1.1. Planning II - Network Planning & Feasibility, Project Formulation & Monitoring and GIS Unit This sub-division is headed by an Additional Director and has the responsibility of overall planning of the functions of Network Planning of RDA and Progress Monitoring of all works implemented by the RDA. Main activities come under this sub-division are given below, • Network Planning & Feasibility Study: Identification of New routes, traces, conduct pre- feasibility and feasibility studies by coordinating with relevant Divisions (Highway Designs , Engineering Services, Environmental & Social Development, Land, Infrastructure Road Safety & Traffic Management, Asset Management Etc.) and review of the feasibility studies done by other consultants. • Project Formulation: Overall Road planning activities for the development of the National Highway Network taking into consideration of future needs for the socio-economic development of the country based on government policies & priorities, programming of works undertaken by RDA as long term, medium term and short-term plans (10-year Master Plan, 5 year Corporate Plan and annual Action Plan) and submission of Project Proposals for approval of the Department National Planning. Preparation of Annual Budget Proposals with the coordination with the relevant divisions of RDA to be submitted to treasury for the allocation of funds. Preparation of documents related to the allocation releasing of the votes in the annual highway budget. Preparation of Annual Work Programme for the votes related to the Corporate Planning Division and compiling and submitting annual work programmes related to the RDA, Project Formulation includes concept development, funding arrangement, coordination with foreign missions etc. Preparation of Economic Analysis report with the coordination with other divisions of the Corporate Planning Division as per the request of funding agencies, Department of National Planning etc. • Progress Monitoring: Monitoring of Financial progress and Physical progress quarterly ensuring maximum utilization of voted fund and preparation of reports on performance of RDA with details of work implemented by RDA including RDA Annual Report. • GIS Unit: Carry out overall GIS functions including designing, planning, developing, implementing, coordinating and supervising the Geo-Database Systems and Drone Surveys 1

for the National Road Network in Sri Lanka. Also conducts spatial analysis for transport modeling & optimum route selection, cartography, GPS surveys, spatial data supporting to the SLAMS and image processing of drone surveys. 2.2.1. Functionalities and Responsibilities of Planning II Network Planning & Feasibility, Project Formulation & Monitoring and GIS Unit is sub division of the Corporate Planning Division. This unit is functioning with the vision of ‘empowering effective and efficient utilization of the national road network for accessibility and mobility needs by supporting proper planning for all road users in order to facilitate the country’s social and economic development. The obligations of Network Planning, Project Formulation and Monitoring unit are handling work activity to achieve the better solution to improve road network system. The following main work activities are included under this unit. • Overall road planning activities for the development of the National Highway Network taking into consideration of future needs for the socio-economic development of the country based on government policies & priorities, programming of works undertaken by RDA. • Monitoring of Financial progress and Physical progress quarterly ensuring maximum utilization of voted fund and preparation of reports on performance of RDA with details of work implemented by RDA. • Project Formulation includes Preparation of Master plan, corporate plan, action plan concept development, funding arrangement, coordination with foreign missions etc. Preparation of Economic Analysis report with the coordination with other divisions of the Corporate Planning Division as per the request of funding agencies, Department of National Planning etc. • Planning and assigning adequate technical and financial resources for the RDA project implementation to carry out its work and evaluation of the outcomes of actions. 2.2.2. Functions of Project Formulation 2.1 Preparation of: • National Road Master Plan (NRMP) -10year • Project proposals /Concept papers and getting required approvals • RDA Corporate Plan – 05 year • Action Plan -Annual 2.2 Annual budget of RDA with the inputs from other divisions Chartered Senior Engineer Releasing of Budgetary allocation to other divisions. Functions of Monitoring 3.1 Progress Monitoring. Preparation of RDA Quarterly progress reports. 3

Other Functions 4.1 Issuing Special Permits to register oversize/overweight vehicles & granting permission to transport over dimension and heavy cargo on National Roads. Snr.
