             Emergency Management – Executive Summary    Policy & Commitment  Centra  Pipelines  (which  includes  Centra  Transmission  Holdings  Inc.,  and  Centra  Pipelines  Minnesota Inc.) has developed and maintains an Emergency Management Program for all of its  operations.  This program is used for emergencies and supports the company’s commitment to  prepare for, and respond to, emergencies of all types.  Centra Pipelines is committed to the safe  operation of its natural gas facilities above all other concerns.  This commitment transcends all  other actions whether during normal operations, planning, or implementation of the Emergency  Management  Program,  the  focus  shall  be  conducted  with  the  highest  possible  standard  in  protection  of  the  health  and  safety  of  the  general  public,  employees,  the  environment,  and  limitation of property damage.    Centra  Pipelines’  program  documents,  EMG‐PRO‐001,  Management  of  Gas  Emergencies,  and  EMG‐PRO‐002,  Non‐Gas  Emergencies  outline  the  specific  sequence  of  response  actions  necessary to meet the objectives identified above.  Reiterated, the priority sequence for Centra  Pipelines’ response actions is, first, the safety and preservation of life, followed by the protection  of property and the environment.  Goals & Objectives  The objective of Centra Pipelines' Emergency Management Program is to ensure Preparedness  in the response process in order to protect all who come in contact with Centra Pipeline’s natural  gas transmission pipeline and associated facilities.  Transportation of natural gas by pipeline has  an  excellent  safety  record  as  does  Centra  Pipelines.    However,  incidents  do  occur;  and  the  Emergency Management Program is designed to properly identify and respond to an emergency,  regardless  of  origin.    Preparedness,  so  that  that  all  events  including  potential  emergencies  involving  Centra  Pipelines  operations  and  facilities  are  effectively  managed  and  responded  to  appropriately, with first priority being the preservation of human life.    The  following  are  key  elements  in  the  Emergency  Management  Program  involving  gas  emergencies necessary to achieve the objectives as outlined above:     Emergency Preparedness Policy   Purpose and Scope of Procedure Coverage   General Facility Identification Information   System Description   Emergency Response Areas   System Map  Centra Transmission Holdings Inc.                              Centra Pipelines Minnesota Inc.    2

Incident Management System  Hazard Identification, Assessment & Control  As referenced in Centra Pipelines’ Emergency Management Program, the hazards likely to occur  based on the nature of an emergency, what is involved and geography, along with the potential  consequences  to  be  prevented  or  addressed,  are  considered  as  part  of  on‐going  program  development and review.  The Centra Pipelines Emergency Management Program addresses all  hazards applicable to its operations, including site, area or process specific hazard identification  and consequence assessment.  Other elements of the Centra Pipelines Integrated Management  System  addresses  hazard  and  risk  assessment.    Consultation  with  various  stakeholders  is  conducted  annually  during  the  development  or  updating  of  Centra  Pipelines’  emergency  management processes.    Centra Pipelines’ EMG‐PRO‐002, Non‐Gas Emergencies, supports response and decision making  specific  to  fire  and/or  explosion  (those  not  related  to  natural  gas),  injury  or  illness,  chemical  substance release, weather related anomalies (e.g., storms, floods, etc.) and security threats.    Incident Command  Centra Pipelines applies an Incident Command System (ICS) ‐based event management process  in  responding  to  emergencies;  the  Centra  Pipelines’  ICS  is  outlined  in  the  Centra  Pipelines’  Emergency Management Program.    The use of an ICS provides many benefits for Centra Pipelines’ emergency response, including:  • A clearly defined chain of command.  • A  scalable  response  structure  promoting  the  efficient  use  of  resources  to  ensure  responsibilities are fulfilled.  • Common  terminology  supporting  interoperability  between  Centra  Pipelines  and  other  responding agencies and organizations.  Centra Transmission Holdings Inc.                              Centra Pipelines Minnesota Inc.    3 

             Emergency Management – Executive Summary    Centra Pipelines typically coordinates the initial and ongoing response to an emergency, with a  unified command by the local authority and/or first responders as the emergency requires.  Communications  Stakeholder Liaison in Preparation for Emergency Response  As  outlined  in  the  Emergency  Management  Program  of  the  Centra  Pipelines  Integrated  Management System, Centra Pipelines assigns responsibilities applicable to different responder  roles,  including  requirements  for  notifying  and  engaging  outside  stakeholders.    These  stakeholders include Centra Pipelines’ customers and suppliers, first responders, landowners, the  public,  municipalities,  law  enforcement,  Indigenous  communities,  federal,  provincial  and  state  regulatory  agencies,  and  the  media.    Consultation  with  stakeholders  is  an  on‐going  process  conducted  in  person,  over  the  phone,  through  mail‐outs  and/or  via  information  technology  methods.     Training & Continual Improvement  The  completeness,  accuracy  and  effectiveness  of  Centra  Pipelines’  Emergency  Management  Program  is  reviewed  regularly  (at  least  annually)  and  through  quarterly  tabletop  emergency  response exercises, and every three years with a full‐scale emergency exercise that involves key  stakeholders.    This  training  and  reviews  include  discussion  around  equipment  availability  and  placement, as well as contractors and other resources for response, control and remediation.    Training is completed at all levels of Centra Pipelines, with involvement of senior management in  major  exercises.    Scenarios  are  developed  based  on  hazards  present  at  the  particular  location  involved  in  the  training,  and  with  continual  improvement  in  mind.    Where  possible,  external  agencies, responders and regulators are included in emergency response exercises, particularly  major exercises.  This involvement provides an opportunity for  continuing education so these  stakeholders  who  may  be  called  upon  for  support  during  an  emergency,  are  aware  of  hazards  and protocols to follow during a Centra Pipelines’ emergency.  This involvement also provides an  opportunity  for  relationship  development  between  Centra  Pipelines’  responders,  external  responders and agencies and regulators.  Stakeholders are also provided with information about  hazards and protocols as part of the annual program updating process.  Centra Transmission Holdings Inc.                              Centra Pipelines Minnesota Inc.    4
