Suggestions ❖ At present log in ID available only to nodal officer (RR Dy collector). Majority of cases comes under other Dy Collectors. So log in ID to other Dy Collectors /Sub Collector / RDO may be given to ensure file flow with final report by Nodal Officer ❖ A provision to close files at Collectorate, where action completed at Collectorate and file transferred to higher levels for further action (presently seen as pendency at Collectorate too)

7REVENUE e-SAKSHARTHA ACTION PLAN ➢ IMPLEMENTATION STRATEGY ○ e-Saksharatha teams will be formed in District and Taluk level with staff who are conversant in Revenue e-services and interested in conducting awareness sessions. The IT Coordinators and the Volunteer Coordinators will be part of this team and they will be primarily responsible for the overall coordination of activities related to e-Saksharatha. ○ NGOs/ Sannadha Sena/ NSS program Officers meeting to be conducted at Collectorate. NGOs in Inter Agency Group(IAG) under Disaster management can be requested to support this initiative. Interested NGOs to be identified. The service of Retired Hands in Revenue Department shall also be used for this. ○ Training shall be given to District Level Master Trainers from ILDM ○ Training of Taluk level Master Trainers and Volunteers - Sannadha Sena/NGOs/NSS shall be

○ Awareness sessions can be done through Colleges/ Resident Welfare Associations etc. Sessions at colleges shall be coordinated at District level. NSS units of concerned colleges can be trained for conducting awareness session in their colleges. Other areas can be arranged at Taluk/ Village level with the support of political representatives. Number of sessions to be conducted will be planned according to the availability of volunteers of NGOs/ Sannadha Sena. ➢ TIMELINE ○ July - August: Identification of NGOs/ Volunteers who are ready to work as Master Trainers. Awareness sessions shall be conducted at Colleges and interested volunteers listed out from them based on their village of residence. ○ September-December : Community level awareness programs by these Master Trainers with the help of Village Janakeeya Samithi. ➢ PERSONNEL TO BE ENGAGED ○ Revenue Staff ○ Kudumbasree Volunteers ○ Sannadha Sena Volunteers ○ NGOs

➢ PERSONNEL TO BE DEPLOYED as MASTER TRAINERS ○ The District level team will conduct training programs for volunteers who are willing to conduct awareness sessions so as to deploy them as Master Trainers. ○ The members of service associations who are interested in this initiative will also be included in the team of Master Trainers ○ The list of Master Trainers will be shared with concerned Village Officers so that they arrange awareness programs with the support of Village Janakeeya Samithi members.

8.Digital Survey Issues ★ A total of 315 files are currently pending in various survey offices (including sub-offices) in the district. Of these, 284 are demarcation appeal files. Necessary steps are being taken for the immediate settlement of the matter. ★ In the 138 Villages, 52 have been re-surveyed by conventional method and 05 villages by electronic total station equipment. Therefore, it has been decided to conduct a digital survey of 133 villages including 52 villages which have been re-surveyed in the conventional manner excluding the said 05 villages. ★ In the first phase, out of the 200 villages in the state, 18 villages from Tirur, Ponnani, Perinthalmanna and Eranad taluks of Malappuram district have been started. Works of scanning the records has been completed. 20 percent drone survey in four villages (Perumanna, Malappuram, Ananthavoor, Athavanad) has been completed.

★ Preliminary steps for Drone Survey related work of five villages (Kuruvambalam, Marakkara, Tirunavaya, Penmundam, Naduvattam) are in progress. ★ It will be completed by the end of this month. Steps have been taken to complete the drone survey of the remaining 09 villages in the first phase by the month of September.

9.ILDM Training Requirements ❑ Currently there are many Software applications/Modules through which public applications are being managed by Village Officers and other sub office staff, like ✔ e-District ✔ ReLIS ✔ e-Office ✔ Revenue Recovery Online ✔ CMDRF ✔ CMO ✔ KBT ✔ Social Security Pension ✔ HRMS ✔ MITRAM ✔ RELIEF

9.ILDM Training Requirements (Cont..) ❑ An employee, whether newly appointed or existing should be aware of the above modules for utilising the softwares to the maximum extent and consistent training needs to be imparted to him/her on a regular interval. ❑ Induction training in Land matters, Revenue Recovery, KBT etc., also needs to be conducted to the newly recruited staff. ❑ Retired hands proficient on the above subjects could be considered as Trainers in addition to the Master Trainers.

❑ Existing IT Cell @ Collectorate/Taluk needs to be strengthened to train and support the staff. ❑ A Training Wing shall be constituted exclusively for imparting training to the staff in the above software modules, under the IT Cell. The team could conduct centralised training sessions @ District level & Taluk level. ❑ The condition of the present training centre functioning in B3 block at Civil Station needs urgent maintenance works. ❑ The Training Centre needs to be modernised and provided with a new Projector and Screen & at least 20 nos. of computers. ❑ It would be better to reduce the number of training sessions held every month and include different topics in the training. ❑ The trainings which used to be held at district/taluk level are not being conducted now. If a separate fund is allocated for this purpose, it is possible to decide the subject of training at the district/taluk level and conduct the training by the trainers of the district as per the requirement of the employees.
