Executive summaryOver five years (from 1991 to 1996), the educational and maritime training services were funded bythe Egyptian Ministry of Transport. Consequently, in 1992, the AASTMT was granted the mostmodern training ship, \"Aida 4\", as a donation from the Japanese government.In 1994 the AASTMT was awarded the most modern simulator in the world (completed in twophases) from the USA administration. Cooperation with the American counterpart continued tofound an advanced technology center. Scholarships have exceeded 120,000 for students from 58countries.The World Bank has chosen the AASTMT from four international organizations representing theNorwegian Swedish Group, the Hungarian Group and the Danish Group to develop maritimeeducation in Bangladesh by a limited tender. The AASTMT proposal was chosen as the best bothtechnically and financially to carry out the project.In October 1996 modified its title from: \"The Arab Academy for Science and Technology: A universityspecialized in maritime transport.\" to \"The Arab Academy for Science, Technology and MaritimeTransport\" (AASTMT). Education is free through universityand compulsory from ages six through 15, though enforcement may be lax. Rates for primary and

secondary education have strengthened in recent years. The vast majority of children enter primaryschool though a significant number drop out. There are approx. 200,000 primary and secondaryschools with some 10 million students, 13 major universities with more than 500,000 students, and67 teacher colleges. Major universities include Cairo University (100,000 students), Ain ShamsUniversity, Alexandria University, the 1,000-year-old Al-Azhar University, one of the world's majorcenters of Islamic learning and the AUC (American University in Cairo), . The former first lady hascreated many project towards the advancement of Egyptian education and the efforts to forceeducation to the remaining 7-9% of students who drop out illegally. Child labor is a contributingfactor to these dropouts but it is considered a serious crime to work children under the legal age andcharges are taken very seriously at this time.Macro environment and situation analysis: 1. Trade and Investment: What are the main risks & benefits to operating in Egypt posed by trade and investment? 1. Economic Openness: This segment presents the risks posed to businesses and investors looking to enter the country, assessing its overall openness to foreign direct investment, and attractiveness as an investment destination compared with its regional peers. 2. Government Intervention: Highlighting key risks stemming from the taxation system, to both resident and non-resident companies and individuals, together with a breakdown of the tax requirements and the bureaucratic requirements surrounding businesses. 3. Legal Risk Analysis: Covering the observance of the rule of law and corruption, this is the main risk that investors and businesses face from the enforceability of contracts, together with property and intellectual property protection rights. 2. Labor market: What are the main risks & benefits to operating in Egypt posed by the labor market? 1. Availability of Labor. 2. These include overall employment, female participation, life expectancy, demographic population deployment and forecasts for workforce size by sector. It is also about the basic skill set of the workforce, literacy and numeracy rates, and the quality of the primary educational infrastructure, compared with the wider region. 3. Education: Assessing the potential pressures facing businesses requiring a skilled labor force with secondary or tertiary education qualifications. This covers the quality, density and graduation rates for both secondary and tertiary education, with a particular focus on engineering, science, mathematics and technological graduates. 4. Labor Costs: This covers the challenges presented by regulations governing labor taxes, minimum wages, annual leave, severance pay, and foreign worker visas. It is about the costs of employment that face businesses and investors. the comparative rigidity of the labor market around regulations concerning the racial and gender demographic requirements for employment. 3. crime and security sector: What are the main risks & benefits to operating in Egypt posed by the crime and security sector? 1. Criminal Risks – This looks into the risks faced by foreign business travellers and expatriates from a full range of crimes, including petty crimes and nuisances, scams, assault, murder,

kidnapping, and cyber-crimes. It is also about the risks to foreign businesses from organized crime, and the competence and the reliability of local law enforcement agencies.2. Terrorism Risks – Looks at the risks of a terrorist attack or major acts of political violence, based on the size, motivations, geographic spread, and capabilities of terrorist/extremist groups. It also addresses the country’s attractiveness as a target, transit point, or safe haven for international terror groups.3. Interstate Security Risks – This is about the likelihood of the country becoming embroiled in international conflict, based on its existing and anticipated international disputes, bilateral and multilateral dispute resolution mechanisms, and any military alliances it has. It also assesses the country’s military capabilities in relation to potential aggressors.
