I. Project Title: RISE: Reach out, Initiate Sex Education! II. Rationale: Adolescent sexuality is frequently viewed negatively, focusing on sexual behavior and its association with other high-risk behaviors. Youth are sometimes stereotyped as sex-obsessed, hormone-fueled individuals seeking the perceived independence of adulthood without its responsibilities. Students around the country reported having sex before the age of 13, which was 43.8% by grade 10; and 63.1% by grade 12 (CDC, 2012). One main factor is poverty. The causes of poverty in our country are illiteracy and a lack of education, and teenagers living in poverty who possess these traits are prone to engaging in sexual activity without proper knowledge. This has something to do with how adults teach youths nowadays. Instead of debating the issue, many educators, parents, and health professionals will state that abstinence is crucial and move on. Abstinence is certainly not the only solution. While some people do not have sex before marriage, the reality is that this method of teaching is ineffective. Safe sex reminders for children are more efficient than teaching them that sex is wrong. It has the ability to revolutionize the way people think about sex, particularly in the South. That being said, poverty is too rife in the country, and education is difficult to attain. Further, the elements linked to unhealthy development in adolescents, such as physical, sexual, and behavioral difficulties, result from their social environment (Kumar et al., 2017). According to an article by State University, young people from poor, underserved inner-city communities have less access to health care, including health education, which increases their risk of negative developmental outcomes associated with early sexual activity. Such people are frequently trapped in poverty, with inadequate healthcare systems and economic deprivation. Peer pressure to engage in adult-like activities can lead to adolescent sexual experimentation at various levels. Adolescents who engage in sexual experimentation are more likely to contract sexually transmitted diseases, such as HIV/AIDS, and become pregnant. Furthermore, the risk of early sexual experimentation is linked to other high-risk adolescent behaviors such as sexual abuse, drug and alcohol use, and emotional adjustment. Adolescence is a time of pressure for both male and female adolescents to engage in sexual intimacy. Girls begin to mature into womanhood and become sexualized objects as they enter adolescence (typically a few years before boys). Images of sexuality and overly thin body images in the media can socialize girls to see themselves as sexual objects. On the other hand, boys are pressured to demonstrate their manhood through sexual conquests. Adolescents get the majority of their sexual information from their peers, which often leads to misinformation. To address sexuality issues, adolescents require structured, formal and informal learning environments with age-appropriate peers. Hence, adolescents must take steps to protect themselves from HIV/STDs and unplanned pregnancies, and the best way to do so is through sex education. Sex education should be a lifelong learning process based on knowledge, skills, and a positive attitude, and it can help young people enjoy sex and relationships based on qualities like positive knowledge, mutual respect, trust, negotiation, and well-being (Kumar et al., 2017). As for best practice in sexuality education, Joy Dryfoss from State University has proposed the need for comprehensive health-promotion models. This practice seeks not only to reduce risk but also to develop leadership and prosocial skills to shape the changing lives of young people. Scholars and activists continue to debate the efficacy of abstinence versus education, including birth control methods. For sex education to be responsible and medically relevant, it should begin in kindergarten and continue throughout high school, making sure it is age-appropriate and relevant for each level taught. Philippine schools have sex education, but a lack of proper planning and implementation has shown minimal results. Since then, DepEd has collaborated with the Department of Health (DOH) and the Commission on Population and Development (POPCOM) to launch the Comprehensive Sexuality Education and Adolescent Reproductive Health (CSE-ASRH)

Convergence, a whole-of-government response to reproductive health issues among adolescents. But, CSE advocates are questioning the plan's details and pointing out that the current government curriculum is still based on conservative values. Instead, they would like to see the use of the positive sexuality framework, which is an approach that teaches sex as a natural and healthy part of life rather than something to be ashamed of. Implementation issues also plague the country's sex education efforts, beginning with the fact that it is being rolled out a decade too late and that implementation on the ground demands a revisiting of partners' roles and locations— According to Jona Turalde, Vice-Chairperson of the SheDecides Guiding Group and Member of the International Planned Parenthood Federation's Nominations and Governance Committee, while there has been concrete progress on a national level, implementation and messaging should be examined further. The goal of this project proposal is to educate young people about issues such as sex, sexuality, and bodily development in marginalized areas, specifically in the province of Quezon, Brgy. Manggahan, Municipality of Pitogo. Quality sex education can help people avoid STDs and unexpected pregnancies. It also reduces the chances of having unsafe sex and promotes responsible family planning. to aid in the resolution of challenges such as overpopulation, high rates of teen pregnancy, and the spread of HIV (The Borgen Project, 2020). Furthermore, the role of sex education will mainly act as a guideline for young individuals as they grow and desire to know the consequences of their actions. We must provide them with accurate information and context; safer sex or abstention from having sex is a better option to reduce their curiosity. Nonetheless, teenagers will seek information on whether or not they receive sex education. Thus, it is preferable to provide children with age-appropriate knowledge rather than incorrect information. The project aims to deliver free sex education programs for teenagers in Baranggay Manggahan at an appropriate age, which has the highest rate of births among the youngest age groups in the Municipality of Pitogo, Quezon Province. Sexually transmitted diseases (HIV), criminality, sexual harassment, gender and ethnic discrimination, and the impact of societal change on individuals, families, and communities are among the issues covered. Thus, it aims to provide preventive interventions for these behaviors, which are all beneficial to personal growth and development. In addition, this will cover age-appropriate discussions on puberty, reproduction, abstinence, relationships, prevention of sexual violence, body image, gender identity, and sexual orientation, as well as engaging and interactive activities on these topics. Hands-on games and application of learning to make the seminars engaging and thought-provoking for the specified target beneficiaries will be implemented as well. III. Objectives of the Project: In addressing the country’s concern about the increasing number of teenage pregnancies, the project aims to provide quality, age-appropriate, free sex education programs for adolescents within the Brgy. Manggahan, Municipality of Pitogo, Calabarzon, as it was the recorded region with the youngest age group that gave birth. Providing sex education for the youth will allow them to have the proper knowledge and awareness about sexual and reproductive health, which will mold them into responsible and educated human beings. Moreover, the project’s goal is to reduce the rates of teenage pregnancy and the spread of sexually transmitted diseases (STD) with the general objective of: ● Providing the youth a quality sex education that shall increase their knowledge about sexual and reproductive health The following will be the specific objectives of the project: ● To teach them about the bodily development they will encounter as they go through puberty

● To educate the youth about the importance of safe sex against unwanted pregnancies and STDs through: ○ Enlightening them about sexual process ○ Teaching them about contraceptives and abstinence ○ Educating them about STDs such as the causes, symptoms, prevention, and treatment ● To debunk myths and reveal facts about sex and pregnancy ● To guide them in decision-making, and safeguard their well-being and that of others ○ Explaining to the youth what family planning is ○ To educate the youth about sexual% violence and the laws that would protect them ● To help the youth learn how to build a respectful and healthy social and sexual connection with others by: ○ Introducing them other options they may not have considered before regarding gender identity and sexual orientation ○ Educating them about boundaries and consent IV. Description of the Project: The RISE project aims to educate and raise awareness among adolescents on sex-related matters through a series of seminars and other beneficial programs. The name of the project, RISE, is an acronym that stands for Reach out, Initiate Sex Education, which represents the team’s goal to impart knowledge about sexual and reproductive health topics to adolescents aged 12–19 in challenged areas. Specifically, project RISE will be held in Brgy. Manggahan, Municipality of Pitogo, Calabarzon with a duration of one (1) month. A total of four (4) seminars will be held throughout the one (1) month duration of the project, each with the goal of covering certain assigned topics. The week-long seminars would include age-appropriate discussions on puberty, reproduction, abstinence, relationships, prevention of sexual violence, body image, gender identity, and sexual orientation. The seminars’ main topics are as follows: ● Facing the New: Puberty and Sexual Reproductive Health ○ Reproductive Health is the basic topic that is taught in sex education since it introduces the processes of reproduction and the purposes of the body part involved. To familiarize the beneficiaries with the overall talk, the first topic would mostly be about puberty, the reproductive system, and the importance of sexual reproductive health. The resource speaker for this seminar would be Dr. Maria Antoinette Dizon, GYN., assisted by Regine T. Sampang, R.N. ● The Spreading Plague: Awareness for Sexually Transmitted Diseases ○ Sexually transmitted diseases (STDs) continuously increase, mainly because of unhealthy sexual practices that root in a lack of sexual knowledge. Thus, it is essential to teach STDs with a significantly large number of cases about their causes, consequences, preventions and cures to lessen the incidence of the

diseases. The resource speaker for this topic will be Ms. Sherryl L. Navarro, from the organization Project Avert. ● Safety First: Tackling Different Contraceptive Methods, and Preventing Teenage Pregnancy ○ As a somewhat continuation of the last two seminars, the Safety First talk focuses on the different contraceptive methods and advice on how to prevent teenage pregnancy since the cases in the Philippines continuously grow in large numbers. The resource speakers for this seminar would be Ms. Lana E. Del Castillo and Mrs. Quinto W. Sampang, from the organization Project Avert. ● Human Rights Awareness: Sexual Violence and Importance of Consent Among Men and Women ○ The last seminar would discuss the sexual rights of a human person, sexual violence, and the importance of consent on both ends. This is an important topic to teach the adolescents as it helps raise awareness on these topics and empowers the meaning of consent and speaking up. Also, it would remind them that they have the right to make their own decisions based on their religious views, ethics, cultural values, and the need for responsible parenthood. The resource speakers for this seminar would be Ms. Donna G. Rusco and Mr. Mark De Jesus, both advocates from the organization, ALLIANCE: Stopping Sexual Violence. During the seminars, the attendants will also have interactive and enabling activities that will focus on the topics that were presented. Said activities include hands-on games and application of learning that would make the seminars more engaging and thought-provoking for the specified target beneficiaries. This is also to give evidence that they understood and learned the topics whilst building their communication skills. In partnership with Sacred Heart Medical City, ALLIANCE: Stopping Sexual Violence, and Project Avert, the resource speakers for the seminars will be invited doctors and advocates. The seminars’ discussions would be in both English and Tagalog, with an emphasis on Tagalog. This is to better suit the beneficiaries (and their guardians) to help them better understand the topics to be discussed. An examination will be conducted every Friday to check the progress of the participants. A free hard copy of the lesson transcripts will be given since online approaches are not cost-friendly for the participants. Aside from the scheduled seminars, free medical check-ups will also be held to manage sexual health risks by physicians and psychologists. The consultation will be beneficial to the participant since it comprises four (4) free assessments and diagnostic conclusions, which can also extend his/her knowledge of the manifesting disease. Furthermore, the data collected will let us know the general sexual health situation of adolescents in Brgy. Manggahan, Pitogo. VI. Target Beneficiaries/Audience: The project proposal is intended to: - Approximately 304 children and adolescents ranging from 10 to 19 years old from a remote community that could barely assess quality sex education will participate in the lectures and activities to be implemented by RISE through its seminars. The initiative seeks to help and educate them regarding sexual and reproductive health and behaviors, that shall serve as their gateway to an illuminated and less violent society. They will understand their biological makeup, prepare them to critically face the world so that they do not become victims of sexual predators, and give them the confidence to speak up if their sexual boundaries are violated. They will know how to have healthy relationships, make informed sexual decisions, be a good ally to those who are marginalized, and learn self-love.

- The 3 prominent corporations (Zonta International Philippines, Bukas Palad Foundation, The Fraternal Order of Eagles) that supported the project as donors and sponsors, and willingly lent the proponents funds to make this project all possible. The benevolence shall bring in public opinion and advertisement, all of which will benefit the corporation’s bottom line. - The NGOs and NPOs that have been long embarking on a safe space for everyone, and working for the betterment of humanity as well as to improve society. They gain from the project by being one of the individuals that has impacted the lives of the youth, and led them to a better way of life. The said project shall also serve as their organizations’ promotional platform, and encourage more advocators to be part of their cause. - The 7 invited Resource Speakers and Instructors ranging from physicians, nurses, advocates, officials, and other professionals who will be willing to speak and lecture the participants on their topic of profession. They are key attractions at meetings to inform, inspire, and entertain the participants and other attendees. They benefit from the project by garnering the role of helping others, and guiding them to live better lives. Speaking allows them to voice their opinions, influence others, and let them talk about their passion. - The Municipality and community of Pitogo that will hold the venue of the program and therefore benefit its participating residents and the whole community and municipality as well. This will provide them a start-up on educating the people on sex and reproductive health, and give them ideas on what rules to implement in their community. VII. Venue: - The RISE project will be held in the public covered court of Brgy. Manggahan, Municipality of Pitogo, Calabarzon. (as granted request from the officials of Brgy. Manggahan and Municipality of Pitogo) VIII. Project Duration: The duration of project RISE will finish within a month (1) after planning for two (2) months. When the implementation is done, it will take two (2) weeks for the project closing. In total, the whole project will take three (3) months and two (2) weeks. After a year, the barangay will send a data report about the general sexual situation of the barangay such as pregnancy and HIV cases.
