CANDIDATURE Commence doing all analysis, evaluation and development, mainly in remote way (visiting any office / vessel should managers require it so). 3 options to start this activities while “working permit” is obtained: » Option 1: waiting for OFII or DIRECCTE to grant the working permit. Migration advocacy service costs would be covered / discounted / negotiated by candidate. » Option 2: working without any official link (written agreement), or company commitment with candidate, as a freelance advisor. » Option 3: working with a temporary written agreement as a freelance advisor By getting an Estonian e-recidency and subsequently registering an Estonian freelance number or personal fintech company. Cost around 365 covered by candidate; processing time around 20-60 days.

NOTE This paper is a proposal only, from an external perspective that ignore the current HSE condition of the company, politics, management system documentation. WHY INCLUDING QUALITY INTO HSE? Quality is the art of producing according to customer specifications, notwithstanding safety, legal and operational restrictions and fostering continuous improvement. ? Quality covers all aspects of the organization: operations, business, people, etc. Any internal procedure, operation and service provided is subject to be evaluated and applying possible improvements afterwards; not only thinking of property damage, accidents, the environment and likely penalties, but also company competitiveness, resources optimization, and hence profit enhancement. As you can see in the organization chart, COMPLIANCE & QHSE “compliance and QHSE” are one of the three main groups, which shall be the observer of the teams’ IMS COMPLIANCE needs, assuring the company counts with an HUMAN COMPLIANCE adequate Integrated Management System (IMS) AUDIT & FOLLOW-UP and the same assures in turn that personnel, procedures and the managed / owned assets comply with QHSE requirements and there is a suitable mean to evaluate and monitoring the observations and non-compliances.

WORKING PLAN » Structure of IMS: reviewing that the system counts with at least: • Context: stakeholders needs and expectations. Scope. Mission and vision. • Politics: Quality politic, HSE politic, drugs and alcohol politic. • Objectives, risks and opportunities. • Definition of legal framework. • Filling system with version control. • Resources and personnel specifications. • Role descriptions. Declaration of the DPA and CSO. • Operational procedures documentation including: safety navigation, bunkering and oil transfer, work permits, risk assessment, anchoring and mooring, tender operations, helicopter operations, readiness of LSA, FFE and PPE. • Emergency preparedness and procedures. Drill plan. • Maintenance plan / PMS. • Seafarer labor and living conditions, including quality of drinking water. • Reporting of accidents / incidents. • Integration of PDCA-cycle to all procedures. Annual Audit plan.

WORKING PLAN » Implement a database of KPI and monitoring relevant statistical information obtained. This KPI database will include at least: • Lost time injurie frequency • Lost time sickness frequency • Passenger Injury ratio • Total recordable case • Quality related deficiencies • Health and safety deficiencies • Environmental related deficiencies • Security related deficiencies • Cyber-security related deficiencies » Verify current suitability of plans and tools for evaluation / audit of the system. Implement changes where necessary to get a deep QHSE deficiency finding. » Review suitability of current tools for evaluating client satisfaction. An outstanding group of methods and tools to receive organic and significant feed-back from clients it’s a key element of an IMS.

WORKING PLAN » Check current or develop, material and means of induction to new joiners. Distinguishing at least 3 levels: • Passengers, visitors and sub-contractor. • Operational staff • Management staff For this task, shall be considered: instruction writing material, slide presentation or a customized video. » Assess and discuss with current compliance and operational department, what could be the most practical, efficient and comfortable way to maintain the information, manuals and records of the IMS. In this matter, there is a strong trend to reduce as much as possible paper records. » Verify current or develop, an automated database of crew and vessels certificates in order to monitoring minimum compliance and validity. This database should an spreadsheet or a software solution, able to generate automatic alerts. » Verify that the IMS comply with local and international regulations. As long as applicable compliance with: LCYC, SOLAS, MARPOL, STCW, ISPS, LL, MLC, Class, Flag state.
