PrefaceThe National and Regional Load Despatch Centres (NLDC/RLDCs) were constituted as statutory bodies with theirfunctions defined under the Electricity Act 2003 and the Indian Electricity Grid Code. Initially, the RLDCs were operatedby the Central Electricity Authority, as part of the Regional Electricity Boards (REBs), since 1964. Consequent to theformation of Power Grid Corporation of India Ltd. (POWERGRID), the RLDCs were transferred to POWERGRID during1994 to 1996, in a phased manner.Ministry of Power, Government of India directed POWERGRID, vide OM dated 04th July 2008, to set up Power SystemOperation Corporation (POSOCO) as a wholly owned subsidiary of POWERGRID. The functions of POSOCO included,inter-alia, to supervise and control all aspects concerning operations of NLDC and RLDCs, act as an apex organizationfor manpower requirement of NLDC and RLDCs, to ensure planning and implementation of infrastructure required forsmooth operation and development of NLDC and RLDCs, to advise and assist the SLDCs, including for specializedtraining, etc. POSOCO was, accordingly, incorporated as a wholly owned subsidiary of POWERGRID and registered on20th March 2009. MoP, vide notification dated 27th September, 2010, notified that POSOCO shall operate the five RLDCsand NLDC w.e.f. 1st October, 2010. POSOCO has since been discharging the statutory function of power system operation,under the Act. Consequent to Gazette notification ref SO 4089 (E) dated 19th December 2016, POSOCO commencedoperation as a wholly owned Government of India company w.e.f 3rd January 2017.As a subsidiary company, the “Delegations of Power” of POWERGRID was in vogue for POSOCO. This continued duringthe initial transition phase after 03rd January 2017. After the constitution of the independent Board of Directors of POSOCOin Dec 2017, the first Executive Committee Meeting (ECM) was held on 24th Jan 2018 wherein it was unanimously decidedDoP POSOCO Page: 1

to formulate and adopt POSOCO’s own “”Delegation of Power” to discharge the statutory functions assigned toNLDC/RLDC and to realize the vision and mission of the corporation.Delegation of power (DOP) or the ‘Delegation of Authority’ (DOA) is an indispensable document for any organization.Delegation means assigning of certain responsibilities along with the necessary authority by the management of theorganization to the employees. It only means transfer of certain responsibilities to the employees and giving them therequired authority, which is necessary for the discharge of the responsibility properly. The three important elements involvedin the DOP are (i) Authority, (ii) Responsibility, and (iii) Accountability.Authority is the legal right of the management to command the employees while the responsibility relates to the duties forcompletion of the assigned task. Accountability is the obligation of the employees to carry out the duties as per standardsof performance. In an organization, authority is normally defined as the power and right of a person to use and allocate theresources efficiently, to take decisions so as to achieve the organizational objectives. Thus, Authority has to be well defined.The level of authority is commensurate with the employee’s level in the management hierarchy. Authority is alwaysaccompanied with an equal amount of responsibility.Responsibility is termed as the duty of an employee to complete the assigned tasks. Responsibility usually comes withadequate authority. In case there is inadequate authority then it leads to discontent and dissatisfaction amongst theemployees. Responsibility gives a sense of accomplishment on successful completion of the job.Accountability means being answerable for the end result. It arises from responsibility. Accountability makes the employeeto be innovative and more focused on job completion.DoP POSOCO Page: 2

POSOCO being a knowledge based company, ‘human resources’ and ‘decision support system’ are its major assets.POSOCO would have a very modest capital expenditure and the functional powers delegated to its employees would becritical than the financial powers. The load despatching function of NLDC/RLDCs is perceived as a ‘mission critical activity’for uninterrupted and reliable power supply; a ‘facilitator’ for an efficient electricity market; an ‘optimizer’ of precious powergenerating resources; an ‘instrument’ for equitable and fair use of the available transmission infrastructure and an‘indispensable link’ between the managers, administrators, planners and regulators on one end and the physical system onthe other end. NLDC/RLDCs play a major role in facilitation and deployment of renewable energy sources, achievingeconomy & efficiency and minimizing carbon footprints through despatch decisions. POSOCO has to manage the Grid inaccordance with the CERC regulations and technical standards notified by CEA. While discharging its responsibilityPOSOCO has to be transparent, neutral, fair and non-discriminatory towards all the entities and market players.The “Delegation of Power” for POSOCO has been formulated to keep the above distinguishing feature of POSOCO. TheDOP consists of two partsPart-1 ---- Functional Delegation of PowerPart-2 ---- Financial Delegation of PowerThe functional DOP has been derived from the critical decision steps listed in the Standard Operating Procedure (SOP).Effort has been made to establish a ‘maker’ and ‘checker’ for each decision step and to delegate powers to an executive ofadequate level.
