; However care should be taken that no ALP shall be provided for LPs of DHMU/DEMU/EMU/MEMU trains and for LR posts of Supervisors. Method of Calculation of Guard /Coaching Bare requirement of guards should be worked out based on Certified crew links. Percentage to be applied on bare requirement for leave Reserve (LR) and Trainee Reserve (TR) is as under: GUARDS/ COACHING (i) LR 30% (ii) TR 02% 7

LOCO INSPECTORS COURSE MATERIAL Section-3 LP/ Shunting (SHUNTERS) and LOCO INSPECTORS (LIs) Common for coaching and freight trains 7. Requirement of Shunters O The bare requirement of Shunters should be worked out based on the activity wise workload in eight hours shift. O 30% Leave Reserve only should be provided on bare requirement of Shunters. O Detailed Justification together with activity wise, shift wise. Calculations should form part of the proposal. 8. Requirement of Loco Inspectors (LIs) O The requirement of Loco Inspectors should be worked out as per the norms mentioned below: (i) 01 Loco Inspector for every 25 Loco pilots (ii) 01 Loco Inspector for every 50 Shunters. Note: 12.5% Leave Reserve on Loco Inspectors (LIs) to be added in the Category of LP (Pass) only. PROCEDURE TO BE FOLLOWED IN DIVISIONS 9.1 No posts other than those mentioned in the JPO shall be included in the running Staffs review. 9.2 Creation of posts in Running Staff Category mentioned in the JPO does not require release of matching money value from Hqrs Surplus bank , on the same lines, the surrender of Running posts do not result in crediting the money value to Hqrs, Surplus bank. 9.3 Requirement of crew for Coaching /Freight services shall be calculated by the concerned Branch officers of the Division and Consolidated proposal shall be submitted to COM with the Concurrence of Sr.DFM and the administrative approval of DRM. PROCEDURE TO BE FOLLOWED IN HEADQUATRES 10.1 There is no need for any further concurrence of FA&CAO. 10.2 The Loco running staff review proposal shall be scrutinized at HQrs in the COM‘s office by Dy.CME/R&L. After due scrutiny and obtaining the administrative approval of COM, the proposal shall be submitted to AGM for sanction, 10.3 The revised sanctions shall be communicated for necessary action to the concerned Division (Executive, Sr.DPO & Sr.DFM) by DY.CME/ R&L, with a copy to FA&CAO and CPO for record). 9
LOCO INSPECTORS COURSE MATERIAL 10.4 Similar action shall be taken by CTM/G in the case of traffic Running Staff (Guards) at Hqrs. in the COM‘s office. TIME FRAME 11.1 The entire process of review both at Division and HQrs level shall Be finalized as per the time schedule given below: (a) Divisional Branch officers - To be completed by 05th Mar for April –Sept. Review & 05 th Sep. for Oct. To Mar, Review (b) Sr. DFM - 10 days (c) HQrs - 15 days for scrutiny Administrative approval of COM & Sanction of AGM. The JPO comes into effect immediately including review of earlier Period under finalization. POWER REQUIREMENT (POWER PLAN) (A) 1. To be prepared once in six months 2. Avg. No. of trains run on each section per day and Avg. Hours on road for last six months duly sign by Sr. DME(P) and Sr.DOM to be prepared. 3. Formula: Section wise average freight POL for the last six months to be calculated as under: Bare POL = PDD + HOR + PAD (POL=Power on Line: POD= Pre departure detention: HOR= Hours on Road PAD= Post Arrival Detention). 4. 3.5% further growth and 10% Bunching allowance to be demanded on Bare POL. 5. Locos requirement, for DMT, ART, and other locos which remain in outage but not added in POL for the purpose of calculation of average kilometres to be added in the bare requirement. 6. To arrive total POL, last six months average POL of shunting loco link WDS-4, WDS-5 Pilots and Mail lie over to be added in the POL calculated above. 7. MAIL/EXP/PASS. Loco requirement to be worked out on the basis of loco link. Add 10% for major repair allowance. 8. For shunting services, work out number of points for 8 hours shunting, demand 0.33 POL,add 1 loco as overlap against 5 locos. Add 10% for major repairs. 9. Kms Formula: Total kms earned on the Avg. Per day during last six months divided by average loco utilization. 10
LOCO INSPECTORS COURSE MATERIAL POINTS TO BE KEPT IN VIEW WHILE PREPARING LOCO PILOTS LINKS: 1. Loco Pilot/Crew links are prepared by CPRC/CTLC and got verified from Personnel Branch. Objective of crew links is to ensure optimum utilization of crews. 2. Train Timings to be checked from the latest timetable. 3. Links to be prepared before promulgation of new time table 4. Max. Duty hours in anyone trip should not exceed 10 hours 5. Avg. Duty hours in a fortnight should not exceed 104 hours 6. Min. No. of rests in a month should be 5 of 22 hrs, or 4 of 30 hours including night in bed from 22-00 hrs. to 06.00 hrs, from sign off to sign on. 7. Efforts should be made to include all the sections in the link to avoid giving learning road again and again. 8. Min. Out of station rest in case less than 8 hrs, duty in the previous trip should be 6 hrs, from sign off to sign on. In case duty is 8 hrs, or more than 8 hrs, then 8 hrs. rest to be given. In case of short trips of less than or equal to 5 hours then duty performed plus 1 hrs, will be sufficient. 9. Min. Home station rest should be (a) If duty performed in the last trip is less than 8 hrs then 12 hrs. (b) If duty is 8 hrs, or more, then 16 hrs. (c) If staff is required to work train less than stipulated rest then breach of rest Allowance is payable to running staff. 10. Link having the maximum earning kilometerage should be worked by senior most loco pilots and so on. 11. Separate links should be prepared for superfast trains such as Rajdhani/Shatabdi Express Chronic late running trains should be kept in view to avoid link failures. POINTS TO BE KEPT IN VIEW WHILE PREPARING LOCOMOTIVE LINKS 1. Loco/Power links are prepared by Hqrs office and circulated to the divisions. The objective of power links is to ensure optimum utilization of powers. 2. Train timings should be checked from latest time table. 3. Links to be prepared before commencement of new time table. 4. Efforts should be made to send the loco to home shed for servicing within the stipulated schedule time. 5. Minimum possible out station halt should be provided. 6. Ensure loco is permitted to run on the sections at the max. Permissible speed of the train. 11
LOCO INSPECTORS COURSE MATERIAL ROLE OF LOCO INSPECTOR IN EXTRACTING THE SPM MODULARS AT ACCIDENT SITE There are 4 types of Speedo Meters using in the Electric Locomotives, they are Medha, AAL (also called as Telpro), Laxven, and Stesalite. Extracting or inserting the Modular / CF card should be done only when Battery in off condition in all types of Speedometers. Precautions to be taken while extracting the SPM Modular / CF (Compact Flash) Card: It should be extracted only in the presence of all other department‘s supervisors as witness and record the following in a Joint Memo in duplicate: 1. Note the time in the SPM Recorder and compare with the actual time and both should be recorded in the Joint Memo. 2. Check the Memory Freeze Switch in the SPM Recorder is in ON or OFF position and record it. 3. Switch OFF the Battery, and ensure digital display in the SPM gets off 4. Insert concerned SPM key properly and turn ¼ th round in clock-wise if Laxven, Stesalite and AAL in anti-clock wise. If it is Medha turn half round in clock wise, then open the door. 5. Press the Eject Button gently (or) move the slider from right to left in case Medha. 6. Modular / CF card will move out slightly, hold it carefully and extract it. 7. Note down the type of the SPM and Modular, Serial No, Home shed etc,.. if available on the Modular and record them in the joint memo. 8. Seal it in a cover along with a copy of Joint Memo (required to locate the time of incident and difference of time if any while analyzing the SPM Data) and handover it to Safety Department / Sr.DSO. 9. Switch Off the Memory Freeze Switch. 10. Switch on the Battery and ensure Memory Freeze switch ON indication goes off. 11. Make a remark in the Loco Log book duly informing the TLC to replace the SPM Modular immediately. Precautions to be taken while inserting the Modular / CF Card in the SPM: 1. The Modular should be a fresh one or if it is old one, ensure that Modular / CF Card was formatted as per the Rules. 2. Set the Control time in the SPM. Switch off the Battery and ensure digital display gets off in the SPM. Open the SPM door with a proper Key 3. Hold the modular in horizontal position, arrow mark upwards in case Medha or Face on top in case AAL, Laxven or Stesalite. 4. Insert modular / CF Card smoothly and after ensuring it was seated properly, press it gently and ensure Eject button projects out. 5. Close the door gently ensure Eject button not to press (if it was pressed Modular/CF card projects out from its seat) and lock the door properly. 6. Switch ON the Battery. Some SPMs, it takes time for 100+100 seconds to read and format on its own, allow it till it displays time. 7. After displaying the time, check all the parameters in the SPM by pressing DISPLAY button and feed the fresh LP Id and check it. 12

LOCO INSPECTORS COURSE MATERIAL CHAPTER II EVALUATION TECHNIQUE GRADING BOOKLET-Revision - I Instructions to LI and Loco pilots 1. A revised policy for categorisation of Loco Pilots into ‗A‘, ‗B‘ ‗C‘ and ‗D‘ grades has been formulated by the Railway Board. This ‗Grading Booklet‘ gives the instructions for Carrying out the grading of Loco pilots and for the usage of this booklet, attached with the booklet is a flow chart giving the complete logic of Loco pilot categorisation and procedure thereof. LIs to keep monitoring their allocated Loco Pilots as per periodicity and schedules laid down by the individual railways. Every Loco Pilot will be categorised by his LI at the end of period prescribed in this grading book for the purpose of categorising him as ‗A‘,‘B‘ ‗C‘ and ‗D‘. 2. Revised policy for categorisation of Loco pilots: For evaluating LPs overall performance, attributes which a LP is Expected to posses have been listed out under different heads. The LI is required to carry out the grading of the LP as per these attributes only and should not use his own discretion for assessment. The various attributes for this categorisation have been quantified and norms for these are as under: 1. Driving Technique -25 marks 2. Knowledge of Safety and Operating Rules -30 marks 3. Technical Knowledge and Trouble Shooting -15 marks 4. Personal Habits -10 marks 5. Accident Record (During the last 5 years) -20 marks ------------------- Total 100 marks --------------------- A total of hundred attributes have been listed which are common for both Diesel and Electrical LPs. Each attribute will carry 1 mark, LI is required to allot ‗1‘ mark if LP‘s performance is adequate and ‗O‘ if inadequate. Actual attributes/performance that are required to be evaluated can vary from one division to another. For example in case a division does not have automatic signalling section, then LPs performance regarding the same will not be evaluated. Actual attributes/performance that are required to be evaluated would depend on the grade of the LP.For example, performance of a goods LP will not be evaluated regarding recovery time available in WTT in case of late running. 19
LOCO INSPECTORS COURSE MATERIAL There will be negative marks, as under, which would be awarded to LP in case he is addicted to alcoholism: (a) Chronic 15 marks (b) Habitual 10 marks After marks are awarded attribute wise and deduction of negative marks, if any, the final grades would be awarded as follows: 80 and above - ‗A‘ Category 60 and above but less than 80 - ‗B‘ Category 50 and above but less than 60 - ‗C‘ Category Below 50 - ‗D‘ Category This grading booklet has provision for entry of five consecutive gradations This grading booklet will be kept with LI but LP has to acknowledge this booklet after each grading so that he knows his weak areas, where there is scope for improvement. Summary of the grading in difference attributes will kept in the divisional Office with Sr.DME/ Sr.DEE (Opt.) The division should maintain a database on gradation of Loco Pilots to enable the administration to identify those areas where majority of LPs are weak or where their knowledge is less than adequate. On the basis of this Information, Additional emphasis should be given to those areas during training of LPs in ZTCs/STCs. 3. Periodicity of review / revising grading: ‗A‘ Category LPs will be graded once every 3 years, ‗B‘ category LPs once every 2 years and ‗C‘ category LP as per the procedure/periodicity given in Para 4 below. ‗D‘ category Loco Pilots will be dealt as per the procedure in Para 5 below. Staff on promotion to goods LPs and also new entrants will initially be assigned ‗C‘ category notionally. 4. Procedure/Periodicity for ‗C‘ category LPs: New entrants as also those promoted as goods LPs will initially be put in ‗C‘ category. A new entrant as Asst. LP and also newly promoted LP will be allowed to perform footplate duties and would be re-evaluated by the nominated LI after one Year. Subsequent to the evaluation, unless he has improved to at least ‗B‘ category, He would be sent for an out of turn refresher course.After completing this out of turn refresher course, he will again be put on footplate duties for yet another 6 months and again re-evaluated. If he still does not improve to at least ‗B‘‘ category he shall be taken off from footplate duties and compulsorily be de-categorised as ‗D‘. 20
LOCO INSPECTORS COURSE MATERIAL Those Loco Pilots already in category ‗B‘‘or above but found to have fallen to‗C‘‘ would be sent for an out of turn Refresher course followed by 6 months of active footplate duties. They would be further re-evaluated by their nominated LI and in case they don‘t improve to at least ‗‘B‘‘ they would also be compulsorily de-categorised as ‗D‘ 5. Procedure/Periodicity for ‗D‘‘ category Loco Pilots: As soon as a Loco Pilot falls in ‗‘D‘‘ category he shall not be allowed footplate duties and instead sent for out of turn refresher course. Those found addicted to alcoholism as habitual / chronic will also be sent for rehabilitation camp in terms of Board‘s policy No.2001/Safety-I/23/4 Dated 27.11.2001 On completion of out of turn refresher and / or rehabilitation he would be tested on a simulator followed by an interview and a grading by a panel of 3 LIs appointed by the concerned Sr.DEE/Sr.DME.The evaluation by LIs will not only be based on the marks grading criteria but an overall realistic evaluation of the Loco Pilot under question .In case he is not able to improve to at least ‗‘B‘‘ category he would be reassigned to an alternate category, which would not be Non- technical popular Category(NTPC). Reassignment to an alternate category would be done on recommendations of the LIs panel to the concerned branch officer (Sr.DEE/Sr.DME). LPs refusing to attend rehabilitation camps or found drunk on duty, etc will continue to be dealt with as per alcoholism policy No.2001/Safety-I/4 dated 27.11.2001. 6. General instructions Safety grading of Loco Pilots would not be linked to promotion. However, Should a promotion become due ‗C‘‘ or ‗‘D‘‘ category Loco Pilot, it would be processed on a provisional basis under a sealed cover , with the stipulation that it would be effective from the date of acquiring the superior grading of at least ‘B‘ Proforma fixation would be allowed. Those who return to active driving after a spell of stationary duty/absence of more than 90 days, will be evaluated after completing active driving for a period of one month and further dealt with according to the category thus assigned. 21

PROCEDURE OF LEAK TEST OF AIR BRAKE LOCO AND LOAD (Ref:-ACTM Vol -III Annexure – 6.01) OBJECT OF THE TEST Ensuring of locomotive to work air brake train by testing permissible leakage in BP and FP circuit of locomotive. (REF-MP GUIDE NO.11, APPENDIX-2 PARA-3) LEAK TEST OF LOCO MUST INVARIABLY BE PERFORMED While taking over charge of loco from shed Before attaching loco with load In case of brake blinding on train due to less pressure After train parting if required After stalling of train if required In case of flat tyre in load if required MR and BP pressure not building up PROCEDURE OF LOCO LEAK HOLE TEST (REF-ACTM VOL-III-Annex: 6.01) 1. Place the LP’s automatic brake valve (A9) handle in emergency position. 2. Start the compressor for building up of MR pressure 8.5 kg/cm2 to 10 kg/cm2. 3. Couple 7.5 mm diameter leak hole special test coupling fabricated to RDSO design SK.DP- 2691 (annexure I with the BP coupling of loco. 4. Move the A-9 handle from emergency to release position to charge BP up to 5kg/cm2. 5. Open the angle cook of BP pipe, BP pressure should not fall below 4 kg/cm2 within 60seconds. 6. Generally the number of CPs used shall be governed by the number of wagons. A general guidance is given below. NO. LOCO INSPECTORS COURSE MATERIAL LEAK TEST OF LOAD (REF:-MP GUIDE NO.11, APPENDIX 2, PARA 3.) LEAK TEST OF LOAD MUST INVARIABLY BE PERFORMED In yard (by C&W staff while intensive testing. In yard or road side station during joint check for train parting/stalling/brake binding flat tyre) PROCEDURE OF LEAK TEST OF LOAD 1. Attach the locomotive to the load and couple brake pipe and feed pipe. Ensure correct coupling with BP&FP in a manner that there is no leakage of the air coupled joint. 2. The coupling should be done with angle cocks in close position. 3. Open angle cock of loco after coupling BP&FP. 4. Open the angle cocks of the BP & FP on all wagons. Check for continuity of BP &FP pressure. 5. After the BP pressure has stabilized in the loco and rear most vehicles to the level indicated in table, move A-9 handle towards application position to reduce the BP pressure from 5.0 kg/cm2 to 4.0 kg/cm2. LENGTH OFTRAIN LOCOMOTIVE LOCOMOTIVE UPTO 56 BOX’N WAGONS 5.0 KG/CM2 4.8 KG/CM2 MORE THAN 56 BOX’N WAGONS 5.0 KG/CM2 4.7 KG/CM2 6. After the BP pressure has been stabilized on 4 kg/cm2 close A-8 cock. 7. Wait for 60 sec. for gauge settlement then notice the drop in BP gauge in loco for 5 min. 8. The droppage in BP gauge shall not be more than 1.25 kg/cm2 PROCEDURE OF LOCO LEAK TEST (REF: MPMI-138/88 Item NO. 7.6) Adjust BP pressure 5.0 Kg/cm2 by A9 adjusting knob. Drop BP pressure by 0.6 kg/cm2 by moving A9 handle toward application. Close the A-8 cock. Wait for 5 minutes. Additional leakage in BP should not be more than 0.7 kg/cm2 Open A-8 cock and move A9 to release position. LEAK OFF TEST OF LOCOMOTIVE FOR FP PRESSURE Check FP pressure 6.0 kg/cm2 in gauge. Close FP isolating cock (A21). Wait for 5 minutes. Droppage in FP gauge should not be more than 0.7 kg/cm2 39

LOCO INSPECTORS COURSE MATERIAL GUIDELINES FOR PREVENTION OF FIRE ON 25KVELECTRIC LOCOMOTIVE (Ref RDSO Report No: ELRS/PR/)0113(Rev.’0’)August’06) A Transformer, Tap changer, CGR/RGR 6.1 The working of PHGR should be ensure during every inspection, trip inspection or Testing of locomotive. The same should be recorded in log book if it stops working all the operating staff should be counseled. H. Important instruction to the crew 1.0 Wedging of Q44 relay should be strictly prohibited 2.0 Wedging of Q118 relay should also be prohibited or can be permitted under LP’s Observation to work up to nearest loco shed or trip shed. 3.0 During every testing of locomotive proper working Q46 relay and its circuit must be Ensured. 4.0 In case of QOP dropping following instructions must be followed Locomotive should be taken for thorough investigation and checking to the nearest loco sheds a) if any traction motor is isolated by the LP on line The working of locomotive with HQOP at off position should be restricted to the nearest TP b) checking point or loco changing point preferably the working of train for one or two block sections only be permitted During working with HQOP at OFF position should be restricted to the nearest c) Trip checking point or loco changing point, preferably the working of train for one or two Block section should only be permitted 5.0 LP should be advised to check the relay panel for tripping of any relay in case of DJ Tripping, even when the tripping was happened due to no tension. 6.0 LP should check the relay targets of trailing locomotive, physically in case the tripping of trailing loco whatever may be the reasons. 7.0 The working of locomotive with MVRH isolated should be prohibited or restricted to clear maximum one or two block sections. 8.0 LP should closely monitor all the blower motors If corresponding air flow relay is Isolated. The same should be attended at the nearest trip inspection point or Electric Loco shed. 9.0 LP should not bypass/isolate any control circuits by carrying out tampering or Shorting of control fuses 10.0 LPs, Loco Inspectors and maintenance staff should b given training for swift and Correct operation of fire extinguishers. A planned active to this effect must be included in refresher courses with the help of the demonstration and allowing the running staff to physically handle the fire extinguisher. 11.0 All LPs should be thoroughly and specifically trained for correct and precise operation of manual drive of GR. The LPs understanding of its functions should e frequently checked. DOS i) All protective (DI/DU) relays should be in service with proper calibration ii) The fire prevention guidelines should be an integral of the training/refresher course ii) Crew should be practically trained for proper use of fire extinguishers DONTs i) Don’ts allow any locomotive even for testing in sheds with any protective circuit isolated ii) Don’ts advise any short cut methods to the crew iii) Don’ts allow any locomotive with less than 4 fire extinguishers in perfect condition I Rectifier: 5.0 The working of locomotive by passing the QVSI must be prohibited J. Auxiliary Motors: 7.0 All auxiliary machines including ARNO should be closely watched maintenance and Running staff against any abnormal sound which may lead to generation of heat ,sparking or smoke emission. 42
