Innovation for the Mankind Deep South Watch Database, later calledthe Deep South Incidence Database (DSID), has thusbecome a prominent source of reference in thepublic policy analysis concerning conflict resolutionand peacebuilding efforts. Beyond reporting thestatistics of deaths and injuries, the database ap-plications could demonstrate variations and trendsand significant patterns of the violent conflict inthe Deep South. As a result, the situation analysis of DeepSouth Watch (DSW) and the Center for ConflictStudies and Cultural Diversity (CSCD) showed that,in the overall picture, the statistics of violenceappeared to have declined as often described bythe State. If one takes June 2007 as the turningpoint, it would appear that the frequency ofviolent incidents actually started declining in a cer-tain way. However, it is noticeable that from 2008onwards, there were attempts at insurgency in theform that would sustain the goals of the struggle,and would also cause the situation in the area torapidly become very intense at intervals. Therefore,from 2008, if we monitor the situation closely andcontinuously, the situation of unrest in the DeepSouth would be of a continuous pattern withoccasional spikes, reflecting an image of anever-ending situation of violence. The lack ofstability and uncertainty of the situation, with afluctuating frequency of incidents represents thedynamics of continuity of the unrest which is theprime nature of the conflict. Such dynamics shouldbe monitored with great care, as they may also havean impact of undermining the State’s legitimacy inthe long run. This situation was later identified as the“protracted violence” due to the continuity ofviolence day in and day out, every month, andevery year. It is a state of violence that consists ofshooting different groups of people going abouttheir daily lives, bombing of public places andattacking targets that are state officials, attackingthe military bases, police or volunteer forces, armedclashes during the “surround, search, and arrest”raids of state officials against the insurgents, as wellas killing of innocent individuals. Such incidentsfrequently appear in the news and are shown inthe analysis (Jitpiromsri and McCargo, 2010). 27

In the process, the data has been collected from 4 sources: the Emergency Call Center operated by the Ministry of Interior based in Yala Province, the daily military report compiled by the Internal Security Operations Command Region 4 (ISOC 4), the Southern Border Provinces Police Operation Center, and the regional news centers of media agencies. All centers would report daily to Deep South Watch (DSW) where the database team collected and triangulated the validity of data from dif- ferent sources. The data has thus been coded and entered into to the dataset that is updated on the daily basis. In the data entry process, the staff would conduct encoding and entering data every day. By the end of every month, there would be the editing process, fact-checking, and cor- rection. Then a summary of the data would be prepared. A monthly summary report is due to be issued by the fifth of the following month. Only significant data would be reported, such as total number of violent incidents, deaths, and injuries. The fall of natural rubber pricescan be caused by several factors such as expansionof rubber planting areas into almost every regioninside the country. Expansion has also occurred in theASEAN countries as well as southern China which hasresulted in an increased supply of natural rubber inthe international market. The price of natural rubberin the world market is generally controlled by thecountries where the tire manufacturers are located.Alternatively, synthetic rubbers are increasingly beingused instead of natural rubber. These factors have putdownward pressure on the price of natural rubber. Since this problem threatens the livelihoodof the rubber planters, they have requested that thegovernment help overcome this problem. Among thedifferent possible policies of the government, thechoice decided upon was to enhance the value of usingnatural rubber in the country. This campaign causeda huge change for the rubber planter that resultedin forming the “Agro-Rubber Industry” throughoutthe country.
