E-NEWSLETTER EMBASSY OF MALAYSIA IN KUWAIT Ninth Edition, July – December 2017HIGHLIGHTS: ASEAN NIGHT – DIPLOMATICRECEPTION TO COMMEMORATE THE 50thANNIVERSARY OF ASEAN, 27 SEPTEMBER2017On 27 September 2017, nine ASEAN Ambassadors in Kuwait co-hosted the ASEAN Night, a diplomatic reception to commemorate the50th anniversary of ASEAN at Jumeirah Messilah Beach Hotel & Spa, Kuwait City. H.E Khaled Sulaiman Al-Jarallah, Deputy Ministerof Foreign Affairs of the State of Kuwait graced the event as the guest of honour.The event began with the playing of the national anthem of the State of Kuwait followed by the anthem of ASEAN “The ASEAN Way’.H.E. Renato Pedro O. Villa, Ambassador of the Republic of the Philippines and Chairman of ASEAN Committee in Kuwait (ACK) for2017 gave a welcoming remark. He outlined the achievements of ASEAN including the signing of the ASEAN Charter in 2007, and thelaunching of the ASEAN Community in 2015.H.E Khaled Sulaiman Al-Jarallah then delivered his remarks, congratulating ASEAN for the 50th anniversary of its foundation on 8August 1967. He also praised the unity among the ASEAN member countries and expressed the hope that future cooperation betweenASEAN-Gulf Cooperation Council (GCC) could further be strengthened, particularly in trade and investment.The event saw the attendance of 400 guests including members of the diplomatic corps, government officials, private sector officials,media representatives as well as members of the community of ASEAN countries in Kuwait.The guests were served with dishes from ASEAN member countries and entertained by various cultural performances. Ghani,Ambassador of Malaysia to Kuwait met separately with HisExcellency Ambassador Dhari Ajran Al-Ajran, Assistant ForeignMinister for Protocol Affairs and His Excellency Ali Suleiman Al-Saeed, Assistant Foreign Minister for Asian Affairs, Ministry ofForeign Affairs of the State of Kuwait. Both meetings were held at theMinistry of Foreign Affairs in Kuwait City.The meetings enabled themto discuss matters of mutual interest between Malaysia and Kuwait.On 1 November 2017, H.E. Dato’ Ahmad Rozian Abd. Ghani,Ambassador of Malaysia to the State of Kuwait met with H.E.Ambassador Sheikh Dr. Ahmed Nasser Mohammed Al-Ahmad Al-Sabah, Assistant Foreign Minister for the Cabinet of the First DeputyPrime Minister and Minister of Foreign Affairs of the State of Kuwait atthe latter’s office at the Ministry of Foreign Affairs, Kuwait City. Ghani,Ambassador of Malaysia to the State of Kuwait met with H.E.Ambassador Ali Suleiman Al-Saeed, Assistant Foreign Minister forAsian Affairs at the latter’s office at the Ministry of Foreign Affairs,Kuwait. The meeting enabled them to discuss various matters ofmutual interest and potential cooperation in various sectorsbetween Malaysia and Kuwait.On 21 November 2017, H.E. Dato’ Ahmad Rozian Abd. Ghani,Ambassador of Malaysia to the State of Kuwait met with H.E.Ambassador Amal Mijrin Ahmed Al Hamad, Assistant ForeignMinister for Economic Affairs at the latter’s office at the Ministry ofForeign Affairs in Kuwait City.This was the first meeting betweenthem since H.E. Ambassador Amal assumed the post in July2017. The meeting enabled them to discuss various matters ofmutual interest especially on economic relations between Malaysiaand Kuwait [3]

ASEAN ACTIVITIES IN KUWAITIn conjunction with the 50th anniversary of the foundation ofASEAN on 8 August 2017, the ASEAN Committee in Kuwait(ACK) Ambassadors led by H.E. Renato Pedro O. Villa,Ambassador of the Republic of the Philippines and Chairman ofACK for 2017 paid a joint courtesy call on H.E. Khaled SulaimanAl-Jarallah, Deputy Minister of Foreign Affairs of the State ofForeign Affairs Kuwait. During the call, the ASEAN Ambassadorsand the Deputy Foreign Minister exchange views on ASEAN-Kuwait and ASEAN- Gulf Cooperation Council (GCC) relations.H.E. Renato Pedro O. Villa, Ambassador of the Republic of the Philippinesand Chairman of ACK for 2017 led the ASEAN Ambassadors in a jointdiscussion with Kuwait Fund for Arab Economic Development (KFAED), ledby Mr. Ghanim Al-Ghunaiman, Deputy Director-General (Investment), on 9August 2017. KFAED was established in 1961 with the purpose to assistArab and other developing countries in developing their economiesparticularly by providing them with loans required for the implementation oftheir development programmes. To date, KFAED has extended itsassistance to 106 countries around the world. [4]

ASEAN ACTIVITIES IN KUWAITThe ASEAN Committee in Kuwait (ACK) succesfully held its 5thFutsal Tournament at Kuwait Disabled Sports Club, Kuwait City.Nine ASEAN embassies in Kuwait and two guest embassies,Japan and Republic of Korea participated in the tournament whichsaw families, friends and supporters thronging the venue to cheerfor their favourite teams. The final match saw Team Red(Indonesia and Thailand) edging Team Green (BruneiDarussalam, the Philippines and Vietnam ) 3-1 to emerge aschampion.The 5th ACK Futsal Tournament 2017 was played in acompetitive but friendly spirit reflecting the brotherly ties and espritde corps amongst the ASEAN community in Kuwait.H.E. Renato Pedro O. Villa, Ambassador of the Republic of the Philippines,Chairman of ACK for 2017 led the ASEAN Ambassadors in a joint discussion withMr. Ali Mohammed Thunayan Al-Ghanim, Chairman of Kuwait Chamber ofCommerce and Industry (KCCI) at the latter’s office in Kuwait City. The MalaysianEmbassy was represented by the Second Secretary. KCCI, established in 1959 isa non-government institution representing business and industrial establishmentsin Kuwait. Its present membership is close to 79,000. [5]

(KOC) - Ahmed Al-Jaber Oil and Gas ExhibitionEach embassy was represented by three Center. The visit was led by H.E. Renato Pedroparticipants.The team event was won by the O. Villa, Ambassador of the Republic of theEmbassy of Myanmar while the individual event Philippines, Chairman of ACK for 2017 andwas won by the First Secretary of the Embassy of joined by Ambassadors and officials from otherVietnam. ASEAN ACTIVITIES IN KUWAIT On 28 July 2017, ASEAN Committee in Kuwait (ACK) held its annual bowling tournament at Bowling Center, Kuwait Hunting and Equestrian Club. This year’s edition also saw the participation of the Embassies of Japan and Republic of Korea as guest participants.The players were divided into three groups. Team White consisted of the Embassies of Brunei Darussalam, Lao PDR, the Philippines and Japan. Team Blue was made up of the Embassies of Cambodia, Myanmar, Thailand and the Republic of Korea. Team Red comprised the Embassies of Indonesia, Malaysia and Vietnam.Team Red emerged the champions, followed by Team Blue and Team White. H.E. Renato Pedro O. Villa, Ambassador of the Republic of the Philippines and Chairman of ACK for 2017 gave away the prizes to the winners. .On 27 July 2017, the ASEAN Committee in Kuwait (ACK) Ambassadors led by H.E. RenatoPedro O. Villa, Ambassador of the Republic of the Philippines, Chairman of ACK for 2017 paida joint courtesy call on Mr. Farouk A. Bastaki, Managing Director of Kuwait InvestmentAuthority (KIA) at the latter’s office in Kuwait City. During the call, the Managing Director of KIAbriefed the ACK Ambassadors on KIA’s role as Kuwait’s main strategic investment arm. [7]

ASEAN ACTIVITIES IN KUWAITThe ASEAN Committee in Kuwait (ACK) with the cooperation of the National Council for Culture, Arts andLetters (NCCAL), Kuwait successfully organized the ASEAN Film Week on 3-8 December 2017 at theNational Library of Kuwait.The opening ceremony was held on 3 December 2017 with the attendance of allASEAN Ambassadors in Kuwait, as well as officials from NCCAL, the National Library of Kuwait and theMinistry of Foreign Affairs Kuwait. For the opening night, Polis Evo, a feature film from Malaysia was screenedto the audience in Kuwait. Eight other films from ASEAN countries were also shown to the public on theremaining nights, namely Kayan Beauties (Myanmar), Habibie & Ainun (Indonesia), Ada Apa Dengan Rina(Brunei Darussalam), The Overture (Thailand), Terbaik Dari Langit (Malaysia), Only Love (Laos), Welcome toVietnam (Vietnam) and Bayan Ko (The Philippines). The ASEAN Film Week 2017 has successfullyshowcased the vibrant culture and traditions of the ASEAN countries through the medium of film. [8]

ACTIVITIES WITHMALAYSIANSOn 1 September 2017 corresponding to 10 H.E. Dato’ Ahmad Rozian Abd. Ghani,Zulhijjah 1438, Malaysians in Kuwait assembled Ambassador of Malaysia to the State of Kuwaitat Rumah Malaysia to celebrate Aidil Adha.The hosted a brunch for Malaysian students inevent was made merrier with a small Merdeka Kuwait at Rumah Malaysia on 16 Septembercelebration to mark Malaysia's 60th National Day 2017 to celebrate Malaysia Day. ACTIVITIES WITH MALAYSIANSIn support of the National Sports Day 2017, on 14 October 2017, the Embassy of Malaysia in Kuwaitorganised sports event at Boulevard Park, Salmiya, Kuwait. About 120 Malaysians living in Kuwaitparticipated. The event was officiated by HE Dato’ Ahmad Rozian Abd. Ghani, Ambassador of Malaysia tothe State of Kuwait. In his opening remarks, he highlighted that the National Sports Day was organized notjust for Malaysia to attain the ‘sporting nation’ status by the year 2020, but also to encourage Malaysians tolead a healthy lifestyle. An aerobic session and a fun run were held for National Sports Day 2017 in Kuwait.On 9 December 2017, the Malaysian Association in Kuwait (MAK) successfully organized its annual FamilyDay event at Sheikh Sabah Al-Ahmed Olympic Shooting Complex in Jahra, Kuwait. The event wasofficiated by H.E. Dato’ Ahmad Rozian Abd. Ghani, Ambassador of Malaysia and Patron of MAK.The fun-filled event was attended by close to 200 Malaysians residing in Kuwait. Several sports activities wereconducted, including futsal, volleyball, dodgeball and fun games for children. The Embassy gave its fullsupport to the event, as part of its engagement programme, \"Program Mendampingi Rakyat Malaysia\" orPMRM. [10]

FEATURE ARTICLE ONE: BUDGET 2018BUDGET 2018: PROSPERING AN INCLUSIVE ECONOMY, BALANCING BETWEEN WORLDLY AND HEREAFTER, FORTHE WELLBEING OF RAKYAT, TOWARDS THE TN50 ASPIRATIONThe Malaysian Prime Minister and Finance Minister, YAB Dato’ Sri Mohd Najib Tun Abdul Razak tabled the Budget 2018 inParliament on 27 October 2017. The budget carries the theme “Prosper with inclusive economy, balancing duniawi (worldly)and ukhrawi (other-worldly) excellence to better the lives of the rakyat towards TN50 aspirations”. A total of RM 280.25 billionhas been allocated for Budget 2018, an increase of RM 19.45 billion over the 2017 budget allocation of RM 260.8 billion. Ofthe total figure, RM 234.45bil is for administration, the remaining RM 46 billion is for development.Malaysia's income percapita is expected to rise to RM 42, 777 by 2018, median monthly income in the country has risen from RM4, 585 in 2014 toRM5,288 in 2016.The eight core thrusts for Budget 2018 are as follows:First thrust : To enhance investment, trade and industry;Second thrust : Towards achieving TN50 aspirations.Third thrust : Excellence in Education Development, Training, Skills and Talent.Fourth thrust : Driving inclusive development;Fifth thrust : Prioritising well-being of rakyat and income-making opportunities;Sixth thrust : Preparing for the fourth Industrial Revolution and the Digital Economy;Seventh thrust : Enhancing efficiency and delivery of government-linked companies (GLC) and public service; andEighth thrust : Balancing between the par excellence of the worldly and the hereafter.Among the highlights of 2018 budget are on investment incentives and income tax cuts. The minimum level of venturecapital investment in a start-up business is to be cut from 70% to 50% for the period 2018-2022. Among the other proposalsare moves to guarantee equivalent income tax deductions in all instances of start-up investment (up to an annual maximumof RM 20 million (US$4.7 million)). FEATURE ARTICLE TWO: PUBLIC TRANSPORTATION IN MALAYSIAMalaysia, in particular, has been showing positive progress towards encouraging its citizens in using the publictransportations. The Malaysian government has the newly launched Mass Rapid Transit (MRT) and the integratedtransportation hub of Terminal Bersepadu Selatan alongside other well-known and more ‘international’ transportation hubssuch as the KLIA2. Highways, on the other hand, are public roads built to cater the needs of the public and shorten thedistance or to provide a link between two destinations.For now, basically, there are three new major expressways or highways in Malaysia and they are East Coast Expressway orLebuhraya Pantai Timur (LPT), Kajang-Seremban Highway or LEKAS and the Pan Borneo Highway. The LPT startedoperating on 1 August 2004 connecting the West Coast and the East Coast of the Peninsular of Malaysia. LEKAS waslaunched on 22 August 2008, connecting Kajang and Seremban. Lastly, the Pan Borneo Highway which was completed wayback in 1997 and made it possible to travel between Kuching and Kota Kinabalu by car or bus. Currently, the government isbuilding newer sections of the highway to connect more rural areas in Sarawak.The Klang Valley MASS Rapid Transit (MRT)project which will be linked with Automatic Train Operation (ATO) consists of 3 lines. The MRT Line 1 for Sungai Buloh-Kajang has been fully operationalised on 17 July 2017. The MRT Line 2 for the Sungai Buloh-Serdang-Putrajaya link isscheduled to be completed by 2022. Whereas, the final line of MRT Line 3 is still at its planning and development stage.Terminal Bersepadu Selatan (TBS) is located at Bandar Tasik Selatan. TBS is effectively accessible through the Middle RingRoad 2 (MRR2) and Sungai Besi Expressway, and it provides three major rail lines such as Keretapi Tanah Melayu (KTM),Express Rail Link (ERL) and Light Rail Transit (LRT) trains. It is a 24-hour incorporated transportation center point fortravellers heading out to more than 150 destinations of north, south, and eastern Malaysia. There are plenty of stores locatedwithin the terminal so that people could do some shopping while waiting for the bus.The new Kuala Lumpur InternationalAirport 2 (KLIA2) was launched on 2 May 2014. It was built to allow continuous connectivity for local and international low-cost plus to avoid crowds at KLIA. The KLIA2 is designed with greater limit to cater up to 45 million passengers per year, andsupplanting the Low Cost Carrier Terminal (LCCT). The KLIA Express provide fast train service (non-stop) which could takeyou from KL Sentral to KLIA in only 28 minutes, and 33 minutes from KL Sentral to KLIA2.In nutshell, Malaysia’s public transportation is growing rapidly and tremendously like mushrooms after a heavy rain. This, inreturn, will benefit the citizens of Malaysia economically and socially. Public transportation is not only affordable but alsohassle-free and very convenient to get around. FEATURE ARTICLE THREE: VISIT PAHANG YEAR 2017This year the Pahang state government has launched Visit Pahang Year 2017 and has lined up events and festivals galore.As the largest state in the Peninsular of Malaysia with a whopping 36,137 km2 of total area, the state offers some of the more‘touristy’ spots in Malaysia.Some of Malaysia’s famous highlands, recreational places, beaches and islands are located in Pahang. The CameronHighlands, Genting Highlands, Bukit Tinggi and Fraser’s Hill for people who just love to be one with nature; Gunung Tahanwhich rises 2, 187 meters above sea level; Taman Negara with activities such as rapid shooting, canopy walk and caveexploration; Kuala Gandah Elephant Sanctuary where you can interact with elephants; as well as Cherating and TelukCempedak are among the popular beach resort area; while Tioman island, dubbed as ‘one of the 10 most famous islands inthe world’. Pahang’s uniquely eclectic mix of Malay, Chinese, Indian and Indigenous Peoples makes it an even bigger drawfor foreign tourists. SPECIAL COLUMN: GETTING TO KNOW YOUThis section allows the Malaysian community in Kuwait to get better acquainted with Malaysians who are currently residing here or who havealready returned to Malaysia. For Issue 9 of the E-Newsletter, three Malaysian students who are currently taking short term Arabic LanguageCourse at Language Institute, Kuwait University namely Ahmad Faruqi Ahmad Jazuli, Nur Shahiera Najati Che Rahim and SyahiraAlmuddin shared their stories and experiences, living in Kuwait for the past four months.Syahirah Almuddin Nur Shahiera Najati Che Rahim Ahmad Faruqi Ahmad JazuliSyahirah Almuddin, 30 berasal dari Perlis Indera Kayangan. Beliau adalah anak kedua dari tujuh adik-beradik dangraduan Ijazah Sarjana Muda Bahasa dan Linguistik (Bahasa Arab) dari Fakulti Bahasa dan Linguistik Universiti Malaya.Beliau pernah mengikuti program pertukaran pelajar selama sebulan di Universiti Sharjah, Emiriah Arab Bersatu (UAE) pada2010. Selain mengikuti kursus pengajian Bahasa Arab, beliau turut berpeluang mengikuti kelas-kelas pengajian agama yangdianjurkan di Masjid Kabir. Semangat beliau utuk menguasai Bahasa Arab terus disemarakkan apabila beliau berpeluangmengenali pelajar-pelajar dari serata dunia, seperti Jepun, Korea, Armenia, Rusia, Ukraine, Perancis dan Jerman. Menurutbeliau, apa yang menarik, pengajian di dalam kelas bukan hanya menekankan kepada penguasaan Bahasa Arab, bahkanturut melibatkan perkongsian agama serta ilmu kehidupan antara sesama pelajar dan pensyarah. Beliau amat berharap agarlepasan pelajar di Institut Bahasa, Universiti Kuwait dapat meneruskan pengajian di sini, di peringkat yang lebih tinggi.Nur Shahiera Najati Che Rahim, 24 berasal dari Kelantan Darul Naim dan merupakan graduan Universiti Malayadalam bidang Usuluddin dan Psikologi. Beliau begitu teruja berada di sini, bukan sahaja kerana dapat belajar Bahasa Arab,bahkan berpeluang mempelajari aspek sosial dan kebudayaan warganya. Menurut beliau, kedatangan beliau ke sini ibaratsebuah mimpi menjadi kenyataan, memandangkan beliau sebelum ini hanya mendengar cerita mengenai Kuwait daripadadua orang adik lelaki beliau, iaitu Mohd Jasir Jawwad dan Mohd Izzat yang telah berada di sini selama lima tahun dansedang belajar di Maahad Dini, Qortuba. Seperti Syahirah Almuddin, beliau turut gembira kerana berpeluang mengikuti kelas-kelas pengajian agama yang dianjurkan di Masjid Kabir.Ahmad Faruqi Ahmad Jazuli,23 berasal dari Kelantan Darul Naim, merupakan anak keempat dari 8 orang adik beradik.Beliau menerima pendidikan awal di SK Ketereh, Maahad Tahfiz Sains, Maahad Muhammadi dan sekarang sedangmengikuti pengajian Sarjana Muda di Universiti Kuala Lumpur (UniKL). Bagi mencapai hasrat mengikuti Kursus Bahasa Arabdi Kuwait, beliau telah menangguhkan pengajian beliau di UniKL untuk tempoh setahun. Menurut beliau, ini merupakanpengalaman kali pertama beliau untuk tinggal di luar negara untuk tempoh yang lama. Beliau berpandangan bahawa kursusini dan biasiswa yang ditawarkan oleh Kerajaan Kuwait adalah peluang terbaik beliau untuk menguasai Bahasa Arab, dimana beliau dapat meluaskan jaringan perkenalan dan ukhuwah dengan pelajar-pelajar berbilang bangsa dan agama dariseluruh dunia. Beliau juga yakin bahawa biasiswa yang diberikan oleh Kerajaan Kuwait ini dapat mengukuhkan lagihubungan dua hala antara Malaysia dan Kuwait. [15]
