CEO WELCOME MESSAGE It is our great pleasure to welcome all of you to SIAC’s first Virtual Congress. This year’s Virtual Congress will open with a keynote speech by the Honourable the Chief Justice of the Supreme Court of Singapore Sundaresh Menon, followed by a plenary session titled “International Arbitration: The Challenges and Changing Landscape”. The panellists are Chief Justice Menon, Minister for Culture, Community and Youth, and Second Minister for Law, Mr Edwin Tong SC, the Honourable Justice Anselmo Reyes, Singapore International Commercial Court (SICC), the President of the SIAC Court of Arbitration, Mr Gary Born, SIAC Court member, Professor Lawrence Boo, and Deputy Senior State Counsel, Attorney-General’s Chambers, Singapore, Ms Natalie Y. Morris-Sharma. The moderator of the plenary session is Mr Toby Landau QC. The other sessions comprise a Lunchtime Chat, a Debate, and a Virtual Hearing Demonstration featuring SIAC Board and Court members, as well as other eminent international arbitration experts. We close the Congress with Virtual Networking Drinks hosted by the SIAC team. KEYNOTE SPEECH The Honourable the Chief Justice Sundaresh Menon Supreme Court, Singapore Chief Justice Sundaresh Menon was appointed Chief Justice of the Supreme Court on 6 November 2012. Chief Justice Menon graduated with a Bachelor of Laws (First Class Honours) from the National University of Singapore in 1986 and a Master of Laws from Harvard Law School in 1991. He was admitted as an advocate and solicitor in Singapore in 1987, and as an attorney and counsellor-at-law in New York in 1992. After he was called to the Bar in Singapore, he practised with major local and international law firms, primarily as an advocate, in the fields of commercial litigation and arbitration, construction law and insolvency law. From 2006 to 2007, he served as a Judicial Commissioner of the Supreme Court. He was appointed Senior Counsel in 2008. In 2010, he was appointed the 6th Attorney-General of Singapore, a post he relinquished in 2012 shortly before his appointment as a Judge of Appeal. He was appointed to the Presidential Council for Minority Rights upon his appointment as Attorney-General in 2010 and was later appointed as its Chairman in 2012, upon his appointment as Chief Justice. He is also the President of the Singapore Academy of Law. 8

Plenary Session Featuring The Honourable the Chief Justice Sundaresh Menon Supreme Court, Singapore Chief Justice Sundaresh Menon was appointed Chief Justice of the Supreme Court on 6 November 2012. As Second Minister in the Ministry of Law, Mr Tong has focused on the promotion and development of Singapore’s legal sector and dispute resolution services. He has also handled wide-ranging aspects of law reform, including intellectual property, corporate restructuring and insolvency and legal aid. Mr Tong was admitted to the Singapore Bar in 1995, and was appointed Senior Counsel in 2015. Prior to taking office in July 2019, he was Head of the Restructuring and Corporate Insolvency Department, Co-Head of the Litigation & Dispute Resolution Department, and concurrently a member of the Exco at Allen & GledhillLLP. Mr Tong was first elected into Parliament in 2011, and since 2015, has been the Member of Parliament for the Marine Parade Group Representation Constituency (GRC). 9

The Honourable Justice Anselmo Reyes Singapore International Commercial Court (SICC) Anselmo Reyes practises as an arbitrator. He was Professor of Legal Practice at Hong Kong University from October 2012 to September 2018. Before that, he was a judge of the Hong Kong High Court from 2003-12, when he was in charge of the Construction and Arbitration List (2004-8) and the Commercial and Admiralty Lists (2008-12). He was Representative of the Hague Conference on Private International Law's Regional Office Asia Pacific from April 2013 to July 2017. He became an International Judge of the Singapore International Commercial Court (SICC) in January 2015. Mr Gary Born President, SIAC Court of Arbitration; Chair, International Arbitration Practice Group, Wilmer Cutler Pickering Hale and Dorr LLP Gary Born is the President of the SIAC Court of Arbitration. Mr Born is Chair of the International Arbitration Practice Group at Wilmer Cutler Pickering Hale and Dorr LLP and is one of the world's preeminent authorities on international commercial arbitration and international litigation. He has served as counsel in over 675 arbitrations, including several of the largest arbitrations in ICC and ad hoc history, and has sat as arbitrator in more than 250 institutional and ad hoc arbitrations. Mr Born is ranked by peers and clients as one of the leading international arbitration practitioners in the world. Among many accolades, he received the GAR inaugural \"Advocate of the Year\" award, the Client Choice award for \"Best International Arbitration Practitioner\" in 2012, 2014 and 2016, and the Best Lawyers London \"Lawyer of the Year\" for international arbitration for the past three years. He is one of only two practitioners globally to achieve \"starred\" status for international arbitration in Chambers and Partners guides and the sole practitioner in London. Mr Born has published a number of leading works on international arbitration, international litigation and other forms of dispute resolution. He is the author of International Commercial Arbitration (Second Edition, Kluwer 2014), the leading treatise in the field, which has received the American Society of International Law's Certificate of Merit for High Technical Craftsmanship and OGEMID's Book of the Year award for 2009. Other recent works include International Arbitration and Forum Selection Agreements: Drafting and Enforcing (Fifth edition, Kluwer 2016). He is an Honorary Professor of Law at the University of St. Gallen, Switzerland and Tsinghua University, Beijing, and teaches regularly at law schools in Europe, Asia and North and South America. 10

Professor Lawrence Boo Member, SIAC Court of Arbitration; Independent Arbitrator, The Arbitration Chambers Lawrence Boo is a pioneer in the development of Singapore arbitration. He served as the first Chief Executive Officer and Registrar of SIAC (1991-1996) and was recalled to serve SIAC from 2004 to 2009 as the Deputy Chairman. Boo is one of Singapore’s leading international arbitrators, having sat as arbitrator in more than 300 cases and written numerous awards. His cases included those administered by the ICSID, AAA, ICC, CIETAC, SIAC, LCIA, KLRCA, BANI, HKIAC and ad hoc arbitrations. He is designated by the Chairman ICSID to the Panel of Arbitrators. Boo leads the teaching of international commercial arbitration at the Faculty of Law, National University of Singapore since 1994. He also teaches at Bond University, Australia. He is the author of “Halsbury’s Laws of Singapore Volume 2 - Arbitration” (Lexis-Nexis 1998, 2003, 2011, 2017 and 2020 Re-issue) and one of the co-authors of UNCITRAL Digest on the Model Law on International Commercial Arbitration (UN July 2012). For his contribution to the development of international arbitration and mediation, Boo was conferred the honour of Bintang Bakti Masyarakat (BBM) (The Public Service Star) in August 2009 by the President of Singapore. Ms Natalie Y. Morris-Sharma Deputy Senior State Counsel, Attorney-General’s Chambers, Singapore Ms Morris-Sharma is Deputy Senior State Counsel with the international law department of Singapore’s Attorney-General’s Chambers. Prior to this, she served in various capacities, including as Director (International Legal Division) of Singapore’s Ministry of Law, and as legal advisor to Singapore’s Permanent Mission to the United Nations in New York. Ms Morris-Sharma has participated in and led several bilateral and multilateral negotiations. Amongst others, she has chaired meetings and processes at the United Nations, including the UNCITRAL Working Group that developed the Singapore Convention on Mediation. She currently serves as rapporteur of the UNCITRAL Working Group on investor-State dispute settlement reform. She has published on topics relating to international trade and investment law, law of the sea, and treaty law. Natalie studied law at the University of Cambridge and obtained her Master of Laws from New York University. She is called to the Bar in New York and Singapore. 11

Mr Toby Landau QC Member, SIAC Court of Arbitration; Barrister and Arbitrator, Essex Court Chambers Duxton (Singapore Group Practice) and Essex Court Chambers (London) Toby Landau QC is a barrister and arbitrator, and a member of the Bars of England & Wales, Singapore, New York, BVI and Northern Ireland (and the DIFC).
