คำ�นำ� สำำ�นัักงานคณะกรรมการการรัักษาความมั่่�นคงปลอดภััยไซเบอร์์แห่่งชาติิ หรืือ สกมช. ได้้จัดั ทำำ� รายงานผลการดำำ�เนิินงานประจำำ�ปีี 2565 ซึ่�่งเป็็นไปตามมาตรา 39 แห่่งพระราชบััญญััติิการรัักษา ความมั่่�นคงปลอดภัยั ไซเบอร์์ พ.ศ. 2562 ที่่�ได้บ้ ัญั ญัตั ิใิ ห้ ้ สกมช. จัดั ทำ�ำ รายงานผลการดำ�ำ เนินิ งานประจำ�ำ ปีีเสนอ คณะกรรมการการรักั ษาความมั่่�นคงปลอดภัยั ไซเบอร์แ์ ห่ง่ ชาติแิ ละนายกรัฐั มนตรี ี ซึ่�่งเป็น็ รัฐั มนตรีรี ักั ษาการ ตามพระราชบััญญััติิดัังกล่่าว ภายในหนึ่�่งร้้อยแปดสิิบวัันนัับแต่่วัันสิ้้�นปีี บััญชีี และเผยแพร่่รายงาน นี้้�ต่่อสาธารณชน เพื่่�อให้เ้ ป็น็ ไปตามที่่�กฎหมายกำ�ำ หนด สกมช. ได้จ้ ัดั ทำ�ำ รายงานผลการดำ�ำ เนินิ งานประจำ�ำ ปีี 2565 โดยมี ี สาระสำำ�คััญ ประกอบด้้วย ผลงานประจำำ�ปีี งบประมาณ พ.ศ.2565 รายละเอีียดของงบการเงิิน ที่่�ผู้�สอบบััญชีีให้้ความเห็็นชอบแล้้ว รายงานการประเมิินผลการดำำ�เนิินงานของสำำ�นัักงานที่่�ประเมิินโดย บุุคคลภายนอก และปััญหา/อุุ ปสรรคการดำำ�เนิินงานที่่�ผ่่านมาและข้้อเสนอแนะดัังรายละเอีียดที่่�ปรากฏ อยู่ �ในรายงานฉบัับนี้้� ซึ่�่งนอกจากจะมีีวััตถุุประสงค์์เพื่่�อเสนอต่่อคณะกรรมการและรััฐมนตรีีผู้�รัักษาการ ตามพระราชบััญญััติิดัังกล่่าวแล้้วยัังได้้เผยแพร่่ให้้ประชาชน นัักเรีียน นิิสิิต นัักศึึกษา บริิษััท ห้า้ งร้า้ น หน่่วยงานทั้้ง� ภาครัฐั และเอกชน รวมทั้้ง� สาธารณชนทั่่ว� ไปได้ร้ ับั ทราบผลการดำ�ำ เนินิ งานประจำ�ำ ปีี 2565 ของ สกมช. ตามที่่� กฎหมายกำำ�หนดไว้้ สกมช. หวัังเป็็นอย่่างยิ่ � งว่่ารายงานฉบัับนี้้�จะเป็็นแหล่่งรวบรวม ข้้อมููลที่่�สำำ�คััญด้้านการรัักษาความมั่่�นคงปลอดภััยไซเบอร์์ในโลกยุุคดิิจิิทััล ให้้แก่่ผู้�สนใจ เช่่น นัักวิิชาการ นัักศึึกษา สื่่�อมวลชน และประชาชนทั่่�วไป เพื่่�อสร้้างความตระหนัักรู้�เกี่่�ยวกัับภััยคุุกคามทางไซเบอร์์ หรืือเพื่่�อนำำ�ไปใช้้ประโยชน์์ตามที่่�เห็็นสมควรต่่อไป สำำ�นัักงานคณะกรรมการการรัักษาความมั่่�นคงปลอดภััยไซเบอร์์แห่่งชาติิ มีีนาคม 2566

Introduction The National Cyber Security Agency (NCSA) has prepared the Annual Report 2022 under Article 39 of the Cyber Security Act B.E. 2562 (2019), by which the NCSA is required to prepare the annual report, submit it to the Committee and the Cabinet within 180 days from the fiscal year-end, and disclose it to the public. The NCSA has prepared the 2022 Annual Report to comply with the law. The main content includes summary of NCSA performance in the fiscal year 2022, financial report by the auditor, report of NCSA performance evaluated by a third party, obstacles from previous implementations, and recommendations. Aside from being proposed to the Committee and relevant ministers, the report will also be disclosed to the companies, stores, private and public organizations, and the general public. We genuinely hope that this report will be a beneficial source of data regarding cyber security in the digital world to those interested, such as academics, students, media, and the general public, to raise awareness of cyber threats or make use of the information in this report. About NCSA History of the National Cyber Security Agency According to the Cyber Security Act B.E. 2562, effective on 28 May 2019, the National Cyber Security Agency was established as a government agency in charge of making the policies, measures, and guidelines for maintaining cyber security for public and private organizations as the critical information infrastructure agencies in preventing, responding to, and mitigating the risk of cyber threats. The purpose is to prevent or minimize the impacts on the public and to ensure national security, peace, and order. The duties of the National Cyber Security Agency are the assigned tasks as per the Act, the coordination between public and private organizations, making policies, regulations, minimum standards of cyber security for government agencies in response to cyber threats, and national security, peace, and order. The three-year goal is to build more cyber security personnel. The National Cyber Security Agency is abbreviated as NCSA. การทบทวนประกาศ กมช. เรื่�่อง การกำ�ำ หนดหลักั เกณฑ์์ ลัักษณะหน่่วยงานที่่�มีีภารกิิจหรืือให้้บริิการเป็็ น หน่่วยงานโครงสร้้างพื้้�นฐานสำำ�คััญทางสารสนเทศ และการมอบหมาย การควบคุุม และกำำ�กับั ดูแู ล พ.ศ.2564 A review of the Notification of the NCSC on the prescribing of principles and qualifications of agencies assigned with the missions or services of critical information infrastructure and delegation, regulation, and supervision B.E. 2564 (2021) การทบทวนประกาศ กมช. เรื่�อง การกำ�ำ หนดหลัักเกณฑ์์ ลักั ษณะหน่่วยงาน ที่่� มีีภารกิิจหรืือให้้บริิการเป็็น หน่่วยงาน โครงสร้้างพื้้�นฐานสำ�ำ คััญทางสารสนเทศ และ การมอบหมาย การควบคุุมและกำำ�กัับดููแล พ.ศ. 2564 ได้้จััดให้้มีีการทบทวนภารกิิจหรืือ บริิการที่่�ถืือว่่าเป็็นโครงสร้้างพื้้�นฐานสำำ�คััญ ทางสารสนเทศของประเทศ ให้ม้ ีคี วามครอบคลุมุ แ ล ะ เ ห ม า ะ ส ม ใ น ก า ร นำำ � ไ ป ป ฏิิ บัั ติิ เ พิ่่� ม ม า ก ขึ้ � น ร ว ม ทั้้� ง เ ป็็ น ก า ร ดำำ � เ นิิ น ก า ร ใ ห้้ เ ป็็ น ไ ป ตา ม พระราชบััญญััติิการรัักษาความมั่่�นคงปลอดภััย ไซเบอร์์ พ.ศ. 2562 ซึ่�่งกำำ�หนดให้้คณะกรรมการ จะต้้องพิิจารณาทบทวนการประกาศกำำ�หนด ภารกิิจหรือื บริกิ ารดังั กล่่าวเป็น็ คราว ๆ ไปตาม ความเหมาะสม ซึ่�่ งมีีการจััดประชุุ มรัับฟัั ง ความคิิดเห็็นจากผู้�ที่�มีีส่่วนเกี่่�ยวข้้อง (Focus Group) ต่่อร่่างประกาศฯ ตามมาตรา 49 แห่่ง พระราชบััญญััติิการรัักษาความมั่่�นคง ปลอดภััยไซเบอร์์ พ.ศ. 2562 เมื่่�อวัันที่่� 5-9 กัันยายน 2565 มีีจำำ�นวนผู้้�แทนจากหน่่วยงาน เข้้าร่่วมทั้้�งสิ้�น 195 คน Upon the review of the Notification of the NCSC on the prescribing of principles and qualifications of agencies assigned with the missions or services of critical information infrastructure and delegation, regulation, and supervision B.E. 2564 (2021), the meeting members reviewed the missions or services that are critical information infrastructure of the country to be more comprehensive and practical. According to the Cyber Security Act B.E. 2562, the Committee shall periodically review such missions and services as deemed appropriate. A focus-group meeting may be organized to hear stakeholders’ opinions on the notification according to Article 49 of the Cyber Security Act B.E. 2562.
