Smothers, Sr., President Absent: Call to Order President Smothers called the April 24, 2019 Executive Cabinet Meeting to order at 9:05 a.m. Reverend Ronnie Miller-Yow provided words of Inspiration and Prayer. Mrs. Anita Hatley completed roll call. Mrs. LaTonya Hayes was absent for the April 24, 2019 Meeting. Opening Remarks President Smothers welcomed Mr. Charles King, the recently hired Vice President for Institutional Advancement. President Smothers further shared that Mr. Kings transitioned from Children’s Hospital and has over 20 years of Fundraising experience. Approval of Minutes Minutes from the April 10, 2019 and the April 18, 2019 Executive Cabinet Meeting. MOTION: Reverend Ronnie Miller-Yow moved for acceptance of the April 10, 2019 and the April 18, 2019 Executive Cabinet Meeting Minutes; Dr. Darnell Williams provided the second. MOTION APPROVED: The April 10, 2019 and the April 18, 2019 Executive Cabinet Meeting Minutes were accepted by the Executive Cabinet meeting with two minor grammatical errors. 4|Page May 1, 2019 Executive Cabinet Meeting

REPORTS Planning and Effectiveness and Research (SPUR) Dr. Anthony Johnson provided a written report, and he reviewed items as printed. Dr. Johnson shared that the Office of Planning and Effectiveness is working diligently to prepare for the May 15, 2019 CAEP onsite visit. Dr. Johnson further shared the CAEP Writing Assessment will be available to for review by the Executive Cabinet during the May 1, 2019 Executive Cabinet Meeting. Related to Dr. Anthony Johnson’s sharing, a discussion ensued regarding which system to use for Data Management. Dr. Johnson shared that he would research some options and provide an update at a later time. No action was taken on Dr. Johnson’s sharing. Student Affairs and Enrollment Management (SEAM) Dr. Darnell Williams provided a written report from the Division of Student Affairs and Enrollment Management. He asked the Executive Cabinet Members to review each area’s report. Dr. Darnell Williams highlighted information for two upcoming events in Student Affairs. He shared that the Midnight Breakfast is scheduled for April 30, 2019 from 10 p.m. – 12:00 a.m. Dr. Darnell Williams further shared that the Senior Luncheon is scheduled for May 2, 2019 from 11:30 a.m. – 1:00 p.m. No action was taken on Dr. Williams’ sharing. Religious Life and Campus Culture Reverend Miller-Yow provided a written report from Religious Life and Campus Culture, and he reviewed the items as printed. Reverend Miller-Yow shared that the Office of Religious Life is working toward providing a Standard Operating Procedural document related to how the Philander Smith College Campus Community handles deaths and funerals. No action was taken on Reverend Miller-Yow’s sharing. Break (10 Minutes) Academic Affairs Dr. Zollie Stevenson, Jr. provided a written report, and he reviewed items as printed. Dr. Zollie Stevenson Jr. shared that job offers were extended to Dr. Sheila Garland, Dean of Allied and Public Health and Ms. Kathy Anderson, Director of Reynolds Library. Dr. Zollie Stevenson Jr. provided the names of the 2019-2020 Officers for Faculty Senate; those Officers are: President – Dr. Carmen Hardin Vice President – Dr. Carla Carter Secretary – Dr. Nedra Allen 5|Page May 1, 2019 Executive Cabinet Meeting

Representative to the Faculty Senate – Dr. Cynthia Burroughs Parliamentarian – Mr. Malik Saafir Dr. Zollie Stevenson Jr. shared updates from the most Commencement Meeting. Dr. Stevenson Jr. further shared that Ms. Bertha Owens and Mrs. Shannon Clowney Johnson completed a site visit to the Statehouse Convention Center. No action was taken on Dr. Stevenson Jr.’s sharing. Office of Institutional Advancement Mr. Charles King shared provided verbal comments. Mr. King shared that under his leadership the Philander Smith College Community should expect to hold the Office of Institutional Advancement accountable for three things: 1. Integrity 2. Intelligence 3. Innovation No action was taken on Mr. King’s sharing. Social Justice Institute Mrs. Tamika Edwards provided a written report, and she reviewed the items as printed. Mrs. Edwards shared that the Social Justice Institute has secured a potential scholar in residence, Ms. Donna Hylton, to coincide with the DecARcerate’s Annual Conference. The Annual Conference is scheduled for September 14, 2019 and will be co-hosted by SJI. No action was taken on Mrs. Edwards’ sharing. Computer Information Services Mr. Brian Clay provided a written report, and he reviewed the items as printed. Mr. Clay shared verbal updates highlighting the information on his written report. No action was taken on Mr. Clay’s sharing. Closing Remarks President Smothers provided positive comments regarding the Forward Excellence Awards Banquet. President Smothers further shared that the banquet is a reminder that Philander Smith College has some remarkable faculty and staff members that are involved in some amazing work. President Smothers shared that over 20 students are scheduled for a tour of Meharry Medical College due to a recent commitment to put more black men into medical school. President Smothers shared that Dr. Shareece West- Scantlebury and Dr. Etta Carter recently hosted a conference call with members of the Alumni Association. Smothers, Sr., President and CEO Invitees: Executive Cabinet Team Campus Information Services Projects and Updates  New Copiers/Computers  New copiers have been delivered and installed in most locations on campus  Most faculty and staff have been ‘introduced’ to the functionality of said machines, with formal training forthcoming  PaperCut print management installation is currently being scheduled  New computers are being delivered and installed daily  T.R.I.P. Summary of Activities President Executive Cabinet Anthony Johnson, Vice President The Office Institutional Effectiveness and Research May 1, 2019 The Office of Sponsored Programs and Undergraduate Research is charged to promote a “culture of research,” meeting the highest possible standards of achievement and compliance. 1. Providing accreditation assistance to the Division of Education in preparation for their Council for the Accreditation of Educator Preparation (CAEP) 11-2019 on-site-visit and May 15, 2019 Self-Study Submission CAEP Self Study Update Draft Achievements  The Division of Education Assessment and Policy Manual – completed.  A draft response for all required standards - completed.  New surveys and EPP documents are being created to help us prove our claim that the EPP meets the CAEP Standards.  The team meets daily as progress is made toward meeting the deadline.  The CAPE Team is working daily to complete the task. Each member has specific assignments. Improvement  A Recruitment Plan is in final draft.  A developing quality control process is being used.  Comprehensive attempt to collect and analyze evidence is ongoing.  The comprehensive annual report for CAEP will be submitted today.  The comprehensive Title II report is complete and submitted by the deadline of April 30, 2019. Executive Cabinet Report for the Division of Student Affairs and Enrollment Management (SAEM) Darnell Williams, Ph. D., Executive Vice President and Interim Vice President for SAEM 5.01.19 Office of Admissions and Enrollment Mr. Yohannis Job, Interim Director This week the Office of Admissions and Recruitment continues to process applications, and follow up with prospective students Fall 2019. The Office also is shifting focus from recruitment to follow up, and “closing” with prospective students. Current Office Activities:  Document filing and admission status updates. o Daily matching of transcripts and test scores with student applications.  Concentrated START follow up effort. o START Phone-A-Thon will be held on Thursday, May 2, 2019.  Continued issuance of acceptance letters and scholarship award letters.  Follow-up on in state recruitment outreach. o Ms. Candace Parchman and Ms. Tamara Bates will continue with high school and signing day visits to schools in the Little Rock Metro area as well as schools in Southeast and Southwest Arkansas. o Mr. Paul Person will continue to follow-up in the Illinois, Missouri, Texas and Tennessee areas o Mr. Yohannis Job will follow up in the Louisiana area.  Finalizing the “Next Steps” pamphlet which will be mailed out to students that have applied, been accepted, or have already paid a housing deposit to PSC. o The “Next Steps” Pamphlet will contain:  Missing admissions items information,  Early registration dates,  Housing and move-in deadlines and information,  START Summer Bridge follow up information, and  FASFA info and deadlines. Team  Provided outreach to our respective caseloads requesting our students to pre-register for Fall 2019  Set up and hosted the Arkansas Council for Women in Higher Education (ACWHE) Annual Conference on Friday, April 26, 2019 in Kendall Nugent  Five (5) students checked in with S.T.A.R.S. this week Individual Activities Donna Young, Assistant Director  Finalizing grades for Freshman Colloquium Course.  Met with S.T.A.R.S. caseload and peer specialists (ensure completed time log for payroll).  Trained with HR to make sure work times are entered correctly in Paycom.  Revamping a timely and more effective protocol for students on the Delinquent List.  Met with the Commencement Committee.  Recruiting volunteer ushers for the Baccalaureate and Commencement Programs (May 3rd/4th).  Contacting students regarding pre-registration for next semester. Michelle Marshall, Success Coach  Finalizing grades for Freshman Colloquium course.  Met with students (Freshman Colloquium and caseload and specialists).  Sent communication to caseload encouraging them to pre-register. Michelle Grice, Success Coach  Prepared courtesies to be donated to ACWHE.  Met with S.T.A.R.S. students-at-large.  Requested the students to pre-register for fall semester.  Google Classroom Training.  Participated in “The Vagina Monologues” with faculty, staff, and students on 4/22/19.  Hosted Denim Day for Sexual Assault Awareness on 4/24/19 (campus encouraged to participate).  Met with students (concerns’ success, wellness checks, disciplinary, withdrawals from institution, etc.).  Strategizing with team concerning Fall retention initiatives.  S.T.A.R.T. (signing of invoices, check requests, etc.). Regena Steward, R.N. – Health and Wellness Coordinator  Provided services to twenty-four (24) students.  Continued monitoring for PSC Biggest Loser Campaign.  Attended ACWHE Conference on 4/26/19. Professional and Student Engagement Dr. Vernita Bowens, Director On Tuesday, May 1, 2019, SAEM partnered with the Office of the President to host Midnight Breakfast for all current PSC students. The event started at 10:00 p.m. and students enjoyed food, fun, games and music as we close out the semester and prepare for finals and graduation. Dr. Carolyn Lee, with Project Success is on campus to for our Annual Site Visit in order to gauge the success of the Emergency Aid, Grad Ready and the Paid Internship programs at PSC. This semester we had 15 students to successfully complete their internship placements. The site visit is in the Library Conference Room from 10:00 a.m. until 12:00 p.m. Over the last 4-6 weeks, I have assisted graduating seniors with developing resumes and continuing to prepare for graduation. I also assisted students with completing the exit survey required for graduation. Student Affairs and Enrollment Management Ms. Karen Hunter Student Conduct – Judicial Affairs The Student Code of Conduct Committee has completed its work for this semester. There are no more hearings scheduled. Should a student violate the Code of Conduct this week, he/she will be granted an Administrative Hearing with the Assistant to the Vice President for Student Affairs and Enrollment Services. The judicial files are being audited. Fines and additional sanctions are being added to those students that have not been compliant with the sanctions imposed. As reported last week, voting for the Student Government Association General Election took place on April 15- April 16, 2019. There was a ONE vote difference between the two Executive President Candidates (William Kelly and Kevin Spight, Jr.) which resulted in a need for a Run-Off Election. Both, William Kelly and Kevin Spight, Jr. ran an aggressive two-day campaign and the PSC Student Body cast their votes on April 25, 2019. William Kelly won the Executive Presidency with a total of 129 votes. Kevin Spight, Jr. received 104 votes. The 2019-2020 Executive Cabinet Officers are listed below: Executive President William Kelly Executive Vice President Miyah Bell Executive Vice President for Finance Keilan Patterson Executive Secretary Nakayla Holoman Executive Chaplain Justice Monton Executive Sergeant at Arms Hunter Black Senior Class President Keya Maycock Junior Class President Jaelon Rutley Sophomore Class President Heaven Clary The Freshman Class Officers and the swearing in of officers will occur in August 2019. Additionally, the appointed Election Committee has agreed to work with members of the SGA Executive Cabinet to review and revise the Constitution and By-laws. This work will begin at the SGA Retreat this summer. Staff Senate The PSC Staff Senate will meet on Friday, May 10, 2019 at 2:00 pm. in the Titus Academic Center – Room 231 Office of Campus Safety and Security Mr. Arthur Williams, Chief  On April 26, two former students displayed weapons and took a cellular phone from a current student on the student parking lot. Arrests were made.  Campus Safety and Housing will work collectively to facilitate a safe exit for the Philander Community.  The COPS Grant due date is May 26. There are opportunities for Campus Safety to apply for and receive funding for the following: a. Digital Sign Message Board b. Police Communication System c. Computers/laptops for Public Safety d. Office of Religious Life Rev. Ronnie Miller-Yow, Chaplain  New Hire | Assistant to the Chaplain – Awaiting approval.  At the President’s request, I met with several students who had made a request to stay to make them aware that all residential halls will be closed. All went well.  Baccalaureate 2019 – Plans and the programs have been completed for the 2019 Baccalaureate Celebration. Pastor Philip Pointer will be our speaker.  Senior Luncheon – The Senior Class Luncheon is Thursday, May 2, 2019 at 11:00 AM in the Kendall Nugent and Kendall Atrium.  AR Annual Conference, Hot Springs, AR | May 29 – June 1 | Registration for the PSC attendees is complete.  Lina McCord Scholars | Via Faith McCullough and Cedric Doaks will travel to Nashville, TN on May 21- 24 for training. As Lina McCord Scholars, they will travel as representatives of the Black College Fund to speak on their Philander Smith College experience and the value of the Black College Fund of the United Methodist Church.  Philander Forward Youth Theological Institute (Summer Institute) – Plans are underway for the Institute. The Institute will convene June 3 – June 12, 2019. Our theme for 2019 is Freedom. The Steering Committee had its first meeting on Tuesday, April 16 at 2 PM.
